Abstract

The relationship between human and ecosystem is inseparable from one another. Ecosystem management is also a reflection of human knowledge on the ecosystem itself. It is the knowledge structure that determines the pattern of relationship developed between man and environment in the surrounding ecosystem. Taking the example of the pattern of relations of community-environment as practiced by indigenous people in Tasik Chini, Malaysia, this paper shows how one of the good practice of traditional ecological knowledge is produced and reproduced by local people to be able to create a pattern of harmonious relations among citizens and between communities with its environment.

Abstract

Water resources development at this time led to the front view policy known as waterfront term. This policy is to make water resources as the main area for regional development. The concept of ‘front view’ was developed originally to give understanding to people of the water resources as not only functional but also interesting to look at. On the other side, front view-based development has become the means of developing active interaction among people aroung the site.With regard to the construction of waterfront along the river, the social interaction of community members has become more meaningful, because apparently this is the cause of the unity of the community in the development of their area. As the most communities along the river are lower middle class people who are prone to conflict, this idea of front view-based river bank construction has united the people on one side of the river with another.

Abstract

Rawa Pening is one of the swamp ecosystem which are important for not only the local residents of Ambarawa, Semarang, but also the communities in northern parts of Central Java. Rawa Pening as ecological systems has ability to allow water demarcation, so flood can be avoided during the heavy rain and a severe drought can be prevented when the dry season comes. Rawa Pening in the context of the natural sciences, is only limited to the physical existence of a puddle. However, when it is observed further, then its existence is a part of a more complex system, which involves social-political actors. In this framework, the construction which is planned for Rawa Pening consequently involves values believed by local people. They are in relation to either culture, economy or politics. This study aims to reveal how Rawa Pening is seen from the point of view of environmental politics briefly. Rawa Pening is no longer viewed only as a water border, but also discourse space of public policy which involves the community, the state, and certainly, the ecosystem itself. Therefore, this study will describe Rawa Pening in the viewpoint of natural science, social science, and political economy, as well as political environment as a multidisciplinary study.Keywords: Rawa Pening, Local Communities, Environmental Politics Rawa Pening merupakan salah satu ekosistem yang penting bagi masyarakat, bukan saja bagi warga yang ada di daerah Ambarawa, Kabupaten Semarang, bahkan juga sebagian wilayah utara Jawa tengah. Rawa Pening menjadi sistem ekologi yang memungkinkan adanya sempadan air sehingga tidak menyebabkan banjir manakala datang hujan besar dan juga tidak ada musibah kekeringan yang parah manakala ada musim kemarau panjang. Rawa Pening dalam konteks ilmu alam, memang hanya sebatas pada keberadaan fisikal dari sebuah ‘genangan air’. Namun demikian, ketika dibaca lebih jauh, maka keberadaannya merupakan bagian dari sistem yang lebih kompleks, yang melibatkan aktor-aktor sosial-politik. Dalam kerangka ini, pembangunan yang ditujukan pada Rawa Pening mau tidak mau harus melibatkan nilai yang diyakini masyarakat lokal. Baik dalam kaitannya dengan nilai-nilai budaya, ekonomi maupun politik. Tulisan ini hendak membaca secara ringkas bagaimana Rawa Pening dilihat dari kaca mata politik lingkungan. Rawa Pening tidak lagi dilihat hanya sebagai sempadan air, melainkan juga ruang diskurus kebijakan publik yang melibatkan masyarakat, negara dan juga tentunya ekosistem itu sendiri. Oleh karenanya, tulisan ini akan mendeskripsikan Rawa Pening dalam sudut pandang sains, ilmu sosial, politik ekonomi, hingga politik lingkungan itu sendiri sebagai kajian yang multidisiplin.Kata Kunci: Rawa Pening, Masyarakat Lokal, Politik Lingkungan

