Abstract

The research aim was to know the plan, application and supervision of serving for the health BPJS member in Syech Yusuf hospital in Gowa regency. The research kind was the descriptive qualitative. The Informan were 8 people. The data source was the primer data and secunder data. The data collecting technique used the observation, documentation and interview for instrument. The research result showed that still there were the patient who came and did not get the quick service, sometimes they have to be in line for hours if would like of the employs were often came late. The patient would like to get the good service but they got the otherwise.keywords: management, service, healthy BPJS  Tujuan penelitian adalah untuk mengetahui Perencanaan, Pelaksanaan dan Pengawasan pelayanan bagi peserta BPJS kesehatan di RSUD Syech Yusuf Kabupaten Gowa. Jenis penelitian adalah deskriptif kualitatif. Informan berjumlah delapan orang. Data bersumber dari data primer dan data sekunder. Tehnik pengumpulan data menggunakan instrumen berupa observasi, dokumentasi dan wawancara. Hasil penelitian menunjukkan bahwa masih banyak pasien yang datang tidak mendapat pelayanan dengan cepat, kadang antri berjam-jam bila ingin berobat. Hal yang lain dapat kita lihat bahwa sebagian pegawainya sering datang terlambat. Pasien ingin mendapat pelayanan yang baik akan tetapi pelayanan yang didapatkan tidak sesuai dengan yang diharapkan. kata kunci: manajemen, pelayanan,BPJS kesehatan

Abstract

The development and study of e-government carried out by the Situbondo Regency through the Communication and Information Office of the Situbondo Regency through the material plan, preparedness of concepts, targets, strategies, roadmaps, and application integration, besides the need to unify understanding of e-government so that there is no understanding anymore which tends to vary. Another problem that also arises is the readiness of supporting infrastructure, control and maintenance of the running of e-government also needs to be planned and made a clear legal umbrella. If so it is necessary to know the implementation of the development of public services through e-government carried out by the Situbondo Regency government both covering the success of the development of the system and its implementation. This research focuses on the stages of e-government development in order to achieve good governance which contains 4 stages (1) presence; (2) search, download (3) transaction and (4) transformation. Found in the development of services through e-government through; provision of facilities for public access (infrastructure), formulation of policies, determining the vision and mission, preparation of priority scale or master plan, education and training of human resources, the existence of public service contracts through e-government, and socialization to the implementing bureaucracy and the community. Done through a shared understanding of e-government between SKPD and the community, so that the stages of development and implementation can provide solutions to the challenges and problems of e-government.

Abstract

The purpose of the research are to determine job promotion, to determine the perfomance and to determine the effect of promotion with the perfomance of cipil servants at secretariat office in Luwu Regency. The total population in this research were all employess who have been promoted post office secretariat in luwu starting in 2010-2015 as wavy as 36 people the sample using a sampling technique when all members of the population used as a sample. The result of the research is promotion based on experimence, level of education, loyality, and professionalism as well as the requi rements specified employees get a promotion because it is in accordance with the terms of rounk and achiverment. The next is the porfomance of civil servantsis quite good, proven target spesified by nearly all of them realized only on the requirements of positions that was not realized. The last is variable promotion positive and significant impost the porfomance of employees atsecretariat office in luwu. Keywords: efect, promotion, perfomance Tujuan penelitian adalah untuk mengetahui promosi jabatan, untuk mengetahui kinerja dan untuk mengetahui pengaruh promosi jabatan dengan kinerja Pegawai Negeri Sipil di Kantor Sekretariat Kabupaten Luwu. Jumlah populasi dalam penelitian ini adalah seluruh pegawai yang   telah dipromosikan jabatannya di kantor Sekretariat Daerah Kabupaten Luwu  sebanyak 36 orang. Penarikan sampelnya menggunakan tekhnik sampling jenuh. Hasil penelitian diperoleh bahwa promosi jabatan berdasarkan pengalaman, tingkat pendidikan, loyalitas, dan profesionalitas serta persyaratan yang telah ditentukan. Pegawai yang mendapatkan promosi karena memang sudah sesuai dengan syarat kepangkatan serta berprestasi. Selanjutnya, kinerja pegawai negeri sipil cukup baik, terbukti target yang telah dicanangkan hampir semuanya terealisasi hanya pada persyaratan menduduki jabatan yang tidak terealisasi. Adapun variabel promosi jabatan berpengaruh positif dan signifikan terhadap kinerja pegawai pada Kantor Sekretariat Daerah Kabupaten Luwu. Kata kunci: pengaruh, promosi jabatan, kinerja

Abstract

The purpose of this research is to know the coordination of election executors of 2015 election in Majene Regency. This research type is qualitative descriptive which involved six informants.' The data was collected by using instrument of observation, and interview. The results of this study indicate that the informant responses about the role of election executors in the 2015 election have been well managed but they still have to improve the less effective part of the election, one of them is the lack of legal firmness for election organizers whose led to the practice of money politics, the election excecutors which apply injuridil applicable, sociologically applicable, and philosophically applicable.

