Abstract

Since the fall of the Soviet Union led to the end of the Cold War, democracy and capitalism have become an unchallenged ideology. In the era of globalization, global economy and free market have not directly brought about democracy, and therefore it denies the argument of globalists. As a matter of fact, globalization has increasingly marginalized the roles of state, and even it has replaced them by the non-territorial actors or the super-states, namely international institutions, multinational corporations, and private organizations. Their roles of these territorial actors not only have become so strong and dominant in economy and politics, and therefore they have the power to control the world market, but also have threatened democracy. As a result, the roles of the states are coopted to serve the interest of corporations, and are detrimental for the interest of the citizens. Therefore, conventional democracy has to be redefined because it has not been adequate any more.

Abstract

The study of state border have always been an interesting topic of discussion among the IR’s scholars, this is because the border issues are related to territorial issues and state sovereignty. So that discussions about state borders are always dominated by traditional security approaches that put the ecountry as the primary actor.While this article seeks to use the human security approach in reviewing state border issues. This is done as a form of response to the dynamics of change in international relations. Unlike traditional security approaches that always put the state as the object of reference, the human security approach places the individual as the object of reference. Human security is an approach that is focus on individual security. According to UNDP there are seven universal components in human security approach; economic security, food security, health security, environment security, personal security, community security and political security.

Abstract

The international regime of the United Nations Framework Convention on Climate Change (UNFCCC) has resulted some agreements and policies which binding its countries member. The latest one was the mechanism of REDD (Reducing Emissions From Deforestation and Forest Degradation). The implemetantion of these mechanism does not only bind and involve the countries member at the national level but also at local level (such as at province and regency level). Local aspect has a significant role as the basis for implementing these policy. This paper examines how instermestic perspective used for explaining the relation between international and domestic (local) aspect within the REDD-UNFCCC mechanism.

Abstract

The idea of building shariah economic investment institution was pioneered by Muhammadiyah when involved in the International Contact Group (ICG) to strengthening civil capacity of the muslim mindanao community through the transformation of social, economy, and education, as the initation of Baitul Mal Wa Tamwil establishment, as the embryo of economic shariah investment institution. This article will build a new idea which in the community who experiencing conflict still need shariah economic investment institution. Institute of shariah economic will guide the choice toward politic and military confrontation to more moderate and measureable in the community, which is in the end will contributes positively in creating peace.

Abstract

Human trafficking becomes a central issue in the globalization era for being an epidemic in various countries. Cases of human trafficking have been rife for a long time in Indonesia, even in some areas such as East Nusa Tenggara, East Kalimantan, West Nusa Tenggara, and West Kalimantan, this phenomenon is vulnerable. West Kalimantan Province has ranked second highest in human trafficking cases in Indonesia, particularly in Sambas Regency, an area directly adjacent to Malaysia. This paper aimed to describe the role of IOM in tackling human trafficking cases in Sambas Regency, West Kalimantan. This study utilized a qualitative approach with descriptive writing patterns, and data sources were based on literature review and field studies through interviews with IOM and the local government of Sambas Regency. International organizations and institutional liberalism theories were employed to analyze the phenomenon. The results revealed that IOM performed its role and function by cooperating with the local government in conducting socialization and involving the government both vertically and horizontally. IOM also conducted reintegration and victim assistance. Moreover, IOM carried out discovery processes in economic and social terms. The existence of IOM can be the right partner for the government in dealing with human trafficking. Thereby, cooperation and support for the implementation of government policies can be established.

Abstract

This paper examines the ineffectiveness ASEAN Agreement on Transboundary Haze Pollution (AATHP). A question that’s been trying to be explained on this paper is Why ASEAN Agreement on Transboundary Haze Pollution can’t run effectively. All this time, the explanation being used that ineffectiveness of AATHP implementation caused by Indonesia who not ratified yet its agreement. It considered as logic because Indonesia is the primary cause of smog that will be tackled by AATHP. The writer’s main argument is ineffectiveness of AATHP influenced by non-interference principle on ASEAN, which really strong and reflected in the content of the agreement which made AATHP legalization is low (soft law). Therefore, with the weak legally binding, even Indonesia ratified the agreement, still the prospect implementation of the effectiveness is low.

