Abstract

Steps to create environmental comfort in Batu City, East Java, need to support sustainable development. This research aims to develop policy scenarios related to simulation-based Green Open Space (RTH) planning to realize Batu City's environmental sustainability. The study of stakeholder preferences for the function of green space is carried out by digging primary data from the relevant parties (stakeholders) using interviews and observations. The green open space in Batu City is decreasing due to the conversion of the RTHK function into a built area. The change in RTHK was caused by the implementation of Batu City development activities which were more inclined to infrastructure development as well as physical facilities and infrastructure. Policy analysis is carried out by conducting simulations (changes to model parameters) and then observing their behavior. Several green open space planning scenarios were carried out using the Powersim constructor software. Several scenarios are related to green open space planning in Batu City, including free scenario, moderate scenario, and sustainable scenario. Of the three scenarios, the sustainable scenario is more suitable because the increase in land ares used in the sustainable scenario is relatively controlled. There are efforts to allocate green open space on residential land, industrial land, social and social facilities land, trade and service land every year to reduce the decrease in green open space.

Abstract

This study aims to analyze and describe public perceptions of women in the local political sphere of Bulukumba Regency. This study uses a descriptive type of qualitative research. Research informants from Bulukumba Regency KPUD Members, female DPRD members from Bulukumba Regency, community leaders, beginner voters. Data were collected from the results of interviews, observations and documentation, then data analysis through data reduction, data presentation and conclusion drawing. The results of this study indicate that the public perception of women who are involved in local politics in Bulukumba Regency, some people provide support for women to be involved in politics, but on the other hand there are also those who still doubt the ability of women to be involved in the political sphere because of the patriarchal culture that is still inherent in society.

Abstract

The purpose of this study is to analyze the policy of simplifying the bureaucracy for local governments including the analysis of organizational transformation, transformation of positions and transformation of performance management. The research method used is descriptive qualitative. The results show that the implementation of bureaucratic simplification is faced with several things: (1) organizational design has not been designed to accommodate the performance of functional positions (2) functional position management is not yet professional in some coaching agencies, types of functional positions that are not yet available, competency gaps, and patterns of relationship governance. not optimal work. (3) individual performance appraisal has not been aligned with organizational performance. Strategies that must be carried out to support the effectiveness of bureaucratic simplification include: (1) adopting the professional bureaucracy model by improving the weaknesses of PP 18 of 2016. (2) developing the competence of functional officials, as well as improving the quality of functional office management, (3) Creating management policies performance that can measure individual performance appraisals in line with organizational performance, and leads to high-performing organizations.

Abstract

Complete Systematic Land Registration (PTSL) is the process of registering land for the first time, which is carried out simultaneously and includes all objects of land registration that have not been registered in an area. Through this program, the government guarantees legal certainty or rights to land owned by the community. However, the importance of land registration in Indonesia has not been followed by a good understanding by the community. Many lands in Indonesia that have not been certified are due to various factors that prevent communities from registering ownership rights to their land. This study aims to describe the implementation of the PTSL program and analyze the program related to its role in resolving land disputes in Indonesia. This study is qualitative research and used an interpretive paradigm. Data collection techniques were carried out through literature studies and focus group discussions. The results showed that PTSL is not a form of agrarian reform at the implementation level. The PTSL program still has things that have the potential to become problems in the future, including the implementation of PTSL is still fertile with the practice of extortion, potential claims on land after certification are still often occurred, and the non-functioning of the publicity and delimitation contradictory principle has resulted in many land conflicts/disputes.

