Abstract

This study aims to see how the role of AMM is in improving the youth superstructure as well as the role of AMM in improving youth infrastructure in KNPI, South Sulawesi. This research uses descriptive qualitative research. The number of informants in this study was the technique of studying the data in this study, observation, interviews, and documentation. The results showed that the role of the Muhammadiyah youth (AMM) in the superstructure of development and youth infrastructure in the South Sulawesi KNPI responded to the reality of advocating and promoting action as a forum for struggle, then reviving communication forums through discussion activities such as social dialogue, then youth and nationality and local-based FGDs on an ongoing basis, as well as becoming a cadre laboratory as a process of youth regeneration efforts in South Sulawesi, and increasing harmonization, solidity and synergy as an effort to cement the OKP plurality in KNPI South Sulawesi. Suggestions in this study are the Chairman of KNPI Sulsel to further promote youth values in terms of infrastructure and youth superstructure. Penelitian ini bertujuan untuk mengetahui bagaimana peran AMM dalam pembenahan suprastruktur kepemudaan serta bagaimana peran AMM dalam pembenahan infrastruktur kepemudaan di KNPI Sulawesi Selatan. Penelitian ini menggunakan jenis penelitian deskripsi Kualitatif. Adapun jumlah informan dalam penelitian ini berjumlah 6 orang. Teknik pengumpulan data dalam penelitian ini, yaitu observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa peran angkatan muda muhammadiyah (AMM) dalam pembangunan suprastruktur dan infrastruktur kepemudaan di KNPI Sulawesi Selatan merespon realitas yakni melakukan advokasi dan menggalakkan aksi sebagai wadah perjuangan, kemudian menghidupkan forum-forum komunikasi melalui kegiatan diskusi seperti dialog social kemasyarakatan, kemudian kepemudaan dan kebangsaan serta FGD yang berbasis local secara berkesinambungan, serta menjadi laboratorium kader sebagai proses upaya regenerasi kepemudaan di Sulawesi selatan, dan meningkatkan harmonisasi, soliditas dan sinergitas sebagai upaya merekatkan kemajemukan OKP yang ada di KNPI Sulawesi Selatan. Saran dalam penelitian ini adalah Ketua umum KNPI Sulsel agar lebih menggalakkan lagi nilai-nilai kepemudaan dari segi infrastruktur dan suprastruktur kepemudaaan.

Abstract

Innovation Waste bank is the concept of dry and sorted waste collection and has management like banking, but saved not money but garbage. The purpose of this study is to find out the Effectiveness of Innovation of Waste Bank Program (Garbage Gate) in Malili City. The research method used is qualitative descriptive that describes problems related to events that appear around researchers, and the type of research used is phenomenology that is researching an event or event that occurs in the present. The data sources used are primary data sources and secondary data with informants of 7 people. Data collection techniques using interviews, observations, and documentation. Data analysis techniques used are data reduction, data collection, and conclusion drawing. The results of the research conducted show several indicators in the form of innovation products, namely with the innovation of waste bank programs can reduce the burden of janitors, the process of innovation that is in the process of hiring waste bank administrators really people who care about the environment, the quality of innovation that is in achieving the quality of innovation needs to be the role and cooperation of the community. As for the factors that affect the effectiveness of innovation of waste bank programs, namely limited facilities and prasana due to the lack of budget from the government, human resources can change the pattern of community piker in maintaining the environment. Keywords: innovation, waste bank, community participation

