ABSTRACT Achievement of organizational goals is influenced by its employees. Employees should be given the motivation to work more diligently in order to produce a performance that is consistent with the objectives of the organization. Besides motivation, human resources plays a very important in an organization. For that I am keen to take the title Motivation Influence of Human Resources and Quality Companion Program Performance Against Family Hope Ministry of Social Affairs in East Lampung regency.This study aims to identify and explain 1) Effect of Motivation on Performance Companion Social Ministry of the Family Hope Program In East Lampung district ". 2) Effect of Human Resource Quality Companion Program Performance Against Family Hope Ministry of Social Affairs in East Lampung district ". 3) Motivation Influence of Human Resources and Quality Companion Program Performance Against Family Hope Ministry of Social Affairs in East Lampung regency. Methods of data collection in this study using observations, questionnaires and documentation. Data analysis techniques in this study using a qualitative analysis performed using the analysis tables while quantitative analysis is based on primary data obtained from questionnaires to the respondent, then the result of the respondents' answers are calculated by linear regression formula.Based on the research it is known that a significant effect Motivation Performance Against Companion Social Ministry of the Family Hope Program In East Lampung regency. Quality Human Resources Assistants have a significant effect on Performance of Social Ministry of the Family Hope Program In East Lampung regency. Motivation and Quality of Human Resources Assistants have a significant effect on Performance of Social Ministry of the Family Hope Program In East Lampung regency. The amount of influence motivation and quality of human resources to employee performance is 70.1%. The magnitude of these effects show that the contribution of motivation and the quality of human resources to employee performance is positive meaning that if the motivation and human resources be increased to better, it will improve the performance of staff and vice versa if a decreased motivation factors and human resources, there will be a decline in performance employees. ABSTRACTThe type of research used in this research is through qualitative research method approach. Qualitative data analysis process is done by data reduction phase, presentation of data (display) and draw conclusion (verification). Based on the result of the research, it can be concluded that the implementation of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province has been run in accordance with the flow that must be undertaken, among others, include input sub-system, process sub-system and output sub-system. Obstacles encountered in the application of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province, among others, infrastructure and human resources are inadequate, and local government support is still not optimal. Efforts that have been made in overcoming the obstacles of the implementation of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province that is the human resources in the Field Documentation and Information Officer BKD Lampung Province should be included Training / training on SIMPEDU so that existing human resources can more controlled about SIMPEDU. Efforts that have not been done in overcoming the obstacles of the implementation of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province is to integrate the application SIMPEDU to all OPD in the local government of Lampung Province.Keywords: Implementation, Integrated Personnel Management Information System

Batik adalah salah satu busana tradisional di Indonesia yang menggambarkan salah satu karya agung bangsa kita. Proses pembuatannya mengandung makna kesabaran yang cukup tinggi. Begitu pun dalam hal pemakaian, batik tidak boleh sembarangan, ada caranya, digunakan untuk apa, dan harus disesuaikan motifnya dan penjualan terhadap baju batik harus terus ditingkatkan, demikian pula dengan batik khas Lampung di Kota Badar Lampung. Home Industy melalui tahapan-tahapan seperti dari mulai produk, harga, promosi dan saluran distribusi perlu ditingkatkan agar keputusan pembelian batik dapat meningkatkan kesejahteraan rakyat di Indonesia.Penelitian ini bertujuan untuk mengetahui pengaruh produk, harga, promosi dan saluran distribusi terhadap keputusan belanja batik khas Lampung di Kota Bandar Lampung. Populasi pada penelitian ini adalah konsumen yang membeli batik khas Lampung di Kota Bandar Lampung. Pada penelitian ini menggunakan teknik populasi, responden yang diambil dari konsumen yang pernah atau sedang melakukan pembelian sebanyak 100 responden. Teknik analisis data menggunakan analisis regresi berganda yang dijalankan oleh SPSS 23.Hasil dari analisis regresi berganda menunjukan bahwa : produk, harga, promosi dan saluran distribusi berpengaruh positif dan signifikan terhadap keputusan belanja Batik Khas Lampung di Kota Bandar Lampung.

ABSTRACT Leadership Quality Supervision in the Discipline Development of Members of the Lampung Provincial Civil Service Police Unit. The problems in this study are: (1) How is the quality of leadership supervision in the Civil Service Police Unit in Lampung Province. (2) How to guide member discipline in the Civil Service Police Unit in Lampung Province. The research method used qualitatively with descriptive analysis method, the use of this method is to describe and study qualitatively, supervising the leadership in fostering discipline of members of the Civil Service Police Unit of Lampung Province, reviewing qualitatively, how all data is obtained directly from informants in the field by using interviews and Study documents. Quality Supervision of leaders in the Civil Service Police Unit in Lampung Province, in general has shown compliance with Governor Regulation No. 6 of 2016 concerning the main duties and functions of the Lampung Provincial Civil Service Police Unit, then the leadership in carrying out direct supervision, namely by directly monitoring the activities being carried out by employees, while indirect supervision by the leadership is by monitoring employees through monthly reports and absent from routine employee activities carried out. The implementation of discipline in the Civil Service Police Unit in Lampung Province, especially the adherence to time has been relatively good, but there are still those who often take advantage of the time to carry out personal tasks if given an external assignment, then there are still frequent tasks given by the leadership, so employees sometimes unable to set the time to complete the work being carried out as a mandatory task.

