Abstract

This paper describes the rate of return to education in Indonesia. The purpose of this paper was to determine how the trend of return to education from 1993 to 2007. By using Mincer equation, we analyzed return to education in Indonesia with using Indonesia Family Life Survey (IFLS) data collected in 1993, 1997, 2000, and 2007. Mincer specification linked between income and education. Income used in this paper was real income of a person who works. The estimation of the rate of return to education started by separating each year data. Then, it used pool data by adding year variable and multiplication variable between year and education. Estimation was also carried out by comparing between men and women. Further, estimation was divided into two age cohorts, young cohort and old cohort. All the results of estimation indicated a decreasing rate of return, the greatest decrease occurred on men with old cohort.Keywords: education, return to education, Mincer equation, trendJEL codes: I26, J30

Abstract

Fiscal decentralization can be considered as intergovernmental financial assistance within a state. This assistance is commonly called intergovernmental financial transfer that is transfer of fund from a level of government to another level. Generally, the transfer is usually occurred from a higher level of government the lower counterpart of a single state. The re- search is conducted to prove that Flypaper Effect has occurred in fiscal decentralization policy. The research finds that regional governments use the transfer for increasing their expenditures without raising the tax. The impact which is occurred from correlation of financial transfer by central government toward the income and expenditure of regional governments shows flypaper effect indication in the implementation of fiscal decentralization. In that case, the effect to the increase in regional expenditure is bigger than the effect toward its income. This is showing that transfer of the fund has caused the increase in vertical fiscal imbalance. Transfer of funds encourages the increase in the expenditure of autonomous regions.

Abstract

Luas lahan pertanian cenderung berkurang karena dialihfungsikan untuk keperluan lain sebagai akibat dari pembangunan ekonomi regional. Kajian ini bertujuan untuk menganalisis alih fungsi lahan di Jogjakarta dengan menggunakan model dinamis dengan memasukkan variabel ekonomi, demografi dan infrastruktur. Panel data yang digunakan dalam kajian ini dikumpulkan dari lima wilayah selama kurun waktu 1979-2000.Estimasi dilakukan dengan panel regresi. Hasilnya menunjukkan bahwa lahan pertanian di Jogjakarta berubah secara dinamis dan menuju pada keadaan yang stabil. Lahan sawah akan tetap ada, sedangkan lahan kering kemungkinan akan dikonversi ke lahan sawah dan untuk kepentingan lainnya. Lahan sawah akan dicetak sebagai akibat naiknya pendapatan daerah. Tekanan penduduk terhadap lahan kering jauh lebih besar daripada terhadap lahan sawah.

Abstract

Decentralization is the reflection of economic and politic reformation. The politic change in developing countries in the last decade shows the tendency that local government has the authority to public service in the local society. Due to technology change and integration in the global market, it is a big demand for the government to control the politic and economic system in the country. The regional autonomy has two different effects. The regional autonomy, however gives the opportunity to their districts to grow and develop their own districts. On the contrary, the regional autonomy can be worse. This occurs due to the lack of preparation of the district to apply the policy. The key to minimize or eliminate the problem is by enhancing the quality of human resources. Preparation of business and bureaucracy to face the regional autonomy will be discussed.

Abstract

This research aims to investigate land productivity and cost of production of food crops farm in Gunung Kidul. The result of this research found that using labor, fertilizer, and manure increases the land productivity. Similar to, farmers education increases the land productivity. Based on dummy variables, the household labor increases the land productivity. The self-owned land productivity is higher than the rented one belonging to HB, land productivity of forestation department loan is lower than the rented one belonging to HB. Prices of labor, phosphate fertilizer, and organic manure increases the production cost of food crops farm. Based on dummy variables, the production cost of food crops farm LKP rented land is higher than one from other land institution. On the contrary, the cost of production of food crops farmland forestation department loan is lower than one from other land institution.

