Abstract

Fiscal tariff is considered as personal income tax, collected in advance when adult people who have been staying in Indonesia for more than 183 days go overseas. The magnitude of tariff was sometime much greater than the airfare itself, particularly for international flight to ASEAN member countries. This study aims to measure the impact of elimination of fiscal tariff applied to international flight passenger departing from Indonesia. Potential loss in government revenue from income tax and number of international passengers were analyzed. This study used descriptive and econometric methods. Annual and monthly time series data were collected for publication of the Indonesian Statistical Agency and Central Bank of Indonesia during the periods 2008-2012. The results show that the elimination of fiscal tariff did not affect the government revenue resulting from personal income tax. The impact of tariff elimination was to increase the rate in number of passengers going overseas.

Abstract

The deep depreciation of the Rupiah from August 1997 through 1998 poses a big problem for domestic economic. Because the Indonesia economic faced with the international trade deficit and the balance of capital surplus, has given rise to the depreciation of Rupiah. At the same time, the banking sector has been higher interest rates. Examination of the data indicates causal linkage between the exchange rate of rupiah and the interest rate, vice versa. This result reflects the weakness of the real and monetary sectors in Indonesia. To avoid the failure economic, will need the contribution monetary and others policies make to that environment are critical.

Abstract

This study is an attempt to construct an assessment model for fishery resources by taking Aceh province as a case. The accuracy of assessment of sustainability in fishery resource utilization is crucial. An erroneous assessment may lead to a false management policy and thereby fish stock depletion may take place as a result. Three behavioral equations used in this study constitute supply and demand functions. A simultaneous equations system was applied to assess the sustainability of fishery resource utilization. The model also incorporated the possibility of relationship between two Aceh’s fishery areas and the possibility of disequilibrium fish market. The estimation results show that the Malacca Strait capture fishery market is in disequilibrium due to excessive demand. The Indian Ocean capture fishery supplies the consumption needs of the population on the Malacca Strait side and therefore significantly increases the supply in the later area.

Abstract

Mangrove forest is one of the important ecosystems in Karimunjawa, Indonesia. It provides a variety of services both ecologically and economically. However, over-exploited activity, such as timber theft, can be threatening the sustainability of mangrove forest in Karimunjawa now and in the future. Thus, the improved management for mangrove forest is necessary to ensure its sustainability, and it is depending on how people value the conservation from economic and environment consideration. This study examines the factors influencing on the willingness to pay (WTP) of respondents for mangrove restoration in Karimunjawa. A total of 502 respondents were interviewed using census method. The method employed is Contingent Valuation Method (CVM)Single Bounded. In CVM, the logit model was defined based on dichotomous choice method to estimate the willingness-to-pay (WTP) randomly with three different starting bid value. Findings showed that local awareness of the importance of the values given by mangroves was popularized among local communities. The findings also indicated that respondents who are higher education and have more income were more likely to pay for the mangrove restoration.

Abstract

The research aim's to know the influence of interest rate ofSBI, exchange rate, total bank lending, supply of funds and commercial bank amount to rigidly bank lending rate in Indonesian period of January 2001 until June 2004. The research use secondary data by character of time series. The research methodology used a partial adjustment model that rigidly bank lending rate are influence by all independent variable such interest rate of SBI, exchange rate, and total bank lending, supply of fund and commercial bank amount in banking sector. The empirical results that rigidly bank lending rate are influenced by all independent variable are collectively such interest rate of SBI, exchange rate, and total bank lending, supply of fund and commercial bank amount in banking sector. But as partial, rigidly bank-lending rate are influenced by an interest rate of SBI, exchange rate, total bank lending and supply of funds and commercial bank amount, which don't have an effect to rigidly bank lending rate. The result that is suitable with the theory, where monetary instrument (interest rate of SBI) can be used to influence bank-lending rate as process transmission mechanism monetary policy by price channel approach. Adjustment coefficient is equal to 0,5484 which meaning 54,84 % represents the difference between bank lending rate actual with bank lending rate that desired which fulfilled to be reached in one period, where speed of adjustment bank lending rate in response change of independent variable equal to 5 months 27 day, with mean lag independent variable equal to 1,1812867 months.

Abstract

The main objective of this research is to empirically analyze how the business cycle of ASEAN-4 (namely Indonesia, Malaysia, Thailand, and Philippines) economies are influenced by increased trade with European Union especially Netherland and Germany. Increased trade can lead business cycles across trading partners to be patterned in either direction, towards convergence or divergence. We used regression and vectorautoregression (VAR) methods for this research. Regression methods is based panel data whereas VAR is based on the time series analysis. There are four variables, which are business cycle, trade intensity, fiscal policy coordination and monetary policy coordination. This research conclude that trade intensity and monetary policy coordination are the major channel though which the business cycles of ASEAN-4 economies become synchronized. This has important implications for the formation of a currency union.

Abstract

This article is to provide a theoretical analysis of the problem faced by the central government, i.e., a want of some regions to choose the wider autonomy or independence. In the utilitarian approach, the concepts of choosing between autonomy and independence, or centralized are described as a trade off. Then the territory/the point of harmony between the central and regions will occur if only the central - the regions are combined making a synergy, and both are better off, compared with the separation between them. For an empirical analysis, this model describes a process of the bargaining between the central and the regions (bargain behavior model) that each of the party is to improve utility.

Abstract

The research objective is to analyze the subsidized fertilizer price (HET) at the hand of farmers of rice farming in South Sumatra province. The sampling method was disproportionate stratified random sampling with four land typologies. The field data were collected through observation, interviews with respondents. The use amount of fertilizers on all typologies effected significantly different to rice yields. In the lebak ricefields, the influence of Urea, NPKPhonska and KCl together effected significantly different, but not significantly different for each use of fertilizers. The use cost of Urea affected rice yields and income of farmers significantly different for all ricefields. Eligible HET price received by farmers has to be lower than the real HET price. Determination eligible HET price has to consider soil productivity and accessibility (dam, water gates, water pump, road, infrastructure, local retail and others).

Abstract

The target and trend of industrial and trade development in Indonesia, particularly related to overseas trade, is broadly influenced by the various challenges time to time, but mainly is influenced by international market and economy.Trade liberation which is marked with the establishment of World Trade Organization (WTO), and followed by the establishment of free trade territory such as APEC and NAFTA has created regional economic integrity. While AFTA which aims to create free trade in ASEAN territory through payable reduction will make manufacture sector in ASEAN more efficient and more competitive in the global market.Though the government and public sectors is loyally commit toward the implementation of AFTA, but in fact it is true to say that some another sectors are not ready yet to implement it. Therefore, in order to supporting this commitment, so industrial and trade sector should compete each other, being more efficient and improving the quality of their product.According to the statements above, the best way in observing AFTA is to make it as apart of long-time process to go into WTO. It is hoped that AFTA will provide the same opportunity for Indonesia to put its products relatively as other ASEAN members before enter global free trade market.
