Abstract

The export growth of shallot, especially from Brebes Regency not stable yet. It happened cause by the competition from the like products entering Indonesian market and the fluctuation of the market price. The purpose of this research was to (a)analyzing shallots as local prime commodity, (b)analyzing the dynamic and problematic of shallots commodity in domestic and export market, (c)analyzing the opportunities to increase the export of the shallot’s commodity. The method used in this research was qualitative method with SWOT (Strengths, Opportunities, Weaknesses, Threats) analysis as a method used to determine the strategy from the Strengths, Opportunities, Weaknesses, Threats in the export’s growth of shallots. Abstract

In recent years, industrialization has a vital role in developing the economic capability of a nation. In the past, the focus of industrial sector often ignores the environmental impacts. Meanwhile, nowadays, environmental considerations become one of the important points in developing country’s industrial sector. Therefore, in the recent decade, the concept of green industry comes to preserve the sustainability and economic values of the industry as well as conserving the environment. As one of the countries which have cooperation with Indonesia regarding green industrial policy, Japan already implemented some green industry projects in Indonesia. This research tries to describe the implementation of green industrial policy between Indonesia and Japan. The method used in this research is library research method by studying past and recent literature regarding the development of green industrial policy in Japan as well as in Indonesia, also by observing partnership scheme by two countries that tackling this issue. The result of the research indicates that there are various projects that already implemented between Japan and Indonesia by developing a partnership to advancing the knowledge and technology in industrial sector while preserving the environment. Meanwhile, in Indonesia, there are many industrial sectors which are not yet applying the concept of green industry in their activity.

Abstract

Regulation of the Governor of Central Java Province Number 53 of 2019 is one of the prerequisites in developing tourism villages in regencies/cities in the Central Java region. Implementation of these regulations is carried out by creating a classification of Tourism Villages periodically every 4 years to determine the range of values used as a reference, including determination, management, development, guidance, and supervision of the tourism village; provide guarantees of legal certainty in the management of tourism villages; and basic determination of government financial assistance for the management and development of tourism villages. This paper analyzes the implementation of regulation and its challenges by focusing on Tuksongo village.  This research uses a descriptive-qualitative research methodology. Findings show that based on the self-assessment on tourism village development, Tuksongo Village belongs to second category (developing) on the classification, which can be developed further to third category (developed) through improving several indicators: tourist attraction, accessibility, preservation and conservation of the environment, urban space planning, and village networking. Abstract

Pandeglang Regency has 201,16 hectares of slum areas spread across 37 locations in 13 sub-districts. The Kota Tanpa Kumuh (KOTAKU) program in Pandeglang Regency still has several problems in its implementation, namely the lack of active community involvement, the location of the program target is not evenly distributed, the program is not oriented to the poor community at large, the mismatch of the program rolled out with the conditions needed by the community, the utilization and maintenance of program results are not carried out optimally. The purpose of this research is to find out what are the social and economic impacts of the KOTAKU program in Pandeglang Regency. The research method used is a qualitative research method with a descriptive approach. The results showed that the social impact of the KOTAKU program is to increase active participation and awareness in the community to work together to implement development, improve the quality of life and health of the community, and a sense of ownership of the infrastructure built together. The economic impact of the KOTAKU program is an increase in community welfare and income, job creation, increased work and economic mobility of residents, and efficiency of household living needs.

Abstract

This research explores the dynamics of transnational solidarity among Indonesian Muslims in their support of the Palestine cause, grounded in Fatwa MUI 83/2023, through the lens of Critical Discourse Analysis (CDA). This study investigates how religious and moral directives shape individual and collective actions. Data from questionnaires show that respondents' motivations to support Palestine stem from both humanitarian and religious convictions, amplified by the fatwa's ideological framework. The study finds that religious discourse transforms solidarity into concrete actions such as donations, boycotts, and digital activism. Furthermore, the fatwa facilitates the globalization of local actions, linking grassroots efforts to a broader international campaign for Palestinian rights. This research underscores the power of religious authority in shaping transnational solidarity movements and highlights how digital platforms enable local actions to resonate globally.

