Abstract

AbstracThe objective of the research is to know how the employees’ work motivation at Bureau of Academics Students Affairs and Planning (BAKP) Tadulako University. The writer applies descriptive qualitative research method and needs hirarki theory (Abraham Maslow), namely: (1) basic human needs, (2) safety needs, (3) social needs, (4) reward needs, and (5) self actualization needs.The informants of the research are employees’ at Bureau of Academics Students Affairs and Planning (BAKP) Tadulako University. The data of the research are primary data. The technique of data collection are interview, observation, and documentation. Then, the data are analyzed through data reduction, data presentation, and conclusions. From the results of the research, the writer concludes that employees’ basic needs at Bureau of Academics Students Affairs and Planning (BAKP) Tadulako University is fulfilled. But, in safety needs, social needs, reward needs, self actualization is not fulfilled yet. Because all these indicators is not running well as expected and it caused low on employees’ work motivation in working.

Abstract

Natural disasters are unpredictable and can come at any time so they need proper management. This study aims to determine disaster management of earthquakes, liquefaction, and flash flood in Sigi District. This study used the qualitative method. Data were collected by observation, interviews, and focus group discussions (FGD) involving government and communities determined using purposive sampling techniques. The results showed that there were various issues in disaster management in Sigi District, such as ineffective preparedness due to unimplemented early warning systems and preparedness plans as the disaster continued so that the simulation or training was also not effective. Meanwhile, the issue in terms of response was the delay in the provision of emergency assistance during the earthquake, liquefaction, and flash floods. In terms of recovery, there was a big issue regarding grants for the provision of permanent housing land for earthquake and liquefaction victims. The findings of this study add an indicator of communication in the aspect of disaster recovery due to miscommunication between the government, land agency, and the community regarding the provision of grants for permanent housing land for the earthquake and liquefaction victims

Abstract

Badan Usaha Milik Desa Merupakan wadah yang di bentuk oleh Pemerintah guna membentuk karakter masyarakat yang produktif, inovastif dan berdaya saing. BUMDes merupakan konsep baru yang mampu meningkatkan usaha ekonomi desa berdasarkan potensi dan kebutuhannya. Selain itu tingkat partisipasi masyarakat lebih aktif di banding model pemberdayaan lainnya baik dalam kepengurusan BUMDes maupun sebagai member. Peran masyarakat dalam pengembangan BUMDes sangat menentukan keberhasilan BUMDes itu sendiri, karena pengelolaan nya sepenuhnya di lakukan oleh masyarakat desa. Termasuk di Desa Meli Kecamatan Balaesang Kabupaten Donggala Provinsi Sulawesi Tengah. Desa tersebut juga mempunyai BUMDes, sehingga menjadi pilihan kami untuk melakukan Sosialisasi terkait pengembangan BUMDes itu sendiri. Berdasarkan hasil Survei yang kami lakukan sebelum kegiatan Sosialisasi di desa tersebut, kami menemukan fenomema yang menarik dan menuai beragam masalah. Tentunya hal itu relevan dengan konsep yang kami tawarkan terkait dengan model pengembangan BUMDes. Selain itu, sosialisasi yang berkaitan dengan pengembangan BUMDes juga belum pernah dilakukan, baik oleh pemerintah desa setempat maupun dari pihak lain.

Abstract

Sampah di Indonesia masih menuai beragam masalah dan hingga kini belum nampak penyelesaiannya, tak kecuali Kota Toli-toli. Metode yang digunakan penelitian ini adalah kualitatif dengan pendekatan fenomenologis yaitu memahami indikasi atau fenomena yang terjadi di tengah masyarakat. Teknik pengumpulan data melalui tahap yaitu, Observasi, wawancara, dan dokumentasi dengan melibatkan para penentu kebijakan dan masyarakat. Sumber dan jenis data dalam penelitian ini adalah data sekunder dan data primer. . Data yang didapatkan akan di analisis menggunakan model interaktif yang di kembangkan oleh Miles & Huberman (1994). Hasil penelitian menunjukkan bahwa, pada aspek Perencanaan (Planning) oleh dinas badan lingkungan hidup sudah melakukan tahapan perencanaan dengan baik. Namun, tidak mendapatkan respon yang baik dari kepada daerah (Bupati) dan Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Toli-toli, karena berkaitan dengan anggaran. Pada aspek Pengorganisasian (Organizing) juga sudah melakukan upaya dalam mengatasi masalah sampah di Kota Toli-toli dengan melibatkan beberapa mitra yang berkerjasama, diantaranya CV. Bank Sampah Mandiri, CV.Padat Karya. Berdasarkan hasil temuan lapangan, upaya tersebut belum maksimal di karenakan keterbatasan fasilitas peralatan dan keterbatasan anggaran. Kondisi tersebut berpengaruh pada aspek Pelaksanaan (Activation) dimana pada pelaksanaan tidak berjalan secara maksimal disebabkan banyaknya kerusakan yang terjadi pada fasilitas mobil pengangkut sampah. Hal itu terjadi karena kondisi mobil tersebut sudah termakan usia (tua). Sehingga berdampak pada penanganan sampah yang belum maksimal. Hal ini sejalan dengan aspek pengawasan (Controlling). Banyaknya masyarakat yang belum berperilaku sadar akan kebersihan lingkungan, dengan membuang sampah disembarangan tempat, hal ini karena tidak adanya regulasi yang mengatur tentang larangan membuang sampah disembarang tempat, dan juga tidak adanya pengawasan langsung yang dilakukan oleh pemerintah. Dampaknya adalah banyaknya sampah yang berserakan di badan jalan, di suangai dan tempat lainnya, sehingga mudah terjadinya banjir.

