Abstract

Regulations concerning DKI Jakarta Province no longer designate the area as the nation's capital. Issues arise when the formulation of regulations appears to lack optimal community engagement, suggesting the potential for regulations that benefit specific parties or groups. This study employs a qualitative methodology, specifically a literature review, which entails the aggregation of materials and data from various sources, including books, journals, and websites pertinent to the article's theme. The study's results demonstrate the essential and strategically important role of community involvement in the development of laws and regulations. This occurs because regulations and policies are formulated with the community's interests and objectives in consideration when they are actively engaged. Increased legislation and regulations favoring public interests will be enacted due to the recognition of the significance of public participation. Integrating the community into significant meetings related to law formation, including work meetings, committee sessions, drafting team discussions, and plenary assemblies as decision-making forums, is an effective method to guarantee public involvement in the legislative process. Public hearings, consultations, and additional avenues are equally significant. Moreover, to effectively align individuals' aspirations with legal standards, council members must authentically embody the ethos of public service. The public must be discerning and judicious in their choice of representatives who truly embody this spirit. Nonetheless, the populace ought to possess the greatest access to governmental procedures to facilitate their involvement in the formulation of laws and regulations. The public should have convenient access to this information and be able to obtain clear details through various offline and online sources.

Abstract

This quantitative study investigates the impact of work stress on the mental health and subsequent behavior of Indonesian police officers. Utilizing a survey method with a sample of 400 officers, the research employs a structural equation modeling (SEM) approach to examine the relationships between work stress, mental health, and police behavior. The findings reveal a significant direct effect of work stress on both mental health and police behavior. Importantly, mental health mediates the relationship between work stress and behavioral outcomes. High work stress significantly predicts poorer mental health, which, in turn, is strongly associated with less effective police behavior. The study utilizes established scales to measure these constructs, including indicators related to emotional, intellectual, physical, and interpersonal responses to stress, alongside measures of mental health encompassing self-image, mood, relationships, and future outlook, and police behavior assessed through dimensions of legitimate force, adherence to procedures, and community interaction. While the initial SEM model exhibited fit issues, modifications improved the model fit, strengthening the key relationships. This research underscores the critical role of mental health in influencing police conduct and highlights the need for interventions aimed at mitigating work stress and improving the mental well-being of Indonesian law enforcement personnel. Such interventions should include coping skills training, emotional intelligence development, workload management, and improvements to organizational support systems.

Abstract

The village fund allocation policy is a crucial initiative in advancing rural areas. This policy must be implemented effectively to achieve its intended goals. The implementation of the village fund allocation policy involves a series of steps and processes that engage various stakeholders. Edward III emphasized that the primary issue in public administration lies in the lack of attention to policy execution. Policy implementation is critical because, without proper execution, the policy objectives cannot be achieved, and its potential positive impact on society is lost. The government of Tana Tidung Regency strives to enhance rural development and community welfare through the village fund allocation policy, regulated under Regent Regulation No. 58 of 2021. This policy reflects the regional commitment to supporting national policies as outlined in Law No. 6 of 2014 concerning Villages. This study aims to analyze the implementation of the village fund allocation policy in Sesayap Hilir District, in accordance with Tana Tidung Regent Regulation No. 58 of 2021, using variables from Edward III's theory: communication, resources, disposition, and bureaucratic structure. The research employs a qualitative descriptive method. Data analysis techniques include documentation and interviews, with interview results processed using NVivo software. To ensure more accurate and reliable findings, the triangulation method is applied. The findings indicate that, in general, the village fund allocation policy has been well and effectively implemented by policy executors, despite some challenges related to resources. Effective communication, adequate resource support, positive disposition, and a clear bureaucratic structure all contribute to the successful implementation of the village fund allocation policy in Sesayap Hilir District

Abstract

The digest of the findings of this article aims to analyze the implementation of inclusion policies for people with disabilities in Yogyakarta City, in accordance with Law Number 8 of 2016 and Regional Regulation Number 4 of 2019, using Merilee S. Grindle's theory which emphasizes the alignment between policy content and implementation context. The method used is a qualitative case study approach applied by collecting data through field observations, and in-depth interviews with relevant Regional Apparatus Organizations (OPD). The results show that despite various initiatives, such as the establishment of the Inclusive Kemantren Forum (FKI) and the development of disability- friendly infrastructure, challenges are still faced in cross-sector coordination and the availability of accessible public facilities. Therefore, increased synergy between the government, private sector and communities is deemed necessary to ensure effective policy implementation. In conclusion, although progress has been made in building an inclusive city, continuous improvements in regulations, infrastructure, and public participation are still needed to achieve optimal inclusivity for people with disabilities in Yogyakarta City.

Abstract

This systematic literature review (SLR) examines the impact of Performance-Based Budgeting (PBB) on public financial management in Indonesia, emphasizing efficiency, accountability, and transparency. The study aims to identify key obstacles and factors affecting the success of PBB implementation while drawing lessons from international experiences, particularly from Ukraine, the United States, Colombia, and Chile. The research synthesizes literature from various academic sources, including Scopus-indexed journal articles, and employs a qualitative approach with Vosviewer to analyze 60 relevant studies. Findings indicate that PBB in Indonesia has yet to significantly enhance financial management due to persistent challenges such as poor data quality, inadequate institutional capacity, and political resistance. Although some progress has been observed, these barriers continue to limit PBB’s effectiveness. Comparative case studies suggest that successful implementation requires strong political will, improved data infrastructure, institutional strengthening, and active public participation. The study concludes that while PBB has the potential to enhance financial management, its full realization in Indonesia depends on overcoming these challenges. However, limitations exist, particularly the reliance on secondary data and the absence of empirical research on local governments. Future studies incorporating primary data collection are recommended to gain deeper insights into practical issues and potential solutions for PBB implementation at the local level.

Abstract

The phenomena of radicalism considered as a trigger disturbing terrorism​ security and peace in Indonesia. History recorded that before 2016, women become passive perpetrator in terrorism. However, after 2016 until present, the women become active with amount participation increase sharply. Terrorist figures often want to carry out Islamic law with perfect so that often connected with method drastic violence, such as bomb kill themselves. This research has an effort to see the role of woman in activity of radicalism in Indonesia. This research has an objective to describe efforts made​ NU Muslim women in deradicalization radicalism in Indonesia. This research uses descriptive qualitative approach by using library research technique. The result of this study shows that Muslimat NU as one of the organization social religious the largest in Indonesia has role important for minimize hostility that occurred. Moreover, this study found that Muslimat NU uses approach education, culture, structural, and economic. Implementation from study show that the approach taken by NU Muslim women are able to strengthen unity in reducing radicalism in Indonesia.
