Abstract

Peraturan pelaksanaan dari Undang-Undang Jasa Konstruksi 2/2017 (UUJK 2/2017) Indonesia masih belum ditetapkan. Harapan untuk peraturan pelaksanaan yang baru salah satunya adalah dapat menjamin kesetaraan kedudukan pengguna dan penyedia jasa, karena salah satu masalah yang sering timbul adalah keterlambatan pembayaran pekerjaan subkontraktor oleh kontraktor utama. Artikel ini bertujuan untuk memberikan informasi yang dibutuhkan dalam merancang peraturan pelaksanaan dari UUJK 2/2017 dalam hal mencegah terjadinya keterlambatan pembayaran subkontraktor dengan cara: mengkaji sejauh mana peraturan yang telah diterapkan dalam UUJK 18/1999 dan UUJK 2/2017 terkait pembayaran jasa subkontraktor oleh kontraktor utama yang menjamin kesetaraan kedudukan; dan melakukan kajian komparatif dengan peraturan perundangan beberapa Negara sebagai best practice. Hasil kajian ditemukan bahwa UUJK 18/1999 dan UUJK 2/2017 telah mengatur ketentuan pembayaran subkontraktor sebagai berikut: hubungan kerja kontraktor dan subkontraktor harus tercantum dalam kontrak; cara pembayaran harus diatur dalam kontrak; kewajiban pengguna untuk memantau pembayaran subkontraktor dan melakukan intervensi jika terlambat dibayar; ketentuan apabila terjadi keterlambatan pembayaran; dan kewajiban kontraktor untuk memenuhi hak-hak subkontraktor. Pelaksanaan pembayaran subkontraktor dapat terjamin dengan mencantumkan poin-poin ketentuan minimal dalam kontrak. Kajian komparatif menunjukkan bahwa Negara pembanding memiliki aturan prosedur pembayaran cukup rinci, termasuk batasan waktu pembayarannya dan proses penyelesaian sengketa. Peraturan perundangan Negara pembanding biasa disebut security payment act.

Abstract

Residential buildings built are mostly non-structural buildings that add the greatest amount of damage. Problems that occur namely, reduced public awareness in terms of earthquake disaster management which is included in the construction of residential buildings in accordance with waterproof standards for educational education activities or providing assistance to the community about how to process and how to make houses that have earthquake resistant structures. The expected outcome is that the Brani village community is increasingly aware of the dangers posed by the earthquake and is understood to make earthquake resistant structures at home, Making knowledge for Brani villagers as material for repairs and overhauling the structure of residential buildings in order to avoid the dangers posed by earthquake. There are two methods used, namely community education and surveys. Community education through material, and discussion about science and technology materials. Lectures are used to provide knowledge about earthquake hazards and how to create earthquake-friendly residential structures. Evaluation and validation are done by questions and answers and discussion of respondents' answers. The number of respondents who participated in this activity amounted to 32 people from various backgrounds, Brani villagers have a high awareness of the quality of residential buildings, as evidenced by the results of a positive response to the construction of housing in accordance with the regulations. Although the cost of building earthquake-friendly houses is 30% greater than ordinary houses, the community is enthusiastic and accepts the adoption of earthquake-friendly simple residential technology.

Abstract

Construction contracts in Indonesia must meet the minimum regulatory points as mandated in Law No.2 of 2017 concerning Construction Services (UUJK 2/2017). The purpose of this regulation is to ensure that the structure of the construction service business in Indonesia guarantees equal rights and obligations between cooperating parties. The results of the preliminary study in UUJK 2/2017, did not find any form of supervision and sanctions for not fulfilling the minimum points so that it has the potential to cause insecurity of the parties' equality. This study aims to describe the efforts of the parties in drafting and the inclusion of minimum points in the contract. The method used is interviews with intermediate qualification contractors in Purbalingga and Banyumas Regencies (case study) and reviewing contract samples regarding the minimum points that must fulfill under UUJK 2/2017. The results showed that the efforts of the parties in drafting the terms of the contract were quite good with the contract drafting mechanism from service users. The service provider then observes and provides input in the form of corrections, deletions, or additional provisions and then negotiated with the service user to be decided together. The percentage of the inclusion of 16 points of the minimum contract provisions is 89.47% of the 19 contract samples. 2 regulatory points are not fulfilled as significant, namely related to building failure and environmental aspects with a percentage of 84.21%. The information obtained is supposed to provide an overview in applying the relevant regulations and theirderivatives. Keywords: construction contract; minimum contract provision; UUJK 2/2017

