Abstract

The problems in this research are: (1) How to implement the Republic of Indonesia Government Regulation Number 27 of 2014 concerning State/Regional Property Management, in Lampung Province, (2) What are the aspects that hinder the implementation of the Republic of Indonesia Government Regulation Number 27 of 2014 concerning Management of State / Regional Property, in Lampung Province.The research method used in this research is to use a qualitative research type with descriptive analysis method. The use of this method is to study and describe qualitatively how the implementation of the Republic of Indonesia Government Regulation Number 27 of 2014 concerning State / Regional Property Management in the Lampung Provincial Government. All data were obtained directly from informants in the field using interviews and observations. The results show that the implementation of the Republic of Indonesia Government Regulation Number 27 of 2014 concerning State / Regional Property Management in the Lampung Provincial Government, has been implemented but has not been optimal because, the implementation of its program activities and financing is still fully sourced from top-down or top-down instructions, so that the implementer is only carry out the orders of stake holders only.Aspects that hinder Government Regulation of the Republic of Indonesia Number 27 of 2014 concerning State / Regional Property Management in Lampung Province, namely (1) Operational planning, has not been implemented in accordance with the plan. (2) Inventory of facilities and infrastructure has not been able to be data properly due to lack of funds prepared so that the implementer has not been able to carry out properly, (3) Maintenance of facilities and infrastructure has not been implemented properly assigned to manage state/ regional property, so that they cannot reach all state / regional assets.

Abstract

The research method used in this research is descriptive qualitative method. The use of this method is to describe the Organizational Environment in Support of Organizational Performance at the Library and Education Service of West Lampung Regency, qualitatively examining how all data is obtained directly from informants in the field using interviews and document studies. The results showed that the organizational environment at the Department of Library and Education of West Lampung Regency is one of the causes of success in carrying out a job, because the organizational environment can affect workers, especially the organizational environment that is psychological in nature. The organizational environment at the West Lampung Regency Library and Readiness Service aims to provide maximum work comfort, so that employees in providing quality services, in the sense that if employees work and the results of the work get appreciation and recognition, then the work must be of quality. Supporting and inhibiting aspects in an effort to improve the organizational environment at the Library and Readiness Office of West Lampung Regency. These aspects can occur both internally and externally to the organization. Internal factors include elements contained in the body of the organization, namely the Library and Readiness Service of West Lampung Regency. Then the external factors of aspects that come from outside the West Lampung Regency Library and Readiness Service, such as local government, relevant agencies and the community. This occurs because a good organizational environment has been strived for, but it has not materialized as expected because there are still employees who are not fully comfortable with the existing organizational environment, such as air circulation, noise in the workplace.

Abstract

Masalah dalam penelitian ini adalah masih masih tingginya angka kemiskinan di Kota Bandar Lampung hal itu terlihat dari dalam tiga tahun terakhir angka kemiskinan melambat sekitar 10.15%. Berdasarkan hal tersebut tujuan dalam penelitian ini adalah untuk mengetahui pelaksanaan program pengentasan kemiskinan perkotaan yang di lakukan oleh Pemerintah Kota Bandar Lampung dan faktor pendukung dan penghambat pelaksanaan program pengentasan kemiskinan perkotaan yang di lakukan oleh Pemerintah Kota Bandar Lampung. Desain yang digunakan dalam penelitian ini adalah desain penelitian kualitatif. Teknik yang digunakan dalam mengumpulkan data antara lain dengan cara observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah analisis model interaktif yang meliputi reduksi data, penyajian data dan verifikasi. Berdasarkan hasil penelitian maka dapat diketahui bahwa: (1) Pelaksanaan program pengentasan kemiskinan perkotaan yang di2 lakukan oleh Pemerintah Kota Bandar Lampung dilakukan dalam beberapa cara antara lain: (a) Program pemberdayaan manusia/masyarakat yang dilaksanakan oleh pemerintah daerah Kota Bandar Lampung melalui Program Pengentasan Kemiskinan Perkotaan (P2KP) masih kurang efektif. (b) Pemberdayaan usaha yang dilakukan oleh pemerintah daerah Kota Bandar Lampung sebetulnya sudah baik. (c) Program pemberdayaan lingkungan yang dilaksanakan oleh pemerintah daerah Kota Bandar Lampung melalui tim P2KP masih memerlukan evaluasi secara menyeluruh. (2) Faktor pendukung antara lain: adanya koordinasi dan sinergisitas yang baik dari aktor yang terlibat serta Dukungan finansial dari pemerintah daerah yang mencukupi. Faktor penghambat yaitu: Kurang aktifnya fasilitator P2KP, kurang pahamnya masyarakat, data yang dihimpun masih kurang akurat dan Keterlibatan masyarakat kurang merata.

