AbstractStudy of US foreign policy is generally divided into two major periods of the isolationist and internationalist. Isolationist period lasted from independence until the eve of World War II, which is characterized by the attitude of the United States who is not actively involved in the international arena. However, in this period also witnessed the expansion of the United States to the Pacific and at the same time economic growth extensively. This paper attempts to explain that the US foreign policy in this period is not entirely closed (isolationist) due to economic growth that required the addition of the international market for domestic products. In addition, in the power struggle going on between the major countries in Europe will be difficult if the United States is fully shut down of international relations

AbstractOne key of the successful advocacy is a good networking amongst advocates. Bell and Delaney has shaped the important of networking by building coalition using diversities emerged from the community to be collaborated. Buyat case is one of the successful advocacy for marginalize people in Buyat pante village through some disputes with the giant gold miner, PT Newmont Minahasa Raya. This study case will show the significant coalitions amongst academicians, NGO workers, Government, researchers, and medias had succeed to advocate Buyat community in the same objectives which getting the community’s rights back and protecting the environment from further destruction of mining process.

AbstractAs a province member in sub-regional BIMP-EAGA cooperation that also become as a centre of agriculture production in East Indonesia, South Sulawesi is trying to make serious efforts to contribute in ASEAN Food Basket Program. In this research explained that South Sulawesi government implementing a program called Program Lumbung Pangan Masyarakat (people food basket program) as response to Food Basket Strategy that agreed in frame of BIMP-EAGA cooperation. This also indicate that sub-national actor, in this case is province, has important contribution to build cooperation in regional scheme of cooperation.

AbstractThis article is a historical and conceptual analysis of World Systems Theory which proposed by Immanuel Wallerstein. This paper aims to explore historical framework of world system theory, explain the unit of analysis, and describe its relationship with other social science theories. Historical exploration of Wallerstein and this theory show a strong influence of historical study were obtained from Wallerstein background and people around him. Conceptual analysis to this theory shows that Wallerstein use Marx’s concept about social class struggle then raise in a global context by using state as the actors. In conjunction with other theories, world system theory fundamentally supports theory of dependence from Gunder Frank, and otherwise sharply criticizes modernization approach and developmental stage model by Walt Rostow.

Ethnicity and industrialization are usually analyzed separately. Even if seen interlink, the analysis usually focused on the industrial chains itself (actor proximity, component makers and industry sustainability). This paper intends to come out of that tradition and to be linked with the historical colonial practice that will give to a more comprehensive understanding. By taking the Malaysia colonial context is expected to show the linkages. The issue of ethnicity in this paper is not seen as something that stands alone and domestic but is related to the practice of the colonial political economy strategies to manage the problems become the dominant discourse.

AbstractAs a country with a stable capacity in economic, Japan's role in international development is shown by becoming a major donor countries through the mechanism of Official Development Assistance (ODA). However, various dynamics of international relations post-World War II had pushed Japan to engage further, beyond the limits which set out in constitution 1947 about military and defense. This article analyzes how Japan put diplomacy of democracy as a vision to actualize the "New Japan", which is a state construction with total involvement in the international world.

Nowadays, the problems as such famine, gender inequality, lack of water resources, and many other problems are no longer belong to individual and any specific countries. These problems have become a global problem in this era of globalization. This global problem then raises the global response by forming a global development agenda in the form of MDGs which then continued by SDGs with more complex goals. The addition of goals and strategic change from MDGs to SDGs is also a form of response to increasingly complex global issues and requires serious handling. The participation of the state and the international community is needed for the achievement of the goals to be achieved. Many are optimistic about the transformation but not the least are pessimistic on the transformation of this global development agenda. Optimists argue that SDGs are more promising because they promote principles that uphold justice and equality. While pessimists argue that the process of preparing SDGs is not purely based on global issues but is heavily influenced by political processes, such as Chinese politics which ensures that no word of democracy emerges in the goals of SDGs. It is important to discuss whether the transformation is something that can make a significant difference. To analyze this question, a sustainable development perspective can be used. The transformation is seen as a manifestation of development that moves forward along with the fear (traumatism) of other problems that will arise with global problems, such as chaos, conflict to war. This then makes economic restructuring and global development scheduled along with the process of achieving peace.

The purpose of this study is to explain how ASEAN solved problems in stabilizing their territory. As we know the formation of ASEAN as a regional organization of Southeast Asia is to liberate countries in Southeast Asia from the influence of The Great Powers. This is in line with the realism that deeply bound within ASEAN. Ahead of the 15th anniversary of the formation of ASEAN, there was a major conflict between Vietnam and Cambodia, precisely in the 1970s. This is one of the catalysts that destabilize the ASEAN’s stances to avoid various types of multilateral relations. The method used in this research is qualitative with historical analysis from various literatures. After successfully resolving the conflict, in 1994 ASEAN established ARF as a workplace to discuss security in Asia, in order to facilitate such conflicts to occur again. ARF members are not only ASEAN countries but also superpowers. This is contrary to the foundation of ASEAN itself. In essence it shows that realism is willing to subdue with liberalism.

Fenomen Globalisasi membawa dunia seolah tanpa batas kedaulatan menjadikan munculnya isu-isu baru dalam hubungan internasional.Ketidak mampuan Negara untuk berdiri sendiri dalam melihat komplkesnya masalah dalam negerinya di butuhkan sebuah intergrasi rule driven untuk menekan semakin masifnya isu kejahatan lintas Negara. Usaha Negara-negara dalam membentuk rule driven dalam bentuk kerjasama internasional inilah yang disebut global governance. Global governance berisi sejumlah norma, prinsip, aturan hukum, konvensi yang disepakati oleh sejumlah aktor baik Negara maunpun non Negara. Dalam aplikasi dari sejumlah norma dan prinsip atau rule driven tersebut salah satunya dalm bentuk integrasi regionalism kawasan. Adanya integrasi regionalism kawasan merupakan usaha membentuk sebuah kesamaan sikap politik, hukum, ekonomi, sosial budaya untuk mencapai tujuan bersama.ASEAN sebagai sebuah hasil dari integrasi regionalism kawasan Negara-negara kawasan Asia Tenggara memiliki tanggung jawab untuk memfasilitasi dan menanggulangi sejumlah masalah yang melingkupi kawasanya tersebut. Kejahatan Lintas Negara seperti drug trafficking( peredaran narkoba gelap) merupakan masalah yang kompleks yang di alami di kawasan region ASEAN. Adanya sejumlah konvensi yang telah di sahkan oleh Negara-negara ASEAN merupakan rule driven untuk menekan secara massif peredaran narkoba gelap.Namun, relaitasnya peredaran narkoba gelap di Indonesia dari tahun ke tahun semakin meningkat. Apakah kondisi ini menjadi bukti bahwa konvensi bukan menjadi first track yang ampuh untuk memberantas peredaran narkoba secara gelap terkhusus di Indonesia.
