Abstract

This study concludes that using the interpretation of Ibn IbnAshur against the amtsâl verse about plants in the al-Qur?an has implications for the formation of competent individual characters and faithful as believer. The source of this research data is the interpretation of Ibn ?Âshûr to the plant amstal which he exposed in al-Tahrîr wa al-Tanwîr supported by the interpretations that perfomed amtsâl and the study of other disciplines and besides the author enriched this research by referring to other sources of some books, journals , articles, and other scientific papers related to the theme of this study. This study is a qualitative research, as for data collection, the author pursues a literature study technique. The nature of this research is descriptive-analysis, the research that seeks to provide an overview as well as explore in depth the views and approach of Ibn ?Âshûr in assessing the amtsâl al-Qur?an  related plants, the author also took a comparative step. Studi ini menyimpulkan dengan menggunakan penafsiran Ibn ?Âsyûr terhadap ayat amtsâl tentang tumbuhan dalam al-Qur?an  memiliki implikasi terhadap   pembentukan karekater individu yang kompeten dan tetap menjadi hamba yang taat. Sumber data penelitian ini adalah penafsiran Ibn IbnAshur terhadapat amstal tumbuhan yang dipaparkannya pada al-Tahrîr wa al-Tanwîr didukung oleh dengan penafsiran-penafsiran yang mengeloborasi amtsâl dan kajian disiplin ilmu lain dan selain itu penulis pun memperkaya penelitian ini dengan merujuk pada sumber lain dari beberapa buku, jurnal, artikel, dan karya tulis ilmiah lain yang berkaitan dengan tema studi ini. Studi ini adalah penelitian kualitatif, adapun dalam pengumpulan data, penulis menempuh teknik studi literatur. Sifat penelitian ini adalah deskriptif-analisis, yaitu penelitian yang berusaha untuk memberikan gambaran sekaligus mengeksplorasi secara mendalam pandangan dan pendekatan Ibn IbnAshur dalam mengkaji amtsâl al-Qur?an terkait tumbuhan, penulis juga menempuh langkah komparatif.

Abstract

This research presents a comparative analysis between the Tarjuman Al-Mustafid book with Anwar At-Tanzil's commentary, and Jalalain's commentary with a focus only on magic verses starting from Surah Al-Fatihah, Al-Baqarah verse 102, and Al-Falaq. The research method used is a qualitative approach focused on library research with the main data coming from the books of Tarjuman Al-Mustafid, Tafsir Anwar At-Tanzil, and Tafsir Jalalain. The results of the research show that there is quite a big influence from Anwar At-Tanzil's interpretation and Jalalain's interpretation on Tarjuman Al-Mustafid in terms of the systematic writing and meaning of the verses. One important factor in the relationship with the interpretation of Jalalain is Abdurrauf's intellectual connection with Jalaluddin As-Suyuti, the author of the interpretation of Jalalain. Apart from that, Anwar At-Tanzil's tafsir is also an important reference source in writing this tafsir, as stated on the cover of Tarjuman Al-Mustafid's tafsir. In understanding the magic verses, Abdurrauf is more inclined or agrees with Tafsir Jalalain because it is used as a reference, and is influential when providing a more general explanation.

Abstract

Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana Peran Pengawasan Ombudsman RI dalam Mengawasi Posko Tunjangan Hari Raya (Thr) Keagamaan 2023. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi literatur. Sebagaimana amanat dalam Undang-Undang Nomor 37 Tahun 2008 tentang Ombudsman Republik Indonesia yang menyatakan bahwa Ombudsman merupakan lembaga negara yang bertugas mengawasi pelayanan publik, maka dengan dilaksanakannya Posko Pelayanan THR 2023 yang dibuat oleh Kementerian Ketenagakerjaan perlu dilakukan pengawasan atas penyelenggaraan pelayanan publik yang diselenggarakan oleh Ombudsman RI. Berdasarkan hasil temuan dari pelaksanaan pengawasan posko THR oleh Ombudsman RI adalah masih belum efektifnya pelayanan publik dalam Posko THR. Masih ada beberapa kekurangan dalam pelaksanaan pelayanan pada Posko THR oleh Kementerian Ketenagakerjaan yang perlu diperbaiki baik secara sistem maupun sumber daya manusia.