This research is a describe the shape of wualitative service the form internal supervision. This type of research is a case study. The collection of the data used interview, observation and documentation. While techiques to analuze the data used data reduction, data presentation and conclusion. Abstract

The aim of research is to find out how the rule of government in control of early age marriage at the subdistrict of north polongbangken, Takalar district and the factors that affect the earlyage marriage. The research method is qualitative. This research is use phenomenology and the data collection techniques are theobservation, interviews and documentation. The result control of early age marriage is quite good. It is refer to factors:(1)the control (2)the factors of early age marriage. Manwhile, the factors which has not going well is socialization still not maximal because the facilities and the personnel which is still inadequate.Keyword : The role of government, control.                   Tujuan dari penelitian ini untuk mengetahui peran pemerintah dalam mengendalikan perkawinana usia dini di kecamatan polongbangkeng utara kabupaten takalar dan faktor-faktor yanag mempengaruhi terjadinya perkawinana usia dini ini. Jenis penelitian adalah kualitatif. Penelitian ini menggunakan studi fenomenologi teknik pengumpulan data menggunakan instrument berupa wawancara, observasi dan pengambilan dokumen. Hasil penelitian menunjukkan bahwa penegndalian perkawinan usia dini ini sudah cukup baik. Dilihat dari beberapa faktor. (1)Penegndalia (2)faktor-faktor perkawinan usia dini. Sementara faktor-faktor yang beleum berjalan dengan baik yaitu Sosialisasi masih beleum maksimal dikarenakan fasilitas serta personil yang masih belum memadai.Kata Kunci : peran pemerintah, pengendalian.

Abstract

The purpose of this study was to explore the Management of Local Revenue (PAD) in Kabupaten Bima in accordance with Law No. 33 of 2004 concerning the Regional Government in managing its own household. Type of qualitative research.Type of case study research. Data collection techniques are interviews, observation and documentation. The results of the study were that the management of PAD through planning, implementing and controlling taxes. while the strategy of increasing regional taxes and levies through identification and inventory of value and potential of regional assets, the existence of regional asset SIMs, asset supervision and involvement of internal auditors. ABSTRAKTujuan penelitian ini adalah untuk mendalami Pengelolaan Pendapatan Asli Daerah (PAD) di Kabupaten Bima sesuai dengan Undang-undang No. 33 Tahun 2004 tentang Pemerintah Daerah dalam mengurus rumah tangganya sendiri. Jenis penelitian kualitatif. Tipe penelitian studi kasus. Teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi. Hasil penelitian bahwa pengelolaan PAD melalui Perencanaan, pelaksanaan dan pengendalian pajak. Sementara strategi peningkatan pajak dan retribusi daerah melalui Identifikasi dan inventarisasi nilai dan potensi aset daerah, adanya SIM aset daerah, pengawasan aset dan pelibatan auditor internal.

Abstract

The purpose of this research is to determine the positive and negative impacts which is caused by the policy of green open space in the city of Makassar. This research was conducted on the scope of the regional environmental agency. The type of this research is qualitative descriptive. The research  used  phenomenology and data collection techniques used observation, interviews and documentation. The results showed that the positive impact of green open space such as could prevent flooding, lowering the city temperatures, reducing air pollution, as sport facility, social interaction, welfare the people and create the beauty and comfortable. While the negative impact such as lack of parking space caused traffic jam and the number of youngster used as a dating spot. Keywords:  policy impact, green open space Tujuan penelitian ini adalah untuk mengetahui dampak positif dan negatif yang ditimbulkan dari kebijakan ruang terbuka hijau di Kota Makassar. Penelitian ini dilaksanakan pada lingkup Badan Lingkungan Hidup Daerah Kota Makassar. Jenis penelitian ini adalah deskriptif kualitatif dengan  menggunakan tipe fenomenologi dan teknik pengumpulan data dengan menggunakan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa dampak positif dari kebijakan ruang terbuka hijau seperti dapat mencegah banjir, menurunkan suhu kota, mengurangi polusi udara, sebagai sarana berolahraga, interaksi sosial, ,mensejahterakan masyarakat dan menciptakan keindahan dan kenyamanan. Sedangkan dampak negatif seperti kurangnya lahan parkir menyebabkan kemacetan lalu lintas dan banyaknya kalangan muda untuk menggunakan sebagai tempat berpacaran. Kata kunci:  dampak kebijakan, ruang terbuka hijau

