Abstract

Penelitian ini bertujuan untuk mengetahui peran KPU Kabupaten Wonosobo dalam melaksanakan pendidikan politik dalam hal meningkatkan partisipasi politik masyarakat Kabupaten Wonosobo pada pemilu serentak 2019. Jenis penelitian menggunakan metode deskriptif kualitatif variabel terdiri dari orang yang memiliki keterkaitan dengan masalah yang diteliti. Teknik pengambilan sampel dengan purposive sampling sesuai dengan responden yang memenuhi kriteria dasar berdasarkan ciri khusus tujuan penelitian. Teknik pengumpulan data terdiri dari metode observasi, metode wawancara dan metode dokumentasi. Hasil penelitian menunjukan bahwa peran KPU Kabupaten Wonosobo dalam pendidikan politik untuk peningkatan partisipasi politik masyarakat pada pemilu serentak 2019 melakukan tahapan sosialisasi yang terdiri dari tahap persiapan dan tahap pelaksanaan. Tahap persiapan KPU menyusun target sosialisasi yang terbentuk menjadi enam belas basis. Selanjutnya KPU menyusunan metode sosialisasi sesuai dengan kebutuhan semua basis sasaran sosialisasi baik secara online maupun offline. Akhir dari tahap persiapan ini menyusun materi sosialisasi yang untuk pemilih. Materi tersebut secara global mengenai tahapan Pemilu serentak 2019. Materi terdiri dari sosialisasi pembentukan badan ad-hoc, pemutakhiran dan daftar Pemilih, pendaftaran, verifikasi dan penetapan partai politik, menetapan jumlah kursi dan menetapan dapil, pencalonan dalam Pemilu, Kampanye, tata cara pemungutan, penghitungan dan rekapitulasi hasil penghitungan suara Pemilu, penetapan hasil pemilu, Bahan Sosialisasi, alat Peraga kampanye dan Penyebaran Alat Sosialisasi. Pada tahap pelaksanan KPU menyelenggarakan sosialisasi sesuai dengan apa yang telah dimuat dalam tahap persiapan. This study aims to determine the role of the Commission of General Election (KPU) Wonosobo Regency in implementing education in terms of increasing the political participation of the people of Wonosobo Regency in the 2019 elections. This research uses a qualitative descriptive method consisting of people who have a relationship with the problem under study. The sampling technique was purposive sampling in accordance with the respondents who met the basic criteria based on the specific characteristics of the research objectives. The data study technique consisted of observation, interview and documentation methods. The results showed that the KPU of Wonosobo Regency in political education to increase public political participation in the 2019 simultaneous elections carried out socialization stages consisting of the preparation stage and the implementation stage. The preparatory stage for the KPU to set up socialization targets which are formed into sixteen bases. Furthermore, the KPU prepares a socialization method according to the needs of all target bases of socialization, both online and offline. At the end of the preparation stage, the socialization material for voters was compiled. This material is globally in the stages of the 2019 simultaneous elections. The material consists of socialization of an ad-hoc body, updating and voter lists, registration, monitoring and political determination, determining the number of seats and determining electoral districts, nominating elections, campaigning, voting procedures, counting votes, determination of results, socialization materials, election campaign tools and dissemination of socialization tools. At the implementation stage, the KPU conducts outreach in accordance with what has been stated in the preparation stage.

Abstract

The development of beach tourism could increase original local income, in that case Pemalang Regency’s government made a Local Rregulation to optimize the potential of Widuri Beach tourism. The objective of this research is: (1) What are Pemalang Regency’s government policy corresponding to the Pemalang Regency’s Local Regulation Number 6 Year 2008 relating about Widuri Beach Tourism Area. (2) How is the implementation of Pemalang Regency’s Local Regulation number 6 year 2008 relating about Widuri Beach Tourism Area. The research methods that was used in this research is qualitative research. The type of data that was used is primary and secondary data. The data collecting technique was using observation technique, interviews and documentation. This research was using qualitative analysis which covers data reduction technique, data presentation and data conclusion. The result of this research shows that: (1) Pemalang Regency’s Government policy corresponding to Pemalang Regency’s Local Regulation number 6 year 2008 relating about Widuri Beach Tourism Area which are: (a) The policy of development of tourism facilities and infrastructure (b) Guidance, arrangement, supervision and control of tourism (2) The implementation of Pemalang Regency’s Local Regulation number 6 year 2008 relating about Widuri Beach Tourism Area based on Edwards’ perspective, which are: (a) Communication are done through direct meeting, coordination meeting and socialization (b) Resources, resources in the implementation of this local regulation, whether in the human resources or money resources, both are very limited. The money resources came from APBN and APBD. The limited human resources can be supported with the help of contract employee (c) Dispositions, the implementers do the task based on the directives of the local regulation and the leader (d) Bureaucratic structure, bureaucratic structure is not effective and efficient and cause the employee to be burdened, but the government can maximize that bureaucratic structure. The researcher suggests that: It is necessary to increase the budget from Pemalang Regency’s Government to support the regional development of Widuri Beach Tourism Area optimally and it is necessary to increase the human resources based on the fiels that needed.

