Abstract

Menjelang pelaksanaan pemilihan umum (Pemilu) tahun 2024, dinamika politik sangat kuat tidak hanya terkait dengan kontestasi peserta pemilu, tetapi juga pengisian jabatan komisioner-komisioner Badan Pengawas Pemilu (BAWASLU). Fenomena ini menarik untuk menelaah apakah pengisian jabatan politik komisioner-komisioner turut mendorong masyarakat yang berafiliasi kuat atau merasa dekat dengan partai politik untuk turut berpartisipasi sebagai pengawas pemilu. Untuk menjawab hal tersebut, tulisan singkat ini hendak menjawab pertanyaan sejauh mana kedekatan pada partai politik akan mendorong seseorang untuk menjadi pengawas pemilu? Untuk menjawab pertanyaan tersebut, tulisan ini menggunakan data survei Kolasse di Daerah Istimewa Yogyakarta (D.I.Y) pada bulan November 2022. Temuan menunjukkan hal yang menarik, ketika seseorang memiliki kedekatan dengan partai politik, hal tersebut mendorong seseorang untuk terlibat menjadi pengawas pemilu. Studi kasus di D.I.Y menjadi penting, mengingat provinsi ini memiliki tingkat Indeks Pembangunan Manusia (IPM) yang tinggi. Hal ini penting mengingat IPM tinggi seharusnya menunjukkan bahwa kelas sosial dalam masyarakat tersebut lebih baik dibandingkan daerah lain. Tulisan singkat ini diharapkan dapat memberikan penjelasan apa faktor apa yang mendorong keterlibatan seseorang sebagai pengawas pemilu. Tentu hasil dalam tulisan ini memiliki kekurangan, terutama terkait dengan faktor-faktor lain yang barangkali belum masuk dalam uji regresi. Pada aspek yang lebih praktis, diharapkan tulisan ini dapat menginspirasi kajian-kajian sejenis di masa mendatang.

Abstract

Covid-19 for three years has become an inseparable part of the lives of urban and rural communities. The impact occurs, such as the impact of Covid-19 on children. Children are a vulnerable part of society during a pandemic, about the conditions for their health, education, and protection. The role of the city in carrying out its duties as a public servant is important, where all stakeholders have an important role. Central Java, one of the provinces affected by Covid-19 has responded well with its adaptive programs. This research was conducted with a quantitative approach with a quantitative descriptive method, starting with an analysis of the role of stakeholders and programs related to Covid-19 prevention for children. The results of the analysis are continued by looking at the spatial pattern between cities and districts. Research data is taken from primary surveys through FGD and document review. The results of the study identify that not all city/district areas have a response to child protection during the Covid-19 pandemic, urban areas are more responsive to this condition. Increasing the role of protection for children during a pandemic is an important part of the process of returning to the new normal.

Abstract

This article offers a conceptual synthesis that examines how digital platforms can mediate public service delivery to generate public value, drawing on the Gancang Aron initiative in Banyuwangi Regency, Indonesia, as an illustrative case. Moving away from previous studies that tend to evaluate outcomes partially or treat partner platforms purely as logistics providers, this article offers significant conceptual novelty through three major contributions. First, it reframes the Gancang Aron program as a form of digital disruption mobilized for public value creation by integrating three theoretical frameworks—digital governance, platform governance theory, and the public-value framework—into a single unified analytical lens that has not been previously applied to this program. Second, this study consolidates scattered empirical accounts into a comprehensive and integrated public value map encompassing eight dimensions of value (efficiency, accessibility, accountability, security, collaboration, empathy, trust, and human-centric orientation). The article argues that these values are not experienced by citizens as isolated outcomes but are rather co-produced as a holistic, integrated whole. Third, by situating the dynamics of Banyuwangi within the trajectory of post-decentralization reforms in Indonesia, this article provides a crucial Global South perspective to the global platform governance debate, which has historically been dominated by case studies from advanced jurisdictions (OECD) with high administrative capacities. Through this synthesis, it demonstrates that meaningful public service innovation requires institutional adaptability and cross-sector partnerships alongside the technological infrastructure itself.
