Abstract

Pemilihan presiden 2024 atau pemilu menjadi ajang penting baik secara individu maupun institusi dalam berpartispasi dan mencari informasi yang penting. Terlebih lembaga yang secara khusus ambil bagian seperti Badan Pengawas Pemilu (Bawaslu). Penelitian ini bertujuan untuk mengkaji bagaimana @bawasludkijakarta menggunakan media sosial Instagram untuk menyebarkan konten berita tentang seputar Pemilihan Umum Presiden Indonesia 2024. Kendala yang sering dihadapi oleh Bawaslu Provinsi DKI Jakarta   adalah platform yang digunakan dalam penyebaran konten tersebut. Perubahan cepat di dunia digital telah mempengaruhi kebiasaan pengguna, terutama generasi muda, yang mencari media sosial dengan fitur-fitur menarik.Dalam hal ini, hadirnya Instagram sebagai platform populer di kalangan generasi muda menjadi fokus utama @bawasludkijakarta dalam menyebarkan konten mereka. Penggunaan Instagram yang memiliki kelebihan dalam penyampaian informasi melalui gambar dan video diharapkan  dapat  menjawab  tantangan  dalam  menyebarkan  berita  positif  tentang  pemilihan  umum presiden Indonesia 2024 kepada target utama mereka yaitu generasi muda. Selain itu, dengan memaksimalkan fitur-fitur yang ada pada akun Instagram @bawasludkijakarta. Konsep-konsep penting seperti  Konsep  New  Media  dan  Konsep  7C's  digunakan  dalam  penelitian  ini  dengan  pendekatan paradigma Post Positivisme. Teknik wawancara mendalam (In- Depth Interview) digunakan untuk mengumpulkan data.

Abstract

Romanian President Klaus Werner Iohannis (KWI) was president for the first term from 2014 to 2019 and for the second term from 2019 to 2025. During his time in office, some populist groups in Romania said that joining the European Union (EU) brought economic problems, foreign culture, unhappiness with government, feeling like they lost rights, being unhappy with the EU, and worrying about losing control over their country. This kind of populism happened not only in Romania but also in other EU countries. The goal of this research is to understand what populism means, how people think about it, and how President KWI tried to get support from these populist groups while Romania was part of the EU. This study uses a mix of Heider's attribution theory and Dan Nimmo's political communication ideas. The study guesses that even though some groups were against the EU or Euroscepticism, by using political communication strategies, President KWI could deal with these issues and keep Romania in the EU. The results showed that populist groups kept pushing for anti-EU, anti-elites, anti-establishment, and anti-pluralism ideas to win public support. The public had mixed feelings about these campaigns. By the end of KWI's time in office, more people started to support populists because they lost trust in the government, which wasn't strong enough in fighting corruption. Still, by using political communication strategies, Romania stayed in the EU and joined the Schengen Area on January 1, 2025. Also, President KWI was able to serve two terms.

Abstract

Indonesia faces a serious risk of narcotics abuse. The National Narcotics Agency of Indonesia (BNN RI) has recorded hundreds of areas vulnerable to narcotics distribution, including regions that are very difficult for authorities to access. The varying levels of threat across different areas demand a strategic approach that is locally adapted yet still effective. Nevertheless, an evaluation regarding the role of regional BNN is necessary. This is important considering Indonesia's 2045 Gold Vision targets, Asta Cita point 4, the Grand Design of Population Development (DBPK), and the Grand Design of Family Development (GDPK). Based on the above description, there is an issue that requires the evaluation of communication strategies in addressing narcotics problems in the regions through optimizing the role of regional BNN. The evaluation of communication strategies, which is the topic of this research, uses the Lasswell formula. Data was obtained through FGD activities and the collection of various relevant secondary data. Based on the research analysis, communication strategies are not yet optimal in the components of the communicator, message clarity, appropriate media selection, in-depth understanding of the audience, and a systematic feedback system. The weaknesses of these components are related to local political and financial dynamics. With the presence of Regional Regulations, it serves as an umbrella for eradicating narcotics through the spirit of collaboration between Ministries and Agencies

