Journal of Civil Engineering
Journal of Civil Engineering (eISSN 2579-9029/pISSN 2086-1206) is a new journal that preceded by the previous Civil Engineering Department ITS Journal which was well known as Jurnal Teknologi dan Rekayasa Sipil (TORSI). TORSI journal was established in March 1981. In 2009, TORSI journal name was changed to Journal of Civil Engineering. Journal of Civil Engineering is managed by Pusat Publikasi Ilmiah LPPM Institut Teknologi Sepuluh Nopember (ITS). Journal of Civil Engineering published at least five papers for each volume. Annually two volumes are published with the first volume is published within the period of January-June and the second volume is published within the period of July-December. The Peer-review process is online based using the OJS portal. Focus and Scope The Journal of Civil Engineering (JCE) publish scientific article which is specific for civil engineering. JCE article must be written either in Indonesian or English languages. The focus and scope of the journal are: 1. Structures (High-Rise Building, Bridges, Long-Span Bridges) 2. Materials (Concrete, Steel, Fiber-Reinforced Concrete, Composites) 3. Hydraulics and Hydrology 4. Geotechnics (Foundation, Embankment Stability) 5. Construction Management 6. Infrastructure has a very important role as certain to instigates economic growth and regional development.Transportation serves facility for production and investment systems that enables regional services and activities. Regiondeveloped on potential itself, to support it how determines best alternative of road links is required. To obtain weight ofcriteria in this research using pairwise comparison, and furthermore the Technique for Order Preference by Similarity toIdeal Solution is used to discover preference value from each road links. This research indicates that preference inter-districtsroad Bendo-Surodakan is the main priority with value of preference 3,07, then Suruh-Pule, Gandusari-Kampak road link withscore 2,44 and 2,30, consecutively. Road link with lowest score obtained by Bangunsari-Bulu as 0,057

Delays are the global phenomena occur in the construction industry. Delays negatively affect project performance.Based on the category which causes delay, this research especially discussing about Non-Excusable Delays, in whichcontractors holds the responsibility for the delay. The purpose of this study is to analyze the relation between factors, and itseffects on delays in Manado. Model development is based on previous research and literature review. Primary data collectionwas done through distribution of questionnaires to project managers, site managers or implementers of contractors who had orare currently dealing with building construction projects in Manado. Data was analyzed using Partial Least Square. The resultsreveal that Improper Execution Planning directly and positively influence Construction Project Delay. On the other hand,Improper Execution Planning is influenced by Inefficient Site Management while Inefficient Site Management is significantlyinfluenced by Poor Contractor Competencies

The central government through the Directorate of Environmental Sanitation Development (PPLP) of theDirectorate General of Human Settlements of the Ministry of Public Works and Public Housing participated in theimplementation of drainage of Surabaya by providing assistance for the construction of Greges pump house. The pump houseGreges as one of the pump house located in Surabaya, is one of the drainage system controllers around BozemMorokrembangan area especially the flow of water along the Greges channel which is also an outlet for several channels. Inthe aid of the pump house choose to use Genset as the main power source (SDL). While the Government of Surabaya alwayswants the use of SDL from PLN. The purpose of this study was to analyze the use of SDL to meet the needs of the GregesPump House by performing the cost analysis required for the Greges pump house for the use of Genset and PLN powersources, and determining the better SDL selection that would be used to meet the needs of the Greges pump house. Based onthe analysis of costs, the use of generators is better than PLN in the investment cost analysis. Based on PLN operational costanalysis is better than generator. In the first year period the total cost for the use of PLN is Rp. 5.102.223.905 greater thanthe generator Rp. 4.789.084.970,16,, in the second year the cost of using PLN approaches the generator cost, and on the thirdand so the use of generator is higher than the PLN.

Road infrastructure at hilly area is highly needed and very important to support the economics stability in thedistrict of Trenggalek. Road infrastructure becoming the most important nowadays for the people of Trenggalek especially forthose who live in the highland. The problems recently happened until now is the road infrastructure in the district ofTrenggalek especially in the highland are many damaged, not feasible and many more that requires to be restored. The typeselection of the pavement that proper and suit for the highland in the district of Trenggalek is highly influenced by somecriteria. And from some literature study we can draw conclusions in 6 (six) criteria those are, road user safety, road useramenities, cost of construction, ease of execution for the road construction, treatment of the road construction after themaintenance period expired and the availability of the materials. Then from interviewing the respondents that hasexperienced in the road construction especially in the highland of Trenggalek concluded 7 (seven) criteria those are, roaduser safety, road user amenities, cost of construction, situation and condition of the project location, treatment of the roadconstruction after the maintenance period expired and the durability to the scouring water.

