Abstract

ABSTRACTThe purpose of this study was to determine taxpayer compliance, increase in tax revenue  and the effect of taxpayer compliance on the increase in motor vehicle tax revenue at Samsat Office of  Mamuju Regency. This study used quantitative. The number of samples was 99 taxpayers registered at Samsat Office of  Mamuju Regenc. Data collection techniques were observation, questionnaires  and documentation. The type of research used quantitative research. The results showed that there was a direct effect of taxpayer compliance on the increase in motor vehicle tax revenue at the Samsat Office of Mamuju Regency. Based on the results of the study showed that there was a positive and significant relationship so there was an effect of tax compliance (x) on an increase in motor vehicle tax revenue (y) in the Samsat Office of Mamuju Regency by 54.9% and the remaining 45.1% was influenced by other variables not examined in this research. From the results of this study known that there were still several important indicators that still needed more attention to increase tax revenue in Mamuju Regency.Keywords: Taxpayer compliance, Increased tax revenue

Abstract

This study aimed to describe the quality of management system ISO 9001: 2008 in the public service of PT PLN (Persero) Mattoangin district. Type of this research was quantitative descriptive with 30 employees as respondents. Technique of data analysis used is descriptive statistics. The results shown that the application of the principles of ISO 9001: 2008, for PT PLN (Persero) public serviced in South Makassar area at Rayon Mattoangin in general be categorized very high.the indicator that included in the category of very higt, among others, the indicators that observed in the variablewas an indicator focus on the customer, indicators of employee involvement, process approach, approach to the management system, continual repair, factual approach to take decision, mutual relationships with suppliers.The only one category that included in high category, that is a leadership.  Keywords: quality management system, public service  Penelitian ini bertujuan untuk mengetahui gambaran penerapan sistem manajemen mutu ISO 9001:2008 dalam pelayanan publik PT PLN (Persero) Rayon Mattoangin. Jenis penelitian ini adalah deskriptif kuantitatif dengan responden sebanyak 30 orang karyawan.Teknik analisis data yang digunakan adalah statistik deskriptif. Hasil penelitian menunjukkan bahwa penerapan prinsip-prinsip SMM ISO 9001:2008. Dalam Pelayana Publik PT PLN (Persero) Area Makassar Selatan Rayon Mattoangin secara umum di kategorikan sangat  tinggi. Indikator yang dikategorikan sangat tinggi antara lain indikator fokus pada pelanggan, indikator keterlibatan karyawan, pendekatan proses, pendekatan pada sistem manajemen, perbaikan terus menerus, pendekatan faktual pada pengambilan keputusan, hubungan yang saling menguntungkan dengan pemasok. Hanya satu kategori tinggi, yaitu kepemimpinan. Kata kunci: sistem manajemen mutu, pelayana publik

Abstract

E-government innovation through the implementation of e-musrenbang in the city of Surabaya has not yet provided optimal results. The problem found in this research is the lack of transparency and implementation which takes longer because the program is still done manually. The purpose of this study is to look at the implementation of the e-musrenbang system and analyze the factors that influence the implementation of e-musrenbang in the city of Surabaya. The George Edward III implementation model which includes variables that influence the implementation of policies, namely communication, resources, disposis, and bureaucratic structures. The research method used is a qualitative research method with data collection techniques through literature study. Based on the results of the study showed that the implementation of the e-musrenbang system in Surabaya City has been going well with the discovery of several supporting factors, namely sufficient human resources in the implementation process, the SOP that was followed was also very supportive. Among the obstacles to the success of the implementation of e-musrenbang are due to the gap or gap between the implementation of the system and the expectations of the community through the proposals submitted, so that the policies taken by the government in some cases are not in accordance with the needs of the community's top priorities. The process of regional development planning through e-musrenbang has become a good innovation because slowly there has been an improvement in the system of regional development planning, especially in the city of Surabaya, although there are several things that become a periodic evaluation note for the implementing committee and the community. Local governments must continue to improve the system and its implementation so that e-musrenbang can be a better public service.

