Abstract

Communication between countries is carried out by the government itself, and Indonesia in international cooperation communicates between countries, one of which is with South Korea. The current development of digitalization and the impact of the pandemic have made drastic developments in communication. Where initially communication was carried out face-to-face and then switched to using virtual meetings, one of which Indonesia did through Virtual Business Matching (VBM). VBM is a government effort in communicating between countries in terms of trade to increase its exports. So it is necessary to analyze how VBM can be used by the Indonesian government through the concept of digital diplomacy. This paper uses a descriptive-analytical approach with qualitative methods. The results obtained are that VBM can be a digital tool for Indonesian diplomacy in communicating with other countries in an effort to fulfill or pursue the country's interests in the international arena. The advantages of VBM can cut costs and time and effectively bring together both parties between Indonesia and South Korea. Abstract

The COVID-19 pandemic has necessitated a rapid and coordinated international response, particularly in the procurement of life-saving vaccines. As nations endeavor to protect their populations, health diplomacy emerges as a pivotal strategy. This study provides an in-depth analysis of Indonesia’s health diplomacy strategy in securing booster vaccines for COVID-19, a critical component in mitigating the impact of the pandemic. Employing a qualitative research method, this investigation synthesized data from comprehensive literature reviews and focus group discussions (FGDs) to construct a nuanced understanding of Indonesia’s approach. The findings illuminated the multifaceted nature of Indonesia’s health diplomacy, operating on bilateral, regional, and global stages. A notable outcome of these diplomatic efforts was the acquisition of 510,000,000 doses of the booster vaccines scheduled for distribution by the end of 2022. The research identified a supportive diplomatic ecosystem underpinned by the universal necessity for vaccine access, transcending national borders. This environment was characterized by a coalition of researchers advancing vaccine knowledge, complexities surrounding vaccine procurement, and the operationalization of international initiatives such as the COVAX Facility and the ASEAN COVID-19 Response Fund. The intricacies of Indonesia’s diplomatic engagements revealed the importance of collaborative frameworks in addressing global health crises. The study contributes to the discourse on health diplomacy by highlighting the mechanisms and outcomes of Indonesia’s vaccine procurement strategy, offering insights into the role of diplomacy in pandemic preparedness and response.

Abstract

Indonesia's Spice Route, historically a vital trade network, is now being strategically leveraged for nation branding, cultural diplomacy, and economic promotion. This study employs a SWOT analysis to evaluate Indonesia's strengths, weaknesses, opportunities, and threats in revitalizing the Spice Route. Findings highlight Indonesia’s rich spice heritage, government initiatives such as Indonesia Spice Up the World, and efforts to gain UNESCO recognition as key strengths. However, challenges include low productivity, inconsistent quality control, and competition from other spice-exporting nations. Opportunities lie in increasing global demand for sustainable spices and enhanced digital trade, while threats include regulatory barriers and fragmented stakeholder coordination. To maximize the Spice Route's potential, Indonesia must integrate cultural diplomacy, sustainable trade, and tourism strategies. This research contributes to discussions on nation branding, public diplomacy, and economic competitiveness, providing insights for policymakers and industry stakeholders.

Abstract

This paper examines the need for reform of the WTO dispute settlement body and a comprehensive review of the organization’s structure. It examines the main reasons behind the reform urgencies by examining dysfunctions occurring in the dispute settlement procedure. This paper further argues that the structural and functional problems of WTO could disrupt Indonesia's trade relation with the European Union and the export of nickel raw materials around the world, and therefore worth solving. Due to its complex nature, the paper admits the complications rising within the domestic trade and the bureaucracy. This paper will specifically break down the problem, address the actors, and describe the reason behind the problem's persistence. Furthermore, instead of simply looking back at the phenomenon, this paper investigates the solutions made by the government through mass media. This paper finds that the main problem lies between the internal affairs of the WTO, thus the recommendations: (i) review of the entire WTO structure's function; (ii) eliminate special treatment provisions that disadvantage developing countries; and (iii) restructure the dispute settlement body. In addition, this paper presents Indonesia’s efforts in repairing the impacted nickel trade by road-mapping investments with foreign private sectors, as well as strategizing MPIA to settle this dispute during the downstreaming implementation and reformation process.

Abstract

Purpose: The purpose of this study is to determine the forms of Hajj diplomacy carried out by the Indonesian government to overcome the long waiting period for Hajj pilgrims. Research methodology: This study used a qualitative research method that utilizes secondary data as the data source. The secondary data mostly refer to various publications, such as books, journals, news, archives, social media, the official website of the Indonesian Ministry of Religious Affairs, and other sources that are factual and relevant to the topic. Results: The Indonesian government uses two tracks of diplomacy in Hajj affairs. The first track of diplomacy is bilateral relations with the Saudi Arabian government, either through meetings between the heads of the state or meetings with other relevant stakeholders. Meanwhile, the second track diplomacy is through the relationship between Indonesian non-governmental actors such as Indonesian Hajj and Umrah travel entrepreneurs with the Saudi Arabian authorities to obtain non-governmental Hajj quotas or commonly referred to as Hajj Furoda from the Saudi Arabian government. Conclusion: These two forms of diplomacy reflect Indonesia’s adaptive strategy in managing Hajj demand amid quota limitations, balancing state and non-state cooperation. Limitations: This study focused only on the years 2015–2023. It also relies on secondary data that may not provide a comprehensive understanding of the dynamics and processes underlying Indonesia's Hajj diplomacy. Furthermore, this study only explores one non-state actor involved in Hajj diplomacy, namely, Hajj and Umrah travel entrepreneurs. Contributions: This study provides valuable insights and recommendations to policymakers, researchers, and stakeholders regarding the dynamics of Indonesia's Hajj diplomacy and its impact on international relations.

Environmental security is a non-traditional security issue that aims to protect land, water, air, etc. The author limits the case to the issue of forest conversion, often referred to as deforestation, into oil palm land in Indonesia. As we know, environmental problems are still one of the issues that get a lot of attention because the environment that should be able to be used properly is actually damaged or damaged, reducing or even losing the function of the environment itself. Therefore, this article discusses forest conversion that occurs in Indonesia from an environmental security perspective. The results in this article show that there are still people who are affected by the conversion of forests to oil palm land in Indonesia. This study was qualitative method by discussing the Free Papua Movement background and the conflict, then discussing the conflict process of timeline analysis tool to understand the development of its movement based on chronological order, and discussing the conflict resolutions that have been carried out with conflict mapping analysis tool to understand the actors that involved and their objectives. The conflict is the result of complexity among historical backgrounds, ideology, and a sense of injustice in Papua, on the other hand, the international community has increasingly supported Papua. Horse-trading has been used to resolve the conflict of Free Papua Movement and the Government of Indonesia, yet it has not yet reached a new resolution. The horse-trading mechanism effectively resolves the conflict when trust has been achieved between them to communicate both of them where they can deliver their objectives openly.
