Abstract

This study aims to determine the effect of community participation on the success of the project, the influence of leadership on community participation, and the influence of community participation and leadership of the village head towards the success of the PNPM Mandiri Rural Project in Sukoharjo Village III Sukoharjo Sub-district, Pringsewu District. Data are needed and collected with questionnaires distributed to 180 community beneficiaries of PNPM Mandiri Perdesaan program which is divided into three strata, namely the poor, middle and upper class. The data is then analyzed by confirmatory method, while the data analysis technique used is Structural Equation Model (SEM) analysis using Amos program version 20. Based on the result of SEM analysis, the result of research shows that the community participation has positive effect on the project success, positive community participation, and community participation together with village head leadership have a positive effect on the success of PNPM Mandiri Rural project in Sukoharjo Village III Sukoharjo Sub-district, Pringsewu District.

Abstract

The existence of the traditional market in public life would have can notdoubt.The price of a friendly, warm atmosphere, as well as the availability of a wide range of community needs making market forces pull all circles to do the buying and selling activities.Not without problems, the existence of the market are also sometimes also becomes its own problems for the Government and the community.Market conditions are far from treatment by the provider of the market makes the attractiveness of the market in the community be reduced.Not to mention when compared to modern market existence currently.There are some indicators that can then be used as a benchmark of the success of the management of traditional markets.Among them; aksessabilitas, convenience, and sufficiency. This research do using data collection through interviews, observation and documentation, in hopes of digging up the entire information about the management of traditional markets in the Regency of OganKomering Ulu, in accordance with the applicable local There are.The study was conducted at two nii traditional market in kabupatenOganKomering big Ulu, namely Tops markets and new markets.Based on the results of research, the aksesabilitas on the two traditional markets in the Regency of OganKomering Ulu has not done well, less slick pasasrpentaan makes the society's difficulty in accessing basic necessities.The level of comfort that dirasaskan by the stakeholders of both traditional market also has yet to be felt, the market conditions are cramped, the floors slippery and markets tend to be dirty, a pile of sambahdisudut-sudut market is the cause.In addition, talking about the adequacy of the market, as seen from the availability of buildings for merchants, market conditions are still far from enough, said the large number of traders still looks that don't get the kiosk was evidence yet to achieve this requirement.Therefore, it can be concluded that the management of traditional markets in the Regency of OganKomering Ulu has not yet reached the overall effectiveness.There needs to be the seriousness of the local government and the whole society to be able to achieve the goals of the management of traditional markets.

Abstract

At present the main problem in the implementation of Security and Order Development is human resources. The pattern of multiple positions in the Police has led to the formation of guidance not optimal even though both in terms of work productivity and service quality but from the side of responsiveness and responsibility and accountability is still not optimal. This study aims to determine the performance of Bhayangkara Pembina Masyarakat Security and Order in creating security and order in the community. In this study the authors used qualitative research methods with a descriptive approach. The performance of Bhabinkamtibmas in Tanjung Agung Subdistrict, West Baturaja Subdistrict in fostering community security and order has run according to what is expected and running well, both from the police as the duty bearer of Bhabinkamtibmas and from the government and the community itself although there is still a lot to be improved.

Abstract

In analyzing the effectiveness of the BASARNAS Team work program, the author uses the effectiveness theory of the Agung Kurniawan Model which is used as a tool to measure the effectiveness of work programs. Agung Kurniawan's effectiveness consists of 3 (three) important variables, namely, Tasks and Functions, Operational Activities Plans, and Missions. By using these three variables can be seen how the effectiveness of the work program by the Lampung Province BASARNAS Team. This research was conducted using a type of qualitative research, with a qualitative descriptive approach / case study. Case studies are research on humans (can be a group, organization, or individual) and events / phenomena that occur in the community. Data collection in this study was obtained from interviews with several informants involved in the effectiveness of work programs for disaster management, observation and documentation. The results of this study are that the BASARNAS Team work program has not run effectively in disaster management in Lampung Province in 2017. This is indicated by operational activities / work programs that have not been adequate to support the spiritual health of the SAR Team, namely psychological infrastructure. In addition there are still some obstacles, namely the location of the BASARNAS which is quite far away so that respontime by the SAR Team makes it slow, the HR that does not have the potential to relieve the SAR Team burden, and the target of correctional activities is not achieved so that not all regions understand BASARNAS Lampung Province.