Abstract

Budget execution is the critical stage in the management of public finances. One of the performance indicators of budget implementation is the quality of state expenditure payments. In this case, the accuracy of the spending unit in completing bill payments is part of the quality of state expenditure payments. Currently, there are several spending units who experience delays in completing their bill payments. This study aims to determine the factors that affect the delay in the settlement of the bill. This study uses a quantitative method with the Explanatory Factor Analysis (EFA) method to identify variables that affect the delay in bill payments for all spending units at the Jakarta V State Treasury Office in 2019-2021. The results showed that information technology, supplier behavior, state treasury services, human resource capability, and external motivation affected the delay in payment of state expenditures. The results of this study also complement previous study which found that supplier indiscipline and organizational structure are variables that affect delays in state expenditures payment. The role of organizational support in spending unit will a trigger for improving the quality of state expenditure payments in spending unit.

Abstract

The Family Hope Program (PKH) is community empowerment policy program from government. This study aims to know PKH facilitators communicate with KPM can be independent running their lives in the future. Research was conducted in several villages of Sukaraja sub-district, Seluma Regency, Bengkulu Province which get PKH mandate, research time was planned for 1 year. Data collection techniques through observation, in-depth interviews, FGD, internal seminars. Data analysis carried out by collecting data, condensing, presenting, verifying and making decisions. Based on research in the field, communication between facilitators and KPM, PKH in Sukaraja is running smoothly. P2K2 activities are carried out regularly once a month before corona virus. PKH facilitators should be patient with the various characteristics of KPM that are difficult to advise and motivate because of fact, KPM are poor people, where they are truly incapacitated both in financial and educational terms due to lack of knowledge and insight

Abstract

AbstractIn 2019, the Mayor of Payakumbuh began to build a city branding titled "Payakumbuh, The City of Randang". The Mayor of Payakumbuh emphasized to the world community that Payakumbuh City is a Rendang City with the advantage that it has a Rendang Village and a modern and standardized center for rendang processing. Furthermore, this study will explain how the innovative leadership of the Mayor of Payakumbuh in building the city branding "Payakumbuh, The City of Randang". This research method uses descriptive qualitative. The research data was obtained from primary data through the main resource persons, namely the Mayor of Payakumbuh and other fairly representative informants. Secondary data by citing books, journals, documents and online media. The data analysis technique in this research is through data reduction, data display and drawing conclusions. The results of the study reveal that the development of the city branding "Payakumbuh, The City of Randang" is driven by the innovative leadership of the Mayor of Payakumbuh who is visionary, collaborative, risk-taking and change-oriented. Although the collaborative dimension is not yet optimal, the Mayor of Payakumbuh has succeeded in developing all the potential of existing resources towards improving the quality of processes and products that are more effective, efficient and relevant.AbstrakPada tahun 2019, Walikota Payakumbuh mulai membangun city branding bertajuk “Payakumbuh, The City of Randang”. Walikota Payakumbuh menegaskan kepada masyarakat dunia bahwa Kota Payakumbuh adalah Kota Rendang dengan keunggulannya yaitu memiliki Kampung Rendang dan pusat pengolahan rendang secara modern dan terstandarisasi. Lebih lanjut, penelitian ini akan menjelaskan bagaimana kepemimpinan inovatif Walikota Payakumbuh dalam membangun city branding “Payakumbuh, The City of Randang“. Metode penelitian ini menggunakan kualitatif deskriptif. Data penelitian didapatkan dari data primer melalui narasumber utama yaitu Walikota Payakumbuh dan informan lainnya yang cukup representatif. Data skunder dengan mengutip buku, jurnal, dokumen dan media online. Teknik analisa data dalam penelitian ini melalui reduksi data, display data dan menarik kesimpulan. Hasil penelitian mengungkapkan bahwa pembangunan city branding “Payakumbuh, The City of Randang” didorong oleh kepemimpinan inovatif Walikota Payakumbuh yang visoner, kolaboratif, berani mengambil resiko dan berorientasi perubahan. Meskipun pada dimensi kolaboratif belum begitu optimal, namun Walikota Payakumbuh berhasil mengembangkan segenap potensi sumber daya yang ada menuju pada peningkatan mutu proses dan produk yang lebih efektif, efisien dan relevan.