Abstract

Mengukur kinerja personil akan membantu upaya penyusunan strategi terbaik dalam pengelolaan sumber daya manusia di proyek konstruksi dibandingkan hanya mengetahui produktivitas tim kerja dari luaran yang dihasilkan dalam sehari kerja. Metode yang dapat digunakan untuk menilai kinerja personil suatu tim kerja dengan pendekatan sampling adalah field rating, work sampling, dan 5-minutes rating. Namun, ketiga metode tersebut jarang digunakan dalam pengendalian proyek konstruksi. Hal ini dikarenakan tidak diketahuinya metode tersebut dan dirasa sulit untuk dikerjakan. Studi ini bertujuan untuk mengidentifikasi pilihan terbaik dari ketiga metode berdasarkan pengalaman 4 pengguna di beberapa studi kasus proyek konstruksi menggunakan metode analytical hierarchy process (AHP) dengan kriteria penilaian meliputi kemudahan dan singkatnya durasi pengambilan serta analisis data. Hasil analisis menggunakan AHP menunjukkan bahwa field rating menjadi peilihan pertama bagi para pengguna untuk digunakan dalam mengukur produktivitas operasi konstruksi dengan skor 53,9%, diikuti 5-minutes rating dan work sampling masing-masing sebesar 25,9% dan 20,2%. Faktor yang menyebabkan nilai pilihan metode field rating tinggi adalah selain dari durasi yang paling singkat, juga tingginya nilai pada aspek kemudahan dalam pengambilan data. Studi ini berkontribusi pada peningkatan wawasan stakeholder proyek konstruksi terutama kontraktor sehingga dapat membantu mendapatkan pilihan metode pengukuran terbaik dalam pengelolaan pekerja konstruksi.

Abstract

Work productivity in construction project operations is often measured using non-scientific methods due to the relatively short time required. Productivity is typically calculated based on daily production output, which is measured in the afternoon. One scientific method for measuring productivity is the Crew Balance Chart (CBC). This study aims to evaluate the efficiency that can be achieved through an Android-based application specifically designed to streamline data processing and reduce measurement time. The method used is a comparative analysis of productivity measurement duration by comparing standard CBC methods with the tools, using a tower crane operation as a case study. The findings reveal an efficiency increase of 142.1%. The use of the Android-based application reduced measurement duration by 1,11 hours, from 3,76 hours to 2,64 hours. It is important to note that the application assists only in the data processing stage, while data collection and analysis continue to follow standard CBC procedures.

Abstract

Technology can assist human needs in various sectors, including the construction sector. Its application has the opportunity to increase technical practicality, time, and cost efficiency, help speed up decision-making, and reduce the risk of errors. One challenge in construction implementation is the inadequate measurement of labor productivity and the lack of well-documented root causes, which can lead to delayed performance improvement decisions and incorrect conclusions. One effective method for productivity analysis is the MPDM (Method Productivity Delay Model), which can measure, predict, and improve productivity by identifying factors that cause delays. Currently, efforts have been made to digitalize part of the productivity measurement process of the MPDM method under the name MPDM Calculator Version 1.0. This application can be used for the data collection and processing stages of the MPDM method productivity calculation and is considered effective based on the same results as conventional methods. This study aims to determine and assess the efficiency of using the application in the process of calculating the productivity of the MPDM method. The results show that this application shortens the productivity measurement process significantly, where the test results for 2 case studies, obtained efficiency values of 153.2% and 156.1%. This application has the potential to be developed again in the process of analyzing productivity and recommending performance improvements to increase productivity. It is hoped that this application can answer the problem of using the MPDM method as one of the construction project control instruments.

