Abstract

This research aims to build an understanding of the currently developing academic literature on marine tourism in the Anambas Islands as one of the potential areas. Maritime tourism can be developed from a digital and institutional development policy perspective, considering that the impact of tourism through maritime tourism is so broad/multiplier effect, including trade connectivity and communication between nations, so that it becomes one way to maintain maritime affairs. This study used a qualitative method. Data sources are obtained from primary and secondary data. Data collection techniques involved observation, interviews, documentation, FGD, and triangulation, while N-Vivo12 Plus assisted data analysis techniques. The research results showed that the Anambas Regency Government has not fully implemented digital-based development. There have been no regulations governing the development of digital-based marine tourism, both in strategic plans and SOPs in regulations that do not specifically address development. Second, digital media in developing marine tourism is not optimal; there is a lack of social media platforms to raise and attract public attention. The branding carried out is only limited to providing information about tourist attractions, displaying attractive photos, and at least creating marketing campaigns such as events held on the Anambas Islands, and minimally discussing access to the Anambas Islands so that tourists feel that the distance is far away and are reluctant to visit them. Overall, digital-based development is limited to uploading on social media, even though the understanding of digital-based development is broader and far from just sharing on social media. The government should have the ability to innovate and adapt in the face of various changes, such as preparing development plans based on various information on transportation access telecommunications, which can provide complete information to potential visitors so that they can have a variety of experiences.

Abstract

This study explores the changing government communication methods throughout the unusual COVID-19 epidemic, with a focus on using social media as the main instrument for engaging with the public. We utilize a bibliometric methodology, examining an extensive dataset of articles obtained from journals indexed in Scopus. Using VOSviewer software, we provide a visual representation of the main theme clusters in this research. NVivo 12 Plus also supports word cloud analysis, which allows for the discovery of commonly used phrases and patterns within the analyzed material. The results of study reveals a range of communication strategies adopted by governments globally in response to the pandemic. These measures involve promoting communication in both directions, utilizing social media platforms to spread information, and using efficient strategies to communicate risks. The data demonstrates a predominance of research that specifically examines risk communication driven by the government, emphasizing its vital role in crisis management. In addition, the VOSviewer mapping reveals the presence of four unique theme clusters. The "government communication" cluster focuses on subjects such as communication strategy, the ongoing epidemic, the challenge of fake news, and the influence on public anxiety. These areas are key to the research and investigation within this cluster. This comprehensive analysis illuminates the complex correlation between social media communication techniques and successful public health actions amidst a worldwide crisis.

Abstract

When the government is constrained regarding human and financial resources, a public-private partnership (PPP) is often considered the most effective method of providing infrastructure. As a result, the government can work with the private sector to promote the successful implementation of infrastructure projects. This study examined how the public and private sectors worked together to build the Mandalika Circuit. In addition, this investigation utilized a descriptive method combined with a qualitative approach, as well as literature, online news, and interviews as data. NVivo 12 Plus was employed to analyze the data. The results unveiled the implementation of development programs through regulations, such as Presidential Regulation (Perpres) No. 38 of 2015, Minister of Finance Regulation (Permenkeu) No. 260/PMK.08/2016, Minister of Home Affairs Regulation (Permendagri) No. 96 of 2016, and Governor Decree of West Nusa Tenggara No. 050.13-326 of 2022. Second, the readiness of the PPPs to construct the Mandalika Circuit was considered successful in terms of institutional coordination, which ran well between the regional government, central government, and the private sector. Players could boost productivity and adaptability. Moreover, the presence of non-governmental parties was based on a need for more human and financial resources to manage public services in the government sector strategically.