Abstract

AbstractThe purpose of this research is to answer and analyze the implementation network of the PKSAI Sikamaseang program in Gowa Regency. The research method used is qualitative, with data collection techniques including observation, interviews and documentation. The analysis technique is through data reduction, data presentation, and drawing conclusions. The results show that the policy network in implementing the PKSAI Sikamaseang program in Gowa Regency has not been fully successful. Policy network actorconsidered adequate, there is involvement of the government, NGOs, and LKSAs. The policy network function is running effectively. Network structuretThis can be seen in the Regent's decision number 240/III/2017, related to the formation of a coaching team and PKSAI technical team in Gowa Regency. However, the formal institutionalization aspect in particular has not been owned by all actors.The MOU of the Social Service with the Gowa Regency Civil Registration Office is 13/ III/ DISDUKCAPIL - INOV/ 2019, 460/ 161/ DINSOS. Then with the Office of Women's Empowerment and Child Protection, namely 46/662/ Social Service, 281/ SEK/ DP3A/ XII/2018, the institutionalization of other services is based on Gowa Regent Regulation No. 36 of 2016 concerning the formation of PKSAI. AbstrakTujuan penelitian adalah untuk menjawab dan menganalisis jaringan implementasi program PKSAI sikamaseang di Kabupaten Gowa. Metode penelitian yang digunakan adalah kualitatif, dengan dengan teknik pengumpulan data meliputi observasi, wawancara dan dokumentasi. Teknik analisis melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa jaringan kebijakan dalam implementasi program PKSAI Sikamaseang di Kabupaten Gowa belum sepenuhnya berhasil. Aktor jaringan kebijakan dinilai telah mamadai, terdapat keterlibatan pemerintah, LSM, serta LKSA. Fungsi jaringan kebijakan berjalan efektif. Struktur jaringan terlihat pada putusan Bupati nomor 240/ III/ 2017, terkait pembentukan tim pembina dan tim teknis PKSAI di Kabupaten Gowa. Namun aspek Pelembagaan formal secara khusus belum dimiliki oleh semua aktor, MOU Dinas Sosial dengan Dinas Pencatatan Sipil Kabupaten Gowa yaitu 13/ III/ DISDUKCAPIL - INOV/ 2019, 460/ 161/ DINSOS. Kemudian dengan Dinas Pemberdayaan Perempuan dan Perlindungan Anak yaitu 460/ 662/ Dinsos, 281/ SEK/ DP3A/ XII/ 2018, pelembagaan dinas lain berdasarkan pada Peraturan Bupati Gowa No 36 Tahun 2016 tentang pembentukan PKSAI.