Abstract

The case of child and woman violence in Kendal District has increased for three consecutive years since 2013. One of the agencies responsible for the prevention of child and female violence cases in Kendal District is the Women's Empowerment and Family Planning Agency (BPPKB). So the the problem in this research are (1) How is the effort of BPPKB in handling child and woman violence case in Kendal District?, (2) What is the cooperation system of BPPKB with other institutions?, and (3) What kind of problems did BPPKB get in handling cases of child and woman violence in Kendal District?. The results of the research show (1) the effort that has been done by BPPKB in handling cases of child and woman violence can be divided into two, prevention and handling after the happening of the case. As a prevention, BPPKB has conducted socialization activities with the material of Law Number 23 Year 2002 regarding Child Protection and Law Number 23 Year 2004 on the Elimination of Domestic Violence. Then for the post-case handling, the victims will be given five services in the form of Reporting Service, Health Service, Advocacy Service, Rehabilitation Service by Shelter and lastly Service of Return and Social Reintegration. (2) Cooperation conducted by BPPKB with other institutions contained in the Decree of Regent of Kendal Number: 463/248/2012 then formed an Integrated Service Team on Handling of Violence Against Women Based on Gender and Child which then formed an organization of Center for Integrated Service of Handling of Violence of Women and Larasati Children (PPT - PKPA Larasati). (3) The problem faced by BPPKB is the lack of human resources and infrastructure facilities. The suggestions that can be given is the addition of the number of human resources officers in both the reporting service and medical services, increasing the intensity of socialization in various layers of society and maintaining cooperation relationship between BPPKB and various related agencies that work together.

Abstract

Tugas Kepala Desa adalah mengenali apa saja potensi lokal yang dimiliki daerahnya. Kepala Desa memiliki peran dalam penguatan potensi lokal di Desa Grogol Kecamatan Weru Kabupaten Sukoharjo yaitu peran Kepala Desa sebagai motivator sebagaimana kepala desa telah melaukan penyuluhan kepada masyarakat, peran Kepala Desa sebagai fasilitator sebagaimana kepala desa telah mengupayakan pendanaan guna memfasilitasi Tenun Sari dan peran Kepala Desa sebagai dinamistator sebagaimana kepala desa mengadakan paradiga guna mengkoordinasikan pengembangan potensi desa bersama seluruh aparatur desa pada umumnya dan seluruh anggota masyarakat pada khususnya. Strategi yang dilakukan kepala desa dalam memajukan Tenun Lurik yaitu dengan cara mengajarkan kepada tenun Sari cara memmasarkan lurik dengan internet sehingga Lurik dapat diketahui oleh masyarakat luas. Kepala Desa juga giat dalam memperkenalkan lurik kepada tamu-tamu desa agar Lurik desa grogol sendiri dikenal dikalangan pejabat setempat dan akan mudah dalam hal pengajuan bantuan. Kendala dalam pengembangan Lurik sendiri berasal dari masyarakat yang masih beranggapan bahwa menenun atau bergabung dengan Tenun Sari sendiri belum bisa dijadikan pendapatan hidup yang menjadikan dan lebih memilih untuk menggarap sawah. Ditambah lagi potensi desa yang terdapat di desa Grogol tidak hanya Lurik saja melainkan ada beberapa potensi lain seperti mebel,wuwung,genteng press dan lain-lain. Saran yang diberikan adalah agar Kepala Desa lebih intens lagi dalam upaya mendekatkan diri dengan masyarakat dan dilakukannya sosialisasi secara menyeluruh ke anggota masyarakat agar seluruh anggota masyarakat mau bergabung dengan organisasi yang dibuat pemerintah desa guna memajukan potensi desa. The duty of the village chief is to recognize what lokal potential the region has.Village Head has a role in strengthening lokal potential in Grogol Village, Weru Sub-district, Sukoharjo Regency, namely the role of the Village Chief as a motivator, such as the village chief having conducted outreach to the community, the role of the Village Chief as a facilitator such as the village chief has sought funding in order to facilitate Tenun Sari, and the role of the Village Chief as a leader like held a paradiga in order to coordinate the development of the village potential together with all village officials in general and all members of the community in particular. The strategy undertaken by the village chief in advancing Lurik Weaving is by teaching Tenun Sari how to sell Lurik on the internet hence Lurik can be known by the wider community. The village chief is also active in introducing Lurik to village guests hence Grogol Village Lurik itself is known among lokal officials and will be easy in terms of propose aid, as in funding. The obstacles in the development of Lurik itself come from people who still think that weaving or joining Tenun Sari itself cannot be used as living income that makes them and prefers to work as farmer. In addition, the potential of the village found in the village of Grogol is not only Lurik, but there are several other potentials such as furniture, wuwung, tile press and others. The suggestion given is that the village chief is more intense in his efforts to get closer to the community and conduct a comprehensive socialization to community members hence all members of the community want to join the organization created by the village government to advance the village’s potential.

