Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan program relokasi Pedagang Kaki Lima (PKL) di Garut Kota. Latar belakang penelitian ini didasarkan pada terbentuknya kebijakan mengenai program relokasi PKL di Garut Kota sebagai upaya untuk menertibkan PKL, menciptakan tata kehidupan Garut yang aman, nyaman dan indah. Dalam prakteknya, PKL yang sudah direlokasi ke Gedung PKL kembali lagi ke pusat kota dan jumlah PKL semakin bertambah. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Lokasi penelitian adalah di zona merah dan Gedung relokasi PKL. Data diperoleh dengan menggunakan studi kepustakaan dan studi lapangan berupa observasi non-partisipan, wawancara mendalam dan dokumentasi. Metode penarikan sample yaitu purposive sampling yang dikuatkan dengan teknik snowball. Perpanjangan pengamatan dijadikan sebagai pengujian keabsahan data kemudian data-data tersebut direduksi, disajikan lalu ditarik kesimpulan. Hasil penelitian ini menunjukan evaluasi kebijakan program relokasi PKL di Garut Kota belum mencapai hasil yang optimal. Banyaknya PKL yang kembali ke zona merah dan tidak ingin direlokasi membuat gedung PKL menjadi terbengkalai. Bardasarkan hasil penelitian maka Pemerintah Kabupaten Garut diharapkan melakukan pembinaan dan pemberdayaan secara rutin, mengadakan forum diskusi antara PKL dan Pemerintah Kabupaten Garut untuk mencari solusi bersama, dan hendaknya gedung relokasi segera diambil alih oleh Bupati agar dapat dimanfaatkan dan dikelola lebih baik lagi.

Abstract

This research aims to examine how theresponsiveness of government to the protection of children, and the measures had taken by the government on issues of child protection in Makassar. The research was conducted at government institutions in Makassar, the Agency Social Officeof Makassar. The research method is descriptive qualitative, the source of data are from primary and secondary data. The Data were obtained by interview and observation in the field. The result indicates the responsiveness of the government of Makassar is responsive for child protection. However, it is not optimal. This can be seen from the ability to recognize the needs of children, priority of service, and the development of child protection programs is still limited, since the government still relies on other agencies that care for child protection issues.Keywords: responsiveness, child protection Penelitian ini bertujuan mengkaji bagaimana responsivitas pemerintah terhadap perlindungan anak, dan langkah-langkah yang ditempuh pemerintah dalam permasalahan perlindungan anak di Kota Makassar. Penelitian ini dilaksanakan pada institusi pemerintah di Kota Makassar, yaitu Kantor Dinas Sosial Kota Makassar. Jenis penelitian ini adalah deskriptif kualitatif, data bersumber dari data primer dan data sekunder. Data di peroleh dengan teknik wawancara dan observasi di lapangan. Hasil penelitian menunjukkan responsivitas pemerintah Kota Makassar terhadap perlindungan anak cukup responsif, namun demikian responsivitas tersebut belum optimal. Hal ini bisa dilihat dari kemampuan mengenali kebutuhan anak, prioritas pelayanan, dan pengembangan program perlindungan anak masih terbatas, karena pemerintah masih bertumpu pada lembaga-lembaga lain yang perduli pada permasalahan perlindungan anak. Kata kunci: responsivitas, perlindungan anak

Abstract

The purpose of the research is learned the extent implementation of the policy of without cigarettes in the district health kolaka north and knowing what the factors that influence the implementation of the policy of the region without cigarettes in the district health kolaka north. The kind of research used is research kualitatif with the number of informant as much as 8 people. The results of research shows that the mounting advertising regarding the ban on smoking and also provides a special place to smoking, the response of the people tend to be negative indicated that they have not fully understand the benefits of the implementation of the local regulations without a cigarette. The profesionalisme staff still less in terms of both the number of and the implementation.                                                       ABSTRAK Tujuan penelitian ini adalah mengetahui sejauh mana implementasi kebijakan kawasan tanpa rokok di Dinas Kesehatan Kabupaten Kolaka Utara dan mengetahui faktor-faktor apa saja yang mempengaruhi pelaksanaan kebijakan Kawasan tanpa rokok di Dinas Kesehatan kabupaten kolaka utara. Jenis Penelitian yang digunakan adalah penelitian kualitatif dengan jumlah informan sebanyak 8 orang. Hasil penelitian menunjukkan bahwa adanya pemasangan iklan mengenai larangan merokok dan juga menyediakan tempat khusus untuk merokok, respon masyarakat yang cenderung negatif mengindikasikan bahwa mereka belum sepenuhnya memahami manfaat adanya Implementasi Peraturan daerah tentang Kawasan Tanpa Rokok. Tingkat profesionalisme staf masih kurang baik dari segi jumlah dan maupun pelaksanaan. Kata kunci: Implementasi, Kebijakan, Kawasan Tanpa Rokok

