Abstract

Kegiatan ini dilatarbelakangi oleh keterbatasan aparat desa dalam mengolah data desa. Hal ini kebanyakan disebabkan oleh faktor usia aparat desa dan fasilitas komputer yang masih terbatas di kantor desa. Oleh karena itu, kami bermaksud melakukan Pengabdian Kepada Masyarakat di Desa pada lingkungan Kecamatan Bantarujeg Kabupaten Majalengka berupa pemberian pelatihan dan pendampingan pengolahan data kependudukan dan lainnya dengan menggunakan software SPSS bagi Aparatur Desa. Kegiatan ini bertujuan untuk rangka meningkatkan kompetensi Perangkat Desa dirasa sangat penting dilakukan. Hal ini dapat dilakukan melalui kegiatan pelatihan penguasaan mengakses informasi melalui dunia internet dan pembimbingan pengolahan data menggunakan software pengolahan data terkini. Disamping sebagai tugas Dosen yang tertuang dalam Tri Dharma Perguruan Tinggi, tentang kewajiban melakukan Pengabdian kepada Masyarakat, hasil Pengabdian ini diharapkan dapat bermanfat dalam membantu mewujudkan Pemerintah Desa yang professional, efisien dan efektif, bertanggungjawab serta meningkatnya pelayanan publik khususnya dalam hal penyediaan data, penyajian data dan pembaharuan data kependudukan maupun data lainnya.

Abstract

This research aims to analyze the implementation of teacher certification policies at Madrasah Tsanawiyah Ma'had Al-Zaytun. The approach used is qualitative with descriptive methods and data collection techniques carried out by triangulation. The results of the research show that implementers and teachers at Madrasah Tsanawiyah Ma'had Al-Zaytun have a clear understanding of certification policy standards, although the targets of this policy have not been fully achieved, as can be seen from the fact that there are still MTs teachers who have not been certified. In terms of resources, conditions are considered to be quite adequate, including communication between organizations that runs smoothly without obstacles. The characteristics of implementers show that they have competencies that support the implementation of certification policies, as well as carry out good supervision. The implementor's disposition also looks positive, with a good response and strong responsibility in implementing the teacher certification policy. Social and economic factors are recognized as supporting the implementation of certification. However, from a political perspective, there are impacts related to the delay in certification benefits, which are indicated to be related to criminal charges involving the leadership of Ma'had Al-Zaytun. Overall, this research concludes that the implementation of the teacher certification policy at Madrasah Tsanawiyah Ma'had Al-Zaytun faces several obstacles, but also shows progress in certain aspects. Improvement efforts and appropriate solutions need to be identified to increase the effectiveness of teacher certification policies in the future.

Abstract

Kepuasan kinerja pegawai berkaitan dengan perasaan seorang pegawai dengan kinerjanya. Rasa puas ini mempengaruhi kualitas pelayanan yang diberikan kepada pelanggan, sehingga kepuasan kinerja pegawai memiliki kedudukan yang penting. Penelitian ini mengkaji pengaruh kepuasan kerja pegawai terhadap kualitas pelayanan di Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas II Cirebon. Menggunakan metode kuantitatif, data dikumpulkan melalui kuesioner dengan teknik purposive sampling. Sampel terdiri dari 45 pegawai untuk variabel kepuasan kerja (X) dan 38 pengguna jasa untuk variabel kualitas pelayanan (Y). Analisis data dilakukan menggunakan regresi linier sederhana untuk menguji hubungan antara variabel kepuasan kerja dan kualitas pelayanan. Hasil penelitian menunjukkan nilai signifikansi variabel kepuasan kerja karyawan sebesar 0,000 yang mana lebih kecil < dari nilai probabilitas 0,05. Hal ini menunjukan bahwa hipotesis (H1) diterima dan (H0) ditolak, yaitu kepuasan kerja karyawan mempunyai pengaruh yang signifikan terhadap kualitas pelayanan di Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas II Cirebon. Kualitas pelayanan dipengaruhi oleh kepuasan kerja sebesar 50,3% dan sisanya sebesar 49,7% dipengaruhi oleh faktor lain. Hasil mengungkapkan hubungan linier antara kedua variabel, di mana kepuasan kerja yang tinggi mendorong motivasi dan komitmen pegawai dalam memberikan pelayanan berkualitas. Sebaliknya, ketidakpuasan kerja berpotensi menurunkan kualitas pelayanan. Penelitian ini menekankan pentingnya pengelolaan pegawai yang baik untuk meningkatkan kualitas pelayanan institusi.

Abstract

Based on the background that has been presented, the researcher wants to evaluate the effectiveness of the birth certificate making process at the Population and Civil Registration Office of Kuningan Regency, especially in terms of service speed and community satisfaction. This research uses a qualitative approach by involving key informants such as the Head of Civil Registration Division, Reni Sriherliyani, SE, M.M., and the Head of Civil Registration Section, Teti Tresnawati, SE. The results of the interview show that the process of making a birth certificate at the Population and Civil Registration Office of Kuningan Regency has been carried out in accordance with applicable legal provisions, including Law Number 24 of 2013 concerning Amendments to Law Number 23 of 2006 concerning Population Administration, as well as Regional Regulation Number 1 of 2015 concerning Amendments to Kuningan Regency Regional Regulation Number 3 of 2010 concerning Population Administration Services. The author concludes that the service of making birth certificates at the Population and Civil Registration Office has been effective, with an emphasis on achieving concrete time and in accordance with applicable legal provisions. Nevertheless, there are still some obstacles in the process of making birth certificates at the Office.