Abstract

Kaderisasi merupakan hal yang penting dalam sebuah organisasi, terutama organisasi pengaderan seperti PMII, dengan adanya kaderisasi menandakan adanya kelanjutan dari sebuah organisasi. Kaderisasi yang merupakan proses kegiatan penyiapan, membina, serta mengasuh sumber daya manusia secara terdidik dan berkesinambungan, harapannya mampu menghasilkan kader yang dapat memimpin dengan baik untuk mengganti pemimpin yang lama serta membangun peran dan fungsi organisasi lebih baik. Rumusan masalah dalam penelitian ini adalah: (1) Bagaimana kaderisasi PMII Cabang Kota Semarang dilaksanakan? (2) Bagaimana pelaksanaan kegiatan pelatihan kepemimpinan dalam kaderisasi PMII ?. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif. Teknik pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi. Hasil penelitian yang diperoleh menunjukan bahwa kaderisasi organisasi PMII berperan dalam meningkatkan kapasitas kepemimpinan anggota melalui program kaderisasi formal, nonformal, dan informal. Tahapan kaderisasi PMII terdiri dari tahap rekrutmen, pendidikan atau pelatihan, dan pengabdian. Dalam tahap pendidikan atau pelatihan khususnya bentuk kaderisasi formal mengenal jenjang kaderisasi. Diawali dengan MAPABA yang dilaksanakan di tingkat Rayon atau Fakultas, kemudian PKD yang dilaksanakan di tingkat Komisariat atau Universitas, dan PKL yang dilaksanakan langsung oleh Pengurus Cabang PMII Kota Semarang. Adapun metode yang sering digunakan oleh PMII Cabang Kota Semarang dalam melaksanakan kaderisasinya adalah diskusi dan juga distribusi kader. Regeneration is important in organizations, especially cadre organizations such as PMII, with the presence of cadre signification of the existence of an organization. The regeneration which is the process of preparing, developing and caring for educated and sustainable human resources, hopes to be able to produce cadres who can lead well to replace the old leaders and develop the role and function of the organization better.The purpose of this research is to find out:(1) How is the regeneration of PMII in the branch of Semarang City carried out? (2) How is the implementation of leadership training activities in PMII regeneration?. The research method used in this research is qualitative. Data collection techniques using interview techniques, observation, and documentation. The results obtained indicate that PMII organizational regeneration plays a role in improving student leadership capacity through formal, non-formal and informal regeneration programs. The stages of PMII regeneration consist of the stages of recruitment, education or training, and service. In the education or training stage, especially in the form of formal regeneration, recognize the level of regeneration. It starts with MAPABA which is carried out at the Rayon or Faculty level, then PKD is carried out at the Commissariat or University level, and PKL is carried out directly by the PMII Semarang Branch Management. The method that is often used by PMII Semarang City Branch in carrying out its regeneration is discussion and also the distribution of cadres.

