Abstract

This study examined the effect of reward and job satisfaction on the police personnel performance in the Riau Police Headquarters. This involved 12 locations, such as POLDA Riau,POLRESTA Pekanbaru; and 10 Police of Resorts/POLRES (Indragiri Hilir; Indragiri Hulu;Pelelawan; Siak; Bengkalis; Dumai; Rokan Hilir; Rokan Hulu; Kampar; Kuantan Singingi)with number of population was 6,010 personnel. The sampling technique used stratified random sampling. Questionnaires were distributed to612 respondents that consisted of Bintara,First Officer (Pama) and Intermediate Officers (Pamen). The results show that: 1) simultaneously, there was a direct positive effect on the performance of the reward. But partially, on 9object of research, namely: POLDA Riau; POLRESTA Pekanbaru; and 7 POLRES (IndragiriHilir; Pelalawan; Siak; Bengkalis; Dumai; Rokan Hilir and Kampar), there was no direct influence of the reward on the performance; 2)and partially and simultaneously, there was adirect and positive effect of job satisfaction on the performance; 3) and partially and simultaneously, there was a positive and direct effect ofreward on job satisfaction; 4) simultaneously,there was an indirect effect of reward towardperformance. However, partially, there was noindirect effect of reward on performance at the Kuantan police station Singingi.

Abstract

The police have a duty to ensure the safety of all citizens. This needs to be done competently by each member of the police force based on the position he holds. Therefore, before occupying a position, it is necessary to assess whether a person is suitable and can carry out his duties in that position properly. Existing practice in several countries suggests different approaches to conducting competency assessments for this purpose. This paper aims to compare the competency assessment process as the basis for placement in several countries, namely the United States, England, Germany & France and Indonesia. The research was conducted using a literature study method and involved collecting data from various literature sources such as books, journals and relevant documents. Descriptive analysis was then used to describe the findings. The results showed that competency assessment in all countries was carried out to match competencies with vacant positions. Competency assessment in the United States is based on behavior, in England with a functional approach, in France and Germany with a multidimensional approach, while in Indonesia with an assessment center. The difference between Indonesia and other countries can be seen from the use of psychological tests and/or the involvement of psychological experts in the assessment process. In addition, in Indonesia the training is carried out before the assessment while in other countries the training is carried out after the assessment and before taking the position. This is ultimately expected to be able to provide personnel who work according to their positions and then improve the performance of the Police.

Abstract

This research aims to determine the relationship of the cultural dimension and Indonesian National Police (INP) officer servant- leadership. Culture variable used the theory of cultural dimensions by Geert Hofstede, consisting of high-power distance vs. low power distance; individualism vs. collectivism; masculinity vs. femininity; high uncertainty avoidance vs. low uncertainty avoidance; long term vs. short term orientation; and indulgence vs. restraint. INP officer leadership variable used the theory of servant-leadership, using the ten dimensions of servant hood, integrity, awareness, listening, healing, develop others, build teamwork, have vision, shared decision making, and persuasion. This research uses a quantitative approach to data collection methods survey techniques. The survey was conducted using a conventional questionnaire and an online questionnaire. The sampling technique is done using simple random sampling method. Research conducted on 633 respondents representing INP officers’ population numbered 42.446 people, who were working at the Police Headquarters and 32 regional police across Indonesia. Data analysis technique using a correlation test of Kendall's Tau. This research has found 39 significant relationships

Abstract

Various traffic safety efforts that aimed to reduce the number of traffic accident victims on road. Traffic safety is a program to reduce the number of accidents either the consequences. Tendency of road accident causes are human factor, therefore is needed a system approach to handle traffic safety that include four aspects, that is 1) Process; 2) Infrastructure; 3) Management; 4) Coordination and integration. Safer road can not be achieved if only just using the strategy, but the capacity of institution is needed by coordination and integration amongst the ministries of the institution. Coordination and integration as a form of synergy among the ministries of the institution to handle the road safety conducted by sharing the role to handle various road safety related areas by using the Information Resources Information System – IRIS. Berbagai upaya keselamatan lalu lintas yang bertujuan menurunkan korban kecelakaan lalu lintas di jalan. Keselamatan lalu lintas merupakan suatu program untuk menurunkan angka kecelakaan beserta seluruh akibatnya. Kecenderungan penyebab kecelakaan lalu lintas adalah faktor manusia, sehingga diperlukan pendekatan sistem dalam penanganan keselamatan jalan yang mencakup empat aspek, yaitu: 1) Proses; 2) Infrastruktur; 3) Manajemen; 4) Koordinasi dan integrasi. Keselamatan jalan tidak dapat terwujud hanya dengan menggunakan strategi, namun dibutuhkan kapasitas kelembagaan melalui koordinasi dan integrasi antar kementerian lembaga. Koordinasi dan integrasi sebagai wujud sinergitas antar kementerian lembaga dalam penanganan keselamatan jalan dilakukan dengan berbagi peran dalam menangani berbagai bidang yang terkait keselamatan jalan dengan menggunakan sistem informasi sumber daya informasi (Information Resources Information System-IRIS).