Road Minimum Service Standards (MSS) is a road’s technical measure that must be realized by the road administratorso that the roads are able to operate in accordance with the service standards stipulated. The stipulation of road MSS isregulated through Regulation of Minister of Public Works No. 01/Prt/M/2014 on Minimum Service Standards of Public Worksand Spatial Planning that have two indicators basic road service are the level of good and medium provincial road conditionsas well as the connection between activity centers and production centers (connectivity) in the province. This research aims todiscuss about evaluation the condition and connectivity of the road that is implemented in the provincial road segments inKendari City. The method that used in this research are indentified about the existing condition and connectivity of the roadand distribute questionnaires to the road users to knowing about their perception about the service of Province’s road inKendari City with using secondary datas from Dinas Sumber Daya Air dan Bina Marga Provinsi Sulawesi Tenggara danprimary datas from observation on provincial roads in Kendari and questionnaires distribution to road users. Evaluationfactors consisting of public services factors that have been implemented on the provincial road segments in Kendari with theDiscrepancy Evaluation Method that direct comparison between the data obtained from the observation and interviews withthe target achievement stipulated in Ministerial Regulationof Public Works No. 1/PRT/M/2014. The result of this research on10 (ten) provincial roads in Kendari City shows the level of good and medium provincial road conditions as well about 55,60%with the standard is 60%, the level of the connectivity in the province about 89,40% with standard in the regulation is 100%and according to the perception of road users, level of service road conditions about 49,25% and level of connectivity of theprovincial roads in Kendari City is about 81,2%.

The Air transport demand still increasing continuously both of number passengers, cargo and aircraft movementswill have a direct impact on the capacity of the airport. Juanda International Airport has one runway that serves about 35-40aircraft per hour. The number of aircraft movements cause the problem of delay and wasting fuel. Delay can reduced theproductivity airport services and airlines. This goal of this paper is to analyze the airport capacity, delay and effect of delay onthe aircraft's fuel consumption. Calculations using simulation software arena with arrivals and departure modelling. The resultsshowed that in the calculation of the existing runway capacity as much as 44 scheduled aircraft movements during peak hoursthere are only 33 aircraft for 1 hour with an average delay of 29 minutes. Simulations using the software arena, delay for arrivalvaried between 0.6 minutes to 4.2 minutes and delay for departure varied between 0.8 minutes to 19 minutes. Aircraft fuelconsumption A320 for the queue 1 to 4 of aircraft varied between 67.56 lb to 270.26 lb. While fuel consumption B737-500 forthe queue 1 to 4 of aircraft varied between 131.31 lb to 525.26 lb.

The increase of vehicles is one of the impacts of activity growth in a region. The high number of vehicles has animpact on the high saturation rate and the decreasing level of effectiveness and performance through Gajah Mada MedanStreet. One of the solutions offered for performance improvement in Gajah Mada Street is the construction of flyover.Therefore, it is necessary to analyze the performance alteration due to the constructed of flyover.The analysis processdevelopment in Gajah Mada Street is conducted on the number of vehicles, speed, capacity, and delay analysis at theintersection. From the analysis result obtained the volume roads, degree of saturation, travel time and forecasting from GajahMada Street.

The contribution of the Surabaya construction sector to the growth of the Surabaya economy over the past fewdecades is highly phenomenal, but many of construction projects in Surabaya are experiencing delays. While much researchhas been done about the cause of the delay, but the chronic problem of delay time is still very difficult to clearly discovered.The primary objectives of this research are to identify the main factors of non-excusable delay in construction projects andanalyze the interdependence relationships of one factor with another. Based on literature, structural model has beendeveloped and then use Partial Least Square to analyze the relationships with quantitative impact value among identifiedfactors. In order to collect the data on the measured attributes, a questionnaire survey was designed in the form of anaffirmative question. Respondents for this study are selected from a project manager, head project and director in theSurabaya construction firms were worked on building projects and experienced of dealling delays problem. The results of theresearch suggest that poor field management is one of the most significant factors significant affecting construction projectdelay. While path coefficient of poor capability of contractors and improper planning indicated possitive, neither of these twofactors has any impact on time delay. On the other hand, poor capability of contractor to be one of the key contributingfactors resulting in improper planning and improper planning affecting in poor field management.

The paper disccuses an assess the sustainability level, to identify important and priority factors of Community BasedWater Supply System (CBWSS) management. Public and stakeholders perception are the main data needed for the analysis,and these data are collected through observation and structured interviews. The consideration aspects to measure thesustainability level consist of technical,institutional, financial, social and environmental aspects.This study used severalanalysis methods, i.e. Index Formulation (measuring sustainability level), Relative Importance Index and Confidence Interval(identifying important factors) and Development Priority Index (determining priority factors).The results indicate that CBWSSmanagement is generally quite sustainable, with the highest sustainability value on environmental aspect, while the lowest oneis on social aspect. The most important factor in the CBWSS management is the existence of community retribution and thedevelopment priority factor lead to the management transparency.