Abstract

This study aims to make a synthesis related to efforts to develop an alternative modeling of the process of strengthening (empowering) the economy of poor coastal communities through the optimization of the groups role as the basis for economic development towards greater prosperity. Two programs of empowerment that are assessed Coastal Community Economic Empowerment Program and Program of Revenue Improvement for Small Farmers and Fishermen. To analyze the data has been collected, used four methods: Multiple Linear Regression Method, Path analysis, Structural Equation Model, and Descriptive Method (What-If Analysis). The results showed that alternative models that have been synthesized assume important roles in the group as a strategic base on the effectiveness of the program, besides the influence of internal and external factors, which are both strongly associated with quality resources and local knowledge of each area/coastal areas where the coastal areas tend to one another there is a difference.

Abstract

This paper aims to analyze the effect of various idiosyncratic shocks against child labor, working hours of children and school participation based on gender. Also, the role of the assets held by households as one of the coping strategies to mitigate the effects of such shocks. The results of random effect probit technique show that girls are more vulnerable and unprotected in the event of idiosyncratic shocks, especially those shocks caused by crop loss and the decline in household income due to price and quantity. Meanwhile, idiosyncratic shock that drives the existence of boys child labor is the death of the head or members of the household.. Additionally, household assets play an important role in reducing the number of child labor and increase school participation but do not affect the working hours of children during a variety of idiosyncratic shocks

Abstract

Integrating perennial plant, such as Falcataria moluccana, in farming system can provide economic and environmental benefits, especially in marginal areas. Indonesian governments at all levels have been employing a number of efforts to speed-up adoption of tree planting on farm.  However, the establishment of farm forestry on private land in Indonesia, especially in Java, is widely varied.  While the farm forestry in some locations has been well adopted, the farmers or land users in other location are reluctant to adopt them, although the traits of farmers and farm land in both locations are similar. Most adoption studies have employed cross-sectional data in a static discrete choice modeling framework to analyze why some farmers adopt at a certain point in time.  The static approach does not consider the dynamic environment in which the adoption decision is made and thus does not incorporate speed of adoption.  The information of adoption speed of an innovation is important in designing extension policies as well as reengineering innovations in order to align with socio-economic conditions of the farmers.  Based on data from a survey of a random sample of 117 smallholder households in Wonosobo Regency, Central Java, Indonesia, this study investigated determinants of time to adoption of farm forestry using duration analysis. Results revealed that factors that accelerate the adoption varied include age of household head, level of education of household head, off-farm employment and output price. Older farmers tend to adopt faster than the younger farmers. The other interesting findings are that off-farm employment and membership to farmers group are two most influential factors in speeding-up adoption of Falcataria-based farm forestry. The policy implications of this research are that government should design policies that promote farmers’ participation in off-farm income activities and strengthening farmer groups in addition to extension services and timber markets.

Abstract

This study estimates the exchange rate pass-through into domestic prices in Indonesia in the two-stage approach. The study focuses on first step pass-through, i.e. ERPT into import prices and second step pass-through, i.e. into consumer prices, using cointegration and error-correction mechanism (ECM) model. This research uses a Zivot-Andrews technique to test for structural breaks and Gregory-Hansen models to tests. The results show that the long run ERPT to import prices with structural breaks is relatively low compared to the results without them. The absolut error correction term values resulted from cointegration are decreased and the error-correction models need period lagged longer than one-period if the estimation included the estimated structural breaks. The main finding is that allowing for possible breaks around the crises in Indonesia, and a shift of the exchange rate management from managed to free floating in 1997 helps to restore a long run cointegration relationship estimation.

Abstract

In local autonomy implementation, there are various decentralization processes. One of them is decentralization in fiscal sector. Fiscal decentralization relates to local authority using their own fiscal resource which is supported by financial balance between central and local government. Some problems which is estimated will emerge in fiscal decentralization process is a natural thing for local government which have authority to manage their own household affairs. In addition to emerged problems, there are some decisive factor which is calculated as the something determining the success of decentralization process. Decentralization can also give varying implications toward inter-region development activity.