Abstract

One of the current programs to realize security, safety, order, and smooth traffic is the Millennial Road Safety Festival (MRSF). The focuses of problems in this research are respondents' views on "Police Goes to School (PGTS) and the proposal of the development design of MRSF. The outputs are the realization of security, safety, order, smooth traffic, and performance of police institutions. The approach used a mixed-method with survey and questionnaire distribution, interview, and document study. The respondents were junior and senior high school students who had never and ever participated in PGTS. The informants were the Principal, Teachers, the administration staff, chief of Departmental Police, deputy chief of Departmental Police, and chief of Traffic Unit, and the traffic unit personnel. The development of MRSF is integrated through four methods: management of road safety knowledge, empowering personnel in traffic functions and millennial communities, the synergy between duty bearers with road safety, and control of the program. ABSTRAK Saat ini salah satu program untuk mewujudkan keamanan, keselamatan, ketertiban, dan kelancaran lalu lintas adalah Millennial Road Safety Festival (MRSF). Fokus permasalahan dalam penelitian ini adalah terkait pandangan responden tentang “Police Goes to School (PGTS) dan Usulan Rancangan Pembangunan MRSF. Outputnya adalah terwujudnya keamanan, keselamatan, ketertiban, kelancaran lalu lintas, dan kinerja institusi kepolisian. Pendekatan yang digunakan adalah metode campuran dengan survei dan penyebaran kuesioner, wawancara, dan studi dokumen. Responden adalah siswa SMP dan SMA yang belum pernah dan pernah mengikuti PGTS. Informannya adalah Kepala Sekolah, Guru, staf administrasi, Kapolda, Wakapolda, dan Kapolres, serta personel unit lalu lintas. Pengembangan MRSF diintegrasikan melalui empat metode: manajemen pengetahuan keselamatan jalan, pemberdayaan personel dalam fungsi lalu lintas dan komunitas milenial, sinergi antara pengemban tugas dengan keselamatan jalan raya, dan pengendalian program.

Abstract

His research aims to recommend a strategy to strengthen the ethical culture of traffic that is expected to provide output in the form of: The realization of security, safety, order, smooth traffic; Realizing the positive performance of the police institution; Improving the quality of life of the community. The results of the study are also expected to accelerate the integration between units in the traffic function in order to realize the optimization of police traffic performance, efficiency and effectiveness of traffic police performance and optimization of road safety so as to reduce: the number of traffic accidents, potential security and road safety and congestion disruptions traffic.The focus of the study includes: Traffic violations; Constraints to realizing Security, Safety, Order, Smooth Traffic (Kamseltibcarlantas); Strategies for strengthening the ethical culture of traffic to realize Kamseltibcarlantas. Various obstacles to realizing Security, Safety, Order, Smooth Traffic (Kamseltibcarlantas) cover several aspects, namely: regulation, availability of public transportation, databases and information technology. Some strategies that can be developed related to strengthening the ethical culture of traffic are: a) Determination of regulations related to reward and punishment of traffic violators; b) Provision and development of safe public transportation; c) Integration of data and systems; d) Integrated online police service development.Regulation of the Head of the Indonesian National Police (Perkap) Number 9 of 2012 concerning Driving Permits related to blocking as a police measure to mark Regident data Drivers who commit violations as temporary restrictions on the legitimacy of driving a motorized vehicle need to be applied consistently. The results of the study also recommended that the local government (Pemda) provide public transportation at affordable costs by the community and cover all of its areas (including remote areas) for school children, so that there were no obstacles in transportation from home to school. Besides that, it is necessary to integrate police service data with a uniform program and format so as to facilitate data synchronization between work units within the police institution and between institutions (eg population data with police data, police data with hospital or raharja service data, etc.). It is appropriate to develop an online police service in an integrated, not partial manner so that it is connected between regions throughout the jurisdiction of the Republic of Indonesia. Penelitia ini bertujuan merekomendasikan strategi penguatan budaya etik berlalu lintas yang diharapkan dapat memberikan output berupa: Terwujudnya keamanan, keselamatan, ketertiban, kelancaran lalu lintas; Terwujudnya kinerja positif institusi kepolisian; Peningkatan kualitas hidup masyarakat. Hasil penelitian juga diharapkan dapat mempercepat integrasi antar unit pada fungsi lalu lintas guna mewujudkan optimalisasi kinerja kepolisian bidang lalu lintas, efisiensi dan efektivitas kinerja kepolisian bidang lalu lintas serta optimalisasi keselamatan jalan sehingga menurunkan: angka kecelakaan lalu lintas, potensi gangguan keamanan dan keselamatan jalan serta kemacetan lalu lintas.Fokus penelitian mencakup: Pelanggaran lalu lintas; Kendala mewujudkan Keamanan, Keselamatan, Ketertiban, Kelancaran Lalu Lintas (Kamseltibcarlantas); Strategi penguatan budaya etik berlalu lintas guna mewujudkan Kamseltibcarlantas. Berbagai kendala mewujudkan Keamanan, Keselamatan, Ketertiban, Kelancaran Lalu Lintas (Kamseltibcarlantas) mencakup beberapa aspek, yaitu: regulasi, ketersediaan transportasi umum, database dan teknologi informasi. Beberapa strategi yang dapat dikembangkan terkait penguatan budaya etik berlalu lintas adalah: a) Penetapan regulasi terkait reward and punishment pelanggar lalu lintas; b) Penyediaan dan pengembangan transportasi umum berkeselamatan; c) Pengintegrasian data dan sistem; d) Pembangunan layanan kepolisian online secara terintegrasi.Peraturan Kepala Kepolisian Negara Republik Indonesia (Perkap) Nomor 9 Tahun 2012 Tentang Surat Izin Mengemudi terkait pemblokiran sebagai tindakan kepolisian untuk memberikan tanda pada data Regident Pengemudi yang melakukan pelanggaran sebagai pembatasan sementara terhadap legitimasi mengemudikan kendaraan bermotor perlu diterapkan secara konsisten. Hasil penelitian juga merekomendasikan Pemerintah Daerah (Pemda) setempat meyediakan transportasi umum berkeselamatan berbiaya terjangkau oleh masyarakat dan mencakup seluruh daerahnya (termasuk pelosok) untuk anak-anak sekolah, sehingga tidak ada kendala transportasi dari rumah menuju sekolah. Selain itu perlu dilakukan pengintegrasian data layanan kepolisian dengan program dan format yang seragam sehingga memudahkan sinkronisasi data antar satuan kerja dilingkungan institusi kepolisian dan antar institusi (misalnya data kependudukan dengan data kepolisian, data kepolisian dengan data instansi rumah sakit atau jasa raharja dan lain sebagainya). Selayaknya pembangunan layanan kepolisian online secara terintegrasi, tidak parsial sehingga terkoneksi antar wilayah diseluruh wilayah hukum kepolisian negara Republik Indonesia.

