Abstract

The concept of local self-governance places the village in an autonomous position in making and implementing village policies, so that this condition implies an increase in the capabilities and skills of the village apparatus in empowering the community in their village. The role played by village government officials in Pammana District, Wajo Regency is very important but has not been supported by adequate capabilities. In general, the ability of the village government apparatus in Wajo Regency has not been maximized in supporting the ongoing development process, especially in the community empowerment program. This fact has implications for the process and results of development that occurs in the village. Currently, the community empowerment process in Pammana District, Wajo Regency has been carried out by adhering to the bottom up principle. The district government carries out a Development Planning Deliberation (Musrembang) mechanism, including community empowerment programs starting from the village level as material for formulating empowerment and development programs in Wajo Regency as a whole. However, because the village government apparatus does not have adequate capabilities and skills in playing its role as a catalyst for development and community empowerment, development and empowerment in the village is less than optimal. Seeing the problems related to the not yet maximal role of the village government apparatus in planning and implementing empowerment development in the village, efforts were made to further improve the community empowerment capacity of the village government apparatus. A good level of quality planning and development management is needed for village government officials, in the form of capacity building through socialization and training. Through a series of empowerment activities, it can encourage accountable and transparent village governance and produce village apparatus cadres who have good knowledge, attitudes and skills in implementing development, especially community empowerment programs. With the quality of development planning that has been good in the region, so that it takes place better according to the conditions and needs of the region

Abstract

This research was conducted to explore the implications of work flexibility for precariat workers in Makassar City. The research was carried out with a qualitative approach and used a case study type of research on workers in the PKWT form or popularly known as contracts and outsourcing. The research location is in the Parangloe and KIMA Warehousing Areas. The method of determining informants was carried out by purposive sampling, so that there were 8 informants consisting of 4 outsourcing workers, 3 contract workers, and one HR worker from an outsourcing vendor. Data collection was carried out by in-depth interviews as the main method, in addition to observation and document collection which were considered important as secondary methods. The results of this study illustrate that there are several implications for implementing work flexibility for informants. First, the issue of job security is a priority for workers because there are a large group of reserve workers who are ready to replace them, forcing them to maintain their jobs even with a high workload but low wages. This also has implications for companies that find it easier to lay off workers and provide low wages to workers. The second implication is that workers are more likely to move between companies and jobs due to work flexibility. Frequent transfers also result in vulnerability due to uncertain wages and uncertainty about the continuity of work.

Abstract

To carry out marine space utilization activities, every individual or entity operating permanently in territorial waters and jurisdiction must have a Conformity for Marine Space Utilization Activities (KKPR). Marine KKPR is a document that measures planned activities for suitability with the marine environment and seawater quality. This research aims to analyze the evaluation of marine space utilization programs in North Kalimantan Province. This research uses a descriptive qualitative approach with data collection methods, namely observation, in-depth interviews, and documentation. The informants in this research are the authorities and are directly involved in strategic management in the use of marine space in North Kalimantan Province. The results of the research show that the evaluation of the marine space utilization program in North Kalimantan Province still needs to be improved. This is because people still often ignore the legality of the business permits, they are running. Therefore, the government must continue to increase awareness regarding the importance of paying attention to business permits and also seaweed cultivation areas, so as not to disrupt shipping lanes.

Abstract

This study examines the impact of land burning ban policies on the socio-ecological systems of communities in Mantangai District, Central Kalimantan, focusing on traditional farming systems and their implications for food security, social structures, and ecological sustainability. Using a qualitative approach with case study methods, the research involved 27 informants through in-depth interviews, participant observation, and document analysis. The findings reveal three major transformations: (1) the shift in human-environment relations from an integrated to a fragmented system, (2) the transformation of socio-economic structures from collective to individual, and (3) a food security crisis due to loss of access to traditional farming systems. Through Environmental Sociology and Environmental Justice perspectives, the research demonstrates how policies based on the Human Exemptionalism Paradigm ignore the complexity of community socio-ecological relations that reflect the New Environmental Paradigm. Modernization programs like food estate have failed due to disregarding local knowledge, while criminalization of traditional practices has created systemic environmental injustice. The study recommends policy reformulation that integrates local wisdom and environmental justice to strengthen community socio-ecological resilience.

Abstract

This article aims to analyze the effectiveness of the Quadruple Helix model in supporting the sustainability of the Free Nutritional Meal Program (MBG) in Makassar City. The problem focuses on the dynamics of collaboration between government, academics, business actors (SPPG and Partners), and community leaders/NGOs in program implementation. To approach this problem, the theoretical reference used is Carayannis and Campbell (2009) on the Quadruple Helix model as a framework for social innovation collaboration. Data were collected through in-depth interviews, observations, and document studies with eight key informants, then analyzed qualitatively using a case study approach. The results show that the city government plays a dominant role as a driver, SPPG and effective partners in the technical realm of food distribution, while academics and NGOs have not been optimally involved, resulting in weak contributions to policy evaluation, nutritional standards, and social support. Obstacles that emerged include limited inter-agency coordination, kitchen capacity, menu variety, and low transparency and community participation. This study concludes that the effectiveness of MBG is still partial, but opportunities for improvement are open through the establishment of a cross-actor coordination body, formal involvement of academics, and strengthening the participation of MSMEs and civil society to ensure the sustainability and quality of the program. This research contributes to enriching the discourse on Quadruple Helix-based social policy collaboration at the local level and provides practical effectiveness in empowering the governance of national nutrition programs based on multi-actor partnerships.