Abstract

The objective of this research is to know how the role of government in handle the termination of employment conflict at PT Gunung Mas Persada Jaya in Pangkep Regency and what were the supporting and inhibiting from government in doing their role. The type of the research is descriptive qualitative and the sample were eight informants, the technique of data collection were collected by interview the informant and observation.  The result of research showed that the government in implementing the role as regulation, administrator and fasilitator has been realized well, because there was agreement between the employees and the company through Tripartit negotiations. keywords : Government role, conflict, Termination of employment  ABSTRAK Adapun tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran pemerintah dalam menangani konflik pemutusan hubungan kerja karyawan PT Gunung Mas Persada Jaya di Kabupaten Pangkep dan apa saja yang menjadi penunjang dan penghambat pemerintah dalam menjalankan perannya. Jenis penelitian ini adalah deskriptif kualitatif dengan informan sebanyak delapan orang, teknik pengumpulan data dikumpulkan dengan menggunakan instrument berupa wawancara terhadap informan dan observasi. Hasil penelitian menunjukkan bahwa pemerintah dalam menjalankan peranannya sebagai regulator, dinamisator dan fasilitator sudah terealisasi dengan baik, dilihat dari ditemukannya kesepakatan antara karyawan yang diPHK dengan pihak perusahaan melalui perundingan Tripartit. Kata Kunci: peran pemerintah, konflik, pemutusan hubungan kerja.

Abstract

The research aims  to describe the highlight of civil servants dicipline  of  district religious affairs subdistrict Moncongloe of Maros regency . This research using desciptive qualitative approach. The sample  consists of five people are selected by purposively. The data is resulted by doing the observation and interview. The results showed that (1) the highlight of civil servants discipline at the office of religious  affairs subdistrict Moncongloe of Maros is running well due to the head conducted self imposed discipline approach. (2) the application punishment at district affairs at Moncongloe Subdistrict at Maros Regency based on the procedure that have been stated. The discipline punishment given is light punisment. Keywords: Discipline, civil servers, and the office of religious affairs. Tujuan penelitian ini adalah untuk menggambarkan penegakan disiplin pegawai negeri sipil di kantor urusan agama kecamatan Moncongloe kabupaten Maros. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Informan dalam penelitian ini terdiri atas lima orang, dimana dipilih secara purposive. Data-data dalam penelitian ini diperoleh dengan cara penyebaran observasi dan wawancara. Hasil penelitian menunjukkan bahwa: (1) penegakan disiplin pegawai negeri sipil di kantor urusan agama kecamatan Moncongloe kabupaten Maros berjalan dengan baik karena kepala kantor urusan agama melakukan pendekatan self imposed dicipline, dan (2) penerapan hukuman disiplin pegawai negeri sipil di kantor urusan agama kecamatan Moncongloe kabupaten Maros berdasarkan prosedur-prosedur yang telah ditetapkan. Pemberian hukuman disiplin yang dilakukan adalah disiplin ringan. Kata Kunci : Disiplin, pegawai negeri sipil, dan KUA

Abstract

Revitalizing traditional markets is a form of improving the quality of public space as a policy of the regional government in cooperation with local communities. The purpose of revitalizing traditional markets is not merely to improve the physical form of traditional markets but also to manage these traditional markets. The researcher raised a case study on the policy after revitalizing the Lembu Market, Tanjungpinang City, to what extent the policies that have been implemented before and after the market revitalization match the public's expectations, it is necessary to evaluate the programs that have been implemented. Researchers used policy evaluation techniques with a formal evaluation approach using Dunn 2018 theory. The research method used by researchers used library research, by carrying out a search of several library sources such as e-books, journals, websites, organizational reports, and other good documents. print and online relevant to the topic being evaluated. The results showed that the evaluation of the revitalization program for the beef slaughter market in the city of Tanjungpinang had not found the value of cross-impact analysis and discounting on the program so that the revitalization of traditional markets was only in the form of target mapping, value clarification and mapping of barriers that had become the impact of the revitalization policy of the traditional cattle slaughter market in Tanjungpinang City. The researcher also did not find Urgency in realizing the traditional market revitalization policy in order to change the characteristics of the market for the better.