Abstract

The main purpose in this research is implementation understanding of E procurement also understand of supporting and E procurement obstacle factor in the pangkep district. E-procurement is an innovation in the use of Information Technology for the benefit of public services. Based on this, researchers are encouraged to try to explain the implementation of E-procurement in the Pangkep district. Amount of informan in this research are five people. type of research is qualitative with kind of fenomenology research which is focused on human living experiences. Collecting data technique are using observation method, interview and documentation. Data analysis using interactive analysis models. Research result refers to unoptimalitation of E procurement implementation in the Pangkep district. This implementation seen by the stage of the E procurement aspect altough appropriated absolutely unaccomplished. In accordance with the implementation exist in president regulation in article 107 year 2010 number 54. This can be seen indicator (1) E-tendering (2) E-bidding (3) E-catalogue and(4) E-purchasing. Supporting factor in this implementation is strategy of loyalty provider whereas obstacles are divergents and postponement. Key word: E-service, Job Fair, Pangkep Regency.ABSTRAKTujuan penelitian adalah untuk mengetahui Tata Laksana E-procurement dan mengetahui faktor pendukung dan penghambat E-procurement di Kabupaten Pangkajene dan Kepulauan. E-procurement merupakan suatu inovasi dalam pemanfaatan Teknologi Informasi untuk kepentingan pelayanan publik. Berdasarkan hal tersebut peneliti terdorong untuk mencoba menjelaskan Pelaksanaan E-procurement di Kabupaten Pangkajene dan Kepulauan. Jumlah informan dalam penelitian ini adalah 05 orang. Jenis penelitian yang digunakan adalah kualitatif dengan tipe penelitian fenomenologi yaitu menekankan pada subyektivitas pengalaman hidup manusia. Teknik pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi. Analisis data dengan menggunakan model analisa interaktif. Hasil penelitian menunjukkan bahwa Pelaksanaan E-procurement di Kabupaten Pangkajene dan Kepulauan belum sepenuhnya terlaksana dengan optimal hal ini  dilihat dari aspek tahapan E-procurement dimana penyedia yang meskipun telah sesuai dengan prosedur namun belum sepenuhnya berhasil dalam melaksanakan tahapan E-procurement sesuai dengan tujuan yang terdapat dalam Peraturan Presiden No. 54 tahun 2010 pasal 107. hal ini dilihat dari indikator (1) E-tendering (2) E-bidding (3) E-catalogue dan (4) E-purchasing. Faktor Pendukung dalam pelaksanaan ini adalah Strategi dan Loyalitas penyedia sedangkan faktor yang menjadi penghambat adalah penyimpangan dan penundaan.Kata Kunci: Tata Laksana, E-Procurement, Kabupaten Pangkep.

Abstract

The objective of the research is to know how the preventive and repressive controlling that have done by the government in parking management in Makassar city. The kind of this research is descriptive qualitative with eleven informants. The technique of data collection were collected by observe instrument, interview the informant. The data analyzed by descriptive. The research result showed that the controlling that have done by Dinas Perhubungan Makassar city in parking management in Makassar city were not enough and did not reach the target and there were many societies that parked their transportation in the border street that have arrangement before and they have not know that arrangement yet. Keyword: Controlling, Management, Parking Adapun tujuan dilakukannya penelitian ini ialah untuk mengetahui bagaimana pengawasan preventif dan pengawasan represif yang dilakukan pemerintah dalam pengelolaan parkir di kota Makassar. Jenis penelitian adalah deskriptif kualitatif dengan informan sebanyak sebelas orang. Teknik pengumpulan data dikumpulkan dengan menggunakan instrumen berupa observasi, wawancara terhadap informan. Data tersebut dianalisis secara deskriptif. Hasil penelitian ini menunjukkan bahwa pengawasan yang dilakukan Dinas Perhubungan kota Makassar dalam pengelolaan parkir di kota Makassar dianggap kurang dan tidak mengenai sasaran dan masih banyak terdapat masyarakat yang memarkir kendaraanya di bahu jalan yang sudah memiliki aturan dan masih banyak yang belum mengetahui aturan tersebut.Kata kunci: Pengawasan, Pengelolaan, Parkir
