Abstract

Wakaf uang merupakan salah satu instrument ekonomi Islam. Eksistensinya mampu mendongkrak keterpurukan ekonomi suatu bangsa. Negara-negara tetangga Indonesia sudah mulai bangkit mendayagunakan wakaf uang ini. Indonesia termasuk salah satu negara yang terlambat dalam menyikapi wakaf uang ini. Walaupun Undang-undang Wakaf sudah terbit dan program ini sudah dilaunching oleh Presiden dengan nama Gerakan Wakaf Uang, namun pada realisasinya wakaf uang ini belum mencapai target yang diharapkan. Menurut beberapa penelitian hal ini dikarenakan kurangnya literasi kepada masyarakat. Muhammadiyah merupakan salah satu organisasi besar di Indonesia yang sangat fokus terhadap pendidikan dan ekonomi umat. Bahkan Muhammadiyah telah menetapkan wakaf dengan uang (an-nuqud) sejak tahun 1952. Akan tetapi di Kabupaten Tasikmalaya, hal ini belum Nampak menggeliat, bahkan masih ada yang belum memahami apa itu wakaf uang. Program Pengabdian Universitas Siliwangi ini berupaya untuk memberikan pemahaman kepada masyarakat melalui Pengurus Daerah Muhammadiyah (PDM) tentang wakaf uang. Sasaran dari pengabdian masyarakat ini adalah Pengurus Lembaga Pendidikan di bawah PD Muhammadiyah Kabupaten Tasikmalaya yang akan  mendapatkan pembinaan dan pemberian materi tentang wakaf uang. Metode yang digunakan pada kegiatan Pengabdian masyarakat adalah melalui metode ceramah dengan membahas berbagai materi wakaf uang dan simulasi untuk memantapkan kegiatan tersebut.

Abstract

Being a maritime country and the second largest fish producer in the world, Indonesia has enormous potential in the fishing industry. However, there are various problems, especially for residents of coastal areas or fish farmers. One of them is the mechanism of funding and income that is not ideal for meeting the needs of fishermen, including in the area around Tasikmalaya. Tasikmalaya, as an area whose Islamic culture colors life has the potential for human resources. The communities in Tasikmalaya have adequate religious understanding. This study aims to develop an ecosystem model for community empowerment based on Islamic principles. “Pesantren” and “Kampus Merdeka” programs obtain to support and empower fishing communities or fish cultivating communities. This conceptual research uses a qualitative descriptive method with content analysis from various literature and interview. This research provides an innovative ecosystem model that supports coastal communities or fish farming communities in understanding fishing business processes, sharia-compliant business procedures, and improving financial literacy. To meet the goals of fishermen's welfare, collaboration from various stakeholders is needed. Islamic financial instruments can be optimized for the fisheries sector.

Abstract

This article investigates the underexplored role of waqf in preserving cultural artifacts within the context of Indonesian waqf regulations, with a specific emphasis on royal waqfs. It examines the distinct contributions of royal waqfs to the preservation of cultural heritage. It offers a contextual analysis within the legal and historical boundaries of Indonesian waqf traditions. This article utilizes ethnography methods, which involve conducting extensive fieldwork consisting of in-depth interviews and direct observations at the Sumedang Larang Palace and the Prince of Sumedang Waqf's Nazir Foundation. These methodologies helped to achieve a detailed comprehension of the operating dynamics and conservation procedures of royal waqfs. This article emphasizes two crucial activities that are necessary for the protection of waqf assets: conservation and asset restoration. This indicates that these efforts are crucial for preserving the structural stability and cultural significance of historical artifacts that are handled under royal waqfs. The article also highlights the challenges and approaches required to combine traditional waqf principles with modern preservation requirements. This article enhances the overall discussion on cultural heritage management by suggesting a specific governance model designed for waqf institutions associated with royal families. This resource provides practical knowledge and frameworks that may be customized by waqf managers in different regions of Indonesia. Its goal is to improve the effectiveness of waqf in the protection of cultural heritage. This work is an important resource for policymakers, cultural heritage specialists, and waqf administrators who want to link waqf management with cultural conservation goals.

Abstract

The governance of royal waqf has not been addressed in Indonesian waqf laws and regulations. It also implies that the potential benefits of the waqf have not been sufficiently explored. Actually, the royal waqf has significantly contributed to the field of waqf by preserving cultural heritage and wisdom. This article demonstrates, through the testamentary waqf of Prince Aria Soeria Atmadja (Regent of Sumedang, 1883-1919 AD), the importance of waqf status and the insertion of royal relics into waqf legislation in Indonesia to ensure their perpetuity and benefit future generations. The research employs a normative empirical methodology, wherein the historical context, laws about waqf, and waqf legislation are substantiated through observations, elucidations, and discoveries concerning the cultural and customary aspects of waqf governance. This research on royal waqf can at least suggest two things: the inclusion of a discrete article in Indonesian waqf legislation addressing royal waqf and the significance of royal family relics as waqf. Abstrak: Wakaf keluarga kerajaan berikut tata kelolanya belum terakomodasikan dalam peraturan perundang-undangan wakaf di Indonesia. Hal ini berimplikasi pada nilai-nilai yang terkandung di dalam wakaf tersebut tidak tereksplorasi dengan baik. Padahal, wakaf keluarga kerajaan ini memiliki sumbangsih yang cukup besar dalam wakaf, di antaranya pelestarian kearifan dan cagar budaya. Dengan mengambil contoh wakaf Pangeran Aria Soeria Atmadja (Bupati Sumedang, 1883-1919 M), artikel ini menunjukkan tentang betapa pentingnya benda-benda peninggalan kerajaan berstatus wakaf dan diakomodasi dalam perundang-undangan wakaf di Indonesia sehingga keabadian dan kebermanfaatannya dapat dirasakan oleh generasi yang akan datang. Ini adalah penelitian normatif empiris di mana latar belakang sejarah, hukum yang berkaitan dengan wakaf dan perundang-undangan wakaf dikonfirmasi] melalui observasi, klarifikasi, dan temuan tentang budaya dan adat istiadat yang berkaitan dengan tata kelola wakaf. Penelitian wakaf kerajaan ini setidaknya dapat merekomendasikan dua hal: pentingnya benda-benda peninggalan keluarga kerajaan sebagai wakaf dan memasukkan wakaf kerajaan dalam satu pasal tersendiri dalam peraturan perundang-undangan wakaf di Indonesia.
