Abstract

This paper discusses the present and future challenges faced by the Balinese subak. Those challenges are: increasing competition in the marketing of agricultural products due tothe trade liberalization; the declining interest of the rural youth to work as farmers; financialburden of the farmers due to irrigation management transfer and payment of irrigation servicefee; the decline of irrigated land areas due to the conversion for other uses; degradation ofenvironment; and limited availability of water resources. It is argued that subak has strengths and therefore may be able to cope with suchchallenges because subak is indeed a viable institution as indicated by the fact that it has beenin existence for many centuries. However, subak also has some weaknesses. It is necessarytherefore, that some efforts need to be done to empower subak so that it can survive to copewith those challenges.

Use the simple random sampling methods; choose 100fisherman people as respondent. The analysis of data with stochastic frontier productionfunction using the Maximum Likelihood Estimation (MLE) Method. The result of estimation shows that majority fish catching enterprise use theCantrang catching tools, partly (50-90^) achieved technical efficiency. Average value oftechnical efficicieny is 0.619. Price and economic efficiency value each 1,612 and 1,922.Technically and economically, fish catching enterprise use the catrang tool not efficiencyyet, so that still probably increase or decrease production input allocation. Abstract

This study aims (1) to construct Econometric Input-Output Model for Indonesia, which emphasizes the linkage between sectors, and (2) to analyze the impact of budgetallocation policy of development expenditure on Indonesian economy. The model, which construct by combining the advantages of input-output modeland econometric model, is called Model Input-Output Ekonometrika Indonesia. Themodel consists of 112 dynamic simultaneous equations, and it uses secondary data from1980-2000. The equation’s parameters are estimated by using the combination of threeestimation methods: (1) Ordinary Least Squares, (2) First Order of Autoregressive, and(3) Second Order of Autoregressive. The model is validated by Gauss-Siedel Methodand it is used for policy simulation analysis of budget development expenditure. The study shows that the impact of budget reallocation of developmentexpenditure on Indonesian economy (final demand, output, income, and sectoralemployment) is better than the budget allocation of development expenditure inRAPBN (National Budgetary Plan) 2002. Plantation sector gave the highestcontribution in supporting the output multiplier and high income. Furthermore, the food, beverages, and tobacco industries gave the highest contribution in creating highemployment multiplier.