Abstract

KPKNL Sorong has a working area covering all districts/cities in West Papua Province with an area of 102,955.15 Km2, one of the functions of the KPKNL Sorong is to provide services for the write off of BMN through sales. In serving BMN sales, it costs money to visit the location and on the other hand, benefits can be obtained by the state in the form of PNBP. The research is intended to determine the costs and benefits that can be valued in money in BMN sales services at KPKNL Sorong and to find out whether the cost and benefit analysis can be applied in services. The research used a qualitative descriptive approach with a case study research method. Quantitative data is processed with a variable costing approach, then qualitative data is processed by referring to the Miles and Huberman model. The result concludes that two proposals have negative net benefits. When combined with documented data, 10 proposals have negative net benefits. However, overall it still generated a net positive benefit of Rp. 1,304,560,098. The cost-benefit analysis has been applied internally by KPKNL Sorong, not when receiving proposals but when processing proposals. From the regulatory side, the analysis of costs and benefits that cannot be valued in money has been applied in the regulation of the write off of BMN, for benefit costs that can be valued in money allow it to be applied in the preparation of the next regulation, but a first study is needed to determine service options.KPKNL Sorong memiliki wilayah kerja meliputi seluruh kabupaten/kota di Provinsi Papua Barat dengan luas 102.955,15 Km2, salah satu fungsi KPKNL Sorong adalah menyelenggarakan pelayanan penghapusan BMN melalui penjualan. Dalam melayani penjualan BMN diperlukan biaya untuk mengunjungi lokasi dan disisi lain manfaat dapat diperoleh negara berupa PNBP. Penelitian dimaksudkan untuk mengetahui biaya dan manfaat yang dapat dinilai dengan uang dalam pelayanan penjualan BMN di KPKNL Sorong serta mengetahui apakah analisis biaya dan manfaat dapat diterapkan dalam layanan. Penelitian menggunakan pendekatan deskriptif kualitatif dengan metode penelitian studi kasus. Data kuantitatif diolah dengan pendekatan variable costing, kemudian untuk data kualitatif diolah dengan merujuk model Miles dan Huberman. Hasilnya disimpulkan terdapat dua usulan yang memiliki manfaat net negatif. Apabila dikombinasikan dengan data hasil dokumentasi, terdapat 10 usulan yang memiliki manfaat net negatif. Namun, secara keseluruhan masih menghasilkan manfaat net positif sebesar Rp.1.304.560.098. Analisis biaya manfaat sudah diterapkan secara internal oleh KPKNL Sorong, bukan saat menerima usulan melainkan saat memproses usulan. Dari sisi regulator, analisis biaya dan manfaat yang tidak dapat dinilai dengan uang sudah diterapkan dalam regulasi penghapusan BMN, untuk biaya manfaat yang dapat dinilai dengan uang memungkinkan untuk diterapkan dalam penyusunan regulasi berikutnya namun diperlukan kajian terlebih dahulu untuk menentukan opsi-opsi layanan.

Abstract

This qualitative study aims to understand the identification of scientific evidence and the effect of local government policies on the prohibition of using plastic bags in shopping centers in Biak Numfor Regency. As a government, it can make regional policies to continue the sustainable development of all sectors, including developing a healthy environment free of plastic waste. To understand this effect, we have collected data from various literature and scientific studies of publications that also voice the importance of local government policies to keep the environment healthy from plastic waste. After we found the data, we analyzed it with a descriptive approach through coding, in-depth interpretation, and concluding. For our study to answer this study's questions, we pay attention to data validity and reliability principles. We follow the suggested data design. Our study found that the policy to prohibit plastic bags has resulted in maintaining the cleanliness of the residential environment where people live. However, on the other hand, there are still parties who are still disadvantaged by this policy. Thus, this result will be the initial stage of government efforts to preserve a healthy Biak Numfor Regency environment

Abstract

AbstractThis study aims to determine the context of implementing the Village Community Empowerment Program (P2MD). The type of research used is descriptive qualitative research. The data is collected through interviews with key informants in turn, direct observation at the target location of the program and official government documents such as legislation and program implementation guidelines issued by the central government and local governments. The data obtained was processed directly by connecting the themes. The results showed that the involvement of the actors involved in the implementation of the program was based on the applicable regulatory provisions related to the program established by the related institutions. On another aspect, the characteristics of the government involved range from the central government to the village government. As for the non-governmental institutions that are formally involved, there is no other than community groups that act as both the executor and target of the empowerment program. The compliance of the parties involved as implementing the community empowerment program is going well. Substantial and administrative performance achievements according to targets in planning.Keywords: Program Implementation, Village Community Empowerment