Abstract

Indonesia is one of the countries affected by the COVID-19 pandemic. This pandemic has caused global countries to experience a decline in the index for sustainable development goals. Indonesia and other countries have committed to meeting sustainable development goals in infrastructure, industry, and innovation (SDGs 9). This study aims to explore the implementation of SDGs 9 during the COVID-19 pandemic. This study applied a qualitative approach in describing the results of the study. The study results disclosed that before the COVID-19 pandemic hit, the achievement of SDGs 9 still had to be accelerated. When COVID-19 hit, the achievement of SDGs 9 decreased. In addition, the pandemic has reduced the availability of funds for various sectors because the government must focus on the health sector and efforts to mitigate COVID-19. As a result, there was a decrease in the budget for the implications of the SDGs. Over the past five years, innovations in infrastructure have continued to be carried out to support accessibility, mobility, integration and connectivity between regions in Indonesia, especially Eastern Indonesia, the smallest islands, the foremost and outermost islands of Indonesia. Connectivity also aims to support industrial sectors that benefit GDP and create massive jobs.

Abstract

ASEAN Intergovernmental Commission on Human Rights (AICHR) was established in 2009. Its main functions are to promote and to protect human rights and fundamental freedoms of the people of ASEAN. Since the beginning of its formation, AICHR has been criticized for being a toothless institution. This is because of the weak nature and power given to this body. This paper analyzes what the future lies for AICHR. Will it continue to become a partial human rights mechanism or will it transform into an independent human rights body. It is argues that several factors will determine the future of AICHR. Firstly, is the ability of AICHR in internalizing human rights norms. Secondly, is the commitment of ASEAN countries to human rights promotion and protection. Thirdly, is the endless endeavor coming from civil society not only criticizing but also supporting AICHR. The structure of this paper is as follows. The first section elaborates theories on why states join or signing human rights regime or treaties. This will be followed by providing a brief profile of ASEAN and emphasizing on the organization norms. Next, the paper explains the anatomy of AICHR and provides brief comparison between AICHR and several regional human rights systems. The origin and the development of AICHR are discussed in the next section, followed by analyzing the future of AICHR.

Abstract

Accounting for 30-60% of GDP of ASEAN member states and the largest source of employment for all economic actors, small medium enterprises is a very important economic actor in Southeast Asia. The SME sector in ASEAN, however, is confronted with a wide-range of structural, financial and other challenges, among which are limited access to finance, technologies and markets. ASEAN has many important roles in developing SMEs. ASEAN institutions can guide, direct, and fund many development programmes related to SMEs. Moreover, AEC, a new set of regional liberalization package, will have important consequences to SMEs’ growth in the ASEAN member states. Therefore this paper will ask the impact of AEC to SMEs in ASEAN member states using English School Theory. It also asks the role of ASEAN in promoting SME development toward AEC. In this paper, interview and content analysis will do as the main data source. This paper concluded that ASEAN has developed a comprehensive empowerment plan through Strategic Action Plan for ASEAN SME Development but lack of coordination between ASEAN institutions has hindered the full implementation of the plan.

Abstract

This article seeks to comparatively examine the military coups happening both in Egypt in 2013 and Turkey in 2016. Two problems discussed in this paper are: firstly, concerning the trigger causes behind the two coups and, secondly, the reason why those phenomena are different, in which the coup was successful in Egypt and failed in Turkey. In order to answer these questions, this paper reviews some aspects related to social condition and the political turmoil before the coups exploded, ranging from the economic crisis, the autocratic policies, the stance of civil society, until the nature of the armed forces itself. The two military coups indicate that the democratization process in the Moslem world is highly determined by the political actors, in which the most important parts of them is the armed forces, in addition, to be shaped by the doctrine of Islam itself Tulisan ini menganalisa secara komparatif kudeta militer yang terjadi di Mesir tahun 2013 dan Turki tahun 2016. Dua pertanyaan yang didiskusikan adalah: pertama, terkait dengan faktor yang mendorong terjadinya dua kudeta tersebut, dan kedua, alasan mengapa dua fenomena tersebut berbeda, kudeta berhasil di Mesir dan gagal di Turki. Untuk menjawab dua pertanyaan tersebut, tulisan ini melihat sejumlah aspek yang terkait dengan kondisi sosial dan kekacauaan politik menjelang kudeta, mulai dari krisis ekonomi, kebijakan non-demokratis, sikap masyarakat sipil sampai karakteristik angkatan bersenjata kedua negara. Dua kudeta milter yang terjadi ini menunjukkan bahwa proses demokratisasi di dunia muslim sesungguhnya sangat ditentukan oleh aktor politik, di mana peran terpenting dimainkan oleh angkatan bersenjata, selain itu juga dibentuk oleh doktrin Islam sendiri