Abstract

The Five-Minute Rating method is a simplified approach used to measure workers’ performance based on time study principles, aimed to provide representative evaluations with minimal observation samples. However, its adoption in the construction industry remains low at only 6.4%, due to perceived impracticality and time-consuming implementation. A digital solution known as the Five-Minute Rating Solver (FMR-Solver), developed as an Android-based application, has been introduced. However, the practicality of its use and the efficiency of the measurement duration have yet to be studied. This study aims to measure the efficiency of the application tool in assessing worker effectiveness compared to using the conventional Five-Minute Rating method and to evaluate users’ perceptions of using the application. A case study was conducted during the installation of foundation reinforcement. The results show that the application tool can increase measurement efficiency by 22.6%. Evaluations by five users—based on criteria of stability, accuracy, understandability, operability, usefulness, and attractiveness—indicate validity scores ranging from 76.0% to 96.0%, falling within the categories of valid to very valid. The results suggest that the method offers a practical and effective alternative for construction workers’ performance and holds promise for wider industry adoption.

Abstract

The results of the dredged sludge deposits due to sedimentation of the Jenderal Besar Soedirman reservoir are quite large and have the potential to be utilized. The problem that arises is that the sedimentation results are not immediately removed, it will disrupt several sectors, especially the power generation sector (PLTA). From this problem, an alternative emerged to utilize the dredged sludge deposits due to sedimentation into bricks that have economic value. The utilization of sludge deposits into bricks aims to reduce excessive sedimentation in the JB Soedirman sludge reservoir. If the sludge deposits are utilized properly, one of which is as a material for making Interlock bricks, it will create economic value for the community, especially in Banjarnegara, Purbalingga dan Banyumas Regency, there are many business sectors engaged in making bricks. The method used in this community service is observation and demonstration, the first is to conduct further observation studies on the nature of the dredged sludge deposits by conducting laboratory tests, from the results of the tests, information and education are provided to the business community on how to utilize sludge deposits into bricks with the right composition and high quality. It is expected that with this Community Service activity, it can overcome the problems that arise and improve the economy of brick entrepreneurs around the reservoir without having to mine or buy raw materials for production. Brick entrepreneurs are very enthusiastic about unbaked interlocking bricks, by making innovations in the brick business.

Abstract

Peningkatan jumlah penduduk di Dusun Cakra, Desa Kedungwuluh, Kecamatan Kalimanah, Kabupaten Purbalingga, diproyeksikan mencapai 200 rumah dalam 2-4 tahun ke depan dengan sumber bangkitan berasal dari adanya komplek perumahan Griya Kalika dan peningkatan jumlah hunian di lokasi tersebut. Dengan demikian, semakin mendesak juga sarana dan prasarana yang harus tersedia, salah satunya adalah masjid. Umumnya pembangunan masjid dilakukan secara swadaya masyarakat baik tenaga maupun pendanaannya, sehingga pembiayaan menjadi salah satu kendala dalam pembangunan. Permasalahan lainnya pada bangunan masjid di pedesaan adalah tidak didesain dengan cukup cermat sehingga menimbulkan banyak masalah di kemudian hari. Berdasarkan kondisi tersebut, tim pengabdian kepada masyarakat Universitas Jenderal Soedirman melaksanakan kegiatan pendampingan dan penyediaan layanan jasa perencanaan masjid dengan mitra Panitia Penerima Tanah Wakaf Masjid. Layanan jasa perencanaan merupakan upaya menghasilkan dokumen Detail Engineering Design (DED) meliputi desain konsep, analisis struktur, gambar rencana, dan rencana anggaran biaya. Metode identifikasi kebutuhan desain masjid dilakukan dengan wawancara mendalam dan survey lokasi. Adapun desain bangunan menggunakan metode perancangan bangunan gedung yang memanfaatkan ilmu pengetahuan dan teknologi bidang arsitektur dan teknik sipil.  Hasil pengabdian berupa dokumen DED masjid 2 lantai kapasitas 150 jemaah yang bernilai 2,49 milyar rupiah. Dokumen DED akan menjadi acuan penting pada tahap penjaringan pendanaan dan pelaksanaan konstruksi.
