Abstract

Customer service at PDAM Tirta Randik in Sungai Lilin District still faces several issues, such as delays in delivering billing information, manual data recording processes, and frequent input errors in customer data. Previous studies on PDAM information systems generally focused only on data recording or water flow monitoring, but have not provided an integrated solution for mobile-based customer management. This study presents a novelty in the form of an Android-based Customer Management Information System integrated with a server database, designed to provide real-time information access, automated billing generation, and monitoring of water usage history. The research employs a Research and Development (R&D) approach using the Software Development Life Cycle (SDLC) Waterfall model. The system was evaluated using: (1) black-box testing to validate system functionality; and (2) usability assessment using the System Usability Scale (SUS) to determine user acceptability. The results of black-box testing indicated that all features operated according to specifications. The SUS evaluation involving 20 respondents produced an average score of 82.5, categorized as “Excellent” with an acceptance level of Grade A. This information system can improve the accuracy of customer data recording, accelerate access to billing information, and enhance user satisfaction. It can serve as a reference model for the digitalization of PDAM services and has the potential for further development through the integration of digital payment features.

Abstract

Pupuk organik merupakan solusi berkelanjutan untuk meningkatkan kesuburan tanah dan ketahanan pangan di Lumajang, Jawa Timur. P$S Asri Farm Kedungrejo menghadapi tantangan kompetisi dari produsen pupuk dari Banyuwangi, seperti Pupuk Gondruwo, yang menawarkan produk dengan tingkat kepuasan pelanggan mencapai 80%. Data kuantitatif menunjukkan bahwa 65% petani beralih ke pupuk dari Banyuwangi, sementara hanya 35% tetap memilih produk lokal. Peningkatan hasil panen mencapai 15% setelah penggunaan pupuk Banyuwangi. Pengabdian ini mengkaji pengaruh adopsi pupuk luar terhadap keberlanjutan bisnis lokal dan faktor yang mpengaruhi preferensi petani, termasuk kepercayaan dan kualitas produk. Berdasarkan analisis SWOT dan survei terhadap petani, strategi yang disarankan meliputi diversifikasi produk, penguatan branding, serta edukasi petani tentang keunggulan pupuk lokal. Selain itu, kolaborasi strategis dengan produsen dari Banyuwangi dapat meningkatkan daya saing produk lokal. Hasil analisis menunjukkan bahwa, meskipun kompetisi cukup ketat, inovasi dan pemasaran yang tepat dapat memastikan keberlanjutan dan pengembangan usaha. Kesimpulan menunjukkan perlunya inovasi produk dan peningkatan kualitas serta pemasaran berbasis komunitas untuk mempertahankan pasar lokal dan mendukung keberlanjutan usaha.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan cashless government dalam meningkatkan akuntabilitas belanja negara dengan studi kasus pada Kantor Pelayanan Perbendaharaan Negara (KPPN) Tipe A1 Jakarta III. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap proses transaksi non-tunai. Analisis data dilakukan dengan mengacu pada model implementasi kebijakan Edward III yang meliputi aspek komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi sistem pembayaran non-tunai di KPPN Tipe A1 Jakarta III telah berjalan cukup efektif, didukung oleh regulasi yang jelas, kesiapan infrastruktur teknologi, serta komitmen pimpinan dan pegawai. Namun demikian, masih terdapat kendala berupa keterbatasan literasi digital di sebagian satuan kerja, resistensi terhadap perubahan budaya kerja, serta permasalahan teknis sistem yang bersifat insidental. Penelitian ini menyimpulkan bahwa penerapan cashless government mampu mempercepat proses transaksi, meningkatkan keterlacakan keuangan, serta mengurangi potensi kecurangan sehingga berkontribusi terhadap penguatan transparansi dan akuntabilitas belanja negara. Temuan penelitian ini terletak pada pengungkapan dinamika implementasi kebijakan cashless government di tingkat operasional KPPN melalui pendekatan kualitatif berbasis teori implementasi Edward III, yang masih jarang dikaji dalam penelitian sebelumnya.Kata Kunci : Cashless Government, Implementasi Kebijakan, Akuntabilitas, Birokrasi,  Belanja Negara.