Abstract

Warga keturunan Arab adalah orang-orang yang taat dalam menjalankan syariat Islam karena agama Islam berasal dari tanah Arab. Islam merupakan agama dari hampir seluruh masyarakat dalam komunitas keturunan Arab di Pasar Kliwon, namun uniknya Islam justru bukan menjadi pedoman bagi komunitas tersebut dalam kehidupan politik mereka. Tujuan penelitian ini untuk mendeskripsikan afiliasi politik yang terjalin antara warga keturunan Arab dengan PDIP di Surakarta dan faktor pendorong warga keturunan Arab dalam menentukan afilliasi politiknya. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data berupa wawancara dan dokumentasi. Uji validitas data menggunakan teknik triangulasi sumber. Hasil penelitian menunjukkan bahwa warga keturunan Arab dalam afiliasi politiknya dengan PDIP memiliki loyalitas yang tinggi. Selain itu, Bergabungnya mereka dengan PDIP agar mendapatkan rasa aman. Lalu, faktor pendorong mereka dalam menentukan afiliasinya sebagai aktor politik yaitu terdiri dari faktor lingkungan sosial politik tak langsung, faktor lingkungan sosial politik langsung, struktur kepribadian yang tercermin dalam sikap. Sedangkan faktor pendorong afiliasi politik warga keturunan Arab sebagai warga negara, yaitu sejauh mana mereka menerima perangsang politik lalu karakteristik pribadi mereka yang terbuka, sosiabel, dan ekstrovert. Sementara saran ditujukan kepada DPC PDIP Surakarta agar melakukan sosialisasi dan rekruitmen kepada warga keturunan Arab agar ada regenerasi di kepengurusan partai tiap periodenya. The people of Arab descent are those who are obedient in Islamic law because the Islamic religion comes from the land of Arabia. Islam is a religion of almost all communities in the Arab descent community at Pasar Kliwon, but its unique because Islam is not a guideline for the community in their political life. The purpose of this research is to describe the political affiliation between the Arabs and the PDIP in Surakarta and the driving factor of Arab citizens that determining their political pronunciation. This research uses a qualitative approach with data collection methods in the form of interviews and documentation. Test the validity of data using the source triangulation technique. The results showed that citizens of Arab descent in his political affiliation with PDIP had a high loyalty. In addition, they joined the PDIP to get a sense of security. Then, their driving factor in determining its affiliates as a political actor is comprised of an indirect socio-political environmental factor, direct socio-political environmental factors, a personality structure reflected in attitudes. While the driving factor of political affiliation of Arab citizens as citizens, the extent to which they accept political stimulant and their personal characteristics are open, sociable, and extrovert. While the advice is addressed to DPC PDIP Surakarta to socialize and recruitment to the people of Arab descent in order to be regenerating in the management of the party each of its period. Abstract

Pendapatan asli desa masih menjadi masalah yang belum terselesaikan. Oleh karena itu diperlukan strategi yang tepat untuk menyelesaikan masalah tersebut. Metode penelitian yang digunakan adalah kualitatif, penelitian ini berfokus pada strategi, peningkatan,pendapatan asli desa dan kesejahteraan masyarakat di Desa Mororejo, Kaliwungu, Kendal. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Untuk mengetahui adanya keabsahan data menggunakan triangulasi sumber. Data dianalisis menggunakan triangulasi sumber dengan langkah langkah sebagai berikut melalui mengorganisasikan data, memilah data, mensistesikannya, mencari, dan menemukan pola, menemukan data penting dan tidak, dan memutuskan hasil yang didapatkan untuk dikeluarkan kembali. Hasil penelitian meliputi (1) Strategi yang digunakan BUMDes untuk meningkatkan pendapatan asli desa yaitu dengan mengelola 3 (tiga) unit usaha yaitu pengelolaan unit usaha sampah, pengelolaan lapangan sepakbola Desa Mororejo, dan pengelolaan wisata pantai Ngebum. Semenjak berdirinya BUMDes Moro Berkah tahun 2019 telah berhasil meningkatkan PADes sebesar 50% dari Rp 328.450.00 menjadi Rp 644.000.000 dan Rp 762.400.000, (2) Dampak peningkatan pendapatan asli desa terhadap kesejahteraan masyarakat Desa Mororejo yaitu: (1) bertambahnya sarana dan prasarana yang dimiliki Desa Mororejo, (2) meningkatnya penghasilan masyarakat setelah menjadi anggota BUMDes dan pengelola berbagai kegiatan usaha yang dikembangkan BUMDes Moro Berkah. Saran penulis adalah (1) BUMDes melakukan pengembangan unit usaha pengelolaan wisata pantai Ngebum, pengelolaan sampah, pengelolaan lapangan sepakbola Desa Mororejo lalu membuka lapangan pekerjaan di masing-masing unit usaha untuk warga Desa Mororejo; (2) BUMDes mampu menjalin kerjasama dengan media partner untuk melakukan promosi. The village's original revenue is still an unresolved issue. Therefore it takes the right strategy to solve the problem. The method of research used is qualitative, this study focuses on the strategy, improvement, the original income of the village and the welfare of the people in Mororejo village, Kaliwungu, Kendal. Data collection techniques using observation, interviews, and documentation. To be aware of the validity of data using source triangulation. The data was analyzed using source triangulation with the following step by organizing the data, sorting the data, searching, locating, and locating the pattern, finding important data and not, and deciding which results to be issued again. The results of the research include (1) The strategy that BUMDes uses to increase the village's original revenue by managing 3 (three) business units, namely the management of waste business units, the management of Mororejo Village football field, and the management of Ngebum beach tourism. Since the foundation of BUMDes Moro Blessing in 2019 has managed to increase PADes by 50% from Rp 328.450.00 to Rp 644 million and Rp 762.4 million, (2) The impact of the village's original revenue on the welfare of the Mororejo Village is: (1) The increase of infrastructure owned by Mororejo village, (2) increased community income after becoming a member of BUMDes and the management of various business activities developed by BUMDes Moro Blessing. The author's suggestion is (1) BUMDes conducts development of Tourism Management Unit of Ngebum Beach, waste management, football field management, and opened the job field in each business unit for the residents of Mororejo village; (2) BUMDes is able to establish cooperation with media partners to conduct promotions.