Abstract

The COVID-19 pandemic through the spread of the SARS-CoV-2 virus since approximately two years ago, perhaps these two fields have never been directly related. Currently, the police and health are closely related. The spread of the epidemic in the community inevitably affects how the police adapt in carrying out their duties, functions, and roles. This pandemic has changed the social order system, including the work culture. The methodology used is by using a qualitative approach. On the other hand, the pandemic situation has created challenges in adapting to the working culture within the police organization. How police officers are able to adapt their work culture to the emergency situation of the pandemic. learning organization where organizational performance will increase supported by individual performance starting from the support of organizational commitment, organizational culture and leadership. With regard to working culture during the pandemic, leaders are at the forefront of bringing about change and need support from subordinates.

Abstract

Penelitian ini bertujuan untuk menjelaskan urgensi pelaksanaan Operasi Damai Cartenz di Papua yang menggantikan operasi sebelumnya yakni Operasi Nemangkawi dan menjelaskan perlunya pengembangan fungsi dan peran Brimob Polri selain fungsinya sebagai satuan pemukul. Metode penelitian yang digunakan adalah metode kualitatif. Data diperoleh dari sumber primer melalui oservasi dan wawancara dan sumber sekunder melalui penelurusan berbagai dokumen seperti peraturan perundang-undangan, dokumen rencana operasi, buku, jurnal, dan sebagainya. Hasil penelitian menunjukkan bahwa operasi damai Cartenz 2022 di Papua tetap dibutuhkan untuk menciptakan stabilitas keamanan dan ketertiban masyarakat. Operasi dijalankan dengan mengedepankan pendekatan kemanusiaan melalui strategi preemtif dan preventif. Pendekatan melalui cara-cara kekerasan (represif) diminimalisir untuk menghindari tudingan pelanggaran hak asasi manusia (HAM) dan untuk mendapatkan simpati masyarakat Papua. Untuk itu, personel Brimob sebagai satuan yang paling banyak diternjunkan dalam misi operasi damai dituntut untuk menguasi beragam peran dan fungsi selain menjalankan fungsinya sebagai satuan pemukul. Sehingga Polri perlu mengembangkan kompetensi personel Brimob seperti kemampuan untuk menjalankan fungsi intelijen, penyelidikan dan penyidikan, olah tempat kejadian perkara, komunikasi dan kehumasan.
