Abstract

The Bungo District Government issued Bungo District Regulation No. 9 of 2007 concerning the mention of the Village Chief to Rio, the Village Becomes Dusun and Dusun Being the Kampung has raised several fundamental problems faced by the Indigenous Government of Datuk Sinaro Putih. The problem is the existence of dualism at the level of village institutions, which is caused by the Role of Rio (Village Chief) who is so free to regulate all adat issues in the indigenous law community Datuk Sinaro Putih which has been regulated by Customary Institutions led by Customary Leader. The method used is descriptive qualitative method. Existence of Customary Law Society Datuk Sinaro Putih still exists. Because they were officially recognized by the Bungo District Regulation No. 6 of 2006 concerning Customary Law Society Datuk Sinaro Putih. They still have customary forests as the ancestral heritage of Datuk Sinar Putih. The Hamlet Government has replaced the power of Datuk Sinaro Putih in the field of general government. However, customary power is still held by Datuk Sinaro Putih, including control of customary forest areas. The descendants of Datuk Sinaro Putih make an effort to maintain their existence, including designing Village Regulations on the Customary Law Community Datuk Sinaro Putih and holding annual and five-year events in the form of traditional vows and traditional art performances in the traditional unit of Datuk Sinaro Putih. Abstract

Fakta bahwa Kampung KB mengalami “mati suri” pasca pencanangan menjadi sebuah hal yang tidak terbantahkan. Disisi lain, hasil kajian Meilani dkk (2017) menemukan bahwa sesungguhnya masyarakat sangat menunggu adanya follow up yang lebih nyata dan tentunya periodik dalam rangka pelaksanaan Kampung KB. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis existing condition modal sosial dalam pelaksanaan Program Kampung KB di Provinsi Riau. Secara konseptual, modal sosial diderivasi ke dalam 4 (emapat) aspek, yaitu nilai dan norma/NN, trust and resiprocity/TRC, informasi/INF, dan networking/NW. Data dikumpulkan melalui observasi dan indepth interview. Informan terdiri dari : (a) Pengurus Kampung KB, (b) Tokoh agama dan tokoh masyarakat di Kampung KB, dan (c) Lurah/Kepala Desa. Analisis data kualitatif dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa kehadiran individu yang membawa semangat altruisme dan keikhlasan untuk terus menghidupkan Kampung KB nyatanya sangat menentukan keaktifan dari Kampung KB tersebut. Selain itu, secara kualitatif juga teridentifikasi bahwa bukan tentang hubungan kekeluargaan ataupun ada atau tidak anggaran yang menentukan keaktifan Kampung KB, melainkan kesadaran kolektif (collective consciousness) yang sesungguhnya menjadi denyut nadi Kampung KB, baik di perkotaan maupun pedesaan. Namun sayangnya, sampai dengan sekarang ini belum terbangun proses institusionalisme terhadap collective consiousness tersebut. Bahkan pada level tertentu, kegiatan dan tindakan dari pemerintah (pusat/provinsi/kabupaten) justru bersifat mereduksi keberadaan collective consciousness tersebut.

Abstract

The era of autonomy in the typical Kuantan Mudik culinary area does not develop like other regional foods, but the values ​​of local wisdom still exist. For this reason, this research seeks to multiply the model of strengthening local wisdom in maintaining the authenticity of lomang culinary tours in the regency of singing and singing. The results of the study explain the drivers of strengthening local wisdom are the ability to maintain, preserve, and pass on local wisdom. Pewarisan local wisdom value is intended so that the younger generation of Kuantan Singingi Regency can protect itself from the negative effects of modernization due to globalization, but it becomes an idea for expressing and appreciating local wisdom values ​​by empowering the community Kuantan Singingi District Government must include malomang activities as an event on the track runway event by utilizing a bottom-up system for millennials and communities that still maintain the Malomang tradition so that it becomes an attraction, with leverage like trees and crystallizes and fences like cages in lomang activities and marketing in tourist destinations.

Abstract

Revitalization of customary and legal institutions is very urgent for the sustainability of environmental. Environmental damage due to illegal gold mining has been very alarming which will have an impact on health problems and natural disasters (flooding). This happens regardless of economic problems mainly due to the stagnation of the prices of superior commodities in Kuantan Singingi Regency. other than that based on the results of observations of these researchers also caused by the weakening of customary institutions. The purpose of this study focuses on the customary institutions that exist in this area because in this sub-district they have traditional institutions in the form of people. This research method uses a qualitative approach with data collection techniques with interviews, observation and documentation. Data analysis technique with interactive analysis. The results of the study indicate that there is a weakening of institutional functions of customary law in preventing environmental damage. Whereas in the previous traditional institutions regulating the ways to manage the environment. Other findings of the local government reduced the role of adat in regulating their communities, whereas in some villages it was proven to be able to protect the environment by prioritizing the functions of traditional institutions.

