The word 'agent' is a friendly word for our daily life. Where as, according to the Civil Code Procedure and the Criminal Code Procedure do not the least explain the word 'agent'. It needs to Investigate therefore deeply what Is meant by 'agent' In various kind of law system. It is important to do the Investigation because itwill givejuridical basefor the sides In deciding their right andresponsibility The agent that comes from thelaw concept withthe Anglo Saxon system turned out It can befound In the other law system although their names are different, namely in the Continental Europe and Islam. Agent Is only part of representative with difference in length of their scope. Besides that, the correlation of agence basically rises from negotiation concensually and the agent atau representative is only a mediator. Based on the custom the usage ofword 'agent' so It Is better that Government with House of Representatives compile the completed and comprehensiveActs of Indonesia Agency as soon as possible.

A State as one of International law subjects has rights and obligations based on international law. One of the international obligations of a State is to assist and protect the right of IDP's in its territory. If a State is in ability and unwillingness to assist and protect the IDP's rights, it means the State has already violated its international obligation. In this condition, is the humanity assistance of international organization can be justified as an obligation that must be accepted based on international law perspective?. Consequently, the refusal to accept assistance can beclassified as a violation of international law, and it raises state responsibility.

As a result of lengthy negotiations, the 1982 United Nations Convention on the Law of the Sea, was geared toward the fulfilment for a need of a new dimension in the regulation of the international community's uses of the oceans. However as the new law of the sea is a result of a "give and take' process, of a series of accomodation, its implementation is hindered by the argument that its provisions have not given enough accomodation to theexisting conditions. Such argument mostly came from the developed countries, in particular to the issue of deep sea-bed mining exploitation. The Implementing Agreement to Part XI of the Convention is a breakthrough to overcome these problems.

General election iso ne of indicators where the pillar of democracy is conducted, it is also the implementation of human rigth, particularly, political right. In more general context, generalelection is an implementation of people's souvereignty, particularly in the perspective of representative democracy. Public participation can be used as a legal test for the implementation ofpeoples's souvereignty principle. It is assumed if public participation increases, this can reflect people's souvereignty. It also reflect the positive response to the use of people political right.

The problems of this research are: Firs of all, the influence of freedom of contract paradigm toward the binding forces of contact principle; secondly, the philosophical basis he binding forces of contact principle. To discus those problem, this research uses normative and comparative philosophical-juridical-normative approach. This research is a literary research, the legal matters are analyzed qualitatively using normative and juridical approach. This research concludes: First, under the influence of freedom of contract or freedom of will paradigm, the basis of system of law in justifying the basis of binding forces and performance of contract are obtained; Second, the sanctity of contract is one of the teaching followed by classic theory of contract law as a direct result of freedom of contract. The philosophical basis of binding forces in Islamic Law is derived directly from Al Quran.

The government administration laid upon the principle of people's sovereignty is absolutely in need of the enforcement of law supremacy as well as the clear democracy mechanism. The enforcement of law supremacy itself depends on the visibility and the accuracy of the regulation of law and legislation for government, representative, and judicial institutions, and the assurance of law protection for individuals (citizens) against the behavior of authorityandsocialaction which contradict with the norms of law as well. In undertaking the enforcement of law supremacy dan democracy, the cultural aspect must be put in line with the quality of substance one. This effort is greatly needed in arranging conflicts so that the maturation of democracy through law enforcement can be consistent and fair.
