Abstract

This study examines the role and potential of the pentahelix model in preventing divorce in Pamekasan, as well as the forms of assistance provided by the Ministry of Religious Affairs in fostering keluarga sakinah. The research employs an empirical legal approach with a qualitative case study design. Data were collected through in-depth interviews, observations, and document analysis involving key stakeholders, including government institutions, academics, community leaders, media, and the private sector. The findings reveal that divorce prevention efforts are dominated by government and community actors, particularly through premarital guidance, counseling, and mediation conducted by the Ministry of Religious Affairs and KUA. Meanwhile, the roles of academia, media, and the private sector remain limited and not yet fully integrated. The Ministry of Religious Affairs implements both preventive and curative programs, such as Bimbingan Perkawinan (Bimwin), family counseling, religious outreach, and sakinah family development. These efforts have contributed to improving legal and religious awareness and enhancing family resilience. However, the effectiveness of these programs remains suboptimal, as indicated by fluctuating divorce rates. This study concludes that the lack of synergy among pentahelix actors is the main challenge in divorce prevention. Strengthening collaborative and integrative approaches is essential to enhance the effectiveness of family resilience programs.

Second, implementation of digital transformation of Islamic education at Pesantren Madura. Third, opportunities and challenges for pesantren in facing digital transformation in Islamic education. The Kiai in Pesantren Madura who initially practiced traditional Islamic education were following the development of digital transformation. The positive response can be seen from their perspective on the digital transformation of Islamic education and its implementation in facing digital transformation. Also, some Pesantren have prepared digital literacy facilities and human resources. Even though they have great opportunities in implementing digital transformation, they have the challenge of limited human resources and facilities.

Abstract

Abstract: This study explores the mixed attitudes of Muslim Generation Z towards premarital counseling in Branta Tinggi village, Madura, Indonesia. Born between 1995 and 2010, Gen Z shows a shift from traditional-religious marriage models to more rational-religious approaches, influenced by digital exposure to marriage challenges and economic uncertainties. Field research in Branta Tinggi reveals that, although Gen Z respects premarital counseling as both a religious and social necessity, they also view it with skepticism due to concerns about its administrative nature and effectiveness. The study finds a dual perspective: premarital counseling is not a religious requirement for a valid marriage according to fiqh, but it is mandatory for state recognition under Indonesian law. Participants have specific expectations for the content and delivery of counseling, favoring interactive, ICT-based approaches that cover sensitive topics thoroughly rather than idealized presentations. Overall, this research sheds light on how digital-native generations balance traditional values with modern rationality in marriage preparation, offering insights for religious institutions and policymakers aiming to improve the effectiveness of premarital counseling.