Abstract

The purpose of this study were (1) to know the implementation of the Corporate Social Responsibility (CSR) in PT. Angkasa Pura I (Persero),international Sultan Hasanuddin Airport of Makassar, and (2) to know the factors inhibiting the implementation of Corporate Social Responsibility in PT. Angkasa Pura I (Persero), international Sultan Hasanuddin Airport of Makassar. The analysis method used was qualitative method with the informants of 7 persons. The study results showed that the implementation of the Corporate Social Responsibility (CSR) in PT. Angkasa Pura I (Persero), international Sultan Hasanuddin Airport of Makassar was one of the Corporate Social Responsibilitiies in the form of partnership and environment building programs in its capacity as a service company under the protection of State Owned Enterprises (BUMN). This program prioritized the sustainable soft loan system for small entrepreneurs. The responsibility includes the cost and burdens spent by the company to recompense to the community who indirectly built the company.Keywords : Implementation, Corporate Social Responsibility. ABSTRAK Tujuan penelitian ini untuk mengetahui Pelaksanaan Corporate Social Responsibility (CSR) pada PT. AngkasaPura I (persero) Makassar merupakan suatu bentuk tanggungjawab social korporasi dalam hal Program Kemitraan dan BinaLingkungan (PKBL) dalam kapasitasnya sebagai perseroan jasa di bawah naungan Badan Usaha Milik Negara. Program ini mengedepankan system pemberian pinjaman lunak secara berkelanjutan kepada para pengusaha kecil. Tanggung jawab yang dimaksud meliputi pada biaya dan beban yang harus dikeluarkan perusahaan untuk membalas jasa masyarakat yang secara tidak langsung ikut membangun perusahaan. Kata Kunci : pelaksanaan,tanggung jawab sosial perusahaan

Abstract

Gelandangan dan pengemis perkotaan selalu identik dengan ketidakberdayaan baik struktural maupun kultural. Untuk mengeluarkan potensi individu mereka maka program pemberdayaan menjadi penting dan mendesak diberikan kepada mereka. Oleh karena itu, artikel ini mengungkapkan mekanisme pelaksanaan pemberdayaan gelandangan dan pengemis di Kota Makassar serta faktor pendukung dan penghambatnya. Sasaran penelitian ini adalah gelandangan dan pengemis yang berdomisili di Perumahan BTP Tamalanrea. Informan penelitian ini berjumlah 10 orang gelandangan pengemis yang mengikuti pelatihan keterampilan yang dilaksanakan oleh Yayasan Inteligensia Indonesia (YII). Pengumpulan data menggunakan teknik wawancara, observasi, dan studi literatur terkait. Analisis data menggunakan pendekatan tiga jalur oleh Huberman dan Miles. Hasil penelitian menunjukkan bahwa mekanisme program pemberdayaan yang ditempuh oleh YII meliputi tiga aspek yaitu (1) identifikasi potensi, (2) identifikasi kebutuhan, dan (3) pelatihan keterampilan. Kesimpulan penelitian ini adalah (1) mekanisme program pemberdayaan di Perumahan BTP Tamalanrea Makassar menyiratkan pemberdayaan secara total, bukan parsial. Total berarti mencakup semua aspek individu terdiri atas potensi, kebutuhan, dan keterampilan, sedangkan parsial hanya keterampilan semata. (2) Mekanisme pelaksanaan pelatihan secara dominan menggunakan Mekanisme Kontekstual dibandingkan dengan Mekanisme Standar.

Abstract

The study aims to know the role of government in the development of small and medium enterprises in the district of Enrekang. The kind of research that is used which is a qualitative with the type case studies. Source used in this study as many as nine people. Techniques of collecting the data used in research, the observation, interviews, and documentation. The results of this study hows that the goverment of Enrekang’s role is a facilitator, regulator, and catalyst. Measures taken by the government of Enrekang, it’s very helpful community in improving small and medium enterprise, there were some communities that have been able to grow its business, but the government of Enrekang still need to further improve the development of the business.Keyword: role, the goverment,  the founding UMKM      Penelitian ini bertujuan untuk mengetahui peran pemerintah dalam pembinaan usaha kecil menengah dikabupaten enrekang.Jenis penelitian yang digunakan  yaitu kualitatif dengan tipe studi kasus. Informan yang digunakan dalam penelitian ini sebanyak sembilan orang.Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu observasi, wawancara, dan dokumentasi.Hasil penelitian ini menunjukan bahwa pemerintah kabupaten enrekang sudah menjalakan perannya yaitu sebagai fasilitator, regulator dan katalisator.Tindakan yang dilakukan oleh pemerintah kabupaten Enrekang, sudah sangat membantu masyarakat dalam meningkatkan usaha kecil menengah,sudah ada beberapa masyarakat yang sudah mampu mengembangkan usahanya, tapi pemerintah kabupaten Enrekang masih perlu untuk lebih meningkatkan pembinaan kepada pelaku usaha.Kata kunci: peran, pemerintah, pembinaan UMKM

Abstract

The concept of Smart City is a concept currently adopted to describe the conditions of information technology-based governance. Public services must adapt to change, and must be able to apply the principles of Good Governance. Community response is one measure of the success of policies / programs created by the government, such as the Denpasar Smart City program. This study aims to determine the response of the community in supporting the Smart City program in the city of Denpasar. The research method used was descriptive qualitative, and data collection techniques used were in the form of interviews, observation, study of literature and qualitative documents, qualitative audio and visual. The results showed that the implementation of Smart City policies in order to realize Smart Government in Denpasar City, in general, had a positive impact on target groups. The context of implementation of the Smart City program in Denpasar showed  poor conditions, while the content of policy showed good conditions, and there was a positive public response to the application of the Denpasar Smart City program that emphasized the principles of transparency and public openness.
