Abstract

Pasal 169 Undang-undang Nomor 32 Tahun 2004 tidak memberikan pilihan mengenai jenis obligasi yang dapat diterbitkan Pemerintah Daerah. Undang-Undang Nomor 19 Tahun 2008 Tentang Surat Berharga Syariah Negara, tidak memasukkan obligasi daerah dalam pengertian dan materi muatannya. Peraturan Pemerintah, demikian pula dengan Peraturan Pemerintah Nomor 30 Tahun 2011 Tentang Pinjaman Daerah hanya mengatur mengenai syarat dan prosedur perbitan obligasi, tetapi tidak memberikan pilihan mengenai jenis obligasi. Bagaimana agar Pemerintah Daerah dapat menerbitkan obligasi syariah? Sesuai dengan pasal 33 ayat (4) UUD 1945, perekonomian nasional diselenggarakan berdasarkan atas demokrasi ekonomi yang berkeadilan, maka konsekuensinya pemerintah harus memberi pilihan peran serta masyarakat dalam pembangunan ekonomi dengan penguatan substansi sukuk daerah dalam peraturan perundang-undangan. Sukuk daerah sebaiknya diterbitkan dalam bentuk ritel, sehingga memberikan kesempatan kepada masyarakat untuk berpartisipasi dalam pembiayaan proyek pemerintah daerah yang bermanfaat dan sekaligus masyarakat dapat mengawasi terhadap proyek yang dibiayai dengan sukuk daerah.

Abstract

Initial observations found that the activities of teachers and students were passive and learning outcomes were low. This is assumed because the learning method used is still using conventional methods, which tend to be teacher centered. The purpose of this study was to determine the activities of teachers and students and the application of the Make A Match cooperative method to have a positive impact on QS learning outcomes. Al-Falaq. The study used a classroom action research method in class IV SD Negeri 219 Bengkulu Utara. Data obtained through observation and test learning outcomes. The steps used are planning, implementing, observing and reflecting. These results indicate that student learning outcomes increase. The average learning outcomes of students from cycle I was 68 and increased in cycle II to 78.2 (an increase of 10.2). Individual learning completeness in the first cycle reached 36.8% and in the second cycle it reached 78.9% (an increase of 42.1%). In the aspect of knowledge, students mastered more QS words and verses. Al-Falaq and its meaning. The psychomotor aspect has succeeded in establishing communication between students, because it happens that the cards they hold are in pairs

Abstract

The rapid expansion of digital technology in Islamic education has created new challenges in maintaining academic integrity, particularly during computer-based examinations. This study addresses the issue of academic dishonesty in digital assessment settings and explores how technological tools can be aligned with Islamic values, especially the principle of amanah (trustworthiness). The purpose of this research is to analyze the implementation of Bimasoft and Safe Exam applications as an integrated strategy for preventing cheating while fostering amanah in students within an Islamic educational environment. Using a descriptive qualitative approach, data were collected through in-depth interviews with teachers, operators, and school management, complemented by documentation of exam procedures. The findings show that Bimasoft improves exam efficiency through streamlined question input, randomized items, and automated scoring, while Safe Exam effectively restricts access to external applications, thereby reducing opportunities for cheating. However, the success of these systems remains dependent on human factors, particularly the vigilance of exam proctors. The study implies that digital examinations can function not only as technical assessment tools but also as instruments of digital da’wah that reinforce moral discipline and accountability. The novelty of this research lies in its integration of technological exam systems with Islamic ethical formation, demonstrating how digital platforms can operationalize spiritual values in contemporary education.
