Kecamatan XIII Koto Kampar merupakan wilayah pinggiran yang bertetangga dengan kabupaten Lima Puluh Koto provinsi Sumatera Barat. Lokasi daerah ini terletak paling ujung di sebelah barat Kabupaten Kampar, sehingga beberapa permasalahan teknis di lapangan. Permasalahan itu antara lain: (1) pengaturan tapal batas Desa; (2) belum tersedia profil desa di Kecamatan XIII Koto Kampar; (3) kemampuan aparatur desa dalam penyelenggaraan pemerintahan, pembangunan dan pelayanan kepada masyarakat desa yang masih belum maksimal, sehingga pemenuhan kebutuhan pelayanan dan peningkatan kesejahteraan masarakat desa kurang tercapai; dan (4) penyusunan perencanaan desa dan penetapan prioritas pembangunan desa yang tidak tepat sasaran, disebabkan kurangnya data dan informasi yang disediakan oleh desa. Berdasarkan uraian di atas, untuk memperkuat penyelenggaraan pemerintahan, pembangunaan dan pelayanan kepada masyarakat, maka perlu dilakukan kegiatan pemberdayaan pimpinan desa beserta perangkatnya yakni dengan menyelenggarakan bimbingan teknis perencanaan partisipatif pembangunan desa di Kecamatan XIII Koto Kampar kabupaten Kampar. Metode participatory Rural Apraisal (PRA) yang diperkuat dengan Focus Group Discussion (FGD) digunakan untuk memperkuat kegiatan perencanaan, pelaksanaan, pemamfaatan dan evaluasi pembangunan Desa. Dari kegiatan yang telah dilaksanakan, diperoleh hasil berupa terwujudnya penguatan organisasi dan manajemen desa, peningkatan kemampuan aparatur dalam penyusunan perencanaan desa, terlaksananya kepemimpinan partisipatif Kepala Desa dan peningkatan pelayanan prima di tingkat Desa.

This study aims to see who is involved in public services in the Tobekgodang District of Tampan District, which has been regulated in the Regulation of the Minister of State for Administrative Reform No. 13 of 2009 concerning Guidelines for Improving the Quality of Public Services. The design of this study uses descriptive qualitative methods that will reinforce and review the data in general in the form of documents relating to public facilities within the scope of public services Tobekgodang District Tampan District. In addition, so that the research objectives can be used also use primary data in the form of interviews with research informants, namely: Head of Tobekgodang Village, Secretary of Tobekgodang Village, Tobek godang Village Staff and Tobekgodang Village Community. The results of this study indicate that the participation of the community in Tobekgodang Subdistrict, Tampan District has been effective in improving public services in Tobekgodang Subdistrict, Tampan District.

Untuk menganalisis pelaksanaan administrasi kepegawaian tenaga honorer di lingkungan Pemerintah Kabupaten Rokan Hilir, peneliti menggunakan metode analisis data kualitatif dalam mendeskripsikan administrasi kepegawaian tenaga honorer yang dilakukan. Hasil penelitian menunjukkan bahwa pelaksanaan administrasi kepegawaian tenaga honorer dilingkungan Pemerintah Kabupaten Rokan Hilir masih belum berjalan dengan baik, ini dapat dilihat dari Analisis Jabatan dan Analisis Kebutuhan Pegawai masih belum ada, Prosedur Rekrutmen tenaga honorer juga belum ada, penempatan yang masih ditemukan tidak berdasarkan keahlian dan pola penggajian yang belum jelas.

Public services at the district office coastal fringe. The quality of public services can be measured include the following elements: the turnaround time of service, details of fees or tariffs, procedures, facilities and infrastructure. In the implementation of public services in the district during the coastal fringe still constraints in implementing the four elements of the charter, because of the lack of openness to the public, although the sub-district officials had to undertake socialization activities that also involve the public. Although officially a maximum service is 15 minutes, the findings in the field expressed ketidaksusuaian with what has been set. The factors that affect the quality of services at the district office coastal fringe is: 1. Work Motivation bureaucracy and apparatus; 2. The ability of the apparatus; 3.pengawasan / social control; 4. The behavior of bureaucracy / apparatus; 5. Communication, disposition and bureaucratic structure and organizational communication climate and the flow of information; and 6. Restructuring the organization.