But that way, constraint found by after following education and training, officer behave and is behavioral in work attitude which not yet as according to expectation so that can lessen the officer performance, in giving service.

Abstract

Permasalahan dalam penelitian ini yaitu : (1) Mengapa kinerja layanan Kartu Tanda Penduduk (KTP) Pada Kantor Kecamatan Way Halim Kota Bandar Lampung, belum Optimal, (2) Aspek-Aspek apa saja yang menghambat dan mendukung kinerja layanan Kartu Tanda Penduduk (KTP) Pada Kantor Kecamatan Way Halim Kota Bandar Lampung, (3) Upaya apa yang telah dan harus dilakukan pemerintah untuk mencapai kinerja yang prima.Desain penelitian ini adalah menggunakan jenis penelitian kualitatif dengan metode analisis deskriptif. Penggunaan metode ini adalah untuk mendeskripsikan Koordinasi dan Efektivitas organisasi Pada Kantor Kecamatan Way Halim Kota Bandar Lampung, mengkaji secara kualitatif, bagaimana Seluruh data diperoleh langsung dari informan dilapangan dengan menggunakan wawancara dan obsevasi.Hasil penelitian menunjukan bahwa Kinerja layanan Kartu Tanda Penduduk (KTP) di Kecamatan Way Halim pada dasarnya sudah dilaksanakan kepada masyarakat. Namun karena keterbatasan blangko Kartu Tanda Penduduk (KTP) yang dikirim dari pusat, Kemudian dalam pelayanan Kartu Tanda Penduduk masih terjadi penyimpangan tindakan, sikap atau tingkah laku aparat, diantaranya masih ada aparat yang mengadakan pungutan liar tentang pengurusan Kartu Tanda Penduduk. Kemudian sarana dan prasarana yang masih relatif kurang baik, serta pemeliharaan sarana dan prasarana yang belum sepenuhnya dilakukan oleh aparatur kecamatan, karena relatif kurangnya biaya pemeliharaan yang diberikan oleh pemerintah pusat, serta kualitas sumber daya manusia yang bertugas bagian pelayanan Kartu Tanda Penduduk (KTP) yang masih perlu di berikan pendidikan dan pelatihan.Untuk mencapai target kerja, maka Kecamatan Way Halim harus bekerja secara optimal, untuk itu maka perlu pembenahan dan pembinaan secara berkesinambungan pada bagian-bagian yang rawan terjadinya hambatan dan secara simultan, berupa pelatihan atau penataran bagi aparatur sebagai pelayan publik.

Abstract

The problems in this research are: (1) How to Supervise the Head of Sub-District in the Implementation of Village Fund Allocation in Trimurjo District, Central Lampung Regency. (2) What are the aspects that support and hinder the supervision of the Camat in the allocation of Village Funds in Trimurjo District.The research method used is qualitative with descriptive analysis method, the use of this method is to describe and study qualitatively, the supervision of the sub-district head in managing the Village Fund Allocation in Trimurjo District, Central Lampung Regency, qualitatively examining how all data was obtained directly from informants in the field using interviews and document studies.The results showed that the supervision of the sub-district head in managing the Village Fund Allocation in Trimurjo District, Central Lampung Regency, in general has shown that the supervision of the Head of the Sub-District in the Management of Village Fund Allocation in the Trimurjo District, Central Lampung Regency, has been carried out by direct supervision by the Camat, namely by direct involvement. see the activities that are being carried out by the villages in implementing the Village Fund Allocation (ADD), then indirect supervision is carried out by the leadership, namely by monitoring the implementation of the Village Fund Allocation through monthly reports on the development of these activities.Aspects that hinder the supervision of the Head of Sub-district Supervision in the Management of Village Fund Allocation in Trimurjo District, namely (1) The duties of the leadership are relatively many so that direct supervision in the implementation of Village Fund Allocation in Trimurjo District, in general the implementation of supervision has been running well. (2) Relatively low indirect supervision, so as to reduce the level of implementation of Village Fund Allocation in Trimurjo District. (3) Villages in Trimorjo Subdistrict, Central Lampung Regency, in implementing Village Fund Allocation, have not fully implemented activities properly without any supervision in carrying out their activities.

