Abstract

This study aims to describe the public diplomacy efforts carried out by the Indonesian government in increasing tourist visits from Japan in 2019 using qualitative methods. The decline in Japanese tourist visits in 2018 has become one of the main focuses of the Indonesian government, especially the long history of diplomatic relations between the two countries, the large expenditure of Japanese tourists is the reason for the Ministry of Tourism to continue to increase Japanese tourist visits. This study uses the concepts of public diplomacy and nation branding to explain programs related to the Indonesian government's efforts to promote Indonesian tourism to Japanese tourists. The use of public diplomacy is considered in accordance with the promotion of Wonderful Indonesia which is Indonesia's nation branding. This research then gets answers about several selected programs carried out by the Indonesian government to achieve its goal of increasing Japanese tourist visits. However, at the end there is a conclusion that the target of increasing Japanese tourist visits in 2019 has not been achieved. Keywords : Indonesia, Japanese Tourist, Public Diplomacy, Tourism

Abstract

Islamophobia telah menyebar ke penjuru dunia termasuk ke India. Berbagai bentuk diskriminasi mulai dari kekerasan baik dalam bentuk verbal maupun fisik hingga dalam bentuk kebijakan pemerintah telah dialami oleh penduduk muslim yang menjadi minoritas di India. Menanggapi hal tersebut, Organisasi Kerjasama Islam (OKI) melakukan upaya untuk mengatasi kasus diskriminasi terhadap muslim di India. Dilandasi dengan konsep islamophobia, organisasi internasional, dan power of international organization dapat dilihat bahwa OKI telah melakukan beberapa upaya berdasarkan peran dan fungsinya sebagai organisasi internasional. OKI membuat laporan, seminar, konvensi, dan lain-lain yang mana hasilnya bisa digunakan sebagai acuan penyelesaian konflik yang damai bagi muslim di India. Menggunakan metode deskriptif kualitatif penelitian ini juga melihat kekuatan OKI sebagai organisasi internasional dalam menangani kasus ini. Namun, India bukanlah anggota dari OKI yang mana menjadi salah satu tantangan OKI dalam menangani kasus diskriminasi terhadap muslim di India. Abstract

This study aims to describe the contestation relations between United States and China in 2018-2021 related to the development of China's Huawei technology. The development of human civilization influences phenomena in international relations, especially relations between states. The era of the 4th industrial revolution made technology a vital power potential for the states. Most of the global giant technology companies originate from the United States, but nowadays China's technology industry led by Huawei is starting to excel globally. Therefore, there is contestation in the relationship between the United States and China. The data in this study were obtained through literature and documents such as Huawei's annual report and reports released by research institutes. In addition, the research also uses some conceptual framework such as technology as an element of power, security dilemmas, and game theory: tit for tat in conducting analysis. This research ultimately provides an answer that regardless of China's intention in developing its technology, Huawei's technological development poses a threat or a sense of insecurity for the United States. This creates a security dilemma for the United States which in turn leads to pre-emptive action. The United States' pre-emptive action against Huawei drew a retaliatory response from China. China implemented a tit for tat strategy as a step to retaliate the actions of the United States. The interaction action by both states has created a contestation in the relationship between the United States and China because of Huawei's technological developments.

Abstract

This research examines Egypt's decision to stop supplying natural gas to Israel in 2012 through an analysis of systemic and domestic factors. Egypt's reaction to Israel after the fall of dictator Mubarak seems contradictory to the commitments that have been fostered through the series of peace agreements back to 1978 and 1979. Despite the criticism and the risk of foreign aid cuts, Egypt continued to cancel Israeli gas contract. Neoclassical Realism approach is used by the researcher to analyze the factors that drove Egypt's decision to stop the natural gas supply to Israel using qualitative method. This research identifies that the pressures which occured in the Middle East and Eastern Mediterranean region, as well as its own domestic politics had led Egypt to this decision. Therefore, the interaction between both foreign and domestic politics has significantly influenced Egypt's foreign policy towards Israel. Abstract

This research discusses what are the advocate factors for the Philippines to resume the Visiting Forces Agreement (VFA) with the United States during the Duterte period in 2020-2021. In February 2020 Duterte issued a statement discontinuing the VFA which was a troop visit agreement that allowed rotation of the US troop presence in the Philippines and later decided to resume the agreement. The researcher uses the concept of Foreign Policy Decision Making by William D. Coplin which mentions three determinant factors that influence the decision-making process, that is domestic political conditions, economic and military capabilities, and international context. The researcher found that Duterte's decision to resume VFA was influenced by these three factors.

