Abstract

This study aims to analyze the management of social assistance by the Serang City Social Affairs Office, with a case study focus on Cipocok Village, Cipocok Subdistrict. Social assistance programs are a crucial tool in poverty alleviation, but their implementation often faces challenges regarding data accuracy and distribution effectiveness. Using a qualitative research method with a case study approach, data were collected through in-depth interviews, observations, and public information documentation. The results indicate that the social assistance management process in Cipocok Village has followed applicable regulations, from data collection through to distribution. Nevertheless, several major obstacles were identified, such as inclusion and exclusion errors stemming from inaccuracies in the Integrated Social Welfare Data (DTKS). These obstacles are exacerbated by delays in data updates at the grassroots level and a lack of transparency in the verification and validation processes in the field. Consequently, the distribution of social assistance has not been fully targeted or equitable. This study recommends the need to strengthen a community-based data update system on a regular basis, improve coordination between the Social Affairs Office and village officials, and optimize participatory oversight to minimize misallocation and ensure transparency in the management of social assistance in the future. Abstract

This study aims to evaluate the implementation of flood disaster management policies in Kasemen Subdistrict by the Regional Disaster Management Agency (BPBD) of Serang City, particularly in response to the major flooding that occurred in early 2026. Geographically, Kasemen Subdistrict is a downstream area prone to annual flooding due to the confluence of the Cibanten River overflow and tidal flooding (rob). Based on preliminary research, several issues were identified in the field, such as insufficient pre-disaster mitigation outreach, low levels of community self-preparedness, and suboptimal distribution of quick-response aid during emergency response. To analyze these issues, this descriptive qualitative study was designed using William N. Dunn’s six-criteria policy evaluation framework, which includes effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Data collection was designed using direct observation, in-depth interviews with the Regional Disaster Management Agency (BPBD) and affected communities, and documentation. Through this approach, the research results are expected to map bureaucratic barriers, assess the alignment of Local Regulation No. 3 of 2021, and formulate comprehensive long-term strategic recommendations for disaster management in Serang City.

Abstract

Digital transformation in public administration has prompted various public agencies to adopt electronic systems, including in civil registration services. This study aims to examine the readiness of the Lebak Regency Population and Civil Registration Office to implement the Electronic-Based Government System (SPBE) for e-ID card services. The study was conducted using a descriptive qualitative approach with data collection techniques including field observations, in-depth interviews, and document analysis. Data analysis followed the interactive model by Miles, Huberman, and Saldana (2014), which encompasses data condensation, data presentation, and the drawing and verification of conclusions. The research findings indicate that the level of SPBE readiness within the agency is not uniform across all dimensions examined. The regulatory and policy framework is the strongest aspect, supported by a tiered legal framework ranging from the national to the local level. Leadership commitment and digital service innovations that have been in place since 2020 also serve as positive organizational assets. On the other hand, the limited number of civil servants, the suspension of formal training due to budget cuts, and the limited reach of digital services to the public remain challenges that require serious attention. Data indicates that out of approximately 1,500,000 residents, only about 1% are registered as users of online services, suggesting that the information gap is far more significant than the technological gap itself. This study recommends strengthening human resource capacity, optimizing infrastructure development budgets, and intensifying public communication as priority steps toward a more inclusive and equitable implementation of the SPBE.
