Abstract

The spirit of nationalism in youth groups is still in the question due to globalization awareness. This becomes a bigger question in border communities since they may have ?split national identity? in the daily life. In most studies of nationalism, traditional and liberal notion are highlightedTamir,1993; Druckman, 1994; Ignatieff, 1994; Shulman, 2002;). Traditional nationalism mainly refers to the love of the country affected by emotional attachment as native citizens. Conversely, liberal nationalism implies to a concept of nationalism based on the value of rationality and the desire for more independent thinking. Since there has not been many studies discussing youth nationalism in border areas, this research aims to identify the nationalism dynamic of youth groups in Sebatik Island, a border area with Malaysia?s territory in North Kalimantan Province. The study used survey and interview methods with 115 twelfth-grade students of four senior high schools as the subjects. The numbers of respondents represented four sub-districts in Sebatik Island. Using purposive sampling methods, the researchers selected students who have obtained the right to vote to address their political view. The result indicated that the youths of Sebatik Island tended to have traditional rather than liberal nationalism

Abstract

The transfer of positions from administrative positions to functional ones is one of the ways to optimize the career development. policy for transferring positions was carried out without going through good preparation since it was established or at the time of its implementation. This study aims to analyze the optimization of career development through the transformation of administrative position into functional position in Makassar City. This study used a qualitative research method with the type of descriptive research. The data was collected through observation, in-depth interviews, and documentation. Data analysis techniques were carried out by data collection, data condensation, data display, and conclusions drawing/ verifying. The results show that in transformation position from administrative into functional can optimized the career development.

Abstract

Abstract The research entitled Public Service Bureaucracy Performance (Case Study Of Public Information and Public Communications) has several problems, including the lack of maximum services provided by the communication and informatics department in terms of services to the community. Basically, research on the quality of public services is important to do, because the community as customer service has not been satisfied in terms of time, cost and quality of service that has been provided. For this reason, this research is aimed at improving the quality of public services, especially those carried out in the field of Public Relations, Information and Public Communication, South Sulawesi Province. To see the phenomenon above, the writer uses the Dwiyanto theory with five indicators, namely productivity, service quality, responsiveness, responsibility and accountability. In this study, the author uses a qualitative method with a case study approach. The results found are still rampant, sometimes admin operators are less responsive and sometimes operators do not understand that the report will be forwarded to the relevant agency. And the time of service is also not certain.   Abstrak Penelitian yang berjudul Kinerja Birokrasi Pelayanan Publik (Studi Kasus Informasi Publik dan Komunikasi Publik) memiliki beberapa permasalahan, antara lain kurang maksimalnya pelayanan yang diberikan oleh dinas komunikasi dan informatika dalam hal pelayanan kepada masyarakat. Pada dasarnya penelitian tentang kualitas pelayanan publik penting untuk dilakukan, karena masyarakat sebagai pelanggan pelayanan belum puas dalam hal waktu, biaya dan kualitas pelayanan yang telah diberikan. Untuk itu penelitian ini ditujukan untuk meningkatkan kualitas pelayanan publik khususnya yang dilaksanakan di bidang Humas, Informasi dan Komunikasi Publik Provinsi Sulawesi Selatan. Untuk melihat fenomena diatas, penulis menggunakan teori Dwiyanto dengan lima indikator yaitu produktivitas, kualitas pelayanan, daya tanggap, tanggung jawab dan akuntabilitas. Dalam penelitian ini, penulis menggunakan metode kualitatif dengan pendekatan studi kasus. Hasil yang ditemukan masih merajalela, terkadang admin operator kurang tanggap dan terkadang operator tidak mengerti bahwa laporan akan diteruskan ke instansi terkait. Dan waktu pelayanannya juga tidak pasti.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi inovasi pada Mall Pelayanan Publik (MPP) di Kabupaten Sinjai berdasarkan lima tipologi inovasi: produk/layanan, proses pelayanan, metode pelayanan, kebijakan, dan sistem. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa inovasi produk di MPP Sinjai meliputi digitalisasi layanan, seperti aplikasi mobile, sistem antrian berbasis teknologi, dan kios interaktif, telah mempermudah masyarakat dalam mengakses layanan publik sekaligus meningkatkan kenyamanan dengan fasilitas tambahan. Dalam aspek proses, digitalisasi alur kerja berhasil meningkatkan efisiensi dan transparansi. Pada metode pelayanan, pendekatan layanan satu atap memungkinkan integrasi berbagai layanan publik dalam satu lokasi, sementara aplikasi elektronik memperluas jangkauan layanan. Kebijakan inovatif mendukung transparansi dan inklusivitas, memastikan akses bagi kelompok rentan. Keberhasilan inovasi sistem di MPP Sinjai tercermin dari integrasi layanan antar instansi melalui teknologi digital yang mempercepat alur kerja dan meningkatkan partisipasi publik. Namun, koordinasi antarinstansi dan hambatan budaya organisasi masih memerlukan perhatian lebih lanjut. Penelitian mendatang dapat mengeksplorasi dampak inovasi ini terhadap kepuasan masyarakat, strategi mengatasi kesenjangan digital, dan studi komparatif dengan MPP di wilayah lain guna memahami praktik terbaik dan tantangan serupa.