Abstract

The problems in this study are: (1) How the Role of the Civil Service Police Unit  in security and control in Kalianda Inpres Market, South Lampung Regency. (2) What aspects are hampering the role of the Civil Service Police Unit  in security and control in Kalianda Inpres Market, South Lampung Regency.The method of this research is to use qualitative descriptive research type. The use of this method is to describe the Role of the Civil Service Police Unit  in Implementing security and order in the Kalianda Inpres market in South Lampung Regency, assessing qualitatively, how all data is obtained directly from informants in the field using interviews and document studies.The results showed that the Role of the Civil Service Police Unit (Satpol-PP) in Implementing Basic Tasks and Functions in the Kalianda Inpres Market has been going well, the leadership of the South Lampung District Civil Service Police Unit has implemented existing regulations by assigning tasks to employees in accordance background and ability, although in its implementation is not yet optimal, it is due to human resource capability, which is relatively lacking. Then the inhibiting aspects, namely, (1) Employees of the Civil Service Police Unit  of South Lampung Regency, do not fully know the exact main tasks and functions. (2) Position of the Civil Service Police Unit (Satpol-PP) of South Lampung Regency as a security, often working is not the main task that should be carried out, so that the employee does not carry out the work optimally. (3) South Lampung Regency Civil Service Police Unit, often has a solid task assigned by the leadership so that overlapping duties and authority often occur by employees in the Civil Service Police Unit  of South Lampung Regency .

Abstract

The problem formulation in this research is, (1) How the performance of the Mall Public Service  in the government of Tulang Bawang regency. (2) How is the quality of service in Tulang Bawang Regency government. (3) How big the performance of public service Mall  is to the quality of government services of Tulang Bawang District. This research uses the explanatory method of survey, by analyzing the effect of performance variables of public service Mall  as a free variable (independent variable) to the quality of service as a dependent variable. Researchers use a research approach in accordance with the objectives that you want to achieve namely in addition to describing and describing empirical facts found in the field, will also perform inferential analysis between free variables and bound variables. The results of the research is the performance of Mall Public Service  on the government of Tulang Bawang District has been running, but not optimal, it is because it has not been supported by the educational level of apparatus that has not been done, quality service Mall service Public  at Tulang Bawang Regency Government, indicating that the variable quality service Mall public service  has not been implemented as expected. Performance effect of public service Mall  on the quality of government services of Tulang Bawang Regency, according to the results showed that the performance of the public Service Mall  has a strong enough relationship of 64.2 percent against Quality of service, while the rest, 35.8 percent influenced by other factors that the author has not researched, thereby that the results of the study showed the significant influence of the performance of Mall Public Service (MPP) on quality Service on quality of service at the public Service Mall  of Tulang Bawang Regency.