Abstract

The background of this research is that the Public Works and Spatial Planning Office of Situbondo Regency annually obtains the results of performance assessments on the implementation of work assignments, showing that not all have been able to achieve satisfactory work results. This research was conducted with the aim of knowing the partial, simultaneous, and dominant influence of Job Training, Motivation, and Leadership Style on Employee Performance at the Public Works and Spatial Planning Office of Situbondo Regency. The research method used is the method of observation, literature study, and documentation. The data analysis method used validity test, reliability test, classical assumption test, multiple linear regression analysis, hypothesis test, dominant test, and coefficient of determination. Based on the results of multiple linear regression, it shows that the variables are Job Training (X1), Motivation (X2) and Leadership Style (X3). Y = -3.465E-16 + 0.328X1 + 0.318X2 + 0, 253X3 + e The t-value for this Job Training variable is 2.990. While the value in the 5% distribution ttable is 2.003, then tcount 2.990> ttable 2.003 means Ho is rejected or Ha is accepted. The t-value for this motivation variable is 2.960. While the value in the 5% distribution ttable is 2.003, then tcount 2.960> ttable 2.003 means Ho is rejected or Ha is accepted. Meanwhile, the tcount value for this organizational commitment variable is 2,323. While the value in the 5% distribution ttable is 2.003 then tcount 2,323> ttable 2,003 means Ho is rejected or Ha is accepted Comparing the Fcount (16,218)> Ftable (= 2.76) based on statistical testing using the f test method, where the significant level obtained is 0.000 < 0.05. Showing the value of the coefficient of determination R square shows a value of 0.465, from these results it means that all independent variables (Job Training, Motivation, and Leadership Style) have a contribution of 46.5% to the dependent variable (Employee Performance) with a sufficient level of determination, and the rest of 53.5% influenced by other factors not included in the study.

Abstract

This study aims (1) to find out the influence of the work environment, work disipin, and work motivation partially affect the performance variables of asn of the Situbondo District Development Planning Agency (2) to find out the influence of the work environment, work leadership, and work motivation to simultaneously affect the performance variables of the Asn of the Situbondo District Regional Development Planning Agency. (3) to know between the work environment, work leadership, and work motivation that most dominantly affect the performance of the ASN of the Situbondo District Development Planning Agency. The method used is qualitative. The result of the study is a multiple linear regression equation Y = 0.025 + 0.359X1 + 0.296X2 + 0.323X3 + e. Partially the work environment, work disipin, and work motivation have a significant effect with the performance of the Asn Regional Development Planning Agency of Situbondo Regency. The value obtained for the work environment variable is greater than the ttabel (2,408) > (2,026) and the sig value α 0.021 < 0.05, the value of the work discipline variable obtained is a thitung value greater than the ttabel (2,500) > (2,026) or sig α 0.017 < 0.05 and the value of the work motivation variable obtained is a thitung value greater than ttabel (2,258) > (2,026) or sig α 0.030 < 0.05. Simultaneously the work environment, work disipin, and work motivation have no significant effect on the performance of the ASN of the Situbondo District Development Planning Agency with a value of F calculates greater than F table or F calculates 57,560 > F table 2.86. Predominantly, the work discipline variables have the most dominant effect on ASN performance, with the value obtained at 2,500.

Abstract

This community service program aimed to strengthen the quality and competitiveness of local organic fertilizer in Lumajang through farmer assistance and educational activities. The main problem faced by P4S Asri Farm Kedungrejo was the high rate of farmers shifting to fertilizer products from Banyuwangi, which were considered more effective in increasing crop yields. The program involved 30 farmers from the assisted farmer group of P4S Asri Farm Kedungrejo. The activities were implemented using a participatory approach through five stages: initial survey, focus group discussion and SWOT analysis, training on improving the quality of locally based organic fertilizer production, assistance in packaging innovation and community-based promotion, and monitoring and evaluation. The results showed a 40% increase in farmers’ understanding of the advantages of local organic fertilizer based on pre-test and post-test results. Farmers’ confidence in local fertilizer also increased, followed by a rise in the use of local fertilizer from 35% to 55% within one planting season. The program also produced practical outputs, including a 30-page training module, improved product packaging, and the establishment of a farmer-based promotion team. These findings indicate that participatory and field-based assistance can strengthen farmers’ trust and encourage the gradual adoption of local organic fertilizer, thereby supporting agricultural sustainability and local farming resilience in Lumajang.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kualitas layanan administrasi terhadap kepuasan pasien rawat jalan poli umum di Puskesmas Sumbersari. Penelitian menggunakan pendekatan kuantitatif dengan metode survei korelasional. Populasi penelitian adalah seluruh pasien rawat jalan poli umum selama periode Mei–Juli 2025 sebanyak 1.300 kunjungan, dengan sampel sebanyak 92 responden yang ditentukan melalui teknik purposive sampling atau simple random sampling. Instrumen penelitian berupa kuesioner skala Likert 1–5 yang telah diuji validitas dan reliabilitasnya. Analisis data dilakukan melalui analisis deskriptif dan regresi linier sederhana. Hasil penelitian menunjukkan bahwa kualitas layanan administrasi berpengaruh positif dan signifikan terhadap kepuasan pasien dengan nilai signifikansi 0,000 (<0,05). Koefisien regresi sebesar 0,831 dan nilai Standardized Coefficient (Beta) sebesar 0,904 menunjukkan pengaruh yang sangat kuat. Dengan demikian, peningkatan kualitas layanan administrasi secara langsung berkontribusi terhadap peningkatan kepuasan pasien rawat jalan di Puskesmas Sumbersari.