Abstract

The purpose of this activity is to carry out outreach related to mapping the direction of Government policy in the development of Village-Owned Enterprises in South Dampal District, Tolitoli Regency. This socialization activity was carried out on July 29 2024 using the FGD (Focus Group Discussion) model and took place at the South Dampal District office involving 13 villages in the South Dampal District area. The participants who participated in this activity were the Village Head, the Head of BUMDes, the Head of the BPD, and 2 community members each representing the Village. The result of this socialization was that the participants did not know what the questions above were with an average percentage of 36.25%, while the other 21% knew what had been asked in the assessment. In the second stage of the assessment, participants showed an increase in understanding, on average they already knew what the questions above were with a presentation of 48.8% and 5.5% still answered that they did not know what had been presented in the material out of 50 active participants.

Abstract

Penelitian ini bertujuan untuk mengetahui Kinerja Kepala Desa dalam Pelaksanaan Pembangunan di Desa Malomba Kecamatan Dondo Kabupaten Toli Toli. Metode Penelitian yang digunakan Deskriptif Kualitatif, yaitu memberikan penjelasan yang sistematik, faktual atau nyata terhadap subjek atau data yang diperoleh di tempat penelitian. Teknik pengumpulan data yang digunakan adalah observasi, wawancara secara mendalam kepada informan, serta dokumentasi untuk mengumpulkan data yang diperlukan baik data primer maupun sekunder. Teknik penentuan informan dalam penelitian ini adalah purposive dengan jumlah 6 (enam) orang yakni 1 orang Kepala Camat Dondo, 1 orang wakil BPD dan 4 orang masyarakat. Teori yang digunakan dalam penelitian ini adalah teori Suyadi Prawirosentono (2017) dimana ada empat aspek yang digunakan dalam mengukur Kinerja. Keempat aspek tersebut yaitu Efektifitas, Tanggung Jawab, Disiplin, dan Inisiatif. Hasil penelitian, menunjukan bahwa Kinerja Kepala Desa dalam Pelaksanaan Pembangunan di Desa Malomba Kecamatan Dondo Kabupaten Toli Toli Belum Efektif, dalam penelitian ini terdapat tiga aspek yang dinilai masih kurang maksimal yaitu Aspek Efektivitas yang dinilai Bahwa Kinerja Kepala Desa belum mencapai hasil akhir yang optimal karena masih ada program pembangunan yang belum tercapai. selanjutnya aspek tanggung jawab yang dinilai bahwa pertanggung jawaban Kepala Desa dalam pelaksanaan pembangunan masih kurang, sehingga menyebabkan belum terlaksananya beberapa pembangunan seperti pembangunan gedung posyandu, pengadaan hendtraktor, pengadaan bibit montong dan alpukat yang dijanjikan. Selanjutnya aspek Inisiatif yang dinilai bahwa kemampuan Kepala Desa dalam menciptakan sesuatu masih sangat minim pengetahuan, sehingga kepala Desa belum banyak mengetahui masalah-masalah dilingkungan masyarakat yang berkaitan dengan pembangunan.