Abstract

The problems in this study are: (1) Does motivation affect service quality in the Revenue Agency of Lampung Province, (2) Does the work environment affect the service quality of the Lampung Province Regional Revenue Agency, (3) Does motivation and work environment and motivation motivate on Service Quality at the Lampung Province Regional Revenue Agency.The research method used in this study is quantitative. The study population was 93 employees at the Lampung Province Regional Revenue Agency. While the sample is 93 people or a total sample. The research variables are Motivation (X1), and work environment (X2) as independent variables and Service Quality is the dependent variable (Y). To test the hypothesis proposed, analysis techniques are used through Multiple Regression to determine the effect of the independent variable (X1), namely Motivation and (X2) work environment and the dependent variable (Y), namely the quality of service at the Lampung Province Regional Revenue Agency.The results showed that from the adjusted R2 coefficient value of 0.674 which showed that 67.4% of the variation in service quality (YŶ) was determined jointly by motivation (X1) and work environment (X2). The remaining 33.6% is influenced by other causes not included in this research model and still requires further research. R value of 0.821 indicates a strong positive correlation between motivation (X1) and work environment (X2) with service quality (Y). Positive correlation means that ups and downs of service quality always go in the direction of the level of motivation and work environment. If motivation and work environment are at the maximum level, the quality of service will be good too. Conversely, if the motivation and work environment is not good then the quality of service will be bad too. Furthermore, strong correlation means that the results of the above regression tests are very suitable for predicting the simultaneous effect of motivation and work environment on service quality at the Lampung Province Regional Revenue Agency.

Abstract

Public problems are problems that concern the interests of many people which are very crucial to be handled by the government, so that they require serious and alternative handling to solve these public problems. One of the public problems that require serious handling is the problem of education. Every child has the right to education and teaching in the context of personal development and the level of intelligence according to their interests and talents. Early childhood education has an important meaning for the future of children in helping to apply good knowledge and discipline in early childhood, as well as assisting the development of children's character through the process of understanding children's character and social skills with their surroundings. To support the operational activities of education, the government provides Operational Assistance for the Implementation of Early Childhood Education which functions to improve quality education services.Based on the formulation of the problem above, the aim of this study is "Design of Education Operational Fund Control Model for Early Childhood Education with Soft System Methodology Approach in the Education Office of South Lampung Regency". The conclusions obtained from this study are (1) The process of controlling at the South Lampung Regency Education Office starts from requests for assistance to reporting the use of through a long, convoluted and ineffective process. (2) There are still some institutional operators who are not yet skilled in dapodic data processing, proposal preparation and accountability reporting, thus delaying the submission process to reporting the use of funds. (3) Lack of facilities and infrastructure in most institutions, such as computers and internet connections, which affect the delivery of Dapodic Data to the Ministry of Education is slow. (4) The slow completion of the is because all institutions must be present in the process of signing to the Education Office and the delay in the verification process by officials at the Education Office which is deemed ineffective. (5) With the model development process it is expected that the control at the South Lampung District Education Office will be 4 weeks, while the 6 (six) stages (real condition) system has a length of service time of up to 7 weeks, so that the ontrol process becomes faster and more effectiveBased on the formulation of the problem above, the aim of this study is "Designing a Model of Operational Fund Control for Early Childhood Education with Soft System Methodology Approach in the Education Office of South Lampung Regency". Abstract

The problem in this research is the lack of some public participation in the development process pekon, low absorption of funds pekon, less terakomodirnya the proposed activitybased community empowerment as well as less terakomodirnya proposal women's groups. Based on this then the goal in this research is to find out and analyze the public participation in the following programs of community empowerment in Kecamatan Balik Bukit Kabupaten Lampung Barat and to knowing and analyzing the aspects of the barrier to the participation of the community in community empowerment cadre program in Kecamatan Balik Bukit Kabupaten Lampung Barat. The design used in this study is a qualitative research design, the techniques used in collecting data, among others, by way of observation, interview and documentation. Data analysis technique used is an interactive model of analysis that includes the reduction of the data, the presentation of data and verification. Based on the results of the study can then note that: (1) community participation in the following programs of community empowerment in Kecamatan Balik Bukit Kabupaten Lampung Barat, overall good enough already, it looks from some of the among other things: (a) public participation in program planning cadres community empowerment have been very good of the community is very active in various program planning development acceleration programs ranging from pekon, save program loan women mentoring program and the utilization of results, (b) community participation in the implementation of the programme of empowerment is very good thing seen from the existence of community participation in the form of energy, the existence of a grant from the society and its optimal program loan women, (c) community in utilizing the results of the program are made by excellent cadre of community empowerment in which the community exploit or use the facilities physical facilities ranging from empowerment and non physical. (2) restricting aspects of public participation in the following programs of community empowerment cadres, among others: still low awareness some community members, the bustle of the community and the low level of public education.