Abstract

The COVID-19 pandemic has brought about unprecedented challenges, prompting governments worldwide to implement social distancing measures to curb the spread of the virus. As a response, many organizations, including government agencies, have adopted remote work policies, such as working from home (WFH), to ensure the continuity of their operations while safeguarding the health and safety of their employees. The Regional Development Planning Agency of Gunungkidul District is no exception, facing the need to implement WFH measures amidst the pandemic. However, transitioning to remote work presents various challenges, particularly in ensuring the effectiveness and sustainability of public services. Therefore, understanding the factors that influence the successful implementation of WFH in this context is crucial for maintaining the quality and efficiency of public services. This study focuses on identifying these factors by examining six key variables: the availability of computers and internet networks, the ability to master technology and information, HR governance rules, organizational culture, performance evaluation instruments, and the physical conditions of the working environment. These variables were chosen based on their potential impact on WFH within the Regional Development Planning Agency. By utilizing the structural equation modeling method with the partial least squares (PLS) technique, this study aims to analyze the relationships between these variables and their effects on WFH implementation. The survey conducted with all staff of Bapeda Gunungkidul District provides valuable insights into how these factors interact and influence the successful adoption of remote work practices. The results of this study highlight the significant influence of computer and internet network availability on WFH implementation, as evidenced by the path coefficient value of 0.632, the T statistic value of 4.201, and the V value of 0.000. This finding underscores the importance of adequate technological infrastructure in facilitating remote work and ensuring the continuity of public services during challenging times like the COVID-19 pandemic. This study sheds light on the critical factors that impact the successful implementation of WFH in the Regional Development Planning Agency of Gunungkidul District. By understanding these factors, HR management can better navigate the challenges of remote work and develop strategies to optimize WFH practices, thereby maintaining the delivery of essential public services amidst crises.

Abstract

Public sector modernization has long been on the political agenda of governments around the world. This study aims to provide an overview of the development of scientific research with the theme of public sector digitalization in the last ten years, from 2014 to 2023. The researcher used the qualitative method with a literature approach. The data source was obtained by accessing journals in the Scopus database with high citation counts. The data obtained was then analyzed using VOSviewer. The results showed that 417 journals studied public sector digitalization from 2014 to 2023. It is widely assumed that the United Kingdom and the United States are the most influential countries in digitalization research in the public sector. The results showed a significant difference in research topics between the UK and the US. Even though this study provides information about public sector digitalization, it has its limitations. The main limitation is that the articles only come from the Scopus database, with no other comparative data. Future research should continue to use data from other databases to contribute more comprehensive knowledge.

Abstract

This study delves into the phenomenon of political brokers influencing village head elections in Sanggal Village and Rantau Bangkiang Village, Central Kalimantan Province, Indonesia. It employs the concepts of political brokers,patron-client relationships, and various forms of patronage to analyze how candidates utilize brokers to distribute resources and garner public support. Adopting a qualitative approach with a case study design, the research sheds light on the previously unexplored presence of political brokers within the context of village head elections, which have traditionally been seen as less susceptible to such influences compared to regional or national elections.  The findings reveal a critical role played by political brokers in securing victories for village head candidates. Interestingly, the study also identifies a deviation from the typical material-based exchange, demonstrating that brokers may be motivated by less tangible benefits or even act as volunteers. This research contributes to a more comprehensive understanding of power dynamics within village head elections by highlighting the previously overlooked role of political brokers. It raises questions about the evolving nature of political influence at the local level and the potential implications for village governance and development.

Abstract

This study examined the factors that influence the crude birth rate (CBR) in Bogor Regency, Indonesia. The study objectives were to (1) determine the relationship between education and CBR, (2) determine the relationship between income and CBR, and (3) determine the moderating effect of healthcare services and personnel on the relationship between education and CBR. A cross-sectional survey was conducted with a sample of 259 respondents. The data were collected using a structured questionnaire. The data were analyzed using descriptive statistics, regression analysis, and moderating effect analysis. The results show that education and income have a significant impact on CBR. However, income has a non-linear relationship. Higher income can lower the CBR in the Bogor district. Health services can moderate the relationship between education and CBR. The findings of this study suggest that education and income are important factors that influence CBR in Bogor Regency.

Abstract

Currently, the level of digital literacy in Indonesia still needs to be improved. In the ever-growing digital era, digital literacy is a critical skill and knowledge for society. This research aims to explore the literacy policies implemented and the challenges faced by the government in supporting increased literacy in digital governance in Indonesia. This study uses a qualitative approach using Online Research Methods (ORMs) as a data collection method. The analysis tool that is maximized is Nvivo 12 Plus. The findings of this research show that digital literacy plays an essential role in ensuring the active participation of citizens in governance, efficiency of public services, growth of the digital economy, and security in the digital environment. Strong digital literacy is essential for Indonesian society because it allows better access to online services and bridges the public into an era of ever-growing digital democratization. This condition could make Indonesia ready and adaptive to the progress of the digital era. However, the implementation of digital literacy policies is also faced with several inhibiting factors, such as disparities in access and infrastructure, economic and social challenges, lack of education and training, lack of research and data, lack of involvement and coordination between parties, rapid technological changes, including the framework regulations that are not yet fully accommodating. Therefore, Indonesia needs adaptive policies to overcome these obstacles so that digital literacy can increase evenly.
