Abstract

The increasing demand of water for economic activities trigger a consequence of higherpressure of irrigation water needs. On the other side, Water User’s Association (P3A), anorganization managing irrigation water from tertiary and quarter channel up to the rice field,finds it difficult to manage water resource in perspective of quantity, times and place. In linewith that, institutional adjustment in both government institution and institution at farm levelshould be carried out in order to improve efficiency of water management. Furthermore, tosupport local autonomy and the empowerment of Water Users Assosiation to undertake largerresponsibility in irrigation management as a strategic approach to improve efficiency ofirrigation system management at the local level. The involvement of farmers in managingirrigation water distribution should be promoted up to the upper level, i.e. through thedevelopment of P3A federation based on hidrological spread i.e. irrigation area.

Abstract

Bali grape, especially that effort at Buleleng district is one of local specific commodity thathas great potency to be developed. Marketing aspect is important to support the increasing ofgrape farmer’s income. The number of trading institution that involved to grape marketingwill influence to the length of market chain and the amount of market cost. The amount ofmarket cost will point to the higher difference prices between producer farmer and consumer.For that purpose, analysis of marketing and trading of grape was conducted at Bulelengdistrict. The research location was selected using purposive sampling technique at location of‘Primatani Renovasi’ assessment at Gerokgak sub district, Buleleng. The research was donefrom August to December 2005 using survey method to 50 grape farmers that selectedrandomly and 20 grape traders that selected using snowball sampling technique. Data wasanalyzed descriptively to financial feasibility, market channeling, market margin, marketintegration, and elasticity of price transmission. The result showed that grape farming systemat Gerokgak sub district had well enough prospective. It was indicated by the increasing ofincome per year and BCR value that has tendency to increase year by year. There was 4 grapemarket channeling model at Buleleng, i. e.: Model 1: farmer – commission agent – collectingtrader – retailer – consumer was 14%; Model 2: farmer – collecting trader – retailer –consumer was 44%; Model 3: farmer – collecting trader – district level trader – retailer –consumer was 34%; and Model 4: farmer – retailer – consumer was 8%. The highest marketmargin was gained by Model 1 (3600 rps/kg), followed by Model 3 (3450 rps/kg) and Model2 (3350 rps/kg). While, the highest share accepted by farmer was for Model 3, i. e. 37,89%,followed by Model 2 (33%) and Model 1 (31%). Market integration degree between market atfarmer level and market at consumer level was low, with coefficient value was 0,199. Valueof elasticity of price transmission was 0,457%. Marketing function done by grape marketexecutor included changing function (buying and selling), physically function (transportation,distribution, and storage), facility function (grading and packing); without certification andlabelling.

Abstract

Disease-pest attack is extremely affected cocoa harvesting. This paper also study cocoaagribusiness in Kolaka District, South-East Sulawesi which focused on production, price,marketing and institution aspects. The result shows production reduced 40 – 50 percentbecause of disease-pest attack, there is no price differentiation on fermented cocoa andunfermented cocoa, price transformation faster received to farmer when cocoa price reduced,the farmers which near subdistrict market are more free to sell their cocoa, and the farmer lessaccess to inventory cooperative.

Abstract

During the first stage long-term development (PJP I), almost all of agricultureproducts increased. However, start the sixth five years development (Pelita VI),production of agriculture diminishing return or levelling off, even decrease likeproduction of rice. Beside that, the agriculture of development to face the manyproblems linkage with agriculture land, irrigation water, pest and plant disease,production factors, post harvest, agriculture institution, etc.Implemented the regional autonomy in 2001, so needed changing theagriculture development paradigm, which involve planning aspect, businessorientation, behavior orientation, approach, and farmer’s participation.Program of agriculture development forward five years (2000-2004) namely:(1) Program of national food security, and (2) program of agribusiness development.Both of this programs its essence are to increase the welfare of agriculturecommunity and to direct the vision of 21-decade agriculture i.e.: modern, strong,and efficient.

Abstract

Study conducted in 3 province, these are Central Java, Lampung and South Sulawesi. Ineach province choice 4 villages classified by agroecosystem, i.e wet land villages anddry land villages. In every village interviewed 50-60 households as the Patanashousehold sample. The purpose of the study is to inform household income, especiallyper capita income and expenditure that relate to poverty level. This is based onSayogyo, World Bank and BPS criteria, beside structure and distribution of householdincome. The result of study showed that according to Sayogyo and BPS criteriahousehold in both agroecosystem, wet land and dry land, are not fall into povertycriteria. But, by using the World Bank criteria the household of the village falls intopoverty criteria. While, income structure is still dominated by agricultural sector, but theroll of non-agricultural sector increate gradually. Household income distribution falls inhighly inequality classification.

Abstract

Most of Pepper farming in Indonesia is dominantly managed by small holdersplantation that resulted its production currently tends to be low and stagnant. Thiscondition has brought the producing Pepper as an export commodity to a question.Research on the Pepper production efficiency analyses and its factors influence wasconducted to answer the question. The objective of the research is to study thePepper farming performance and its production function included its productionpossibility frontier and which variables might influence the production function. Theresult shows that the Pepper farming is still profitable for the farmers. The TechnicalEfficiency (TE)) average of the sampled farmers is 0.71, means that to increase thePepper production is still prospective. Meanwhile, the distribution of the TE showsthat the Pepper does not have normal distribution. It means that there is still anopportunity to enhance its managerial capability as an internal factor influencing thePepper production (process). In addition to the physical factors such as productioninputs that influence the Pepper production, some other uncontrollable externalfactors i.e. climate and price are also involved in the Pepper production.

Abstract

The research aims to (1) analyze subak which is loaded with traditional values, but accepts modern ideas, and (2) analyzes their implementation in the field, that subak combines traditional and modern values in cultivating food crops in rice fields. The results of the study show the following. (1) Subak is loaded with traditional values, but accepts modern values. This happens because subak is flexible or dynamic and has adopted modern values. (2) Subak combines traditional and modern values seen in the implementation of Nangluk Merana (traditional values) and the application of Integrated Pest Management (modern value) in integrated pest control in rice cultivation.