Abstract

This study investigates the reception of “dry text” as a form of digital body language and the understanding of message meaning among WhatsApp users. In the evolving digital communication landscape, the absence of explicit non-verbal cues in text-based interactions, often referred to as “dry text,” presents unique challenges to message interpretation. Using a qualitative descriptive approach grounded in Stuart Hall’s Reception Theory, this study analyzes the nuanced understanding of message meaning, considering the interplay between context, relationship dynamics, and the individual’s psychological state. The study findings reveal that the interpretation of “dry text” is highly subjective and context-dependent, with factors such as relational intimacy, communication history, and current mood significantly influencing reception. While some users interpret “dry text” as efficient, others perceive it as negative, indifferent, or even rude. This study highlights the critical role of users’ communicative competence in navigating ambiguous digital cues and the potential for miscommunication when non-verbal signals are absent. This study contributes to a deeper understanding of digital body language and the complexity of meaning-making in text-based communication.

Abstract

ABSTRACT In 2012, the Majalengka Regency Government planned to develop the former Jatiwangi sugar factory into a commercial area. JAF, along with the Jatiwangi community, responded by holding the Rampak Genteng Festival in the area and making it a triennial event. Over the course of its existence, the festival has received various awards from the government, and the government has invited JAF to manage the area as a public space. This research aims to identify how art can be used as a medium for development communication. The analysis was conducted using Melkote and Steves' development communication theory. This research uses a constructivist interpretive paradigm and a single case study method. From the discussions conducted, it was identified that in the Rampak Genteng Festival, the form of dialogue on development messages about the community's anxiety and resistance to the massive land conversion that occurred in Jatiwangi was packaged in the form of the Jatiwangi Pledge. In the tug-of- war over the land use change of the former Jatiwangi sugar factory between the government-investors versus JAF- community, the JAF and the community asserted their territorial claims through song and dance. Dialogue and participation were demonstrated by the sound of rampak roof tiles played by all participants. Meanwhile, from the government side, giving awards, the presence and statements of appreciation by state officials are a way that feels more respectful and familiar to the community to show that the government hears and considers the aspirations of the community in the development of this area. ABSTRAK Pada tahun 2012, Pemerintah Kabupaten Majalengka berencana melakukan pembangunan area bekas pabrik gula Jatiwangi sebagai wilayah komersial. Rencana pembangunan ini dilakukan tanpa melibatkan dialog dengan masyarakat. JAF bersama masyarakat Jatiwangi memberikan reaksi dengan menggelar Festival Rampak Genteng di area ini dan menjadikan sebagai kegiatan 3 tahunan. Dalam perjalanannya, festival ini mendapatkan berbagai penghargaan dan pengakuan dari pemerintah, dan pemerintah mengajak JAF, mewakili unsur masyarakat, untuk mengelola area ini sebagai ruang publik. Penelitian ini bertujuan mengidentifikasi bagaimana seni dapat dijadikan media komunikasi pembangunan. Analisis dilakukan dengan teori komunikasi pembangunan Melkote and Steves dengan konsep utama: dialog dan partisipasi. Penelitian ini berparadigma interpretif konstruktivis, dan metode studi kasus tunggal. Dari diskusi yang dilakukan, teridentifikasi bahwa dalam Festival Rampak Genteng, wujud dialog pesan pembangunan tentang kegelisahan dan resistensi masyarakat atas alih fungsi lahan masif yang terjadi di Jatiwangi dikemas dalam bentuk Ikrar Jatiwangi yang disuarakan dengan lantang, namun tidak tampak sebagai perlawanan melalui kekerasan. Dalam tarik ulur alih fungsi lahan bekas pabrik gula Jatiwangi antara pemerintah-investor versus JAF-masyarakat, klaim wilayah dilakukan JAF dan masyarakat melalui lagu dan tari. Dialog sekaligus partisipasi ditunjukkan dengan bunyi rampak genteng yang ditabuh oleh seluruh partisipan yang ada dalam festival tersebut. Partisipasi juga ditunjukkan dengan berbagai karya seni terakota pada gerbang acara. Sedangkan dari pihak pemerintah, pemberian penghargaan, kehadiran dan pernyataan penghargaan pejabat negara merupakan cara yang terasa lebih terhormat dan akrab dengan masyarakat untuk menyatakan bahwa pemerintah mendengar dan mempertimbangkan aspirasi masyarakat dalam pembangunan area ini.