Abstract

This study aims to determine the Police Performance of the Central Sulawesi Police Traffic Directorate in the Implementation of E-Tickets in Palu City. The research method used is descriptive qualitative, which provides an overview of the phenomena or factors of the problem under study according to existing facts. Data collection techniques are observation, interviews and documentation of informants totaling 7 people. The theory used is Basri and Rivai, 2015 where there are four indicators, namely the suitability of Planning. Effectiveness of Activity Implementation, Compliance with Regulations, Efficiency of Activities. Based on the results of the study, it can be concluded that the Performance of the Central Sulawesi Police Traffic Directorate in the Implementation of E-Tickets in Palu City in general, its implementation is not fully said to be optimal. This can be seen from the indicators of the research results, including the aspect of compliance with regulations that have not been effective due to the limited range of electronic monitoring and lack of supervision from the police. Therefore, the installation of CCTV on a number of roads in Palu city should have received supervisory assistance from police officers, not only CCTV which is used as a tool to monitor the smooth running of traffic. And the efficiency aspect of the implementation of activities is said to have not run optimally because the use of technology in the implementation of e-Tilang is a major factor because what supports this program is basically using technology, starting from electronic applications to the internet network connection needed. However, in its implementation it is still constrained by the factor of Human Resources (HR) who are still stuttering technology and server problems that have slow connections. And aspects that run optimally are aspects of planning suitability and effectiveness of activity implementation.

Abstract

This research aims to identify the public service innovation in the implementation of e-government at Polresta Palu through the SINAR (SIM Nasional Presisi) application, using the "Diffusion of Innovations" theory proposed by Everett Rogers (2003), which consists of five aspects: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. The foundation of this research is qualitative with a descriptive research type and qualitative approach. Data collection techniques used include observation, interviews, and documentation, with six informants. The results of this study indicate that the SINAR application is a relatively good innovation in public services and egovernment implementation at Polresta Palu. However, the application is not yet fully effective because only the SIM renewal feature can be used, while other features are still not functional. The application still requires several improvements to overcome existing obstacles and enhance publicity to increase the adoption of SINAR among the community. In terms of Complexity, some data confuse the public, and there are network issues. The Observability aspect also needs improvement, as the author observes a lack of effective publicity, resulting in many people being unaware of and not using this application. Several suggestions from SINAR users also need to be considered to improve service quality.

Abstract

ABSTRACT The purpose of this research is to examine the management in the development of Bonebula Beach Tourism Object in Towale Village, Banawa Tengah District, Donggala Regency. The basis of this research is descriptive qualitative, the number of informants is 7 people. Data collection techniques are observation, interviews, and documentation. The results of the study indicate that the planning aspect (Planning) in the planning aspect of the local government through the Tourism Office has scheduled superior programs in the development of tourism objects in the Donggala Regency environment including in Towale Village, but this has not been able to be implemented optimally due to budget constraints. The organizational aspect (Organizing) of Bonebula Beach tourism can be said to have run well. Management is carried out jointly between the village government, the community through the Tourism Awareness Group (POKDARWIS), and supported by the Tourism Office. The actuating aspect of Bonebula Beach tourism has gone through the planning and organizing stages. However, activities such as direction, guidance, and communication to human resources are still not optimal and need to be improved, including attention to tourism facilities. Supervision (Controlling) Supervision at the Bonebula Beach Tourist Attraction has been running well and the Tourism Office routinely conducts evaluations and mentoring every weekend or holiday. In addition, tourism managers are also actively guarding the area, both day and night, especially during activities such as camping. Development management has been running quite well due to the reality on the ground regarding the seriousness of the local government, especially the Donggala Regency Tourism Office, in carrying out management functions that are carried out in a structured manner. However, in implementing tourism development there are still several factors that become obstacles due to budget limitations and the still lack of involvement of human resources in terms of developing and maintaining Bonebula Beach tourism.

Abstract

Penelitian ini bertujuan untuk mengetahui pengelolaan sampah di Kota Palu. Metode penelitian ini menggunakan pendekatan kualitataif. Teknik pengumpulan data terdiri dari observasi, wawancara, dokumentasi, sedangkan analisis data menggunakan analisis interaktif. Hasil penelitian menujukkan bahwa pengelolaan sampah di kota palu belum maksimal. Semangat untuk mewujudkan kota yang bebas dari sampah semakin lama semakin menurun. Selain itu, perilaku masyarakat yang apatis membuat pemerinta kota palu terhambat untuk mewujukan kota yang bersih. Saat ini pengadaan infrastruktur dalam mendukung pengelolaan sampah sangat baik, namun implementasinya belum mampu mengatasi persoalan sampah yang ada diproduksi masyarakat. Adipura menjadi alasan Pemerintah Kota Palu untuk mewujudkan Kota yang bersih, namun tidak dibarengi dengan sosialisasi kepada masyarakat terkait pola hidup bersih. Kesediaan saranan dan prasarana khususnya kontener sampah sebagai tempat pembuangan sampah sementara sangat terbatas menyebabkan masyarakat membuang sampah disembarang tempat.