Abstract

Dalam konteks kualitas layanan kesehatan, ombudsman dapat berperan penting untuk menjaga dan meningkatkan standar pelayanan kesehatan yang diberikan oleh rumah sakit, klinik, fasilitas kesehatan, atau lembaga medis lainnya. Ombudsman memiliki peran yang kritis dalam memastikan transparansi, akuntabilitas, dan kualitas layanan kesehatan yang lebih baik. Selain itu, mereka juga dapat berkontribusi pada peningkatan sistem pelayanan kesehatan secara keseluruhan dengan memberikan rekomendasi dan masukan yang berharga kepada pihak-pihak terkait. Tulisan ini bertujuan untuk memaparkan peran pengawasan Ombudsman Republik Indonesia dalam pembentukkan RUU Kesehatan. Metode yang diguakan dalam penelitian ini adalah metode studi literatur dimana tekniknya melalui pengumpulan data pustaka, membaca dan mencatat, serta mengelolah bahan penelitian. Peran ombudsman dalam mengawasi pembentukan RUU (Rancangan Undang-Undang) atau undang-undang kesehatan dapat berkontribusi pada proses legislatif yang transparan, partisipatif, dan berpihak pada kepentingan Masyarakat.

Abstract

Saat melaksanakan magang di PT Pertani (Persero) dari Program Magang Mahasiswa Bersertifikat (PMMB) yang diselenggarakan oleh Forum Human Capital Indonesia (FHCI), mengalami penggabungan dengan PT Sang Hyang Seri pada bulan November 2021 dengan dikeluarkannya Peraturan Pemerintah Nomor 98 tahun 2021 tentang Penggabungan Perusahaan Perseroan (Persero) PT Pertani ke Dalam Perusahaan Perseroan (Persero) PT Sang Hyang Seri. Tujuan dari penelitian ini adalah sebagai output magang yang dilakukan. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data yaitu observasi selama magang. Hasil penelitian menunjukkan bahwa PT SHS dalam menerapi core value AKHLAK sudah dijalankan dan terlaksana dengan baik walau terkadang anggaran untuk bisa memenuhi kegiatan kantor terhambat. Prosedur yang digunakan sebagai dasar dari bertingkah laku dan bersikap sehari-hari menggunakan melaksanakan beberapa kegiatan dalam menerapi core value AKHLAK adalah Surat Edaran Menteri BUMN Nomor SE-7/MBU/07/2020 tentang Nilai-nilai Utama SDM BUMN.

Abstract

Penelitian ini bertujuan untuk menjelaskan peran dan metode penelitian yang digunakan Ombudsman Republik Indonesia (ORI) dalam mengidentifikasi dan mengevaluasi kasus maladministrasi pelayanan publik di Indonesia melalui studi pustaka. Metode penelitian ini meliputi pencarian, pemilihan, evaluasi, analisis, dan sintesis berbagai sumber pustaka yang relevan dengan permasalahan maladministrasi. Studi pustaka dilakukan secara sistematis untuk mengumpulkan informasi dari berbagai basis data daring, jurnal akademik, laporan penelitian, dan dokumen terkait lainnya. Sumber pustaka terpilih dievaluasi berdasarkan kriteria inklusi yang meliputi relevansi, akurasi, dan kredibilitas. Data yang terkumpul kemudian dianalisis untuk mengidentifikasi pola, tren, dan temuan penting terkait kasus maladministrasi pelayanan publik. Hasil penelitian menunjukkan bahwa studi pustaka memberikan kontribusi yang signifikan dalam memperdalam pemahaman ORI terhadap berbagai aspek maladministrasi, meliputi penyalahgunaan wewenang, penyalahgunaan anggaran, ketidakadilan dalam pelayanan, dan ketidaktransparan dalam kebijakan publik. Dengan menggunakan pendekatan ini, ORI dapat merumuskan rekomendasi kebijakan berbasis bukti untuk perbaikan sistemik tata kelola pemerintahan di Indonesia.

