Abstract

ABSTRACT Development of village unit cooperatives (KUDs) at Tabanan Regency in the past six years has shown fluctuation, where some KUDs showed an increase profit while the others suffered from loss even bankruptcy. The loss condition reflects bad financial performance; in turn it will lead to lessen KUDs’ability to function properly. This study is aimed at (1) finding out the financial profile of KUDs including liquidity, leverage, activity and profitability, (2) identifying factors affecting KUDs’ financial performance and (3) determining direct, indirect and total effects to the financial performance of the KUDs at Tabanan Regency. The data for the study were taken from six consecutive year financial statements, and financial ratio from 1998 to 2003. Structural equation modeling methods were used to analyze factors affecting the financial performance with the aid of Analysis of Moment Structure (AMOS) 4.0 program. The results showed that: (1) The trend of financial profile covering liquidity, leverage and activity during 1998-2003 was increasing, meanwhile profitability showed a decline tendency. (2) Based on the Confirmatory Factor Analysis method: there were 3 (three) factors under investigation, namely: liquidity in terms of quick ratio, leverage in terms of long term debt to equity ratio, and tangible fixed assets debt coverage as well as activity factor. Among those three factors, liquidity factor was significantly influencing the financial performance (3) Those three factors had direct effect, indirect effect and total effect to the financial performance. The activity factor was significantly affecting ROA and the financial performance, whereas the total effect of the liquidity factor was significantly affecting Basic Earning Power (BEP), Return on Assets (ROA) and the financial performance. Total effect of the leverage factor was significantly affecting ROA and the financial performance; however they did not affect Return on Equity (ROE), Gross Profit Margin (GPM), Net Profit Margin (NPM), BEP. Total effect of the activity factor did not influence ROE, GPM, NPM, BEP and total effect of the liquidity factors did not affect ROE, GPM, and NPM. It is recommended to related institutions especially to the management of KUD to take more consideration on optimal working capital, optimal cash, optimal inventory and investment the other assets to achieve better financial performance. Key words: Liquidity, Leverage, Activity, Financial Performance ABSTRAK Perkembangan KUD di Kabupaten Tabanan selama enam tahun terakhir menunjukkan bahwa beberapa KUD yang keuntungannya selalu meningkat, keuntungannya berfluktuasi dan bahkan menderita kerugian. Kondisi ini dapat mengakibatkan kinerja keuangannya menjadi buruk. Kinerja keuangan yang buruk akan mengurangi kemampuan KUD untuk melaksanakan fungsi dan tugasnya. Penelitian ini bertujuan : (1) untuk mengetahui profil kemampuan keuangan yang mencakup likuiditas, leverage, aktivitas, dan profitabilitas, (2) mengidentifikasi faktor-faktor yang berpengaruh terhadap kinerja keuangan, (3) menentukan pengaruh langsung, pengaruh tidak langsung dan pengaruh totalnya dari faktor terhadap kinerja keuangan KUD di Kabupaten Tabanan. Data yang digunakan dalam penelitian ini adalah laporan dan rasio keuangan tahunan periode 1998 s.d 2003. Untuk menganalisis faktor-faktor penentu kinerja keuangan digunakan SEM dengan program AMOS 4.0. Hasil yang diperoleh menunjukkan sebagai berikut. (1) Profil kemampuan keuangan selama periode 1998 s.d 2003 likuiditas, leverage, dan aktivitas kecendrungan meningkat, namun profitabilitasnya kecendrungan menurun. (2) Faktor-faktor penentu kinerja keuangan adalah likuiditas, leverage, dan aktivitas. Faktor likuiditas dimaknai oleh rasio cepat, faktor leverage dimaknai oleh rasio hutang jangka panjang terhadap ekuitas, dan rasio aktiva tetap berwujud terhadap hutang jangka panjang serta faktor aktivitas dimaknai oleh perputaran modal kerja. Dari ketiga faktor yang dibentuk ternyata faktor likuiditas berpengaruh secara nyata terhadap indikator kinerja keuangan. (3) Studi ini juga menunjukkan bahwa faktor-faktor likuiditas, leverage, dan aktivitas mempunyai pengaruh langsung, pengaruh tidak langsung dan pengaruh totalnya. Pengujian pengaruh total pada taraf signifikan 5% dari aktivitas terhadap ROA dan kinerja keuangan adalah signifikan, pengaruh total dari likuiditas terhadap DLD, ROA dan kinerja keuangan adalah signifikan, pengaruh total dari leverage terhadap ROA, dan kinerja keuangan adalah signifikan, sedangkan pengaruh total dari aktivitas terhadap ROE, MLK, MLB, dan DLD adalah tidak signifikan, pengaruh total dari likuiditas terhadap ROE, MLK, MLB adalah tidak signifikan, pengaruh total dari leverage terhadap ROE, MLK, MLB dan DLD adalah tidak signifikan. Direkomendasikan kepada pihak yang berkepentingan khususnya pihak manajemen KUD untuk dapat menghasilkan kinerja keuangan yang unggul, perlu menentukan modal kerja optimal, kas optimal, persediaan optimaldan pendanaan yang tepat terhadap aktivanya. Abstract

The objective of study is to identify non agricultural sector role on householdincome sources of small sized cultivating farmers. By direct interview, data collectedin covering househld income structure by elevation, agroecosystem and accessibilityof the region. Analysis shows that the role of non agricultural sector is dominant inlow land area with the agroecosystem paddy field which has a good physicalaccessibility. Although the activities in the region vary, the important contribution onhousehold income are limited just on several activities, like trading, non agriculturallabour and money sending from the household member who work outside of theregion. That’s why household income in this area, dominantly supported by theactivities which have skill and capital. On the other hand, in high land area withagroecosystem of dry land and bad accessibility, non agricultural activities arelimited. Household income of small sized cultivating farmers are dominated by thecontribution of agricultural sector activities which include paddy field farming system,dry land farming system, agricultural labour and livestock farming system. As asource of income, non agricultural activities are limited, just came from the activitieswhich have low labour productivity. Consequently, income level of society in theregion are lower.

