Abstract

This study aims to evaluate the implementation of the policy of providing performance allowance to employees at the Secretariat of the General Elections Commission (GEC) Kota Ternate, as well as their supporting and obstacle factors. This research is a descriptive qualitative research by using case study. The research data were obtained from informants who were respondents, ranging from staff to officials at the Secretariat of the General Elections Commission Kota Ternate. The results of the study showed that although the implementation of the performance allowance was already running  there were still some deviations in its management, namely: 1) no socialization or training was held on the management of performance allowance involving GEC Kota Ternate; 2) there is no appointment of a performance allowance management officer, namely the Performance Allowance Management Officer or the control book Management Officer, therefore, it happens overlap working  with routine treasurer; 3) there is not a standard operating procedure (SOP) as an assessment standard that aims to provide an assessment and sanctions against employees who do not carry out their duties and functions.

Abstract

The implementation of child-friendly city policies plays a pivotal role in ensuring the well-being and optimal development of children within urban environments. This article explores the significant involvement of the business sector in supporting the implementation of child-friendly city policies in the context of Depok City. The engagement of the business sector, facilitated by the Association of Indonesian Child-Friendly Companies (Asosiasi Perusahaan Sahabat Anak Indonesia or APSAI), along with the principles of Corporate Social Responsibility (CSR), forms a crucial partnership with the government and the community to create an environment that nurtures the growth of children. This article discusses the multifaceted contributions of the business sector, focusing on financial investments, infrastructural development, educational initiatives, and collaborative efforts aimed at enriching the lives of children in Depok City. It delves into the model of Van Meter and Van Horne (1975) to analyze the factors influencing the implementation of child-friendly policies and elaborates on the distinctive roles APSAI and CSR play in supporting this endeavor. By examining these roles comprehensively, the article underscores how collaborative efforts among the government, the community, and the business sector can holistically foster a city that prioritizes the rights and well-being of its youngest inhabitants. Ultimately, this article highlights the significance of leveraging business resources, expertise, and commitment to contribute to the realization of a child-friendly urban environment. It underscores the importance of fostering partnerships, effective communication, and continuous coordination between these stakeholders to ensure the successful implementation and sustainability of child-friendly city policies in Depok City

Abstract

this research  uses a qualitative approach based on the Theory of Public Policy Implementation presented by George Edward III. According to Edward III, there are 4 (four) crucial variables in the implementation of public policy, namely: communication, resources, character or attitude and bureaucratic structure. And for this purpose, a policy model is needed to simplify understanding of the concept of policy implementation.  In this research the author decided to focus on the Communication and Resources variables. Communication was chosen in relation to the focus of this TAPM research on providing information to passengers through the availability of Electronic Notice Boards, while Resources were related to the provision of Trolleys to be used by Passengers. The results of the research show that based on Article 3 Paragraph (1) PM 38 of 2015 concerning Domestic Air Transport Passenger Service Standards, it is declared effective at the II Iskandar Pangkalan Bun Airport Management Unit both in terms of Trolley Availability and Electronic Notice Board Facilities

Abstract

Kurungkambing Village, located in Mandalawangi District, Banten, has significant local potential that remains underutilized due to the lack of structured data and limited village planning capacity. The gap between local resource mapping and strategic planning poses a major challenge in achieving sustainable development. To address this issue, the Community Service Program (PkM) of Universitas Terbuka was designed to strengthen the capacity of village officials through training and mentoring in village potential mapping based on village planning worksheets. This approach follows four key stages: input, process, output, and impact, aimed at establishing a more systematic, data-driven, and sustainable village development plan. The PkM activities include field surveys, socialization, technical training, mentoring, and monitoring and evaluation. The primary objective of this program is to develop a village potential database as a foundation for formulating more accurate policies and development strategies. Village officials can create more effective and strategic data-driven policies with this database. The program's sustainability requires synergy between academics, local government, and the village community to ensure data-driven development that enhances community welfare.Keywords: database, planning capacity, strategic planning, sustainable development, village potential. Abstrak: Desa Kurungkambing, Kecamatan Mandalawangi, Banten, memiliki potensi lokal yang belum optimal karena keterbatasan data terstruktur dan kapasitas perencanaan desa. Untuk mengatasi permasalahan ini, Program Pengabdian kepada Masyarakat (PkM) Universitas Terbuka dirancang untuk memperkuat kapasitas aparatur desa melalui pelatihan dan pendampingan dalam pemetaan potensi desa berbasis lembar perencanaan desa. Pendekatan ini mengacu pada empat alur utama: masukan, proses, hasil, dan dampak, yang bertujuan untuk mewujudkan perencanaan pembangunan desa yang lebih sistematis, berbasis data, dan berkelanjutan. Kegiatan PkM ini melibatkan serangkaian tahapan, termasuk survei lapangan, sosialisasi, pelatihan teknis, pendampingan, serta monitoring dan evaluasi. Tujuan utama program ini adalah mengembangkan database potensi desa sebagai dasar dalam penyusunan kebijakan dan strategi pembangunan yang lebih akurat. Dengan adanya database ini, aparatur desa dapat merumuskan kebijakan berbasis data yang lebih efektif dan strategis. Keberlanjutan program membutuhkan sinergi antara akademisi, pemerintah daerah, dan masyarakat desa guna memastikan pembangunan berbasis data yang berorientasi pada kesejahteraan masyarakat.Kata kunci: database, kapasitas perencanaan, perencanaan strategis, pembangunan  berkelanjutan, dan potensi desa.

