Abstract

Currently, imported electronic products enter the Indonesian market using general import procedures, where the importer has to pay the import duty and taxes in full rate. In the absence of proper recycling systems, the electronic products that have reached their end of life and those are no longer used, end up in the landfills. Some researchers found hazardous materials inside the electronic products that could contaminate water, soil and air. Therefore, another strategy is needed to avoid negative effects on the environment. The Temporary import policy is one of the import procedures under Customs administration control, which states that goods can only be imported for a specific period, and should be re-exported afterwards. This paper tries to analyze the impact of the implementation of the temporary import policy on electronic products. By employing the Input-Output Analysis to the data from the Statistic Central Bureau and Indonesian Customs, this paper identified the impacts of the proposed procedure to some sectors in the Indonesian input-output table, namely: import activity, waste management and recycling system, transportation and storage, and final demand. The result shows increasing in quantity to be re-exported, and potential benefit from transportation and warehousing, leasing and rental services, and other business.

Abstract

Bahasa Inggris:This study examines the factors influencing exporter satisfaction with the use of the SKA e-form E under the ASEAN-China Free Trade Area (ACFTA) scheme. A quantitative approach was employed, utilizing primary data gathered through questionnaires distributed to 95 exporters who used the SKA e-form E in 2023. The research model integrates the Technology acceptance model (TAM) with the DeLone & McLean Information System (D&M IS) Success Model. Findings reveal that Information quality and System quality are key determinants of Perceived usefulness, which in turn significantly enhances the intention to use the SKA e-form E. Additionally, perceived ease of use has a direct and significant impact on user satisfaction. These results highlight the importance of improving information and System quality to facilitate the transition to mandatory use of the SKA e-form E. The study also suggests that in the context of mandatory e-government services, development efforts should focus on enhancing user satisfaction by increasing the perceived benefits of the service.Bahasa Indonesia: Penelitian ini mengkaji faktor-faktor yang memengaruhi kepuasan eksportir dalam penggunaan SKA e-form E di bawah skema ASEAN-China Free Trade Area (ACFTA). Penelitian ini menggunakan pendekatan kuantitatif dengan pengolahan data primer melalui kuesioner yang disebarkan kepada 95 eksportir yang menggunakan SKA e-form E selama tahun 2023. Model yang digunakan adalah kombinasi dari Technology acceptance model (TAM) dan DeLone & McLean Information System (D&M IS) Success Model. Hasil penelitian menunjukkan bahwa kualitas informasi (Information quality) dan kualitas sistem (System quality) merupakan faktor utama yang memengaruhi persepsi kebermanfaatan (Perceived usefulness), yang pada gilirannya meningkatkan niat (intention) untuk menggunakan SKA e-form E. Selain itu, persepsi kemudahan penggunaan (perceived ease of use) secara signifikan memengaruhi kepuasan pengguna (user satisfaction). Temuan ini menegaskan pentingnya peningkatan kualitas informasi dan sistem dalam memfasilitasi transisi menuju penggunaan SKA e-form E yang bersifat wajib. Penelitian ini juga menunjukkan bahwa dalam konteks layanan e-government yang bersifat wajib, fokus pengembangan layanan perlu diarahkan pada peningkatan kepuasan pengguna melalui peningkatan manfaat yang dirasakan dari layanan tersebut.

Abstract

The ATIGA (Association of Southeast Asian Nations Trade in Goods Agreement) is an evolution of economic cooperation among ASEAN member countries which began in 1977 with the PTA (Preferential Trade Agreement) embryonic concept and was developed in the 1990s with the CEPT (Common Effective Preferential Tariff). It has driven a significant increase in intra-trade and external trade in the Southeast Asian region. The agreement was to establish a free trade zone that provides the concept of “preferences” by reducing tariff and non-tariff barriers for member countries in order to encourage regional economic growth through trade creation and trade diversion is considered capable of strengthening the integration of regional regionalism. Indonesia is one of the key players in ASEAN and is interested in being able to increase its role in trade and economic development in the Southeast Asian region. It continues to strive to ensure commitment to implement the ATIGA can be realized by opening the widest possible access for all elements. Indonesians can take advantage of the facilities provided in international agreements. This research uses a qualitative explanatory method. The research finding shows in line with the increase in the flow of goods and services in the region, the challenges of implementing a regional free trade zone are also increasingly complex and causing several impacts that need to be studied immediately, such as environmental issues, food security, terrorism, intellectual property rights, and human rights. The paradox of service versus security in service-oriented trade facilities should not simply abandon the element of oversight to safeguard national interests, one of which is in the aspect of fulfilling human security.