Abstract

The availability of clean water remains a significant challenge in various Indonesian cities, including Probolinggo. Although Probolinggo City Regulation No. 5 of 2014 mandates the use of clean water services provided by the local water utility (PDAM) in residential area development, its implementation has yet to be fully effective. This study aims to analyze the collaborative governance strategy in the management of Perumdam Bayuangga in residential areas, as well as to identify the obstacles and efforts of stakeholders in implementing the policy. A descriptive qualitative approach was employed, with data collected through interviews, observations, and document analysis. The findings indicate that collaboration among the PDAM, government, and developers has improved, but remains unsystematic and lacks sustainability. Interactions among actors tend to be reactive, with no regular official forum in place. Moreover, community participation as end users is still passive and suboptimal. Nevertheless, Perumdam Bayuangga demonstrates a prompt response to public complaints. The study concludes that the effectiveness of collaboration is largely influenced by an adaptive institutional design, facilitative leadership, and proportional involvement of both primary and secondary stakeholders. These findings offer practical contributions to the enhancement of public service governance and may serve as a reference for similar policy development in other regions facing clean water access challenges.

Abstract

Kabupaten Kendal memiliki jumlah tenaga kerja yang melimpah karena daerah ini dikenal sebagai kawasan industri. BPJS Ketenagakerjaan Kantor Cabang Kendal sebagai penyedia layanan asurasi sosial dari pemerintah telah hadir sebagai solusi pemberian jaminan sosial terhadap para tenaga kerja. BPJS Ketenagkerjaan Kantor Cabang Kendal sendiri berstatus sebagai Kantor Cabang Pembantu (KCP) yang hanya memiliki pegawai yang terbatas, sehingga mereka harus bekerja keras dalam memberikan pelayanan jaminan sosial terhadap seluruh tenaga kerja yang ada. Penelitian ini bertujuan untuk menganalisis kepuasan peserta terhadap pelayanan dan indikator apa saja yang perlu dibenahi di BPJS Ketenagakerjaan Cabang Kendal. Penelitian ini tergolong penelitian kuantitatif deskriptif dengan metode pengumpulan data yakni observasi, kuesioner, dan dokumentasi. Jumlah sampel yang telah ditentukan sebanyak 100 orang yang merupakan peserta aktif di BPJS Ketenagakerjaan Kantor Cabang Kendal. Penelitian ini mengacu pada dimensi service quality melalui metode Customer Satisfaction Index (CSI) dan Importance Performance Analysis (IPA). Hasil penelitian menyatakan jika perolehan CSI untuk sejumlah indikator terhadap peserta di BPJS Ketenagakerjaan Kantor Cabang Kendal yakni sebesar 79,97% yang berada di kriteria (PUAS). Dalam Pengukuran IPA, perbaikan pelayanan peserta yang perlu di fokuskan ada 7 indikator karena pelayanannya dinilai penting, namun kepuasannya dinilai peserta sangat rendah.

Abstract

The development of e-government is a key focus in realizing transparent, effective, and participatory governance. This study aims to analyze the maturity level of the Ladeni Rakyat digital service by DPRD Kudus Regency and identify supporting and inhibiting factors in its development. This research employs a qualitative approach using a case study method and purposive as well as snowball sampling techniques. Informants include platform administrators, technical staff, and service users. The analysis refers to the five pillars of e-government maturity by Fietkiewicz et al.: Information Dissemination, Communication, Transaction, Interoperability, and Participation. The findings show notable progress in Communication and Transaction aspects. However, there are deficiencies in Information Dissemination, Interoperability, and Participation. Enhancing information dissemination, cross-service integration, and public participation is necessary to achieve optimal e-government maturity.

Abstract

This research analyzes the sister city cooperation between Magelang City-Tula City using three layers of paradiplomacy. The layers determine the focus of cooperation and its potential for future smart city implementation in Magelang City. Paradiplomacy has become a promising instrument in the context of sister-city cooperation proposed by regional governments, mostly in forging relations with global cities. Although paradiplomacy is considered the practice of ‘high politics’, various sectors can be operated within the activity, including trades, education, culture, tourism, and technology. As qualitative research, the data was gathered through field and literature studies. Findings highlight that the cooperation has not been further performed by related regional offices beyond the agreement stage (Letter of Intent). Therefore, little can be measured about the impacts it has brought to Magelang City's development, particularly in the pursuit of smart city adoption. Regardless, improvement and programs related to the second layer of paradiplomacy through sister-city cooperation might benefit the Magelang City government in smart city implementation.
