Abstract

This research aims to analyze the implementation of Indonesia's grant program for Afghanistan in 2022 as a manifestation of strengthening South-South cooperation. By exploring using the constructivism approach in international relations related to the identity and interests of the two countries, it forms a pattern of bilateral cooperation. The research used qualitative method with data collection techniques through journals and reports on strengthening South-South cooperation through grant programs. The results showed that the grant program was allocated into three priority sectors: Handling the Food Crisis, Capacity Building Training in Maternal and Child Health, and Educational Support Assistance for Afghan Postgraduate Students. The program successfully trained and improved the academic skills of Afghans, increased agricultural productivity in targeted areas and access to basic health services. While this cooperation has faced challenges, Indonesia's adaptive approach through cooperation with local organizations and the use of information technology for remote monitoring has proven effective. This study concludes that the success of the grant program not only strengthens bilateral relations but also shows the strengthening of state-identity solidarity in the south-south region, which emphasizes equality, care, and the encouragement of identity among Muslim-developing countries.

Abstract

Decentralization experiences were quite different in each country. This difference can be seen in the authority given to local governments, which has an impact on development efforts produced by local governments. This research uses the concept of decentralization in looking at development in Indonesia and South Korea. The differences in the implementation of decentralization in the two countries can then be explained by the development carried out by the local governments of Makassar City and Ulsan City. Indonesia and South Korea have several differences in the formation of the decentralized system and the implementation of the decentralized system in each country. This shows that in the development process, both have different roles and influences, Makassar emphasizes foreign cooperation which is dominated by infrastructure development and human resource development, while Ulsan has a fairly high intensity of foreign cooperation and prioritizes foreign cooperation in the industrial sector with export-oriented, this shows the difference in policy influence provided by the two cities.

Abstract

This study examines the deployment strategy of United States defense systems to allied nations through the lens of rational-choice theory. Employing rational actor theory framework and non-offensive defense concepts, this research analyzes US foreign policy in distributing defensive weapons systems across European, Asian, and Middle Eastern regions. The analysis reveals that the US implements this policy based on cost-benefit calculations encompassing military, economic, and political interests. Findings indicate that defense system deployment is driven by counter-terrorism objectives, economic interest protection, and maintenance of global political influence. Allied nations accept this cooperation due to shared security interests and the necessity for advanced defense capabilities against regional threats. This policy reflects rational decision-making where perceived benefits outweigh potential costs for all involved parties. The study demonstrates how mutuality of interests, shadow of future considerations, and the number of actors involved shape cooperative security arrangements in contemporary international relations.

Abstract

The implementation of decentralization in developing countries follows the democratization. However, several decentralized systems implemented by each country have different authorities, impacting the role of regional governments in carrying out international cooperation. This study adopted a qualitative method with a comparative study approach, completed by interviews, serving as a comparative instrument used to measure the authority of the local government in implementing foreign cooperation between Ulsan City, South Korea, and Makassar, Indonesia. The conceptual framework of decentralization was utilized to determine the extent of authority held by local governments. The intensity of cooperation was deployed to identify the local government’s foreign cooperation authority. A comparison between the cities of Ulsan and Makassar, based on their constitutions, uncovered the greater authority of local governments in South Korea compared to that of city governments in Indonesia. The intensity of foreign cooperation between both city also differed. Ulsan City had a higher number of foreign corporations than Makassar City. Hence, the wider the local government’s authority, the higher the intensity of foreign cooperation carried out.
