Abstract

Urbanization drives population growth and development in the coastal area of Semarang City, Indonesia, which in turn increases water consumption demand. To meet these demands, massive exploitation of groundwater has become a common practice. Consequently, groundwater reserves are depleting, causing damage to soil composition, particularly in the alluvial land characteristic of the area. These factors contribute to loads that exceed the land's carrying capacity, leading to extreme subsidence rates in Semarang's coastal areas. This research analyzes the obstacles faced by central and regional governments in implementing public policies to mitigate sustainable land subsidence. A qualitative approach with descriptive methods was employed, with a rigid selection of existing literature, journal articles, official documents, and news related to the research topic. The study utilizes a public policy perspective to map and analyze existing literature. The results indicate that handling land subsidence is hindered by several factors: policy incoherency, reactive policy nature, miscoordination among stakeholders, and overlapping public policies. Consequently, policy implementation in Semarang City has not yielded significant results in addressing subsidence. The study highlights the need for central and regional governments to involve business actors in formulating strategies to manage land subsidence effectively. This research contributes to expanding theoretical and practical knowledge on the implementation of land subsidence management policies by local governments in Indonesia's sustainable environmental sector.

Abstract

Tantangan legislasi RUU PPRT di Indonesia mencerminkan dinamika politik dalam sistem legislasi nasional. Demokrasi perwakilan seharusnya memberikan ruang bagi partisipasi publik dalam proses legislasi, termasuk melalui konsultasi publik dan keterlibatan organisasi masyarakat sipil khususnya perempuan. Penelitian ini bertujuan untuk menganalisis hambatan utama dalam pengesahan RUU PRT dari perspektif sistem legislasi dan pengambilan keputusan di DPR RI menggunakan Teori popular sovereignty atau kedaulatan rakyat yang dikemukakan oleh Jean-Jacques Rousseau dan John Locke serta Teori Pemisahan Kekuasaan dari Montesquieu. Penelitian ini dilakukan melalui studi liteatur. Dari penelitian adalah telah dilakukan, adanya keterlambat pengesahan RUU PPRT menunjukkan defisit dalam demokrasi partisipatif dan pengaruh politik elite dalam legislasi. Mekanisme representasi di DPR masih dipengaruhi oleh klientelisme, sementara eksekutif memiliki dominasi dalam menentukan prioritas kebijakan. Untuk memperbaiki situasi ini, diperlukan peningkatan partisipasi publik, reformasi sistem perwakilan khususnya perempuan dalam legislatif, dan peningkatan transparansi-akuntabilitas dalam legislasi. Dengan begitu, demokrasi Indonesia diharapkan lebih inklusif dan berpihak pada keadilan sosial.

Abstract

This community service activity aimed to enhance the digital capacity of members of the Family Welfare Empowerment (PKK) group in Gedongmulyo Village, Lasem Subdistrict, Rembang Regency, particularly in utilizing Google Forms as a tool for data collection. In today’s digital era, proficiency in information technology has become essential, including for community-based organizations at the village level. The training was designed to provide participants with practical and applicable knowledge on how to create, distribute, and manage data through Google Forms. The training methods included lectures, demonstrations, and hands-on practice using a participatory approach to ensure effective knowledge transfer. The results of the activity showed a significant improvement in participants' understanding and skills. They successfully developed various digital forms tailored to organizational needs, such as family health surveys, attendance records, and activity evaluations. Beyond improving efficiency in data collection, which was previously done manually, this activity also contributed to enhancing the digital literacy of village residents. The training is expected to serve as an initial step toward digitalizing the administrative functions of the Gedongmulyo PKK and to inspire similar technology-based innovations within other grassroots community organizations.

Abstract

This community service program was conducted as part of the implementation of the Tri Dharma of Higher Education, focusing on strengthening the digital capacity of members of the Family Empowerment and Welfare Movement (Pemberdayaan dan Kesejahteraan Keluarga or PKK) in Turusgede Village, Rembang District, Rembang Regency. The activity stemmed from the existing condition in which PKK data collection was still performed manually, leading to inefficiency, inaccuracies, and difficulties in archiving. To address these challenges, training on the use of Google Forms was introduced as a practical information technology solution to support the digitalization of PKK’s organizational management. The program employed a participatory and hands-on training approach, consisting of several stages: needs assessment, training module development, theoretical and practical sessions, as well as post-training monitoring and evaluation. The evaluation results showed that the training effectively improved participants’ digital literacy and technical skills, as evidenced by their ability to independently create and manage digital forms. Participants responded very positively, showing high enthusiasm and a strong commitment to applying the newly acquired skills in PKK administrative and data collection activities. Despite challenges such as limited access to digital devices and varying levels of digital literacy, the program successfully fostered awareness and confidence among PKK members in utilizing technology. Sustainability efforts include continuous mentoring, the development of practical user guides, and the establishment of local digital cadres within the village. Overall, this program made a tangible contribution to strengthening data-based organizational governance, improving the effectiveness of family empowerment programs, and accelerating digital transformation at the community level.