Abstract

The development of beach tourism could increase original local income, in that case Pemalang Regency?s government made a Local Rregulation to optimize the potential of Widuri Beach tourism. The objective of this research is: (1) What are Pemalang Regency?s government policy corresponding to the Pemalang  Regency?s Local Regulation Number 6 Year 2008 relating about Widuri Beach Tourism Area. (2) How is the implementation of Pemalang Regency?s Local Regulation number 6 year 2008 relating about Widuri Beach Tourism Area. The research methods that was used in this research is qualitative research. The type of data that was used is primary and secondary data. The data collecting technique was using observation technique, interviews and documentation. This research was using qualitative analysis which covers data reduction technique, data presentation and data conclusion. The result of this research shows that: (1) Pemalang Regency?s Government policy corresponding to Pemalang Regency?s Local Regulation number 6 year 2008 relating about Widuri Beach Tourism Area which are: (a) The policy of development of tourism facilities and infrastructure (b) Guidance, arrangement, supervision and control of tourism (2) The implementation of Pemalang Regency?s Local Regulation number 6 year 2008 relating about Widuri Beach Tourism Area based on Edwards? perspective, which are: (a) Communication are done through direct meeting, coordination meeting and socialization (b) Resources, resources in the implementation of this local regulation, whether in the human resources or money resources, both are very limited. The money resources came from APBN and APBD. The limited human resources can be supported with the help of contract employee (c) Dispositions, the implementers do the task based on the directives of the local regulation and the leader (d) Bureaucratic structure, bureaucratic structure is not effective and efficient and cause the employee to be burdened, but the government can maximize that bureaucratic structure. The researcher suggests that: It is necessary to increase the budget from Pemalang Regency?s Government to support the regional development of Widuri Beach Tourism Area optimally and it is necessary to increase the human resources based on the fiels that needed.

Abstract

Today, civil society is identical to non-government organization (NGO) or Civil Society Organization. Institutional perspective causes the society to always be seen as an organizational entity: as a complete organization with its structure. Consequently, analysis on society will always be nuanced with relation to other institutions: coordination, subordination, opposition, or being attached to each other. This article proposes a new idea on civil society, which is suspected not always working within the institution framework, but instead with a more basic foundation that is ideational thrust. This situation is traceable through Vosviewer tools with Scopus data and Google Scholar database, by selecting one community as a representation. Activities that civil society does are, substantially, ideational discourse from inter-institution actors. Civil society movement is based on ideas, not on institutional administration coordination. This research analyzes Indonesia Open Science Epistemic Community, a community that actively promotes science openness and publication in fulfilling the academic and policy needs. This community transcends institutional division because it involves governmental actors by focusing on ideas. Therefore, this community’s existence could be the new alternative in reading civil society activity.

Abstract

Democracy is the most popular system in our political discourse, not only in the global world but also in Indonesia. Democracy presents the common interest of people. Using all the infra-structure and supra-structure, the people interest could be contested as a government policy. The government policy, in Indonesia, has been produced in two mechanisms: Musyawarah Mufakat and Majority vote. Both of them based on our value called Pancasila. With the problem in democracy including space and number of people, musyawarah mufakat sometime replace in another process like majority vote. The example for majority vote is election, in national both in national scale and local scale such as Citi, Residence, and Province. But in other place musyawarah mufakat also perform in the making of policy in legislative level. In some case, the decision of discourse for government problems was decided by musyawarah mufakat. So, in this case, Musyawarah mufakat and Majority vote are same in the range of democracy system. Both of them also have fundamental reason that has fundamental reason as implementation of Pancasila as national value.

Abstract

A study of science today is inseparable from a diversity of contexts. This is also reflected in society’s discourse on the positioning of science itself. To that end, principles of science cannot be actualized as such, rather must be underpinned by society needs that are reflected in research and pre requisites of science manifested in reengineered forms. Findings that relate to the environment, especially water, are crucial today in many areas.   By using a comparative and in-depth interview methodologies in a qualitative manner, this article which is based on a research that was conducted during   2008-2016 period in Code- Yogyakarta city (Indonesia), Air Panas Diwak- Semarang (Indonesia), Umbul Cokro-Klaten (Indonesia), Rawa Pening-Salatiga district (Indonesia), Curug Kalisidi- Semarang city (Indonesia) and Tasik Chini- Negeri Pahang (Malaysia), makes it interesting for a variety of reasons. First, based on a lot of previous literature, this article makes an argument that water with all its manifestations and forms, must have the quality of fulfilling needs of society. Water as an integral part of science, is accorded the position of a subject as well as an object in relation to society.