Abstract

Sustainable tourism development is directed at developing environmentally friendly urban tourism. The revitalization of rivers in Denpasar City is one of the work programs of the Denpasar City government that aims to provide ecological education to the surrounding community can also have economic value. Traditionally, the river is a sacred area that deserves to be preserved in realizing the activities in the wisdom of Tri Hita Karana, namely maintaining good relations with God, nature and humans, so that the presence of water in Bali continues to maintain its quality and quantity. An important strategy to find out the potential for ecotourism development in urban areas is the empowerment of surrounding communities in the tourist area. Community empowerment is a vital unit related to physical, material, economic and income aspects, institutional aspects (growth of individual strengths in the form of groups / groups), strength of cooperation, intellectual strength, and shared strength to comply with and apply the principles of empowerment. The principle of ecotourism has an inseparable part by minimizing the negative impact of the surrounding environment through conservation efforts by maintaining the quality of the environment and local culture, as well as being able to empower the economy of the surrounding community.

Abstract

The increasing demand of water for economic activities trigger a consequence of higherpressure of irrigation water needs. On the other side, Water User’s Association (P3A), anorganization managing irrigation water from tertiary and quarter channel up to the rice field,finds it difficult to manage water resource in perspective of quantity, times and place. In linewith that, institutional adjustment in both government institution and institution at farm levelshould be carried out in order to improve efficiency of water management. Furthermore, tosupport local autonomy and the empowerment of Water Users Assosiation to undertake largerresponsibility in irrigation management as a strategic approach to improve efficiency ofirrigation system management at the local level. The involvement of farmers in managingirrigation water distribution should be promoted up to the upper level, i.e. through thedevelopment of P3A federation based on hidrological spread i.e. irrigation area.

Abstract

Integrated Rice-Livestock System (SIPT) Program is a part of Agribusiness-BasedLivestock Development Program. Meanwhile, the location of SIPT is a part of IntegratedCrops Management implementation. SIPT was initially implemented in 2002 covered 11provinces. Currently, the program covers one province as a central producing area of beefcattle. The program is mainly purposed to optimize local resources utilization such as hayfor livestock feed and processed cow dung (manure) for improving crops fertility (zerowaste). The core performance of SIPT is an effort of beef cattle production development asan alternative breakthrough program that can be expected to fulfill the challenge andrequirement of the adequate beef cattle development (self-sufficiency) in 2005. Hence, thisarticle aims to analyze government’s programs of beef cattle in Indonesia, particularlyrelated to SIPT Program. Apart from that, the article also reviews some research result ofbeef cattle development, especially in primary commodity area. .

Abstract

Bali still has big potency to develop of fruits horticulture through the effortintensification. This matter is supported by: (i) availability of dry land of 126.487 ha can becultivated intensively, availability of rice field of 87.765 ha can be cultivated for horticulturerotating, high land fertility and specific, agroclimate suited for development varioushorticulture crop type, (ii) Bali has potency of human resources and labor abundant; (iii) Balihas social capital in the form of experience of farmer in farming and system social of Balipeople easy to make group as diffusion media for innovation and technology, and (iv)Indonesia generally and Bali specially have four excess of nature which not have by mostdeveloped nations that is, length and intensity of irradiation, favourable temperature, freetyphoon, and rainfall which enough.To developt the small businessman horticulture, so strategy able to do better throughthree step those are: (i) redistribution of main production asset like the agriculture land, can inthe form of transfer of ownership or in the form of institutional arrangement which giveopportunity to land poor farmer; (ii) increase the agriculture land productivity, pass change oftechnology and innovation, policy of economics and improve of institutional system, and (iii)investment in human resources through training and education purpose increase theknowledge and skill of horticulture farmer and agriculture government officer.To reach the high competitiveness of Bali horticulture products specially andIndonesia generally is by applying concept of agribusiness system, that is integratingsubsystem of production with upstream and downstream agriculture industry, subsystem ofmarketing or commerce and subsystem of supporting institution. Beside that, removingconstraints of substance and organization faced by small farmer and also increasing role ofgovernment and other relevant institution in facility and to control (not to regulate)development of horticulture business.To reach success development of horticulture business in Bali specially and inIndonesia generally, please learn from successful story of Thailand agribusiness development.Successfulness of products exporting of Thailand agribusiness horticulture is result of year’shard work which involves much side, from king/queen until worker agribusiness, fromlecturer/researcher until public society, and from government/financial institution untilentrepreneur. Successful story of Thailand expected can become inspiration, lesson andconsideration for Indonesia in the plan and execution of horticulture agribusinessdevelopment which orientation for global market, which is finally will positive affect towardincreasing the prosperity of society in general and small businessman of horticulture specially.

Abstract

International sugar price tended to decline during 2002 due to high stock sugar inproducing countries and high import tariff by consumed countries. Such condition resultingnegative impact for sugar cane farmers. Therefore, government increased import tariff to700/kg to increase farmer’s income. Based on some assumptions; price of white sugar cane inthe world US $ 225/ton, value of exchange rate Rp. 8,500 – Rp. 8,700/US $, a range ofrendemen 6.00 – 6.50 % and farmers receive management fee 20 % from BEP; specific tariffrange from Rp 950,- to Rp 1,300/kg. To reduce the negative impact, government providedsubsidized to farmers calculated from BEP + 20% (management fee) subtracted by lelangprice at farmer level.