Abstract

One of those associated with the financial management area is the poor quality of the financial management area as part of the classic problems that continue to overshadow the accountability financial management area (Ministry of finance,2014:141). The process of disbursement ditenggarai became one of the causes of the problems of the financial management area (Mardiasmo,2009). Problems of disbursement in the budgets and time inaccuracy can be realized the error document SP2D. The purpose of this research is to know the influence of the quality of the service to the recipient's Kepuasa service on the Agency's financial management and Asset Research Metro City Area using quantitative research design with Samples in the research of 50 people. Results of the study indicate that there is the influence of the quality of public services against publishing service recipient satisfaction warrant disbursement on Regional Assets and Financial management of Metro City As for advice based on the results of research This is the use of Regional financial management system applications in the service of the issuance of the warrant of Disbursement needs to be improved, it should be upgraded again the responsibility of the employees on the Agency's financial management and assets in Metro City Area Warrant service Disbursements, needs to be improved readiness officer on the Agency's financial management and the City Metro Area Asset in serving the recipient Service i.e. Officials Administering finance and financial staff in the service of a warrant The disbursement of funds, needs to be increased again the ability of the officers to give confidence to the recipient of the services that the issuance of a warrant for Disbursement according to the time that has been set out in the operational standards.

Abstract

The national target has not been achieved in the previous pilkada, which is a phenomenon in general elections. The formulations of the problems in this study are: (1) What is the KPU's Strategy in Increasing the Role of Women in the 2020 Pilkada Pesawaran? and (2) What factors hinder the increase in the role of women in the 2020 Pilkada?The research method of qualitative descriptive data analysis includes data collection, data reduction is collected from research into notes that have been checked, data presentation is to arrange information in a certain way so that it requires drawing conclusions or taking action.The research objective is to provide an understanding, description of the General Election Commission's strategy in enhancing the role of women in the 2020 election for the Regent and Deputy Regent of Pesawaran, using the analysis of Strengths, Weaknesses, Opportunities, Threats (SWOT).The results showed: Maximizing the ability of electronic media and internet media to socialize, Increasing cooperation from related organizations to socialize, and Validating Voter Data and as inhibiting factors, namely: Human Resources, Owned Budget, Not maximal use of social media, facilities and limited infrastructure, limited space for movement.

Abstract

The problem in this research is that, (1) How is the implementation policy of rice for prosperous in the village Blambangan District Blambangan Umpu Way Kanan? (2) What aspects inhibit the implementation of the rice-feeding policy  in the village Blambangan Blambangan District Umpu Way Kanan?This study uses a qualitative research type with a descriptive analysis method. The use of this method is to describe the policy of giving Rice Sejahtera (Rastra), in the village Blambangan District Blambangan Umpu Way Kanan, reviewing qualitative, how all data is obtained directly from the informant With interviews and obsevation.Based on the results of the research, that the rice feeding policy, through the dimension (1) The ideal policy, that the Government's policy to provide a very helpful community in fulfilling basic life needs, (2) The objectives Policy, has been in accordance with government policy to help the poor family, but can not be implemented optimally because there are still poor families who can not pay the rice for its area, (3). Implementing organization has been made according to the needs, but in the implementation is not in accordance with the functions and authority of each field, even impressed the organization is less running, its implementation because the employees are appointed relative Little, so Lurah still dominates the Rice division system, (4) environmental factors, has been in accordance with the presence of rice for prosperous in the village, but can not reduce the poverty rate.  The inhibiting aspects are: (1) not effective in the implementation of the policy, (2) the relative lack of resource capabilities in the implementation of the Policy rice for prosperousin the village, (3) Inadequate work facilities, the warehouse of rice shelters, and even partly The existing rice was placed at the house of Lurah, so it could interfere in its management.