Abstract

Presidential Regulation Number 86 of 2018 concerning Agrarian Reform (Perpres No.86 of 2018) explains that asset management consists of land redistribution and asset legalization. Land redistribution consist of asset reform and access reform. In 2019, the Land Office of Hulu Sungai Selatan Regency, South Kalimantan achieved 100% asset reform realization and was awarded the office with the best achievement in the province. The purpose of this study is to identify and explain the implementation of land redistribution with collaboration theory, which is an effort to unite various actors both individuals and organizations to achieve common goals. This research uses a descriptive qualitative approach. Determination of informants was carried out using the purposive sampling technique. Data obtained through interviews and document study. The results showed that the implementation of land redistribution agrarian reform in Hulu Sungai Selatan Regency in 2019 was influenced by several factors: (a) political will from the ruling elite and strong commitment from the government; (b) the government / bureaucratic elite must be separate from the business elite; (c) Police and Satpol PP support; (d) participation of all stakeholders including People's / Peasant Organizations; (e) availability of complete data and information; and (f) thorough and gradual preparation. All of these can solve all implementation constraints in land redistribution in Hulu Sungai Selatan Regency. Peraturan Presiden Nomor 86 Tahun 2018 tentang Reforma Agraria (Perpres No. 86 Tahun 2018) menjelaskan bahwa penataan aset terdiri dari redistribusi tanah dan legalisasi aset. Redistribusi tanah terdiri dari penataan asset dan penataan akses. Kantor Pertanahan Kabupaten Hulu Sungai Selatan, Propinsi Kalimantan Selatan pada tahun 2019 berhasil mencapai realisasi penataan sebesar 100% dan berhasil memenangkan penghargaan sebagai kantor yang mempunyai pencapaian terbaik pada propinsi tersebut. Tujuan dari penelitian ini adalah untukmengidentifikasi dan menjelaskan pelaksanaan reforma agraria dengan teori kolaborasi sebagai upaya penyatuan berbagai pihak baik individu maupun organisasi untuk mencapai tujuan yang sama. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan penentuan informan bersifat purposif. Data diperoleh dari proses wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa dalam keberhasilan pelaksanaan redistribusi tanah di Kabupaten Hulu Sungai Selatan Tahun 2019 dipengaruhi oleh beberapa faktor diantaranya (a) kemauan politik dari elit penguasa dan komitmen yang kuat dari pemerintah; (b) elit pemerintahan/birokrasi harus terpisah dari elit bisnis; (c) dukungan Kepolisian dan Satpol PP; (d) partisipasi semua stakeholder termasuk Organisasi Rakyat/Tani; (e) ketersediaan data dan informasi yang lengkap; dan (f)persiapan yang matang dan bertahap. semua itu dapat menyelesaikan semua kendala pelaksanaan dalam redistribusi tanah di Kabupaten Hulu Sungai Selatan.

Abstract

The research was conducted with the aim to learn about the implementation of the 3 (three) agile governance principles during the Covid-19 pandemic at the West Java Provincial Government through the application of the Pikobar application. Agile governance is expected to organize governance faster in the face of various challenges and dynamic environmental conditions. Researchers used qualitative research with the study of literature. Researchers traced a variety of secondary data sources which were then processed to be described as literature studies. Researchers conducted data analysis in accordance with the theory of agile governance proposed by Luna et al, (2015). The researcher focused the research on 3 (three) principles of agile governance. The results showed that the implementation of agile governance in the West Java provincial government did not support the maximum. This application still needs to be improved Pikobar Application. Reviewing the results of an analysis of the principle of agility of governance which is expected to be one of the efforts to improve services to the community and provide convenience in relation to the future in the health sector as it is today. Keywords: agile governance, public service, pikobar aplication

Abstract

Disruptive technology pushes digitization acceleratingly and impacts on education sector so that the learning process to be more effective and efficient. Many problems arise in the education sector that can be solved by the government’s policy based on data. The purpose of this research is to analyze the concept of open data that plays a role in the evidence-based decision-making process by utilizing e-government. The analysis uses the principle of Open Government where the government increases transparency, accountability, and participation through open data. This study shows data were collected through the literature review method and pays attention to the credibility of the data source. The results show open data development innovations in the public sector especially in the field of education: Dapodik, PD Dikti, and EMIS. Open Government Data was created to support appropriate policies, so it is very important to present open data that must be complete, valid, integrated, and transparent (relate to the quality of school or map of education quality by region).Kemajuan teknologi menciptakan digitalisasi di berbagai bidang yang kemudian mendorong konteks baru dalam model interaksi pendidikan menjadi lebih efektif dan efisien. Berbagai macam permasalahan yang muncul di bidang pendidikan dapat diselesaikan dengan adanya dukungan pemerintah. Dukungan tersebut melalui kebijakan bantuan di bidang pendidikan yang diputuskan berbasis data. Tujuan penelitian adalah menganalisis tentang konsep open data yang berperan pada proses pengambilan keputusan berbasis bukti dengan memanfaatkan e-government. Analisis tersebut menggunakan prinsip Open Government dimana pemerintah meningkatkan transparansi, akuntabilitas, dan partisipasi melalui open data. Data pada penelitian ini dikumpulkan melalui metode literature review dan tetap memperhatikan kredibilitas sumber data. Berdasarkan hasil penelitian menunjukkan adanya inovasi pembangunan open data di bidang pendidikan: Dapodik, PD Dikti, dan EMIS. Open Government Data diciptakan untuk mendukung kebijakan agar tepat, maka sangat penting untuk menghadirkan open data yang lengkap, valid, terintegrasi, dan transparan (transparan mengacu kepada data kualitas sekolah atau peta kualitas pendidikan berdasarkan wilayah).

