Abstract

Indonesian national education is the result of a continuous interaction between government policies and the contributions of civil society, including modern religious organizations such as Muhammadiyah, which has played a significant role in educational transformation since 1912. Amidst the demands of globalization and the need for an inclusive, adaptive, and character-based education system, it is important to understand Muhammadiyah’s influence in shaping the direction of national education policy. This study aims to identify the forms of this influence, including institutional contributions, advocacy roles, curriculum innovation, and strategic partnerships in supporting national education development. The Systematic Literature Review (SLR) method was used to systematically analyze 40 relevant accredited journal articles, resulting in a comprehensive thematic mapping. The results show that Muhammadiyah has a significant influence in four main aspects: expanding access to education through a broad and equitable network of institutions, contributing to policy advocacy involving Muhammadiyah figures and formal institutions, innovating in Islamic-based curriculum and pedagogy, and forming strategic partnerships with the government in equalizing and improving the quality of national education. Analysis of the distribution of articles shows that 35% focused on institutional contributions, 25% on policy advocacy, 20% on curriculum innovation, and 20% on forms of educational partnerships.

Abstract

Globally, educational institutions face the challenge of transitioning from administrative Human Resource Management (HRM) to Strategic HRM (SHRM) to enhance quality and competitiveness. This challenge is acute for value-based institutions like Islamic schools, which must align HR practices with both academic goals and religious mission. This study aims to analyze the implementation and strategic alignment of HRM in Muhammadiyah Junior High Schools in Padang City, Indonesia. Employing a mixed-methods sequential explanatory design, data were collected through surveys of teachers and staff, followed by interviews, focus group discussions, and document analysis with principals and officials. The findings reveal significant strategic misalignment. HR planning is reactive, recruitment lacks a value-based competency framework, training overlooks pedagogical methods for integrating Islamic values, performance appraisal is overly administrative, and compensation fails to leverage non-financial religious motivators. This results in a dual misalignment: a vertical disconnect from the school's Islamic mission and a horizontal incoherence among HR functions themselves. The study concludes that a transformative shift towards a comprehensive, value-based SHRM model is essential for these schools to effectively produce graduates who are both intellectually competent and spiritually grounded.

Abstract

This study aims to analyze the concepts of amr (command) and nahy (prohibition) by integrating the perspectives of Arabic linguistics, Qur'anic exegesis, and usul fiqh. It explains how linguistic structures, interpretive methods, and legal theories shape the understanding of these normative expressions in Islamic texts. This study employed a qualitative library research approach. Data were collected from the Qur'an, Hadith, classical and contemporary Qur’anic exegesis, Arabic linguistic literature, and usul fiqh references. The data were analyzed using content and conceptual analysis to identify, compare, and synthesize the meanings and legal implications of amr and nahy. The findings reveal that amr and nahy cannot be understood through grammatical analysis alone. Their meanings are constructed through the interaction of semantic, pragmatic, contextual, exegetical, and usul fiqh perspectives, producing a more comprehensive understanding of Islamic normative texts. This study contributes to interdisciplinary Islamic legal studies by providing an integrated analytical framework that connects language, interpretation, and legal reasoning for researchers, educators, and scholars. The originality of this study lies in its integrative conceptual framework, which synthesizes Arabic linguistic theory, Qur'anic interpretation, and usul fiqh methodology into a unified model. Unlike previous studies that examined amr and nahy from a single disciplinary perspective, this research offers a holistic understanding of the dynamic relationship between language, interpretation, and legal formulation in Islamic studies.
