Abstract

The rapid population growth and urbanization in Banten Province have led to a significant increase in domestic wastewater generation. As of 2024, access to basic sanitation services has reached 88.7%; however, access to safely managed sanitation remains at only 20.1%, still below the national target of 90% as outlined in the 2020–2024 National Medium-Term Development Plan (RPJMN). This study aims to identify the strategic role of the Provincial Government of Banten in managing domestic wastewater across regencies and municipalities by employing juridical-empirical, spatial, and institutional approaches. Projections indicate an increase in wastewater generation from 12,786 liters/second in 2024 to 19,311 liters/second by 2044, and faecal sludge volumes from 1,807 m³/day to 2,742 m³/day over the same period. Development Work Area 1 (WKP 1) has been identified as the focal point for regional SPALDT and IPLT infrastructure due to its high population density and waste load. The main contribution of this study lies in the integration of spatial planning, regulatory frameworks, and fiscal capacity in regional sanitation planning an area still underrepresented in Indonesian literature. The findings highlight the critical role of the Provincial Government as a facilitator in achieving 70% coverage of safely managed sanitation by 2045.

Abstract

Lakes have strategic potential and benefits that are beneficial both ecologically and economically, including as part of a region's water management system, reservoirs, water catchment areas, inland fisheries cultivation locations, part of irrigation systems, and potential as tourist attractions. Most research on lakes in Indonesia is conducted by analyzing water quality and tourism conditions in the lake. Meanwhile, this study will discuss the analysis of existing conditions by considering the type of land use in the Situ Cibangreng area, Lebak Regency, and the analysis of indications of the Situ Cibangreng area in Lebak Regency, Banten Province, West Java. The method used in this study is qualitative analysis. During the data collection stage, the research team will explore the study area through field observations to obtain a general picture of conditions within the Situ area. The survey method is carried out using Topographic Measurement Methods, Geographic Information Systems (GIS), 3.2.2 Aerial Photography with Drones/UAVs and using Spatial Data Analysis. Based on field observations, Situ Cibangreng is located in Muaradua village, Cikulur district. There are several types of land use in this area, including: 1) built-up land use: housing and road networks; 2) use of non-built land, including mixed gardens and food crop areas (rice fields). The aerial mapping results provide a detailed picture of the existing conditions of Situ Cibangreng, including inundation boundaries, surrounding land use patterns, and indications of changes in the lake's morphology. This data serves as a crucial basis for hydro-logical analysis, lake normalization planning, and zoning of the boundary area to maintain the ecological function and sustainable capacity of Situ Cibangreng.

Abstract

The Banten Provincial Government, through the Public Works and Spatial Planning Agency (PUPR), has provided irrigation network services for the community in Banten Province. This study evaluates and assesses community satisfaction with irrigation services in Lebak Regency, organized by the PUPR Agency. The research method used is quantitative descriptive with a saturated sampling technique, involving all Water User Farmer Associations (P3A) or farmer groups that receive irrigation services in Lebak Regency, with 83 respondents from 10 irrigation areas. The study was conducted for 45 days, from November to December 2023. Data were analyzed using Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI). The IPA results showed an overall positive gap, with four questions in quadrant I (high importance and low satisfaction), ten questions in quadrant II (high importance and high satisfaction), nine questions in quadrant III (low importance and low satisfaction), and three questions in quadrant IV (low importance and high satisfaction). The CSI results show a level of public satisfaction of 78.00%, which is included in the "Good" category, according to Permenpan RB. This study provides strategic recommendations to improve the quality of irrigation services and maximize public satisfaction.