Abstract

To carry out marine space utilization activities, every individual or entity operating permanently in territorial waters and jurisdiction must have a Conformity for Marine Space Utilization Activities (KKPR). Marine KKPR is a document that measures planned activities for suitability with the marine environment and seawater quality. This research aims to analyze the evaluation of marine space utilization programs in North Kalimantan Province. This research uses a descriptive qualitative approach with data collection methods, namely observation, in-depth interviews, and documentation. The informants in this research are the authorities and are directly involved in strategic management in the use of marine space in North Kalimantan Province. The results of the research show that the evaluation of the marine space utilization program in North Kalimantan Province still needs to be improved. This is because people still often ignore the legality of the business permits, they are running. Therefore, the government must continue to increase awareness regarding the importance of paying attention to business permits and also seaweed cultivation areas, so as not to disrupt shipping lanes.

Abstract

The digital era has changed the way public services are delivered, but its effectiveness depends on a variety of factors. This study uses a qualitative approach to analyze these factors, combining literature review with interviews with public service stakeholders. The study identifies three main factors influencing the effectiveness of digital public services: infrastructure and technological readiness, human resources and organizational culture, and regulations and policies. Adequate technology and digital readiness are critical, as are skilled government employees and a culture that supports innovation. Flexible regulations and supportive policies are also necessary for the success of digital public services. Research shows that increasing the effectiveness of public services in the digital era requires a holistic approach that focuses on infrastructure, human resources, and regulations. This has important implications for policymakers in developing sustainable digital transformation strategies for public services

Abstract

This study aims to analyze the effectiveness of the allocation of funds from the Jakarta Regional Revenue and Expenditure Budget (APBD) in supporting the improvement of the quality of public services at the city level. By taking a qualitative approach, data was obtained from literature studies and analysis of documents related to the management of the Jakarta Regional Budget from 2008 to 2012. The results show that although there is an increase in regional revenue and expenditure growth during this period, there are still obstacles that hinder the effectiveness of APBD fund allocation, such as budget irregularities, weak budgeting control, and political dominance in budget decision-making. However, efforts to strengthen transparency, accountability, and community participation in the budgeting process were identified as potential solutions to address these barriers. This study illustrates the importance of effective management of public funds in improving the quality of public services at the city level, especially in the context of the Jakarta Regional Budget

Abstract

The Integrated Pickup Program is a public service innovation carried out by the Jeneponto Regency Population and Civil Registry Office as an effort to accelerate services in order to reach all people of Jeneponto Regency to get easy and fast services to take care of population document ownership. The target of this Integrated Pickup Program is all villages in Jeneponto Regency, the main focus of this Integrated Pickup Program is villages that still have a low percentage of population document ownership. The research method in this study uses a qualitative approach that explains objects according to the facts that occur in the field, this type of research uses a descriptive type that shows a picture of what happens in the field based on facts in the field. In addition, the purpose of the Integrated Pickup Program is to provide knowledge about the importance of recording population events. With this, the purpose of this study is to determine how effective the Integrated Pickup Program is which is analyzed using Duncan's effectiveness theory quoted by Richard M. Steers (1985:53) which includes, 1) achievement of goals, 2) integration, 3) adaptation.

Abstract

Participatory governance practices in the Makassar City MSME incubator involve various parties to support the development of micro, small, and medium enterprises (MSMEs). The Makassar City Cooperative and MSME Service maximizes the role of incubators to assist 3,000 MSMEs, including through training and mentoring in financial management, digital marketing, and improving product quality. The purpose of the Inclusive Governance Research on the MSME Incubator program at the Makassar City Cooperative and MSME Service is to describe and analyze participatory governance practices in the Incubators in growing and developing MSMEs in Makassar City. This study uses a descriptive qualitative research method, with data collection techniques through observation, interviews, and documentation. The results of this study are Participatory Governance Practices on Inclusive Governance at the Makassar City Incubator Center show that community participation in the Makassar City incubator center program is not optimal. Although there are many benefits felt by the community in terms of improving business quality, income, consumers and business relations, participation in following all stages of the incubation process is still lacking. Based on data from the Cooperatives and SMEs Service, there are 2,162 MSMEs that entered the pre-incubation stage. However, after the classification curation was carried out, only 510 MSMEs passed the incubation stage, and only 113 reached the acceleration stage.
