Abstract

The international trade sector, especially exports, has become one of the focuses of the Indonesian government, especially the West Sumatra government. West Sumatra's leading export products such as essential oils, CPO, and rubber products have their own markets in the global market. Data from the West Sumatra Central Statistics Agency shows a significant increase in the export value of West Sumatra from the end of 2019 to the final quarter of 2020. This study aims to look at the factors that support the increase in exports of West Sumatra in the global market during the Covid-19 pandemic. To see these factors this study will use the concept of a resource-based paradigm which will focus on internal factors and the contingency paradigm that focuses on external factors of international trade. This research uses qualitative research methods with a descriptive analysis approach. This study found that internal factors of increasing West Sumatra exports, namely West Sumatra government policies that support exports, the experience of local companies, and the performance of these two parties. Meanwhile, internal factors are the conditions of competition between countries in increasing production and the increasing global demand for food and medicinal products.

Abstract

Community service on the decision-making process in foreign policy aims to improve awareness of high school students in Padang on the importance of foreign policy. Foreign policy is often identified with complexity and far from public sphere. The community service team expects this activity could help high school students understand the decision making process in foreign policy. The community service is conducted with lecture and role-play method of formulating foreign policy. The approach used in this program is Graham Allison’s concept regarding process of foreign policy- making. This activity is designed in several stages. In the initial stages, the team prepares working plans. The second stage is socialization and the last stage is program implementation. It can be concluded that this community service has increased the student’s understanding in regards to the importance of foreign policy. Result of this activity indicates that students’ knowledge on foreign policy is improving. This is calculated based on several indicators i.e understanding on the role of actors in formulating foreign policy, factors affecting foreign policy and impact on the state’s strategy to pursue its national interest.

Abstract

Penelitian ini menganalisis upaya Tiongkok dalam mencapai kepentingan energi Arktik di tengah-tengah polemik seperti pencairan es dan tidak ada kepemilikan pada sebagian besar wilayah itu. Dengan pengembangan BRI yang didasari oleh penggunaan energi alternatif, sehingga BRI membantu pengembangan bisnis baik kecil, menengah dan besar. Akan tetapi, hal ini bertentangan dengan kebijakan beberapa negara di kawasan Arktik. Penelitian ini menggunakan metode kualitatif koleksi data sekunder dan teori keamanan energi yang dijelaskan oleh Bernard D. cole untuk melihat tantangan yang dihadapi Tiongkok dan diplomasi energi sebagai upaya Tiongkok. Sehubungan dengan bentuk-bentuk diplomasi energi, termasuk hasil lunak energi, dengan akses ke kecerdasan atau mengeksploitasi sumber-sumber yang ada melalui dua tahap pertama, melalui promosi energi global oleh Tiongkok menggunakan hubungan diplomatik dan kerja sama. Kedua, kelahiran kebijakan adalah jalur sutra di kutub dengan adanya kertas putih yang dikeluarkan di Arktik, yang berisi kepentingan, tujuan dan tanggung jawab Tiongkok terhadap kawasan Arktik.Kata kunci: arktik, tantangan, diplomasi energi, keamanan energi, cina.

Abstract

Diplomasi publik merupakan instrumen pencapaian kepentingan negara yang populer digunakan, dimana Republic of Korea merupakan salah satu contoh negara yang menggunakan diplomasi publik dengan Korean wave menjadi salah satu medianya. Diplomasi publik Korean wave meraih kesuksesannya di Indonesia secara umum dan kota Padang secara khusus. Tulisan ini bertujuan untuk mendeskripsikan pencapaian kepentingan negara melalui pelaksanaan diplomasi publik yang  melibatkan banyak aktor swasta/private. Penulis menggunakan  metode survei ke sepuluh universitas yang ada di kota Padang untuk mengetahui pencapaian kepentingan negara ini di kota Padang. Tulisan ini menemukan bahwa walaupun diplomasi publik ini berhasil dalam meningkatkan popularitas Republic of Korea, tetapi kepentingan yang ingin dicapai seperti tersosialisasikannya kebijakan pemerintah dan penciptaan image  RoK yang cinta damai dan attractive belum berhasil tercapai sepenuhnya, karena ketertarikan kepada budaya populer yang ditawarkan ternyata tidak berhasil untuk menarik pemuda kota Padang untuk lebih lanjut mempelajari kebijakan-kebijakan pemerintah dan membangun image yang diinginkan oleh pemerintah. Kata kunci : Diplomasi Publik, Korean wave, image, budaya populer, Padang

Abstract

Public diplomacy has been a long-standing practice that continues to this day. Both developed and developing countries aim to design public diplomacy programs that are well-received by their target audience. Public diplomacy is closely linked to the concept of soft power, which became popular after Joseph Nye coined the term in the 1990s. Countries implement public diplomacy because they believe it can enhance their soft power. In Indonesia, the relationship between public diplomacy and soft power has been widely discussed in academic articles. However, there still needs to be a consensus on whether the two concepts are the same or different. This article aims to clarify their relationship using a literature review of articles written by leading scholars in the field. Based on the review, it can be concluded that public diplomacy and soft power are different but interconnected. Public diplomacy is often implemented to promote or generate soft power.