This study examines the task of village heads in carrying out their duties in Aur Kuning Village, Kampar Kiri Hulu Subdistrict, as agreed in the Regulation of the Minister of State for Administrative Reform Number: 13 of 2009 concerning Guidelines for Improving the Quality of Public Services, Rights, Duties and Obligations of Village Heads in accordance with the provisions of Law Number 6 of 2014 concerning Villages. Article 26 The Village Head who organizes the Village Government, implements Village Development, Village community development, and empoweres the Village community. The design of this study uses a qualitative descriptive method that will discuss and review secondary data related to documents relating to the Village Head in the Task Process in Aur Kuning Village, Kampar Kiri Hulu Subdistrict. In addition, so that the research objectives can involve researchers also using primary data as a result of interviews with research informants, namely: Village Chief Aur Kuning, Secretary of Desa Aur Kuning, Village Staff of Aur Kuning and Community of Desa Aur Kuning. Responsibility of auditors currently do not only focus on assessing the fairness of financial statements and detecting fraud, but also information that is not limited in the things revealed in the financial statements, such as disclosure of information about the existence and continuity of corporate entities. This is due to the demands of the shareholders to the auditor ti provide early warning about the prospect of a company as consideration before deciding on an investment decision. In this study, we attempt empirically to examine the effect of Growth Companies, Previous Year Audit Opinion, Auditor Switching And Institutional Ownership On Receiving Of Going Concern Audit Opinion on receiving a going concern audit opinion of a compaany. Research sample amounts to 17 companies selected with purposive sampling method, with observation period of 5 years.The date used were secondary data. The data that used in this research is audited financial statements that published by manufacturing companies listed at Indonesian Stock Exchange from 2013-2017. The method of analysis used logistic regression method. The result of logistic regression using SPSS that,previous year audit opinion and institutional ownership were significant with going concern audit opinion. Permasalahan yang ada di TK Babul Falah adalah kemampuan berbicara anak yang masih kurang. Model SIUUL merupakan model pembelajaran berbicara atau membaca dengan mengandalkan cara berpikir naluri manusia yang mempunyai tahapan-tahapan peningkatan pembelajaran dengan memperhatikan kualitas keislaman. Penelitian bertujuan untuk meningkatkan kemampuan berbicara anak dengan menggunakan metode model SIUUL. Jenis penelitian adalah penelitian tindakan kelas (PTK) dengan model penelitian Kemmis dan Mc. Taggart. Penelitian dilakukan dengan dua siklus dan setiap siklus terdiri dari empat tahap yaitu: perencanaan, pelaksanaan, observasi dan refleksi. Subjek penelitian ini adalah 14 orang. Metode pengumpulan data menggunakan observasi dan dokumentasi. Teknik analisis data dilakukan secara deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa kosakata anak telah berkembang dan kemampuan berbicaranya rata-rata memenuhi kriteria keberhasilan yang ditentukan. Penggunaan model SIUUL dapat meningkatkan keterampilan berbicara anak menjadi meningkat.

Pancasila is often seen as an ideology that deals with global ideologies, such as capitalism and liberalism. The Pancasila that was built is for common welfare and social justice for all Indonesian people. This article aims to find out the national defense strategies that can be carried out to increase national resilience in the era of globalization. This research uses a qualitative approach through the literature study method. The main source of this research data is the research article published through google scholar. Data analysis is carried out qualitatively with the stages of data reduction, data presentation, and conclusion drawing. Based on the results of data analysis, it can be concluded that the dynamic implementation of Pancasila values in the life of society, nation, and state so that Pancasila remains relevant in its function as a guideline for decision-making and problem-solving in the life of the nation and state, and so that the loyalty of citizens and citizens to Pancasila is maintained. In the era of globalization, the strategy of defending the country is very important to increase national resilience. Therefore, governments, communities, and non-governmental organizations must work together to create effective national defense strategies to ensure national security and resilience and increase public awareness of the importance of national defense to enhance national resilience

The aim of this study was to improve student activity and learning outcomes on colligative properties of solutions material at public senior High school 3 Bengkulu. This research is a classroom action research (CAR) which consists of three cycles. This research was conducted in class XII MIPA 2 public senior High school 2 Mataram. The instruments that used were observation instruments and cognitive tests. Based on the results of observations from cycle I, cycle II, and cycle III, there is an increase in the percentage of student activity and completeness of learning outcomes. The percentage of student activeness respectively was 32.37%, 55.25%, and 84.76%. Meanwhile, the percentage of student learning outcomes was 17%, 31.4% and 82.8%. The results showed that the application of the Discovery learning model succeeded in increasing student activity and learning outcomes. This can be seen from the percentage of activeness and completeness of learning outcomes that have increased by more than 75%.