Abstract

This study aims to determine the role of the World Health Organization in dealing with the issue of Female Genital Mutilation in Indonesia during the period 2006-2014, to be precise during the emergence of polemics against regulations regarding FGM or female circumcision. The author uses the concept of the role of international organizations as actors who function as norms, makers, ratifiers as well as implementers of regulations, as well as functioning as information, which is analyzed qualitatively. Through secondary data analysis, it was found that WHO, from its inception in 2006 to 2014, had carried out its role and function on the issue of FGM in Indonesia through a resolution WHA61.16 which made Indonesia invite attention to the international stage, thus issuing Minister of Health Regulation No. 6 of 2014. There is a power relationship between WHO and Indonesia, this is in line with the moral authority possessed by WHO, making Indonesia as a member state must follow the rules issued by WHO. WHO provided a statement issued in 1998 which then had an impact on new norms that were born among Indonesian people in 2006-2014. Through regulations, namely Resolution WHA61.16 which has been made and ratified by WHO, in its implementation WHO only comes to observe member countries. Meanwhile, WHO has also carried out its function as information through the release of official FGM guidebooks which are used as references and guidelines for the international community. Abstract

Upaya Indonesia untuk menempatkan miniature kapal pinisi di Gedung Pengadilan Internasional untuk Hukum Laut yang berhasil dipajang pada tahun 2019 menjadi upaya yang paling signifikan dalam mengangkat citra Indonesia di kancah internasional. Dengan begitu Indonesia mengupayakan agar Kapal pinisi digunakan untuk dapat mengejar kepentingan untuk menjadi sebuah negara maritim. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif untuk lebih mengeksplorasi fenomena sosial yang bertujuan untuk meraih kedalaman dalam sebuah penelitian. Penelitian ini menggunakan data sekunder sebagai sumber datanya. Analisis negara digunakan untuk meneliti negara dalam mencapai kepentingannya saat berdiplomasi di kancah internasional. Pemerintah melibatkan kapal pinisi untuk berbagai kepentingan sebagai bentuk upaya meningkatkan nation branding sebagai negara maritim. Kepentingan lainnya untuk melakukan diplomasi publik dalam rangka mempromosikan identitas sebagai negara maritim serta untuk kepentingan ekonomi dan pariwisata. Hal ini dilakukan dengan melibatkan kapal pinisi dalam rangkaian kegiatan Wonderful Indonesia, Travel Mart, didaftarkannya kapal pinisi ke UNESCO hingga peletakan miniatur di ITLOS. Nilai yang dimiliki oleh kapal pinisi sebagai representasi negara Indonesia terus digunakan sebagai nation branding untuk mencapai citra negara Indonesia sebagai sebuah negara maritim. Penyebaran branding ini diperkuat dengan serangkaian upaya diplomasi publik. Semua ini bertujuan untuk menunjukkan negara Indonesia sebagai negara dengan kekuatan maritim dan lebih dipandang dan dilibatkan dalam berbagai persoalan maritim internasional

Abstract

Identity crisis is the main source in most of social conflicts in south Africa. Forms of social conflicts like race conflicts and xenophobias become barriers for social cohesion building process in South Africa. As an effort to build social cohesion, South Africa Government use national identity to boost its social cohesion. World Cup 2010 becomes platform for the government to utilize national identity as tool to boost the reconciliation process in South Africa soicety.Indicators that forms the social cohesion can be seen through three atributes that build social cohesion, those are inclusive identity, trust, and cooperate for common goods. Through this research, author will discuss about how the South Africa Government utilize national identity to build social cohesion during World Cup 2010 event. Therefore, author will use the concept of social cohesion and national identity theory to describe the government method to utilize national identity to build social cohesion.

Abstract

Russia's involvement in the Second Libyan Civil War can be seen from the military aid sent to the Libyan National. Russia's decision was taken despite the risk of violating an arm embargo imposed by the UN Security Council under Security Resolution 1970. This research which uses the qualitative descriptive method to observe Russia's interest in the military aid sent, also uses Neorealism, Offensive Realism and National Interest perspectives. This research hence presents an explanation of which there is a threat to Russia's economy from the relations between Turkey and the Governmental of National Accord in the dynamic of The Second Libyan Civil War. The perceived threat then forces Russia to support Libyan National Army. Furthermore, this research also shows that there are Russia's economic interests to make Libya the center of business in the Energy sector due to its abundant potential and strategic location. at last, Russia's interest is to become a new super power in the MENA region due to the minimum intervention from the West

Abstract

Abstract This study aims to describe Taiwan's gastro-tourism strategy inincreasing the number of tourists from 2010 to 2017 using aqualitative-descriptive research method. Gastro-tourism is animportant strategy in branding a country. Taiwan as a country that isnot recognized as a sovereign country because of the One ChinaPolicy makes Taiwan have a weak status internationally. Therefore,Taiwan uses food as a nation branding tool to show its existence ininternational eyes as an attraction in tourism so that Taiwan sees thepotential for gastro-tourism to have an impact on increasing thenumber of tourists and indirectly this proves that Taiwanese cultureand food have received recognition. and the good image of thecountry. Using the time to eat program strategy, strategies through themedia, through festivals, through OTOP and also through halal foodproves that this strategy can increase the number of tourists quitesignificantly from year to year. So this study concludes that aneffective strategy, the existence of consistent support from thegovernment and the community is an important factor in developinggastro-tourism.