ABSTRAK Strategi yang dilakukan oleh pemerintah Provinsi Lampung dalam rangka mengurangi tingkat kemiskinan dan percepatan pembangunan khususnya ditingkat perdesaan adalah dengan membuat suatu program yang disebut "Gerakan Membangun Desa Sai Bumi Ruwa Jurai (Gerbang Desa Saburai). Salah satu desa yang mendapat bantuan keuangan dari program Gerakan Membangun Desa Sai Bumi Ruwa Jurai (Gerbang Desa Saburai) pada tahun 2015 adalah desa atau Tiyuh Penumangan Kecamatan Tulang Bawang Tengah Kabupaten Tulang Bawang Barat. Melihat fakta realita yang ada hampir semua kebijakan pemerintah terkait dengan pembangunan di Indonesia, menunjukkan gejala yang sama yaitu “kurangnya partisipasi masyarakat dalam pembangunan baik dalam perencanaan, pelaksanaan dan pengawasan”. Berdasarkan observasi di lapangan pemerintah desa dan fasilitator belum sepenuhnya melibatkan masyarakat sebagai aktor dalam pelaksanaan program Gerakan Membangun Desa Sai Bumi Ruwa Jurai (Gerbang Desa Saburai) di desa atau Tiyuh Penumangan Kecamatan Tulang Bawang Tengah Kabupaten Tulang Bawang Barat Tujuan dari penelitian ini adalah untuk menganalisis dan mengetahui pengaruh penyuluhan pembangunan dan pengetahuan terhadap partisipasi masyarakat dalam pelaksanaan program Gerakan Membangun Desa Sai Bumi Ruwa Jurai (Gerbang Desa Saburai) pada Tiyuh Penumangan Kecamatan Tulang maupun secara simultan. Adapun tekhnik pengumpulan data dalam penelitian ini adalah observasi, wawancara, kuesioner dan dokumentasi. Sampel dalam penelitian ini berjumlah 97 orang. Dalam penelitian ini penulismenggunakan analisis data kualitatif dan kuantitatif. Secara umum hasil peneltian ini ádalah sebagai berikut: 1) Penyuluhan pembangunan berpengaruh positif dan signifikan terhadap partisipasi masyarakat dalam pelaksanaan program Gerakan Membangun Desa Sai Bumi Ruwa Jurai (Gerbang Desa Saburai) pada Tiyuh Penumangan Kecamatan Tulang berpengaruh positif dan signifikan terhadap partisipasi masyarakat dalam pelaksanaan program Gerakan Membangun Desa Sai Bumi Ruwa Jurai (Gerbang Desa Saburai) pada Tiyuh Penumangan Kecamatan Tulang Bawang Tengah Kabupaten Tulang Bawang Barat 3) Penyuluhan pembangunan dan pengetahuan secara bersama-sama berpengaruh positif dan signifikan terhadap partisipasi masyarakat dalam pelaksanaan program Gerakan Membangun Desa Sai Bumi Ruwa Jurai (Gerbang Desa Saburai) pada Tiyuh Penumangan Kecamatan Tulang Bawang Tengah Kabupaten Tulang Bawang Barat Kata Kunci: Penyuluhan Pembangunan, Partisipasi Masyarakat

ABSTRACT Development of human resources quality in the organization has an important role, the success of an organization is determined by effective human resource management. The research method used in this research is survey method with quantitative approach. The populations of this study are all employees, there are 34 employees of BalaiLatihanKerja(BLK) Metro.The researchresultshows that there is a significant influence between education level variable towards employee performance at Balai Pelatihan Kerja (BLK) Metro with P (Sig) = 0,000 ≤ α = 0,05. There is significant influence between work facilities variable towards employee performance at Balai Pelatihan Kerja (BLK) Metro with P (Sig) = 0,000 ≤ α = 0,05. Simultaneously there is significant influence between educationlevel and work facilities towards employee performanceat Balai Pelatihan Kerja( (BLK) Metro. The result of simultaneous hypothesis test between educationlevel and work facilities towards employee performance at Balai Pelatihan Kerja (BLK) Metro with P (Sig) = 0,000 ≤ α = 0,05. The result of Multiple linear regression between education level and work facilities towards employee performance at Balai Pelatihan Kerja (BLK) Metro obtained Y = 9,955 + 0,583 X1 + 0,403X2.