Abstract

This article aims to conduct an analysis of Islamic boarding school tafsir treasures by taking a case study of Safinah Kalla  Saya’lamun Fi Tafsir Syaikhina Maimun. In general, this work is part of the Indonesian interpretation. However, so far the mapping of the Tafsir Nusantara typology has not touched on the institutional aspect which is an important locus for the emergence of this work. This article questions the background to the writing of Safinah Kalla Saya'lamun? And in the context of what horizon was the work born? These two questions are the basis for expanding the study of the existence of Islamic boarding school interpretive works. This article used qualitative method with the content analysis. This article concludes, that the book Kalla Saya'lamun was originally the result of the Tafsir Jalalain recitation every Sunday read by Maimoen Zubair (d. 2019). The position of the writer who was a student at that time felt the importance of recording the teacher's ideas. However, in fact, the author’s role is not only to explain Zubair's ideas, but also to explore and compare with the views of other commentators. So that it is able to present a literary interpretation of the Al-Qur'an that is not only one way, but presents a rich variety of views using simplistic methods, in addition to presenting ideas that are unique to the locality of the Islamic boarding school. In this case, the interpreter links the meaning of the verse to the current social context or local historical facts. Based on the findings of this work, this research proves that the dynamics of interpretive studies in Islamic boarding schools continue to grow.

Abstract

This article aims to reveal the portrait of the study of the interpretation of the Qur’an in Betawi, by taking case studies in several taklim assemblies in the Betawi community led by Betawi scholars. The question posed is, how is the dynamics of the study of Al-Qur’an interpretation in the Betawi community, especially when there is an issue of blasphemy against the former Governor of DKI Jakarta, Ahok? This article is written using Gadamer’s theory of interpretive constructs which includes elements of interpreter history, pre-understanding, text horizon and reading. This article shows that the study of Tafsir Al-Qur’an in the Betawi community has been running for several years. As in general, the Betawi people make mosques and prayer rooms as taklim assemblies or places to seek religious knowledge guided by ustaz or formerly known as mualiim. The pattern of the resulting study cannot be separated from the social background and education of the teacher, so that each object of this research has a distinctive character. The study method is taught thematically either following developing issues or by following the order of juz Mushaf Al-Qur'an.

Abstract

This article aims to conduct a philosophical review of the concept of High Politics initiated by Amien Rais and offered to be a reference for Muhammadiyah in 1986 in organizing. The aim is to address political dynamics in Indonesia to have a moral framework in the context of following the dynamics of political progress. This paper questions the extent of this insight when viewed from the perspective of Buya Hamka’s, which is also a critical Muhammadiyah actor. Buya Hamka and Amien Rais were involved in determining Muhammadiyah to have a political view as a responsive attitude to the political dynamics of the time. This study is a literature study using Karl Menheim's sociology of knowledge approach to philosophically examine the ideas of High Politics with Hamka's political ideas when interpreting verses that contain values ​​contained in high politics. This article concludes that there is no significant difference between the high politics framework and Hamka's idea of ​​the verses used as a foothold in the high politics formula, only when Amien Rais formulates the framework, there is no opinion that refers to buya Hamka. Likewise, with Hamka there is no serious tendency in his interpretation of formulating political cases. However, both of them have the same orientation regarding the essence of politics and da'wah as a means of creating the general good and amar maruf nahi munkar. Likewise with the state system, both of them also have in common that they see the state system as taught by Islam as prioritizing deliberation or democracy and not being centralized. These two views that were born in different eras are equally intertwined with the dynamics in the Muhammadiyah organization, which is faced with an unstable political atmosphere.

Abstract

This article aims to analyse the implementation of the Prophet Muhammad's hadith about the pilgrimage to the martyr's grave in the tradition of Haul Abah Guru Sekumpul in Martapura. The research involves literature data and interviews with tradition actors. Then the data was analysed using Max Weber's social action theory. The findings of this research are that the tradition of Haul Abah Guru Sekumpul in Martapura is a category of traditional community action that is claimed to have theological roots from the Prophet Muhammad's hadith when visiting the graves of the martyrs. On the other hand, the tradition is believed to have affective meaning, which for the community is considered as a means of providing blessings for those who attend, or those who participate in the implementation of the event. From the social meaning, the tradition of Haul Abah Guru Sekumpul also has elements of mutual cooperation, togetherness, mutual respect and emulating the struggle.