Abstract

AbstractBased on the rapid development and environmental conditions, the drug problems in East Kotawaringin Regency are serious issues that must be resolved. The study aims to describe the government's capability in preventing drugs in the East Kotawaringin regency in terms of a dynamic governance perspective as well as to fill the gap since there are not many scholarly works on this study specifically at the local level. This research uses a qualitative method with a descriptive research type. The research was conducted in East Kotawaringin Regency with data collection techniques sourced from primary data in the form of in-depth interviews with the Head of the Narcotics Investigation Unit and the Secretariat of the Regency Narcotics Agency, then secondary data in the form of official reports and scientific articles. Data analysis techniques used in this research are data reduction, data presentation, and conclusion. The results of the study indicate that there is a capability improvement effort, but it is still not running optimally. The elements of thinking ahead and thinking again need more attention. Constraints faced are the lack of human resources and budgeting, the role of inter-agency is not coordinated in a structured manner, and the absence of a definitive agency, namely the Regency National Narcotics Agency, which also has a major influence on operational implementation. Meanwhile, the element of thinking across can be understood by the ranks of the local government with the efforts for comparative studies.AbstrakBerdasarkan perkembangan dan kondisi lingkungan yang cepat berubah, permasalahan narkoba di Kabupaten Kotawaringin Timur telah menjadi isu serius yang harus di selesaikan. Tujuan penelitian yaitu untuk menggambarkan kapabilitas pemerintah dalam pencegahan narkoba di kabupaten Kotawaringin Timur ditinjau dari perspektif dynamic governance sebagaimana untuk mengisi gap karena belum banyak yang membahas studi ini pada tingkat lokal. Pada penelitian ini menggunakan metode kualitatif dengan tipe penelitian deskritif. Penelitian dilakukan di Kabupaten Kotawaringin Timur dengan teknik pengumpulan data bersumber dari data primer berupa wawancara mendalam dengan Kepala Satuan Reserse Narkoba dan Sekretariat Badan Narkotika Kabupaten, kemudian data sekunder berupa laporan resmi dan artikel ilmiah. Teknik analisis data yang digunakan dalam penelitian yaitu reduksi data, penyajian data, dan menarik kesimpulan. Hasil penelitian menunjukan adanya upaya peningkatan kapabilitas namun masih belum berjalan dengan optimal. Elemen thinking ahead dan thinking again perlu mendapatkan perhatian lebih. Kendala yang dihadapi yaitu kurangnya sumber daya manusia dan anggaran, peran antar instansi tidak terkoordinasi dengan terstruktur, selain itu tidak adanya instansi definitif yaitu Badan Narkotika Nasional Kabupaten juga memiliki pengaruh besar dalam pelaksanaan operasional. Adapun, elemen thinking across sudah dapat dipahami oleh jajaran pemerintah daerah dengan adanya upaya untuk studi banding.

Abstract

AbstractOrganizational culture is a collection of values that help members of the organization understand what is acceptable and unacceptable in the organization. The focus of the study is the influence of organizational culture on the performance of the Regional Financial and Asset Management Office of Enrekang Regency which examines several indicators, namely innovation and risk taking, attention to detail, results orientation, people orientation, team orientation, aggressiveness, and stability. The type of research used is quantitative. The number of samples is 76 people who work at the Regional Financial and Asset Management Office of Enrekang Regency. Data collection techniques by distributing questionnaires, observation, and review of questionnaires. The results showed that the application of organizational culture to the performance of the State Civil Apparatus was quite good, this was proven by the response of the employees to the implementation of organizational culture which was quite good, because the average value of the entire statement was 79.8. The influence between the application of organizational culture on employee performance, and the level of the relationship is high seen from the calculation of the coefficient of determination of 44%.Abstrak Budaya organisasi merupakan kumpulan nilai-nilai yang membantu anggota organisasi memahami tindakan yang dapat diterima dan yang tidak dapat diterima dalam organisasi. Adapun fokus kajian dalam penelitian ini adalah pengaruh budaya organisasi terhadap kinerja Dinas Pengelola Keuangan dan Aset Daerah Kabupaten Enrekang yang mengkaji beberapa indikator yaitu inovasi dan keberanian mengambil resiko, perhatian terhadap detail, orientasi hasil, orientasi orang, orientasi tim, agresifitas, dan stabilitas. Jenis penelitian yang digunakan adalah kuantitatif. Jumlah sampel yaitu 76 orang yang bekerja pada Kantor Dinas Pengelola Keuangan dan Aset Daerah Kabupaten Enrekang. Teknik pengumpulan data dengan cara penyebaran kuesioner, observasi, dan telaah angket. Hasil penelitian menunjukkan bahwa penerapan budaya organisasi terhadap Kinerja Aparatur Sipil Negara dapat dikatakan sudah cukup baik, hal ini terbukti dengan respon para pegawai terhadap penerapan budaya organisasi yang tergolong cukup baik, karea nilai rata-rata dari keseluruhan pernyataan adalah sebesar 79,8. Pengaruh antara penerapan budaya organisasi terhadap kinerja pegawai, dan tingkat hubungannya adalah tinggi dilihat dari hasil perhitungan koefesien determinasinya sebesar 44%.