Abstract

Penelitian ini mencoba untuk mengidentifikasi Kontestasi Calon Legislatif Perempuan Kabupaten Batang pada Pemilu 2019. Informan dalam penelitian ini adalah caleg perempuan yang mengikuti Pemilu Legislatif 2019 di Kabupaten Batang. Hasil penelitian menunjukkan bahwa caleg perempuan di Kabupaten Batang kurang baik dalam menata diri di depan panggung, strategi politik pemasaran tidak berjalan maksimal, dan modal ekonomi terbatas. Selain itu ditemukan faktor pendukungnya adalah nomor urut kecil, modal sosial, dan modal politik. Faktor penghambat tersebut adalah faktor personal dan psikologis, sosial budaya, kelembagaan politik, modal ekonomi, sistem sainte league murni, dan politik uang. Kuota 30% untuk legislatif perempuan tidak terpenuhi di DPRD Batang. This study attempts to identify the Women Legislative Candidates Contestation of Batang Regency in General Election 2019. The informants in this study were women legislative candidates who joined the legislatif election 2019 in Batang Regency. The results shows that the women legislative candidates in Batang Regency are not good enough in managing themselves on the front stage, the strategy of marketing politic did not work maximal, and economic capital was limited. Moreover, it found the supporting factors are small serial number, social capital, and political capital. The obstacle factors are personal and psychological factors, socio-cultural, political institutions, economic capital, sainte league murni system, and money politic. Quota 30% for women legislative not fulfilled in Batang parliament.

Inovasi birokrasi dalam pengembangan sektor pariwisata menjadi harapan bagi kesejahteraan masyarakat Kota Semarang, oleh sebab itu birokrasi Kota Semarang perlu memperbaiki sistem pelayanan publik dan meningkatkan daya saing untuk mendatangkan wisatawan domestik dan mancanegara. Inovasi yang dilakukan oleh birokrasi Kota Semarang dianalisis menggunakan perspektif teoretis birokrasi dari Max Weber. Penelitian ini bertujuan untuk mengkaji dampak inovasi birokrasi dalam bidang pariwisata bagi kesejahteraan masyarakat. Penelitian ini menggunakan pendekatan kualitatif. Fokus penelitian ini adalah dampak inovasi birokrasi dalam bidang pariwisata bagi kesejahteraan masyarakat. Sumber data diperoleh dari informan, dokumentasi, dan peristiwa. Hasil penelitian menunjukkan bahwa dampak dari inovasi birokrasi dalam bidang pariwisata di Kota Semarang yaitu kesejahteraan masyarakat meliputi terpenuhinya kebutuhan perekonomian bagi masyarakat yang dapat dimanfaatkan untuk beberapa perkerjaan atau profesi diantaranya yaitu a) pedagang; b) tukang parkir; c) petugas keamanan; d) petugas kebersihan; e) supir transportasi; f) warga masyarakat. The tourism sector is currently the major sector namely as a foreign exchange contributor to the state and regional income suppliers. Bureaucratic innovation in the development of the tourism sector become an opportunity for the welfare of the Semarang Society, therefore the Semarang City bureaucracy needs to improve the public service system and increase the competitiveness to attract the interest of domestic and foreign tourists. The innovations that are carried out by the Semarang City bureaucracy were analyzed by using the bureaucratic theoretical perspective of Max Weber. This study aims to assess the impact of bureaucratic innovation in the development of tourism for the welfare of the society. This study uses a qualitative approach. The focus of this study is the impact of bureaucratic innovation in the development of tourism for the welfare of the society. The data sources were obtained from informants, documentation, and events. The results showed that the impact of bureaucratic innovation in the tourism development in Semarang, namely the welfare of the society that includes the fulfillment of economic needs for the society which can be used for several occupations including a) traders; b) parking attendants; c) security officers; d) janitors; e) transportation drivers; f) society members.