Abstract

The object of research was to determine service delivery innovations in the Department of Population and Civil Registration Enrekang Regency.This research is to describe the shape of qualitative service delivery innovations in the Department of Population and Civil Registration Enrekang. This type of research is a case study. The collection of the data used interview, observation and documentation. While techniques to analyze the data used data reduction, data presentation and conclusion.Validity of the data used triangulation of time, resources, and techniques. The results showed that service delivery innovations in the form of e-ID services with the indicator 1) relative advantage, 2) compability,  3) complexity, 4) triability, 5) observability.  Keywords : implementation of innovation, public services  Tujuan penelitian adalah untuk mengetahui penerapan inovasi pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Enrekang. Jenis penelitian adalah kualitatif dengan menggambarkan bentuk penerapan inovasi pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Enrekang. Tipe penelitian adalah studi kasus. Dalam pengumpulan data digunakan teknik wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan reduksi data, sajian data dan penarikan kesimpulan. Keabsahan data digunakan triangulasi yaitu triangulasi waktu, triangulasi sumber, dan triangulasi teknik. Hasil penelitian menunjukkan bahwa penerapan inovasi pelayanan publik berupa pelayanan e-KTP dengan indikator 1) keuntungan relatif, 2) kesesuaian, 3) kerumitan, 4) kemungkinan dicoba, 5) kemudahan diamati. Kata kunci : penerapan inovasi, pelayanan publik

Abstract

The purpose of this study was to find out how the community park reading management system in Barru Regency. The type of this research was qualitative descriptive research with informants as many as 5 people. Data collection techniques were collected by using instrument of observation and interviews. The results of this study indicated that the community reading park management system in Barru Regency had been running well, the regional library of Barru Regency coordinated with district, village in terms of further formation of community reading park. Supporting factor was good coordination with the manager. While the inhibiting factors of the community park management system were still lack of books, facilities and infrastructure.

Abstract

The purpose of this was to find out how the geverment supervision on the implementation of fishing gear program in Bissappu district Bantaeng regency as well as to know the factors that influenced the supervision of the implementation in the district. Type of research was qualitative. This study used case study type. Date collection techiniques used in the form of questionnaires. Observation and documentation. The result of this study indicated that the supervision carried ouy by the geverment was monitoring and controlling and there was aa significant influence between the government supervision on the program of distribution of fishing gear in Bissappu District Bantaeng regency. Goverment supervion was strongly influenced by leadership, effectiveness and welfare. Keywords: Government Supervision, Community Empowerment, and Welfare

Abstract

The aim of this research is to describe a design of Makassar tidak rantasa’ program and its implementation strategy. The type of this research is a qualitative descriptive by choosing people who have the knowledge and information about the Karang Anyar District’s problem in order to coordinate and government strategy handling program Makassar tidak rantasa’. The result of this research is a program that has aim to change society mind set to pure life. There is a jargon to realize this program, that is LISA, MABELLO, Makassar Free of Garbage and I and my school is not slovenly. Besides that, some activities that change a society mind set to pure life are hallway garden, community service, socialization, and the exchange garbage free movement. Keywords : Goverment Strategy, Makassar Tidak Rantasa’, Karang Anyar  Penelitian ini bertujuan menggambarkan desain program Makassar tidak rantasa’ serta strategi pelaksanaannya.Jenis penelitian adalah deskriptiif kualitatif  dengan memilih orang memiliki pengetahuan dan informasi mengenai permasalahan kelurahan karang anyar dalam mengkoordinasikan dan strategi pemerintah penaganan program Makassar tidak rantasa’. Hasil penelitian yang telah dilakukan program iniadalah program yang bertujuan merubah pola pikir masyarakat untuk hidup bersih. Mewujudkan tujuan dari program ini digunakan jargon pendukung seperti LISA, MABELLO, Makassar Bebas Sampah dan Aku Dan Sekolahku Tidak Rantasa. Abstract

Penelitian ini bertujuan untuk menganalisis pengembangan desa wisata berbasis collaborative governancedi Kota Batu.Berkembangnya paradigma pembangunan dimana pemerintah bukan lagi menjadi satu-satunya aktor dalam pembangunan membawa pengaruh pada pengelolaan desa wisata. Peneliti berupaya melihat peran aktor dan kerjasama sehingga membentuk sebuah kolaborasi dalam pengembangan desa wisata. Metode yang digunakan adalah metode eksploratif dengan pendekatan kualitatif. Hasil penelitian menjunjukan bahwa dalam pengembangan desa wisata, Pemerintah Kota Batu melibatkan sektor swasta, akademisi, media dan mendorong partisipasi masyarakat melalui pemberdayaan. Adapun dalam pelaksanaan collaborative governancetersebut, dibutuhkan komunikasi yang efektif guna memudahkan para aktor melakukan kolaborasi sehingga dapat mengoptimalkan perannya dalam pengembangan desa wisata.

