Abstract

This study analyses two communication practices for rural data collection in Indonesia: top-down, carried out by the state, and bottom-up, initiated by collective intellectuals. This research is to reveal how to communicate rural data collection actions. The differences in data manifest the practice of communicating rural data collection actions; and Doxa, habitus, and symbolic violence that is ‘hidden’ in the procedures and mechanisms of data collection run by the state. The study area is Tegallalang Village, Gianyar Regency, Bali. Quantitative data in Prodeskel from the Ministry of Home Affairs and Precision Village Data (DDP) with a Drone Participatory Mapping approach were obtained independently by researchers. The research used Mixed Methods Research. Qualitative data were obtained through in-depth interviews using the Nvivo R1 application analysis. Knife analysis using Pierre Bourdieu and Nick Couldry. The study results found two differences in the practice of rural data collection, namely; first, the difference in data collection actors. The state represents Prodeskel, and collective intellectuals represent DDP; second, the difference in data is due to differences in the practice of communication actions (procedures and mechanisms) of data collection. Prodeskel data with a top-down approach produces low-accuracy data and vice versa for DDP. This research also reveals the opus operatum of communication actions in the form of Doxa, habitus, and symbolic violence in data collection of the country’s countryside and digital technology to build a space for communication and citizen participation which is the key to the birth of DDP.

Abstract

The ratification of the three Laws (UU) the territorial split of the Papua has sparked debate in various circles. Pros and cons actors convey narratives that contain discourse to influence the public's view of the Papua’s territorial split. This study uses the Discourse Network Analysis (DNA) method to map coalitions of actors and discourses on the territorial split of Papua based on actor arguments in the mass media. The discourse coalition study aims to communicate strategies and policy making in the debate on the territorial splits of Papua. The results of the study show that the cons actors are more heterogeneous than the pro actors who are dominated by the government. The discourse raised by the two groups is related with one another. The historical context used in the discourse relates to problems that have long faced Papua: distribution of development, the distance from government control, social welfare, etc. Mapping of discourse coalitions and actors can be utilized in policy making in political debates. In the plan for the territorial splits of Papua, the government needs to discuss with groups that represent the Papuans.

Abstract

Abstract

Digital transformation in public services brings efficiency and transparency, but at the same time gives birth to new modes of corruption that are non-physical, complex, and transnational. Digitalization opens up opportunities for data manipulation, system engineering, and the elimination of traces of electronic transactions, which are difficult to handle with conventional criminal law instruments. Law No. 31 of 1999 and Law No. 20 of 2001 still dominantly use the classic paradigm that focuses on physical state losses, so it is not yet fully able to reach technology-based crimes. The limitations of these norms create legal gaps and the risk of impunity, especially when the principle of legality requires the formulation of clear criminal justices. On the other hand, proving digital corruption requires explicit recognition of electronic evidence, while the judicial system is still based on conventional evidence. This condition emphasizes the need for responsive criminal law reform, both through expanding the formulation of criminal offenses, strengthening the position of electronic evidence, and developing new sanctions relevant to digital crimes. This research uses a normative juridical method by examining positive law, legality principles, doctrines, and law application practices. The analysis shows that the effectiveness of eradicating digital corruption can only be achieved through regulatory harmonization, increasing the technological capacity of the apparatus, and integrating criminal law with the cyber and administrative law regime. Thus, criminal law is required to be adaptive so as not to be left behind from the dynamics of crime in the digital era.

Abstract

Given the unique and immersive English language environment at Pondok Pesantren and MA As-Salafiyah Sumber Duko Pameksan , a comparative analysis of student engagement in both formal (classroom-based) and supplemental (extracurricular) English classes becomes essential. This research eventually aims to address the strengths and weaknesses of formal English instruction in fostering language proficiency among students at MA As-Salafiyah is, to what extent students actively engage with the content and teaching methods employed in formal English classes and how students perceive the value and impact of participating in extracurricular language activities. The study employed a qualitative research method with case study analysis., The findings reveal a complex interplay of factors influencing language learning in this context. While formal instruction, grounded in linguistic theory and structured lesson plans, provides a solid foundation, it faces challenges related to time constraints, limited real-world application, and student engagement. Conversely, extracurricular language activities, such as English camps, clubs, and competitions, are highly valued by both students and teachers for their immersive nature, focus on practical communication, and positive impact on motivation and confidence. These activities foster a sense of community among learners and complement formal instruction by providing opportunities for authentic language use and personal growth. The study concludes that a holistic approach that integrates formal instruction with engaging extracurricular activities, supported by adequate resources and a positive learning environment, can optimize language learning outcomes and foster a positive learning experience for students.