ABSTRAK Penelitian ini bertujuan untuk mengetahui implementasi kebijakan Alokasi Dana Desa (ADD) dalam Konteks Otonomi Desa di Kabupaten Way Kanan Provinsi Lampung, aspek-aspek yang mendukung dan menghambat dalam Implementasi Alokasi Dana Desa dan Rumusan Model Implementasi Alokasi Dana Desa dalam konteks Otonomi Desa. Metode Penelitian ini adalah kualitatif dengan metode analisis deskriptif. Penggunaan metode ini adalah untuk mengkaji dan mendeskripsikan secara kualitatif, bagaimana implementasi Alokasi Dana Desa (ADD), di Kabupaten Way Kanan Provinsi Lampung.Hasil penelitian menunjukan bahwa Implementasi Alokasi Dana Desa (ADD) di Kabupaten Way Kanan Provinsi Lampung, sudah berjalan dengan memanfaatkan Alokasi Dana Desa (ADD) sebesar 60 persen untuk membiayai Kegiatan Pemberdayaan Masyarakat Desa dan 40 persen digunakan untuk Biaya Operasional Pemerintah Desa dalam membangun berbagai infrastruktur guna meningkatkan kesejahteraan masyarakat, namun dalam pelaksanaannya masih dijumpai berbagai persoalan yang sangat pundamental serta berdampak terhadap efektivitas pelaksanaan otonomi desa itu sendiri, sehingga masih perlu pembenahan utamanya peningkatan kemampuan sumber daya aparatur desa segingga pelaksanaan dan pertanggung jawaban pelaksanaan ADD dapat terlaksana dengan baik. Aspek yang mendukung Implementasi kebijakan Alokasi Dana Desa adalah; kemampuan untuk melaksanakan program, partisipasi masyarakat, sosialisasi dan kapasitas sumber daya. Sedangkan aspek yang menghambat Implementasi kebijakan Alokasi Dana Desa adalah; regulasi, intensitas sosialisasi, ketidaktepatan sasaran, struktur birokrasi, keterbatasan kapasitas SDM dan Intervensi kepentingan. Sedangkan aspek yang menghambat pelaksanaan ADD menyangkut belum terimplementasikan sesuai dengan rencana, karena pihak-pihak yang terlibat di dalam pelaksanaannya belum mau berkerjasama, dan tingkat kemampuan sumber daya yang relatif masih rendah. Kata Kunci : Implementasi, Kebijakan, Alokasi Dana Desa.

ABSTRACT This article was written to assess implementation of Partnership and Environment Development Program undertaken by State-Owned Enterprises (SOEs) in Lampung Province, as sugestion and consideration for the company and its stakeholders, including the government to develop the benefits of the program. This research was conducted at PT. Perkebunan Nusantara VII, Ltd. The method used is the evaluative research method, with the evaluation model of Context, Input, Process, Product (CIPP). Results of the implementation of the Partnership and Community Development Program in PT. Perkebunan Nusantara VII, Ltd has a lot of impact that has been felt by the company and public program beneficiaries, but have not felt up by local government. Furthermore, although the company received numerous awards related to CSR and obtain performance assessment in the AAA category, but the company still faces a conflict with the community.

This research is a quantitative research regression analysis, the population in this study are all employees at PT. PLN (PERSERO) Distribution Lampung Tanjung Karang area, amounting to 70 employees. The instrument used is a questionnaire with a Likert scale that has 5 alternative answers. Test the validity of the instrument using item analysis and calculated using the product moment formula, while the reliability test uses the Croncbach's Alpha formula. Then the hypothesis test uses a partial test.The results of the study are: (1) the level of goodness of the work environment at PT. PLN (PERSERO) Distribution Lampung Area Tanjung Karang is in the good category of 63% of 100%. (2) the level of goodness of work effectiveness at PT. PLN (PERSERO) Distribution Lampung Tanjung Karang Area in the good category of 61% of 100%. (3) There is a positive and significant influence between the work environment and the work effectiveness of employees at PT. PLN (PERSERO) Distribution Lampung Tanjung Karang Area with a determination coefficient of 0.8262 which means that 82.62% of the work effectiveness of employees is influenced by the work environment at PT. PLN (PERSERO) Distribution Lampung Tanjung Karang Area. And the remaining 17.38% is explained by other factors.

The Quality of education will produce the next generation that is superior and competitive. In order to realize quality of education, it is completed with optimal teacher performance. The aim of this study is to find out the influence of compensation and motivation towards teachers’ performance at SMPN 33 Bandar Lampung. This research used a survey method and quantitative data analysis. Based on the results of the research, the results is there is an influence between compensation and motivation towards teacher’s performance at SMPN 33 Bandar Lampung. This is considered by the determination coefficient of 55.8% and the remainder is determined by other factors. Next, the R value is 0.747 indicates that the correlation or relationship of the variable compensation, motivation and performance of the teacher has a positive relationship with a high level of correlation.. Based on the results of the research, the researchers gave suggestions such as, SMPN 33 Bandar Lampung needs to provide more compensation than before to improve teachers’ performance, SMPN 33 Bandar Lampung needs to improve teachers’ motivation factor to improve their performance and SMPN 33 Bandar Lampung provides sufficient to support learning activities.