Abstract

Public demands for improving good and satisfying public services are one of the needs that must be met by the government. This study aims to determine the innovation of integrated livestock cellular service (LA SAPI) in Sinjai Regency. This research is a qualitative research, the research conducted is descriptive, so it requires observation, interviews and documentation as data collection techniques. Based on the findings that the integrated livestock cellular service innovation (LA SAPI) on the relative advantage attribute, it is known that the advantage of the integrated livestock cellular service innovation is to minimize brokering practices and make it easier for the public The compatibility attribute explains that the innovation of integrated livestock cellular services is in accordance with the wishes of the community in making buying and selling transactions easier. The complexity attribute explains that there is no complexity in using the integrated farm mobile service even easier. The triability attribute also explains that there is no trial phase for the community in the service. There was only a technical experiment at the Sinjai District Animal Husbandry Office. The observability attribute shows that as long as the integrated livestock cellular service is in accordance with the wishes of the Livestock Service Office of Sinjai Regency because it can realize the performance of public services and to facilitate the community in the buying and selling process and increase the income of farmers in minimizing brokering. Tuntutan masyarakat terhadap peningkatan pelayanan publik yang baik dan memuaskan menjadi salah satu kebutuhan yang harus dipenuhi oleh pemerintah. Penelitian ini bertujuan untuk mengetahui inovasi layanan seluler peternakan terintegrasi ( LA SAPI) Kabupaten Sinjai. Penelitian ini merupakan penelitian kualitatif, dalam penelitian yang dilakukan bersifat deskriptif, sehingga diperlukan observasi, wawancara maupun dokumentasi sebagai teknik pengumpulan data. Berdasarkan temuan bahwa inovasi layanan seluler peternakan terintegrasi ( LA SAPI) pada atribut relative advantage diketahui bahwa keuntungan dari adanya inovasi layanan seluler peternakan terintegrasi adalah meminimalisir praktek percaloan dan lebih memudahkan masyarakat. Pada atribut compatibility menjelaskan bahwa inovasi layanan seluler peternakan terintegrasi sesuai dengan keinginan masyarakat dalam proses transaksi jual beli lebih mudah. Atribut complexity menjelaskan bahwa tidak ada kerumitan dalam penggunakan layanan seluler peternakan terintegrasi bahkan lebih memudahkan. Atribut triability juga menjelaskan bahwa tidak adanya fase uji coba kepada masyarakat dalam layanan. Hanya ada percobaan teknis di Kantor Dinas Peternakan Kabupaten Sinjai. Pada atribut observability menunjukkan bahwa selama layanan seluler peternakan terintegrasi telah sesuai dengan keinginan Dinas Peternakan Kabupaten Sinjai karena dapat mewujudkan kinerja pelayanan public serta untuk memudahkan masyarakat dalam proses jual beli dan meningkatkan pendapatan peternak dalam meminimalisir percaloan.

Abstract

In the midst of the corona pandemic, the Investment Service and one-stop integrated services must minimize licensing service procedures, namely prioritizing the principles of e-governance and service task units as the central basis for the community in carrying out licensing services to avoid prolonged bureaucracy, but there are still problems and the community is sufficient feel that way. The purpose of this study is to examine the quality of licensing services at the Investment Service and one-stop integrated services in Ternate City. This research uses a qualitative approach with a type of case study. The data obtained through observation, interviews and documentation, as well as the analysis techniques used are the Milles and Huberman model, namely, data collection, data reduction, display data, verification, drawing conclusions. The results showed that the quality of licensing services at the Department of Investment and One-Stop Integrated Service (DPMPTSP) Ternate City was not optimal, it can be seen from the complaints of the public about the lack of innovation of officers in service implementation, transparency and accountability of services, procedures and customer satisfaction, and service facilities and infrastructure. The DPMPTSP of Ternate City should be creative or other alternatives either through the use of e-digital, providing special task units to the government in their respective regions so that the community is younger in processing permits. Keywords: optimization,  quality,  service,  licensing