Abstract

The village fund allocation policy is a crucial initiative in advancing rural areas. This policy must be implemented effectively to achieve its intended goals. The implementation of the village fund allocation policy involves a series of steps and processes that engage various stakeholders. Edward III emphasized that the primary issue in public administration lies in the lack of attention to policy execution. Policy implementation is critical because, without proper execution, the policy objectives cannot be achieved, and its potential positive impact on society is lost. The government of Tana Tidung Regency strives to enhance rural development and community welfare through the village fund allocation policy, regulated under Regent Regulation No. 58 of 2021. This policy reflects the regional commitment to supporting national policies as outlined in Law No. 6 of 2014 concerning Villages. This study aims to analyze the implementation of the village fund allocation policy in Sesayap Hilir District, in accordance with Tana Tidung Regent Regulation No. 58 of 2021, using variables from Edward III's theory: communication, resources, disposition, and bureaucratic structure. The research employs a qualitative descriptive method. Data analysis techniques include documentation and interviews, with interview results processed using NVivo software. To ensure more accurate and reliable findings, the triangulation method is applied. The findings indicate that, in general, the village fund allocation policy has been well and effectively implemented by policy executors, despite some challenges related to resources. Effective communication, adequate resource support, positive disposition, and a clear bureaucratic structure all contribute to the successful implementation of the village fund allocation policy in Sesayap Hilir District

Abstract

This study investigated the influence of pedagogical and professional competence on teacher performance in elementary schools across Parigi Moutong Regency. Recognising the importance of these competencies in maintaining teaching effectiveness, this research examines their crucial role in the educational landscape. Employing a quantitative research design with a survey method, data were collected from a sample of 127 elementary school teachers selected from a population of 1,685 teachers in Parigi Moutong Regency. A questionnaire, distributed via Google Forms, was used to gather data on pedagogical competence, professional competence, and teacher performance. The collected data were analysed using multiple regression analysis, specifically the F-test, to determine the simultaneous influence of the independent variables on the dependent variable. The results of the analysis revealed a significant positive influence of both pedagogical and professional competence on teacher performance in the elementary schools of Parigi Moutong Regency. This is evidenced by a significance value of 0.000 (<0.05) for the combined effect of pedagogical and professional competence, and an F-statistic of 40.666, which is greater than the F-table value of 3.06. The findings underscore the critical importance of pedagogical and professional competencies in supporting effective teacher performance. This suggests that investments in enhancing these competencies can significantly contribute to maintaining the quality of education. A limitation of this study is its reliance on self-reported data, which may be subject to bias. Additionally, the cross-sectional design limits the ability to establish causal relationships definitively. Future research could explore these relationships longitudinally and incorporate qualitative data for a richer understanding

Abstract

This study aims to analyze e-government user satisfaction using the D&M IS Success Model. Digital literacy is added as an additional variable to provide a broader explanation of the contradictory research results from previous studies. A quantitative research approach is employed. Research data were collected by distributing an online questionnaire to users of the BPS-Statistics Sulawesi Barat Province official e-government website who accessed the site in the last year. Multiple linear regression is used to analyze the impact of system quality, information quality, service quality, and digital literacy on user satisfaction, both partially and simultaneously, using RStudio. Findings indicate that the variables from the D&M IS Success Model have a significant influence on user satisfaction. On the contrary, digital literacy was found not to significantly influence user satisfaction when tested partially. Simultaneously, the four variables have a significant influence on user satisfaction. The R-squared value indicates that system quality, information quality, service quality, and digital literacy collectively explain 75.26% of user satisfaction. In comparison, the other 24,26% is covered by different variables that are not included in this research. These results offer valuable insights for governments implementing e-government websites to enhance user satisfaction and deliver improved public services. The study contributes to the existing literature on user satisfaction with e-government in Indonesia.

Abstract

Inovasi pembelajaran merupakan salah satu aspek penting dalam dunia pendidikan. Dengan adanya inovasi pembelajaran dari guru, siswa akan lebih termotivasi dalam mengikuti pelajaran. Beberapa aspek pendukung dalam terciptanya inovasi pembelajaran guru antara lain kompetensi manajerial kepala sekolah dan supervisi akademik. Tujuan dalam penelitian ini antara lain menganalisis hubungan antara kompetensi manajerial kepala sekolah terhadap inovasi pembelajaran guru SD di Kecamatan Salam, Menganalisis hubungan antara supervisi akademik kepala sekolah terhadap inovasi pembelajaran guru SD di Kecamatan Salam dan Menganalisis hubungan antara kompetensi manajerial dan supervisi akademik kepala sekolah terhadap inovasi pembelajaran guru SD di Kecamatan Salam. Metode penelitian menggunakan pendekatan kuantitatif dengan jenis penelitian korelasional. Adapun sampel yang diambil sejumlah 104 orang dari populasi guru di kecamatan Salam sebanyak 141. Hasil penelitian menunjukkan ada hubungan antara kompetensi manajerial dengan inovasi pembelajaran. Selain itu, hubungan supervisi akademik terhadap inovasi pembelajaran pun ditemukan adanya pengaruh yang positif. Sementara dari hasil penelitian menunjukkan bahwa terdapat pengaruh positif yang sangat signifikan antara kompetensi manajerial dan supervisi akademik terdapat inovasi pembelajaran guru.