Abstract

Penelitian ini bertujuan untuk membongkar secara kritis bagaimana praktik diplomasi publik di zaman Post-Truth telah mendistorsi "wujud asli" dari diplomasi publik itu sendiri yang memiliki tatanan nilai-nilai, makna dan juga karakter dialogisnya menuju ke arah praktik propaganda yang manipulatif. Penelitian ini menggunakan metode kualitatif yang fokus pada pemaknaan dan representasi dari pada praktik-praktik diplomasi publik, serta menggunakan analisis wacana atau menampilkan beberapa studi kasus dan mengkaji fenomena dalam konteks era Post-Truth dengan cara yang kritis. Penelitian ini menggunakan teori diplomasi publik serta pengembangan dari teori diplomasi publik hingga kini, lalu teori diplomasi publik pada akhirnya disejajarkan dengan teori propaganda, karena dalam kerangka teorinya, tulisan ini membahas bagaimana diplomasi publik bertansformasi menjadi propaganda. Temuan dari penelitian ini sesuai dengan penjelasan teori sebelumnya, yakni praktik diplomasi publik di era post-truth tidak lagi berfokus pada dialog dua arah untuk menciptakan kesepahaman bersama, melainkan fokus kepada persuasi satu arah, melakukan seleksi terhadap fakta dan melakukan secara sadar melakukan rekayasa terhadap persepsi, hasilnya adalah diplomasi publik masa kini telah terjebak dalam propaganda, strategi komunikasi yang dilakoni oleh pemerintah merupakan kendaraan utama untuk menghegemoni, terlihat nampak halus nan etis dalam praktiknya tetapi nyatanya diselipi propaganda. Artinya, diplomasi publik di era post-truth semakin sulit dibedakan dari kegiatan propaganda atau bahkan dapat dikatakan diplomasi publik adalah terminologi lain dari propaganda.

Abstract

This study examines the representation of shadow politics in The Godfather trilogy using a critical-hermeneutic approach grounded in Paul Ricoeur’s narrative theory of Mimesis I–III. Shadow politics is conceptualized as informal power practices operating outside formal state institutions yet significantly shaping political decisions, legitimacy, and resource distribution. Employing qualitative narrative analysis, this study analyzes selected scenes, dialogues, and visual symbols from The Godfather (1972), The Godfather Part II (1974), and The Godfather Part III (1990) as political communication texts. Data analysis follows Miles and Huberman’s interactive model, complemented by Lasswell’s political communication framework to map actors, messages, channels, and effects within shadow power dynamics. The findings reveal that the mafia in the trilogy functions as a non-state political actor that substitutes and penetrates state functions, including justice, security, economic regulation, diplomacy, and leadership succession. Through Mimesis II, the films configure a parallel governance system sustained by patronage, loyalty, symbolic legitimacy, and controlled violence, while Mimesis III demonstrates how audiences may normalize or legitimize such informal power structures. Reflecting on the Indonesian political context after the 2024 elections, this study argues that The Godfather offers a critical lens to understand contemporary shadow political communication in transitional democracies, where procedural legality coexists with elite-driven informal decision-making. The study contributes conceptually by proposing the notion of shadow logic as a shared mindset underlying both criminal and formal political actors, enriching political communication and film studies by positioning cinema as a laboratory for critical analysis of power beyond formal institutions.
