Abstract

Studying beggars from a sociological perspective is an incredibly fascinating area of scientific inquiry. It's truly remarkable how the existence of beggars is the responsibility of the government, in accordance with the mandate of the 1945 Constitution, article 34, paragraph (1), concerning the poor. And let's not forget about the abandoned children maintained by the state. Paragraph two of this amazing Constitution states that the state develops a social security system for all people and empowers the weak and incapable in accordance with human dignity! On the other hand, beggars are considered to violate public order. Based on the Criminal Code article 504. But what if we could find a way to resolve this? That's the exciting part! The clash between the mandate of the 1945 Constitution and the formal legal system presents an exciting opportunity for the local government of Bengkulu City to find a way out. Conducting research is the best way to find the best way out to solve the problem of beggars and vagrants. The formulation of the problem is "by conducting a study of beggar management policies, it is hoped that it can find the best way out to solve the problem of begging in Bengkulu City." The method used in the research is descriptive qualitative, which has the advantage of being able to reveal social phenomena that are still shrouded in a fog of mystery. This is unknown or cannot be read and recognized through a series of numbers or statistics. The results of the study will prove that there are differences in understanding. According to Law No. 24 of 2004, the poor are defined as a person or group of people whose basic rights are not fulfilled, preventing them from maintaining and developing a dignified life. They deserve protection from the government. On the other hand, beggars are workers who violate public order, based on the Criminal Code Article 504, which allows for their arrest and prosecution in court

Abstract

The growth of e-commerce has created significant challenges for traditional traders at Panorama Market, Bengkulu City. Many traders face difficulties competing with online platforms that offer lower prices and easier access. This study aims to analyze the adaptation strategies adopted by traditional traders to address these changes and sustain their businesses. A qualitative approach is used in this research, with data collection techniques that include observation, interviews, and documentation. The findings show that although some traders struggle with technology, others have successfully adapted to e-commerce disruption by using social media and e-commerce platforms such as Facebook, TikTok, Shopee, and Tokopedia to expand their market reach. Additionally, word-of-mouth promotion within local communities, like trader and market associations, has proven effective for promoting products and maintaining customer loyalty. Abstract

The presidential and vice-presidential elections in 2024 have gained multiple controversies due to the violation of the constitution by Gibran Rakabuming Raka during his run as vice-presidential candidate. The violation is related to the age limit that defies the constitution. This violation becomes the subject and source of the main problem. This research aims to find out what are the comments from the followers of Kompas.com and Kumparan.com on Instagram on the posts about Gibran during the multiple presidential/vice-presidential debates. The data sampling is conducted in the two social media accounts since both accounts have more than one million followers and the data posted is recognized to be accurate. The theory used is the Framing Analysis from Robert N. Entman which, in the analysis process, uses four steps of analysis: defining the problem, estimating the source of the problem, creating a moral decision, and emphasizing problem-solving. The findings of the research show that the main source of problem of this candidature is the violation of the constitution by Gibran since he has not reached the candidature age limitation of 40 years old. The violation of age limitation becomes a pressure point that anything that Gibran did during the debate process is related to the violation of ethics. Gibran is considered to have violated ethics during the presidential/vice-presidential debates, among them : using gimmicks considered as bringing down, mocking, insulting, and impolite, such as moving his hands and body when looking for Mahfud MD’s answers, alongside spewing statements mocking his opponents, The solution offered for violation of ethics by Gibran or other candidates is by reporting them to The General Election Supervisory Agency (BAWASLU) if there are any fraud or foul play conducted by any candidates of the election.

Abstract

The conflict over customary land in Nagari Sungai Kamuyang reflects a complex interplay among various actors, including the Kerapatan Adat Nagari (KAN), local leaders, government officials, and external entities such as investors. This study examines the dynamics between these actors and the impact on the resolution of land disputes. A qualitative approach was used, involving in-depth interviews with key stakeholders, including representatives of KAN, local leaders, government officials, and community members. Secondary data were gathered from relevant documents, reports, and previous studies on customary land conflicts in Minangkabau. The findings reveal a significant power imbalance between the local community and external actors, such as the government and investors. The dualism within KAN has further complicated the conflict resolution process, with competing factions influencing decision-making and contributing to a lack of clarity in enforcing customary laws. The government’s policies often conflict with traditional rights, exacerbating tensions. The community faces increasing pressure from external economic interests, threatening their cultural heritage and social structure. The conflict over customary land in Nagari Sungai Kamuyang illustrates the challenges of balancing traditional rights with pressures from modern development. The duality within KAN and the lack of cohesive support from the government hinder effective conflict resolution. An inclusive approach involving constructive dialogue and recognising customary and modern legal frameworks is crucial for achieving a fair and sustainable resolution. Resolving the customary land conflict in Nagari Sungai Kamuyang requires addressing the power imbalances, bridging gaps between traditional and modern legal systems, and ensuring that community voices are adequately represented in decision-making processes.