Abstract

Marriage at a young age remains a significant social issue requiring special attention, particularly in Indonesia. This study aims to analyze the implementation of the Child Marriage Prevention Policy in Majalengka Regency, as regulated by Regent Regulation Number 54 of 2021, which focuses on the prevention of child marriages. The research employs a qualitative descriptive method, utilizing primary and secondary data sources through observation, interviews, and documentation. The findings reveal that the rate of child marriages in Majalengka Regency is still increasing, despite the government's efforts to implement preventive measures, including socialization strategies aimed at reducing the incidence of child marriages. One of the main challenges in effectively preventing child marriages is the limited human resources available for implementing the program. This research highlights the need for strengthened resources and better coordination among stakeholders to effectively reduce the prevalence of child marriages in the region. The study also suggests that additional interventions, such as enhanced education and community involvement, are essential to complement the ongoing efforts and address this persistent issue comprehensively.

Abstract

This study evaluates the effectiveness of the Family Hope Program (PKH) in Harjamukti District, Cirebon City, where the Family Hope Program (PKH) aims to break the chain of poverty and improve family welfare. The method used is a qualitative approach with a focus on three parameters: clarity of program objectives, success in achieving objectives, and efficiency of implementation. The results of the study show that the Family Hope Program (PKH) in Harjamukti District, Cirebon City has been running effectively, besides that the Family Hope Program (PKH) has had a positive impact, such as increasing the attendance of children at school and regular visits of pregnant women to posyandu. However, there are challenges in terms of the accuracy of the goals and the community's understanding of the program's objectives, therefore it is necessary to strengthen socialization and education for beneficiaries so that the long-term goals of PKH can be understood and implemented properly, so as to support the economic independence of poor families in a sustainable.

Abstract

Background. Leadership is key to the success of any organization, including village administration. The village head plays a strategic role in improving employee performance. Gintung Lor Village in the Susukan District of Cirebon Regency faces several leadership and employee performance issues, including a lack of coordination between the village head and employees, a high proportion of employees with low educational backgrounds, and inadequate training to enhance employee competence. Aims. This study aims to analyze the role of the village head in improving employee performance in Gintung Lor Village. Methods. The study employs a descriptive qualitative method, collecting data through observation, in-depth interviews, documentation, and a literature review. Result. The results indicate that the village head plays a crucial role in enhancing employee performance and fostering public trust in the village government and its development. Implementation. However, obstacles to performance remain, so efforts are needed to improve coordination between the village head and employees, enhance employees' education and competencies, and conduct training to improve their skills.

Abstract

Background. This study was conducted with the aim of promoting the digital transformation of public services through the use of the Pospay application at the Sindanglaut Post Office. The Pospay application is one of the innovations created by PT. Pos Indonesia, designed to facilitate the public in conducting various digital transactions. Digital transformation is a strategic step in improving service quality, accelerating transaction processes, and expanding service reach to the public. However, its implementation at the Sindanglaut KCP Post Office still faces various challenges, such as insufficient information being provided to the public about the Pospay application, a limited understanding of technology among the public, particularly among the elderly, and system issues, including buffering or server disruptions. Aims. The research aims to evaluate the extent to which digital service innovations. Methods. Bill payments and money transfers are available on the Pospay app. Compared to conventional methods, the public's acceptance of this technology is notable. Conclusion. This is achieved through a participatory approach, direct mentoring, and social media platforms, such as Instagram. Using Everett M. Rogers' Innovation Diffusion Theory and providing solutions based on the theory's indicators—Relative Advantage, Compatibility, Complexity, Trialability, and Observability. Implementation. The study found improvements in all aspects except Complexity, where the public still perceives the app as too complicated to use. Thus, the app is not yet fully optimized.

Abstract

Digital transformation enhances public service and government efficiency. Indonesia’s One Data Regulation supports integrated and quality data management. This qualitative policy study examines the implementation of the Cirebon One Data Policy using George C. Edward III’s framework (communication, resources, disposition, bureaucratic structure). Data were collected through interviews with Cirebon City DKIS officials. Findings indicate suboptimal implementation. Communication delays hinder data updates. Limited human resources and overlapping roles affect efficiency. Although data guardians show strong commitment, lack of sanctions weakens enforcement. Bureaucratic challenges arise from changing standards and limited data use. Despite efforts like technical training and evaluations by DKIS, several issues impede effective implementation. Improved coordination, enforcement mechanisms, and resource allocation are needed to optimize the Cirebon One Data Policy.

Abstract

The budget is a tool that encourages local government management to act economically, efficiently and effectively to achieve targeted goals. After the Covid-19 Pandemic, the Realization of Regional Revenue and Expenditure in Kuningan Regency every year has fluctuated, there has been a decrease and increase, especially in the period 2021 to 2023, even until there is a problem of payment delays. The government is an element in determining the direction of decision-making and determining the direction of government, so the government needs to implement good governance to create good governance, especially in the management of the APBD in order to realize the welfare of the community. The purpose of this study is to find out and analyze the effectiveness and efficiency of the Regional Revenue and Expenditure Budget of Kuningan Regency for the period of 2021 - 2023. The data was analyzed by a qualitative descriptive method with a phenomenological approach obtained values and indicators to measure the level of effectiveness and efficiency. The data sources used are primary and secondary data. The subject of this study is the measurement of regional revenue and expenditure performance, and the subject of this research is the variables for the implementation of the regional revenue and expenditure budget for 2021-2023. The results of the study show that (1) The development pattern of the level of effectiveness of the management of the Kuningan Regency APBD for the period of 2021 - 2023 tends to be stable. The results of the effectiveness analysis show that the average value of the effectiveness level of the management of the Kuningan Regency APBD for the 2021 - 2023 period of 93.53% is classified as Effective, and (2) The ability to manage the Kuningan Regency APBD for the 2021 - 2023 period is still inefficient, this is seen from the average value of the efficiency level of regional financial management which shows a result of 99.81% which is the criterion of Less Efficient.