Abstract

In improving the performance of employees of organizations or institutions through several ways through increasing employee discipline and enhancing a good organizational culture. The purpose of this study was to determine and analyze the influence of organizational culture and work discipline on employee performance in the Lampung Regional Police.This study used a quantitative descriptive analysis design, with organizational culture and work discipline as independent variables and employee performance as the dependent variable. The sample used in the study amounted to 100 respondents with proportional random method (proportional random sampling). The analysis used was validity test, reliability test and multiple linear regression analysis.Based on the research results, it can be seen that: (1) The results of hypothesis testing partially show that organizational culture partially has a significant effect on employee performance in the Lampung Regional Police. (2) The results of the hypothesis test partially show that work discipline partially has a significant effect on employee performance in the Lampung Regional Police. (3) The simultaneous hypothesis test results show that the variables of organizational culture and work discipline simultaneously have a significant effect on employee performance in the Lampung Regional Police. While the results of the Determination Coefficient (R Square) are known to have a value of 0.671, meaning that organizational culture and work discipline have an influence of 67.1% on the performance of employees in the Lampung Regional Police.

Abstract

Korps Pegawai Republik Indonesia, atau disingkat KORPRI, adalah organisasi di Indonesia yang anggotanya terdiri dari Pegawai Negeri Sipil, pegawai BUMN, BUMD serta anak perusahaan, dan perangkat Pemerintah Desa. Meski demikian, Korpri seringkali dikaitkan dengan Pegawai Negeri Sipil. Kedudukan dan kegiatan Korpri tak terlepas dari kedinasan. KORPRI yang merupakan wadah untuk menghimpun seluruh Pegawai Republik Indonesia.Rumusan dalam penelitian ini adalah: 1). Apa peran gaya kepemimpinan, kinerja organisasi, aspek apa yang menghambat dan mendukung, upaya apa yang telah dilakukan dalam mengatasi hambatan dan masalah di Sekretariat Dewan Manajemen Korpri Kabupaten Tanggamus.Metode pengumpulan data yang digunakan adalah metode wawancara, observasi dan metode dokumentasi.Hasil penelitian tentang Analisis Peranan Gaya Kepemimpinan Dalam Peningkatan Kinerja Organisasi Pada Sekretariat Dewan Pengurus Korps Pegawai Republik Indonesia Kabupaten Tanggamus dapat disimpulkan : Gaya Kepemimpinan yang diterapkan dalam Sekretariat Dewan Pengurus Korpri Kabupaten Tanggamus adalah Gaya Kepemimpinan Situasional. Kinerja Organisasi di Sekretariat Dewan Pengurus Korpri Kabupaten Tanggamus sudah optimal. Dalam melaksanakan aktivitas kepemimpinan juga dapat dipengaruhi oleh aspek penghambat dan pendukung diantaranya kurangnya kemampuan, kecakapan, dan keahlian kinerja pegawai. Disamping itu ketergantungan bawahan terhadap atasan apalagi dalam hal mengambil keputusan. Selain aspek tersebut satu faktor yang dapat mendorong atau menghambat kinerja aparatur adalah faktor kesejahteraan pegawai. 4). Adapun upaya apa yang telah dilakukan Sekretariat Dewan Pengurus Korpri Kabupaten Tanggamus dalam mengatasi hambatan dan masalah yaitu melakukan pembenahan kearah manajemen kinerja, dengan malakukan penataan mengenai penyusunan tujuan, penempatan pegawai sesuai dengan kemampuan individu, melaksanakan dan mengikuti kegiatan diklat bagi pegawai. Hal ini dimaksudkan agar antara faktor kepemimpinan dan budaya birokrasi difokuskan untuk mendukung peningkatan kinerja Organisasi di Sekretariat Dewan Pengurus Korpri Kabupaten Tanggamus secara keseluruhan.
