Abstract

The essency of national defense is a dynamic condition of local communitie that provides ductility and toughness as a reflection of the ability to develop their potential and power of. It is used to face and overcome all forms of Threats, Challenges, Barriers and Disorders (TCBD), which may jeopardize the integrity, identity and survival of the nation and the struggle for national development goals in the region.Based on the measurement model applied by the Indonesian Defense Organization, the parameters of the elements of geography, demography, natural resources, economic, social, cultural, defense and security, ideology, politics, willingness and ability to build, as well as overseas response, analysis of National security in Lampung Province compared with the national condition are at the center position. The endurance geography of Lampung Province is strong and need to be maintained and enhanced as seen from its location, Lampung Province has strategic and economic position, especially in the national transportation lines, both overland and sea lanes. The quality of public services and performances in some districts / cities classified as bad, it will have implications for the development of investment in Lampung that impact the durability of the overall area of Lampung province.In general, in terms of quantitative values Astagatra, National Security of Lampung province is in the range between 43.534 to 76.110, or rather the corresponding calculation of 59.822 categorized quite strong. National Security conditions in Lampung province will continue to increase if the efforts to improve dynamic factors continue to be prioritized.

Abstract

In understanding business positions to be seen from internal and external environment of small industries, a research on the Profile of Business Strength in Using Business Opportunities in Small Industries in Market has been conducted. The objective of this research was to find out and explain profiles of business strength, business opportunities and relationships between them. This research used explanatory survey and associative descriptive method. Research objects were 5 (five) bakery business units with target population of 41 persons. Samples or informants were taken using 50% of cluster sampling or 20 informants. Data were analyzed descriptively and associatively.To be seen from internal environment, the profiles of small industries were in sufficiently strong position. The business strength lied on funding, production, and, marketing. Their weaknesses were in employments. To be seen from employment dimension, all factors still showed weaknesses. The weaknesses lied on entrepreneur ship skills/employments, employees’ skills, working conditions, and opportunities to develop for employees. From external environment profile, the business opportunities of small industries was in sufficiently good position. The good business opportunity was marketing. There were many challenges in funding, production, and employment. In funding dimension, business challenge was in providing grant, using credit, and assistance and education. In production dimension, the business challenges were aids for production infrastructures, suppliers’ abilities, and assistances and educations. In employment dimension, business challenges were in educating employments’ skills and roles of the government/third parties.The SWOT dimension analysis showed that the relationship of profile of strength and opportunity in small industries was in S-O position (strength-opportunity), or in other word, sufficient strength and sufficient opportunity. It indicated that position of small industries to be seen from internal environment was sufficiently strong (S) and from external environment was sufficiently having opportunity (O) in the market. With S-O small industry position, the possible business strategy to do was S versus O. It means that the small industries should keep/improve the existing business strengths and opportunities in the market.

Problem of this research that is (1) Whether/What Style of Headmaster Leadership have an effect on to Elementary Schoolteacher Discipline in Subdistrict of Oheo of Regency of Konawe North, (2) Whether Motivation have an effect on to to Elementary Schoolteacher Discipline in Subdistrict of Oheo of Regency of Konawe North, (3) How big influence of Style of Headmaster Leadership and Motivate to Elementary Schoolteacher Discipline in Subdistrict of Oheo of Regency of Konawe North.This desain Research is survey eksplanatori with the technique of data collecting of through kuesioner as especial instrument, beside interview the, observation and documentation. this Research responder is altogether Learn Elementary School in Subdistrict of Oheo of Regency of Konawe North, amounting to 48 people, Research done have the character of the census of because entire/all population made by a research responder, so that this sampel research represent the total sampel. While data analysisdone with two way of that is descriptive Analysis qualitative by using presentase with the category. And statistical Analysis by using aid program the SPSS version 17.Result of Research menunjukan that goodness of style of headmaster leadership and also motivate the teacher SD have the influence to discipline learn Elementary Schoolsd in Subdistrict of Oheo of Regency of Konawe North, with the belief storey;levelthat is there is influence of but lowering. Abstract

Policy Evaluation of the structuring regional organization in the District / City Government carried out considering the enactment of Law No. 23 Year 2014 on Regional Government which brought the consequences of changing the authority of government affairs and district / city that needs to be done in the area of organizational structuring device Regency / City Government.Based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 67 Year 2011 on Guidelines for Institutional Evaluation explained that for the evaluation of regional institutional attention to three (3) dimensions of complexity that includes Differentiation Horizontal, Vertical Differentiation and Spatial Differentiation and Dimensions Dimensions Formalization and Centralization.Organization of the regional institutional arrangements should be made among others by the enactment of Law No. 5 of 2014 on State Civil Apparatus which requires the placement of employees in accordance with their competence as well as the rationalization of the number of employees per unit organizational needs through analysis of the workload.