Abstract

The purpose of this research is to describe and explain the service performance of civil servants in the Government Secretariat in Enrekang Regency. The type of research is quantitative descriptive which describe the service performance of the employee. The respondent of the research are 63 employees selected by random sampling techniques. Techniques of the data collection use questionnaire and observation of the respondent. Analsys of the data use frequency tables. The results of this research are demonstrated by the highest percentage of the total fixed of the service performance employee with the percentage is 82.5 percent. There are inhibiting factors and supporting factors of the  service performance employee. Inhibiting factors are quality of work, punctuality and discipline while supporting factors are motivation and work ability.  Keywords: performance, services, employee                               Penelitian ini bertujuan untuk menggambarkan dan menjelaskan kinerja pelayanan pegawai negeri sipil di Sekretariat Pemerintah Kabupaten Enrekang. Jenis penelitian adalah deskriptif kuantitatif yang menjelaskan bagaimana kinerja pegawai terhadap pelayanan. Responden sebanyak 63 pegawai yang dipilih secara sampling acak. Teknik pengumpulan data menggunakan kuesioner dan observasi. Data tersebut dianalisis dengan menggunakan tabel frekuensi. Hasil penelitian ini dibuktikan dari persentase tertinggi yang tertuju pada uraian total frekuensi jadwal pelayanan pegawai  dengan persentase tinggi 82,5 persen. Ada faktor pendukung dan penghambat pada kinerja pelayanan pegawai. Faktor penghambat yaitu kualitas kerja, ketepatan waktu dan kedisiplinan sedangkan faktor pendukung kinerja pelayanan pegawai yaitu motivasi kinerja dan kemampuan kerja. Kata kunci: kinerja, pelayanan, kepegawaian

Abstract

The aims of this research were to find out to what extent the effectiveness of the supervision, the employees’ working effectiveness, and the influence of supervision on employees’ working effectiveness in the office of PT. PLN (Persero) for South-Southeast-West Sulawesi Regions at Secretariat Section for City of Makassar. The focus of the research used Sondang P. Siagian’s theory (namely, direct and indirect supervision) and Hasibuan’s theory (namely, working quantity, working quality, time management and the quality improvement of human resources). The type of this research was quantitative research. Techniques of data collection in this study were literature reviews and field study consisting of observation and questionnaire. The results indicated that the employees’ working effectiveness in the office of PT. PLN (Persero) for South-Southeast-West Sulawesi Regions at Secretariat Section for City of Makassar had not been effective yet. This happened because there were still many employees who were late to go to the office and not careful in carrying out their work. Based on the results of the determination test (R2), it can be concluded that the influence of the supervision on employees’ working effectiveness is 61.3%.Keywords: Influence, Supervision, Effectiveness Of Employee WorkABSTRAKTujuan penelitian adalah untuk mengetahui seberapa efektif pengawasan, seberapa efektif efektivitas kerja pegawai dan seberapa efektif pengaruh pengawasan terhadap efektivitas kerja pegawai di kantor PT PLN (Persero) Wilayah Sulselrabar Bagian Sekretariat Kota Makassar. Fokus penelitian menggunakan konsep atau teori oleh Sondang P. Siagian yaitu, pengawasan langsung dan pengawasan tidak langsung dan teori Hasibuan yaitu, kuantitas kerja, kualitas kerja, pemanfaatan waktu, dan peningkatan kualitas sumber daya manusia. Jenis penelitian yang digunakan oleh peneliti ialah penelitian Kuantitatif. Teknik pengumpulan data dalam penelitian ini menggunakan penelitian keperpustakaan dan studi ke lapangan yang terdiri dari observasi dan angket/kuesioner. Hasil penelitian menunjukkan bahwa efektivitas kerja pegawai di kantor PT PLN (Persero) Wilayah Sulselbar Bagian Sekretariat Kota Makassar belum efektif. Hal tersebut terjadi karena masih banyak pegawai yang terlambat ke kantor dan masih ada pegawai yang kurang teliti dalam melaksanakan pekerjaannya. Berdasarkan hasil uji determinasi ( ) dapat disimpulkan bahwa pengaruh variabel pengawasan terhadap variabel efektivitas kerja pegawai sebesar 61,3%.Kata Kunci: Pengaruh, Pengawasan, Efektivitas Kerja Pegawai