Abstract

Salah satu daerah yang mengalami banjir rob cukup parah adalah Kabupaten Pekalongan. Oleh sebab itu, Pemerintah Kabupaten Pekalongan berusaha menanggulangi potensi banjir rob tersebut dengan sejumlah kebijakan penanggulangan banjir rob. Rumusan masalah dalam penelitian ini adalah: (1) apa saja bentuk kebijakan penyelenggaraan penanggulangan banjir rob di Kabupaten Pekalongan? (2) bagaimana implementasi kebijakan penyelenggaraan penanggulangan banjir rob di Kabupaten Pekalongan? Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif. Jenis data yang digunakan adalah data primer dan data sekunder. Teknik pengumpulan data menggunakan metode wawancara, observasi, dan dokumentasi. Teknik analisis yang digunakan ialah teknik analisis kualitatif model interaktif yang meliputi penyajian data, reduksi data, dan kesimpulan data. Hasil penelitian menunjukkan: (1) bentuk kebijakan penanggulangan banjir rob di Kabupaten Pekalongan adalah Peraturan Daerah Nomor 8 Tahun 2017 tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Pekalongan 2016-2021; kesepakatan Bersama Nomor 614.11/9/MoU/2017 tentang Pengendalian Banjir dan Rob di Kabupaten dan Kota Pekalongan; dan Roadmap Penanganan Rob Kabupaten Pekalongan; (2) Implementasi kebijakan penanggulangan rob berdasarkan tahap implementasi Hogwood dan Gunn: (a) tahap persiapan kebijakan dengan memasukkan persoalan rob sebagai agenda prioritas pembangunan di RPJMD Kabupaten Pekalongan; (b) tahap pelaksanaan kebijakanberupa daftar kebijakan yang tercantum dalam Roadmap Penanganan Rob; (c) tahap evaluasi kebijakan dilakukan oleh pihak masyarakat, pemerintah, dan kalangan akademisi. Saran yang diberikan adalah diperlukan kebijakan berbasis lingkungan secara menyeluruh, serta perencanaan penggunaan tata ruang di wilayah tanggul. One area that has experienced severe tidal floods is Pekalongan Regency. Therefore, the Government of Pekalongan Regency is trying to overcome the potential of the tidal flood with a number of tidal flood control policies. The formulation of the problems in this study are: (1) what are the forms of policies for managing the tidal flood prevention in Pekalongan Regency? (2) how is the implementation of the policy of tidal flood management in Pekalongan Regency? The research method used in this study is qualitative. The type of data used is primary data and secondary data. Data collection techniques using interviews, observation, and documentation. The analysis technique used is a interactive model of qualitative analysis technique that includes data presentation, data reduction, and data conclusions. The results of the study show: (1) the form of the tidal flood prevention policy in Pekalongan Regency is Regional Regulation No. 8 of 2017 concerning the Medium-Term Development Plan for Pekalongan Regency 2016-2021; Joint Agreement Number 614.11 / 9 / MoU / 2017 concerning Flood and Rob Control in Pekalongan Regency and City; and the Rob Pekalongan District Roadmap for Handling. (2) the implementation of the rob countermeasure policy is based on the implementation phase of Hogwood and Gunn: (a) the stage of policy preparation by including the rob issue as a priority development agenda in the Pekalongan Regency RPJMD; (b) the policy implementation stage in the form of a list of policies listed in the Rob Handling Roadmap; (c) the policy evaluation stage is carried out by the community, government, and academics. The advice given is that a comprehensive environmental-based policy is needed, as well as planning for spatial use in embankment areas.