Abstract

abstract Community institutionalization in empowering the household community of poor farmers in Kapita Village, Bangkala District, Jeneponto Regency, in the implementation, there are still many obstacles that have not run optimally.The purpose of this research is to know the institutional community in community empowerment (household) poor farmers in the village of capita. This research uses descriptive qualitative approach, which uses a method of interviewing, observation, documentation, and libraries to explore studies on existing groups are able to become a strong community and institutional work related to community empowerment that has been running in the village of Capita into a more directional and cutting edge. Empowerment will affect direct interaction, relationships, goals and setup rules in the group created good, a group that is in the capita as farmers group, goat and cattle still need in language use and given a motivation in the development of the group in order to be effective, efisen bias, just and prosperous. Penelitian ini bertujuan untuk mengetahui kelembagaan komunitas dalam pemberdayaan masyarakat (rumah tangga) petani miskin di Desa Kapita. Penelitian ini menggunakan pendekatan deskriptif kualitatif, yang menggunakan metode wawancara, observasi, dokumentasi, dan studi kepustakaan untuk mengeksplorasi tentang kelompok-kelompok yang ada apakah mampu menjadi kelembagaan komunitas yang kuat dan melembaga terkait dengan pemberdayaan masyarakat yang telah berjalan di Desa Kapita ke jalan yang lebih terarah dan terdepan. Pemberdayaan yang baik akan mempengaruhi langsung interaksi, tata hubungan, tujuan dan penataan aturan dalam kelompok terjalin baik, kelompok yang ada di kapita seperti kelompok tani, dan ternak kambing masih perlu di dampingi dan diberi motivasi dalam pengembangan kelompoknya agar bias efektif, efisen, adil dan sejahtera. Abstract

Kelurahan as the lowest administrative government unit in the process of implementing services that come into direct contact with the community is very important in implementing service principles, both institutions that carry out services and target groups that receive administrative services in the kelurahan. The purpose of this study is to see transparency, accountability, conditional, participatory, equal rights, balance of rights and obligations and factors that influence population administration services. The research method used with a quantitative approach with a sample population with questionnaire techniques and interviews with data analysis using descriptive statistics and scale of data measurement using a rating scale. The results of the research show that the service is good enough and is influenced by participatory and equal rights in a service process as well as the factors that hinder the lack of transparency and accountability in the implementation of services.

Abstract

Public services provided by service providers must be synchronized with act no.25 of 2009 on public services in which there are stipulation of services, goods services, and administrative services for the society. The technical services unit (upt) of the puskesmas balai makam subdistrict of bathin solapan, bengkalis regency is a type of non-inpatient puskesmas under the supervision of the bengkalis district health service that provides services to the society, especially health services, however the facilities and infrastructure are not well implemented, payment system is not in accordance with the standard, and the problem of lack of availability of medicines for people who need health services. This study will elaborate the conduct of the services at how the implementation of services, supporting factors and inhibiting factors of health services. The result of the study will refer to the implementation of 5 indicators such as tangibles, reliability, responsiveness, assurance, emphaty are obtained a total score of 3,974 (88.31%) for the good category

Abstract

The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). Abstract

This study aims to analyze and examine the influence of leadership and motivation of the university employee work preformance Lancang Kuning Pekanbaru. Research Methodology used is descriptive quantitative, while the population in this study are university employees who Lancang Kuning numbered 70 people. The Sampling Technique Is Stratifed Proportional Random Sampling. To determine the relationship and the influence of an independent variable to the model variables are bound to use Multiple Linear Regression Analysis. While to test the hypothesis using statistical tests. Research results show that the calculation statistically obtained Multiple Correlation Coefficient (r) with p value>0,05. Coefficient Of Determination (R2) OF 0,825 means that about 82,5% of leadership and motivational factors influencing job performance of employees Pekanbaru Universitas Lancang Kuning. Significant influence of leadership and motivational factors work against a university employee’s work performance Pekanbaru Lancang Kuning Presumptuous. Shown from Fhitung greater than the level Ftabel α = 5%. Of the research results show that FCountdown = 0,0000 and 6,992 > tCountdown = 1.660. These results show that leadership factors have a relationship and the most dominant influence on employee perfomance Lancang Kuning Pekanbaru University

Abstract

This study examines the task of village heads in carrying out their duties in Aur Kuning Village, Kampar Kiri Hulu Subdistrict, as agreed in the Regulation of the Minister of State for Administrative Reform Number: 13 of 2009 concerning Guidelines for Improving the Quality of Public Services, Rights, Duties and Obligations of Village Heads in accordance with the provisions of Law Number 6 of 2014 concerning Villages. Article 26 The Village Head who organizes the Village Government, implements Village Development, Village community development, and empoweres the Village community. The design of this study uses a qualitative descriptive method that will discuss and review secondary data related to documents relating to the Village Head in the Task Process in Aur Kuning Village, Kampar Kiri Hulu Subdistrict. In addition, so that the research objectives can involve researchers also using primary data as a result of interviews with research informants, namely: Village Chief Aur Kuning, Secretary of Desa Aur Kuning, Village Staff of Aur Kuning and Community of Desa Aur Kuning.