Title: Promotion of position And Impact on Employee Performance Improvement At office of Secretariat of Area of Regency Lampung Utara.Problem of this research is : (1) How is the implementation of the promotion positions at Secretariat of Area of Regency of Lampung Utara; (2) How is the impact Job Promotion to employee performance at Secretariat of Area of Regency of Lampung Utara Research Method used in this research is survey the. Population in this research all Public Servant of Civil at Office of secretariat of Area of Regency of Lampung Utara North amounting to 60 people. Research conducted have the character of the census of because all population made by a research responder. Research variable is Occupation Promotion as free variable (X) And Officer Performance is variable trussed (Y)Result of research indicate that there is Influence of signifikan of Occupation Promotion to Officer Performance of Office of secretariat of Area of Regency of Lampung Utara, biggest influence from variable of pembentuk of Occupation Promotion is efficiency dimension work, while smallest dimension from variable of pembentuk of Occupation Promotion is nepotism dimension. Pursuant to research result, can be opened by suggestion that the importance of upheld by order in occupation promotion of according to rule going into effect, so that can be created by a expected job condition.

Research variable [is] Leadership Style as free variable (X1) and Motivate Officer as free variable (X2) and also the make-up of labour capacity officer is variable trussed (Y)Result of research indicate that there is good link signifikan of leadership style and also motivate the officer with the labour capacity of officer at On duty Education of Young fellow and Athletics of Regency of Tulang Bawang, biggest link from variable of pembentuk of leadership style is dimension telling, while smallest dimension from variable of pembentuk of leadership style is dimension selling. While biggest dimension of its influence variable Motivate the officer that is motivate the eksternal and smallest that is internal motivation. Abstract

Electronic identity card program is one of the government programs relating to the administration of population the purpose electronic ID card program according to Law No. 24 Year 2013 on the amandement of the Act No. 23 Year 2006 concerning Population Administration Population Administration was later every citizen of Indonesia or the public will only have one ID Card with a valid Citizen Identification Number, Accuracy database of Indonesia’s population, as well as an electronic ID Card is also designed to be faster making process.Riset problem in this research is how achievement targets and policy target program Electronic Identity Card, How do the result of the implementation of the procedures and mechanism Electronic Identity Card program policies and what are the resources used in the implementation of the Electronic Identity Card program policy in the North Lampung regency. To know that in this case the researchers took the theory of public policy evaluation of Wayne Parson about formative evaluation which can be seen from reached targets and objectives, the consistency of the mechanism of implementation procedures and resources used. The method in this study used a qualitative approach, data collection techniques done with participatory observation, interview and documentatition.The result showed that the application of an electronic ID card service policy in North Lampung regency is not running effectively this can be seen in terms of targets and objectives have not been achieved, terms of implementation mechanism of the electronic ID card program in North Lampung regency has not been implemented consistenly in accordance with the procedures set and terms of human resources and fund is in the implementation of the electronic ID card program in North Lampung regency is still inadequate.

Abstract

Implementation of Agricultural Development in Tasikmalaya District implemented by Regional Regulation No. 13 Year 2011 on Medium Term Development Plan Tasikmalaya Regency Year 2011-2015 which brings consequences on the implementation of one of its mission Tough Economy Brought to the Rural-Based Agribusiness Excellence. In terms of implementation of agribusiness development in Tasikmalaya district requires the existence of some things as proposed Jones (1996: 105), among others Organization; Interpretation; and Application. Organizational structuring begins with basic tasks and functions of each relevant agencies, structuring the management of natural resources, human resources and other resources, including facilities and infrastructure. Interpretation of the policies of agribusiness development in Tasikmalaya regency which translated into a plan and direction. Policy agribusiness development in Tasikmalaya district is translated into strategic plans of each regional organization concerned. Application of agribusiness development policies carried out by structuring a more quality service provision.

During the time not yet there is process the evaluation of pengarusutamaan gender in the program. ordinary aspect evaluated by is hit the effectiveness program from facet of expense and benefit. By using method evaluate the parsitipatory approach qualitative use 4 aspect in 3 cycle program namely aspect access the, participation, control and benefit of each in planning cycle, execution and evaluate as indicator.Finding in field, in each;every step of activity of involvement composition of between woman and men not yet as according to goals. This matter because of in execution step, a lot of hard work in field claiming a lot of men role, whereas woman only participle personating and conduct the matter of like logistics preparation. In execution evaluate, no chance for society of men and woman in countryside to evaluate result of develop; builded infrastructure, this matter is caused by because system and procedure do not enable to conduct the internal evaluation, evaluate is only conducted by team from Asian Devepment Bank, center the, province, regency.
